    Kurzfassung: Economists have rightly been criticized for not having foreseen the crisis that exploded in 2007-2008. As Giancarlo Bertocco eloquently argues, responsibility does indeed rest heavily on their shoulders. By developing a theory which excluded the possibility that a catastrophic crisis could ever happen, the economics profession has justified decisions and behaviours that caused the Great Recession. This book presents an alternative theoretical approach built on the lessons of Marx, Keynes, Schumpeter, Kalecki, Kaldor and Minsky, which highlights the structural instability of a capitalist economy and the endogenous nature of the current crisis. This fascinating book has several distinctive features. It begins by highlighting the limits of traditional economic theory and reveals the contradictions found in mainstream explanations as to the origins of the crisis. The author goes on to argue that economists not only failed to foresee the crisis but actually ignored the warning signs of instability that emerged during the Great Moderation. Bertocco presents an original interpretation of Keynes's argument that underlines the importance of Schumpeter's theory of credit in order to explain the relationship between money and crisis which characterizes a Keynesian monetary theory of production. Finally, he demonstrates that the nature of the crisis has important policy consequences and proposes a specific set of measures that take into account its structural nature.     Kurzfassung: This challenging book extends standard economic theory to take into account the presence of heterogeneity among economic agents. It argues for an approach to economic analysis which regards the economy as an interactive system with heterogeneous agents and not simply a system which treats aggregates as some 'representative' individual. The authors consider that no sector of the economy can be treated as behaving like a single individual and each sector should be modelled as a complex interactive system. They apply this approach to many macro- and micro- analyses including monetary policy and firms, technological innovation and the insider-outsider model. In conclusion the authors find that this approach proves much more fruitful in explaining empirical phenomena than much of the existing theory. The result of this approach to economic theory which encompasses many realistic features, provides a vision of the economy which is not at odds with common sense, but which does not abandon rigorous analysis. This important book will be welcomed by those interested in both macro and micro economic theory

These state-owned banks enjoy special privileges and government support which have made them major players in the global arena of banking and finance. Protected by the German taxpayer's seemingly bottomless pockets in the form of state warranties, Landesbanks are able to take part in financing some of the largest projects in the world. They occupy nearly fifty per cent of the top places in both Moody's and Standard and Poor's international rankings. Professor Sinn critically scrutinizes the privileges of the German Landesbanks and questions the justification of government intervention in the banking sector.     Kurzfassung: Since the celebration of the bicentenary of The Wealth of Nations, the last twenty years have seen a burgeoning interest in Adam Smith's contribution to economics. Jan Peil's book aims to provide a new model for interpreting Smith's contribution to economic science. This model elucidates Smith's vision of the free market economy by placing it in the historical circumstances of the time. In the first part of the book the author discusses how we should read Smith and outlines the new hermeneutical model of interpretation of his economic thought. For example, in reviewing The Wealth of Nations, the author places Smith's work firmly in the context of moral philosophy and the debate on the sense and meaning of the emerging commercial society which was taking place in the 18th century. In discussing Smith's economics, the author clearly focuses on the question: why should we re-read Smith and according to which model of interpretation? Finally, he discusses the relevance of reinterpreting Smith's economics as part of moral philosophy for today's debate on the principles of economics. This innovative book will be of great interest to historians of economic thought and political economy, scholars and students of the philosophy and methodology of economics and all those interested in Adam Smith and his relevance for economics today

    Kurzfassung: In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation. Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur. This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy

    Kurzfassung: Financing Decentralized Expenditures presents new original research papers on the structure of intergovernmental fiscal relations in virtually all types of countries and the design and implementation of transfer mechanisms between different levels of government. In developing, transition, and industrial countries alike, the process of decentralization of government expenditures has proceeded apace to provide better accountability and quality of services to consumers. At the same time, tax administration constraints dictate the central collection and assignment of the major sources of revenues - particularly income taxes and VAT. This generates an imbalance in favour of the central government. The manner in which this imbalance in redistributed affects the degree and nature of decentralization generating considerable debate in countries as diverse as Italy and Denmark, those in North America, as well as countries in transition, such as China and Russia. The book includes a balance of overview pieces that explore the general issues supplemented by a large number of studies of intergovernmental transfer systems in specific countries.     Kurzfassung: Economics is full of puzzles and paradoxes that often frustrate and challenge everyone, including economists.     Kurzfassung: The economic demands of an ageing population, coupled with the crisis of public spending pose one of the greatest challenges to social policy in both the East and West. This book focuses on the political economy of pensions, particularly on the interaction between private and state provision. Enterprise and the Welfare State argues that there is more to welfare than simply provision by the state and so the focus of this book is on the welfare society rather than the welfare state. This requires a new system of statistical accounting and a different focus for case studies. A multidisciplinary approach is used to examine the design of the pensions system in nine countries with different institutional welfare mixes. Using a common conceptual framework, it compares and contrasts the goals and realities of the welfare systems in France, Germany, The Netherlands and Sweden, where strong occupational pensions are in operation, with the more modest welfare states in Japan, the United Kingdom and the United States. Each country case study provides a grounded analysis of the evolution of pension design and traces the impact of the policies on the economic well-being of the aged and the performance of the economy. It offers new data on the level of spending of enterprise based occupational pensions and examines the implications for redistribution resulting from changes in the design of state and occupational pensions. This book will be essential reading for academics, students and public policymakers interested in the economics of welfare, social policy and the future of pension provision
