    Abstract: Australia has seen large rises in living standards over the last decades across the whole of the income distribution. Technological change and international trade have contributed to this success, but have also brought structural change. Some industries have declined, while others flourished. Furthermore, new technologies and structural change create new skills and new tasks, boosting demand for some jobs, while making others disappear. Although technology and globalisation have not decreased overall employment, certain people, groups, and communities have undergone disruptive change and experienced falling living standards. Some groups face a higher risk of poverty and laid-off workers can have difficulty finding a new job. Well-informed and well-targeted policy is therefore needed to ensure that the benefits of technology and globalisation are widely shared. This paper focuses on policies to ensure that everyone in Australia has the opportunity to benefit from technological change and globalisation. The paper assesses policies relating to three issues: i) labour markets and active labour market policies; ii) education and skills; to ensure adequate skills for accessing good quality jobs; and iii) urban environments, ensuring that Australia's highly urbanised population can adapt to change.

    Abstract: Urban Sustainability and Justice presents an innovative yet practical approach to incorporate equity and social justice into sustainable development in urban areas, in line with the commitments of the UN’s Sustainable Development Goals and the New Urban Agenda. This open access work proposes a feminist reading of just sustainabilities' principles to reclaim sustainability as a progressive discourse which informs action on the ground. This work will help the committed activist (whether they are on the ground, working in a community, in a non-governmental organization (NGO), in a business, at a university, in any sphere in government) to connect their work to international efforts to deliver environmental justice in cities around the world. Drawing on a comparative, international analysis of sustainability initiatives in over 200 cities, Castán Broto and Westman find limited evidence of the implementation of just sustainabilities principles in practice, but they argue that there is considerable potential to develop a justice-oriented sustainability agenda. Highlighting current successes while also assessing prospects for the future, the authors show that just sustainabilities is not merely an aspirational discourse, but a frame of reference to support radical action on the ground.     Abstract: This book presents a comprehensive exploration of the emerging concept and framework of telecoupling and how it can help create a better understanding of land-use change in a globalised world. Land-use change is increasingly characterised by a spatial disconnect between its main environmental, socioeconomic and political drivers and the main impacts and outcomes of those changes. The authors examine how this separation of the production and consumption of land-based resources is driven by population growth, urbanisation, climate change, and biodiversity and carbon conservation efforts. Identifying and fostering more sustainable, just and equitable modes of land use and intervening in unsustainable ones thus constitute substantial, almost overwhelming challenges for science and policy. This book brings together leading scholars on land-use change and sustainability to systematically discuss the relevance of telecoupling research in addressing these challenges. The book presents an overview of the telecoupling approach, reflects on a number of the most pressing issues surrounding land-use change today and discusses the agenda for advancing understanding on sustainable land-use change through interdisciplinary and transdisciplinary research. Cecilie Friis is a post-doctoral researcher at the IRI THESys at the Humboldt-Universität zu Berlin, Germany. Her research focuses on land-use change, crop booms, and land grabbing in frontier regions of Southeast Asia, and she is the Co-Organiser of a Global Land Programme Working Group on Telecoupling Research towards Sustainable Transformation of Land Systems. Jonas Ø. Nielsen is Professor of Integrative Geography at the Geography Department and Research Group Leader at the IRI THESys at the Humboldt-Universität zu Berlin, Germany. Rezension (ekz): Der kenianische Autor (Jahrgang 1938) ist mit seinen Lebenserinnerungen "Träume in Zeiten des Krieges" (2010) und "Im Haus des Hüters" (2013) bei uns bekannt geworden und (war?) für den Literatur-Nobelpreis im Gespräch. In diesem Buch sind sieben Essays und Vorträge aus der Zeit vor 2009 versammelt, die grundsätzliche Themen behandeln wie die Verschleierungsfunktion des Wortes "Stamm", die Geschichte und gegenwärtige Bedeutung von Sklaverei, die afrikanischen Intellektuellen und ihr Verhältnis zur Sprachenvielfalt, zur Globalisierung und zu Massenvernichtungswaffen. Den Essays liegt "der Ruf nach einer visionären, geeinten afrikanischen Führung zugrunde", was nicht bedeutet, dass die Tatsache von 50 durchaus unterschiedlichen afrikanischen Staaten und die vielfach noch bestehenden Diktaturen übergangen würden. - Das Buch mag als Hintergrundmaterial für die innerafrikanische Kritik an der Art der Dekolonisation und auch an der westlichen "Entwicklungshilfe" genutzt werden und wäre dann eine gute Ergänzung zur westlichen Kritik etwa bei V. Seitz in "Afrika wird armregiert" (2018). (2)

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

Illuminating translocality as a productive concept for studying cross-regional connectivities and networks, this volume is an important contribution to a lively field of academic discourse. Following new directions in Area Studies, the chapters aim to overcome 'territorial containers' such as the nation-state or local community, and instead emphasize the significance of processes of translation and negotiation for understanding how meaningful localities emerge beyond conventional boundaries. Structured by the four themes 'crossing boundaries', 'travelling ideas', 'social and economic movements' and 'pious endeavours', this volume proposes three conceptual approaches to translocality: firstly, to trace how it is embodied, narrated, virtualized or institutionalized within or in reference to physical or imagined localities; secondly, to understand locality as a relational concept rather than a geographically bounded unit; and thirdly, to consider cross-border traders, travelling students, business people and refugees as examples of non-elite mobilities that provide alternative ways to think about what 'global' means today. Mobilities, Boundaries, and Travelling Ideas will be of interest to students and scholars of the anthropology, history and sociology of Central Asia and the Caucasus, as well as for those interested in new approaches to Area Studies.

    Abstract: Declining inflation in many countries over the past few decades at the same time as rising global competition has led to a debate on the importance of globalisation for domestic inflation. This paper explores the implications of global value chain (GVC) integration and market contestability for inflation using a range of industry-level and micro-data sources. We provide evidence that rising participation in GVCs has placed downward pressure on producer price inflation, by increasing the ability of firms to substitute domestic inputs with cheaper foreign equivalents. We investigate the channels, which suggests that increased GVC participation contributed to lower inflation via downward pressures on unit labour costs – by raising productivity and reducing wages – in the importing country, especially when low-wage countries are integrated in supply chains. We then present industry-level evidence to support the conjecture that a higher level of GVC integration dampens producer price inflation by accentuating the impact of global economic slack on domestic inflation. However, we also find an increasing trend in mark-ups, suggestive of rising market power, particularly in services sectors. Thus, looking forward, there is a risk that stalling globalisation since the crisis, coupled with stronger aggregate demand and declining market contestability, could lead to inflationary pressures in the medium term, thereby letting the inflation genie out of the bottle.

    Abstract: Over the past two decades, real median wage growth in many OECD countries has decoupled from labour productivity growth, partly reflecting declines in labour income shares. This paper analyses the drivers of labour share developments using a combination of industry- and firm-level data. Technological change in the investment goods-producing sector and greater global value chain participation have compressed labour shares, but the effect of technological change has been significantly less pronounced for high-skilled workers. Countries with falling labour shares have witnessed both a decline at the technological frontier and a reallocation of market shares toward “superstar” firms with low labour shares (“winner-takes-most” dynamics). The decline at the technological frontier mainly reflects the entry of firms with low labour shares into the frontier rather than a decline of labour shares in incumbent frontier firms, suggesting that thus far this process is mainly explained by technological dynamism rather than anti-competitive forces.

    Abstract: This paper assesses the international comovement of gross capital inflows and outflows using a two-level factor model. Among advanced and emerging countries, capital flows exhibit strong commonality: common (global and country group-specific) factors account, on average, for close to half of their variance. There is a contrast across groups: common factors dominate advanced-country capital flows, while idiosyncratic factors dominate emerging- country flows and, especially, developing-country flows. The reason is the much larger role of global factors among advanced countries. Importantly, these findings apply to both inflows and outflows: their respective common factors are very similar-although global factors play a bigger role for outflows than for inflows. The commonality of flows reflects a global cycle, summarized by a small set of variables (the VIX, the U.S. real interest rate and real exchange rate, U.S. GDP growth, and world commodity prices) that explain much of the variance of the estimated factors-especially the global factors.     Abstract: This paper presents recent trends in government and foreign bank ownership across countries and summarizes the evidence regarding the implications of bank ownership structure for bank performance and competition, financial stability, and access to finance. The evidence reviewed suggests that foreign-owned banks tend to be more efficient than domestic banks in developing countries, promote competition in host banking sectors, and help stabilize credit when host countries face idiosyncratic shocks. But there are trade-offs, since foreign-owned banks can also transmit external shocks and might not always contribute to expanding access to credit.     Abstract: International connections through trade, foreign direct investment, migration, the Internet, and other channels are critical for the transmission of knowledge and growth and form macroeconomic linkages. But how much knowledge is transmitted to a country is not only the result of the overall level of connectivity, but also to whom a country is connected, as well as how these connections complement each other. For example, being well-connected to an economy with wide-reaching global connections is likely to be a stronger conduit for knowledge transfers than being connected to an isolated economy. Likewise, connections are likely to complement each other. For example, ecommerce is often seen as a benefit of Internet connectivity, but without transport connectivity, ecommerce may not amount to much. This wider definition of connectivity, referred to as multidimensional connectivity, is broadened and explored in this study as it applies to Europe and Central Asia. Focusing on countries from the Europe and Central Asia region, the paper shows that multidimensional connectivity is an economically and statistically important determinant of future economic growth. The paper further discusses the potential risks and transfer of shocks that can result from cross-country economic connectivity. Furthermore, it provides some examples of how policy tools can be designed to leverage the benefits of connectivity channels and mitigate their risks

    Abstract: This paper discusses the results of a survey of multinational corporations with affiliates in developing countries. The paper explores corporate perspectives and decision making across the stages of the investment cycle: attraction, entry and establishment, operations and expansion, linkages with the local economy, and, in some cases, divestment and exit. Through interviews with 754 executives, the survey finds that political stability and a business-friendly regulatory environment are the top two factors influencing multinational corporations' investment decisions in developing countries. Investors seek predictable, transparent, and efficient conduct of public agencies. The survey results also show that investors are heterogeneous, and their perceptions vary with motivation and size. Multinational corporations that are involved in efficiency-seeking investment are more selective than investors motivated by other considerations, and that relatively smaller multinational corporations are more sensitive to host country characteristics and investment climate factors than large firms

    Abstract: The free flow of data across borders underpins today's globalized economy. But the flow of personal data outside the jurisdiction of national regulators also raises concerns about the protection of privacy. Addressing these legitimate concerns without undermining international integration is a challenge. This paper describes and assesses three types of responses to this challenge: unilateral development of national or regional regulation, such as the European Union's Data Protection Directive and forthcoming General Data Protection Regulation; international negotiation of trade disciplines, most recently in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); and international cooperation involving regulators, most significantly in the EU-U.S. Privacy Shield Agreement. The paper argues that unilateral restrictions on data flows are costly and can hurt exports, especially of data-processing and other data-based services; international trade rules that limit only the importers' freedom to regulate cannot address the challenge posed by privacy; and regulatory cooperation that aims at harmonization and mutual recognition is not likely to succeed, given the desirable divergence in national privacy regulation. The way forward is to design trade rules (as the CPTPP seeks to do) that reflect the bargain central to successful international cooperation (as in the EU-US Privacy Shield): regulators in data destination countries would assume legal obligations to protect the privacy of foreign citizens in return for obligations on data source countries not to restrict the flow of data. Existing multilateral rules can help ensure that any such arrangements do not discriminate against and are open to participation by other countries

    Abstract: Neoliberals hate the state. Or do they? In the first intellectual history of neoliberal globalism, Quinn Slobodian follows a group of thinkers from the ashes of the Habsburg Empire to the creation of the World Trade Organization to show that neoliberalism emerged less to shrink government and abolish regulations than to redeploy them at a global level. Slobodian begins in Austria in the 1920s. Empires were dissolving and nationalism, socialism, and democratic self-determination threatened the stability of the global capitalist system. In response, Austrian intellectuals called for a new way of organizing the world. But they and their successors in academia and government, from such famous economists as Friedrich Hayek and Ludwig von Mises to influential but lesser-known figures such as Wilhelm Roepke and Michael Heilperin, did not propose a regime of laissez-faire. Rather they used states and global institutions--the League of Nations, the European Court of Justice, the World Trade Organization, and international investment law--to insulate the markets against sovereign states, political change, and turbulent democratic demands for greater equality and social justice. Far from discarding the regulatory state, neoliberals wanted to harness it to their grand project of protecting capitalism on a global scale. It was a project, Slobodian shows, that changed the world, but that was also undermined time and again by the inequality, relentless change, and social injustice that accompanied it.

    Abstract: This book brings together the key works on the global factory - a unique approach to the modern global economy that focuses on the orchestrating role of key multinational firms that control an integrated international network of independent firms. This analysis is conducted at global system level, at the level of global value chains and for individual firms. These three levels represent consistent, nested approaches to the analysis of pressing issues of the modern international economy. The Global Factory examines the internalisation theory of the multinational enterprise as it applies to global interfirm networks, and pays particular attention to multinational firms from emerging countries. It examines the governance and performance of global factories, their internationalisation and knowledge management strategies and the potential for multinational firms to address societal failures. The role of technology, the use of tax havens by Chinese multinationals and the division of entrepreneurial labour between global factories and smaller local firms are all explored as fascinating aspects of the overarching theory. This is an essential point of reference on Buckley's work on the global factory for academics and students of business, as well as managers of multinational firms and public policy makers

    Abstract: Im Mittelpunkt des Buches steht die Frage, ob sich im Zuge der Globalisierung neoliberale und Managementprinzipien in den Industrieunternehmen Brasiliens etablieren. Unter Rückgriff auf quantitative und qualitative Methoden wird empirisch untersucht, inwiefern Veränderungen im Karriereverlauf der Topmanager zu einem Wandel ihrer Wert- und Handlungsorientierungen beitragen. Es wird aufgezeigt, welche Selektionsmechanismen die Herausbildung der brasilianischen Wirtschaftselite begünstigen und auf welche Deutungsmuster diese bei der Bewältigung von Führungssituationen zurückgreift.     Abstract: "A rich investigation into Morocco's urban politics Over the past thirty years, Morocco's cities have transformed dramatically. To take just one example, Casablanca's medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco's monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation's urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco's urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco's leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco's experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century." Das Werk berücksichtigt gesellschaftsrechtlich verbundene Unternehmen ebenso wie die Möglichkeit einer Regulierung zum Schutz vor Menschenrechtsverletzungen im Zusammenhang mit wirtschaftlichen Aktivitäten von Unternehmen in globalen Lieferketten. Das Buch untersucht privatrechtliche und völkerrechtliche Strategien. Anhand ausgewählter Ansätze kommt die Autorin zu dem Ergebnis, dass keine rechtliche Notwendigkeit für den gegenwärtigen Zustand eines defizitären Schutzes vor Menschenrechtsverletzungen im Zusammenhang mit wirtschaftlichen Aktivitäten von Unternehmen besteht. Die Autorin legt dar, dass Defizite der Diskussion auch darin bestehen, dass regelmäßig eine Reflexion der Durchsetzungschancen und -möglichkeiten der an sich notwendigen rechtspolitischen Strategien fehlt

    Abstract: Das Buch befasst sich mit der Fragestellung nach einer Konstitutionalisierung des Völkerrechts und beleuchtet diese aus einer systemtheoretischen Sichtweise. Das Werk setzt sich zunächst intensiv mit der Systemtheorie von Niklas Luhmann auseinander und analysiert anschließend sowohl vorherrschende Konstitutionalisierungs- als auch Fragmentierungstendenzen. Ausführlich wird dabei auf den Ansatz des sog. Societal Constitutionalism eingegangen und die Hauptthese der Vertreter dieses Ansatzes kritisch gewürdigt. Schließlich beleuchtet das Werk die Konstitutionalisierung des Völkerrechts unter systemtheoretischen Gesichtspunkten und untersucht, inwieweit ein autonomes oder sogar autopoietisches Rechts- und Politiksystem auf internationaler Ebene existieren und ob diese beiden Systeme analog zur nationalstaatlichen Ebene durch eine Art strukturelle Kopplung verbunden sind. Im Kern bejaht das Werk ein Vorliegen einer strukturellen Kopplung und dadurch auch eine Konstitutionalisierung zumindest in einem abgeschwächten Maß

In its theoretical analysis, the book illuminates four alternative political agendas for the work and play of the mind. These four “propertyscapes” represent competing visions for social life, framing projects for collective political action that are at times competing, at times overlapping. The author prompts us to consider whose property is the work and play of the mind, as well as addressing larger questions  regarding the framing of political space, the kinds of political communities we may need for the future, and the changing place of the work and play of the mind within these social imaginaries. The book will be of interest to students and scholars across a range of disciplines including media and communications, arts and design, law, politics and interdisciplinary social sciences.
