Abstract: Comparing Germany’s and Brazil’s government perspectives, Sybille Roehrkasten reveals that the ideas on global renewable energy governance are highly contested. In her study, the author sheds light on the politics behind the definition of global governance issues, focusing on two pioneers in the worldwide promotion of renewables and two decisive players in this emergent area of global cooperation. She demonstrates that ideas about problems and solutions in transboundary policy-making differ widely, and that these differences are caused by the decision makers’ policy contexts and self-interests. The differences concern key aspects in global governance on renewables, such as global challenges to be addressed, favored renewables options, barriers to renewables promotion, and tasks for cooperation. Contents Global Governance on Renewable Energy German and Brazilian Ideas on Global Renewable Energy Governance Ideational Differences in Global Renewable Energy Governance Target Groups Researchers and students with a focus on global governance, international relations, energy policy, and the promotion of renewable energies Decision makers in the areas of international cooperation, foreign affairs, energy, economics and environment The Author Dr. Sybille Roehrkasten is a researcher at the Institute for Advanced Sustainability Studies (IASS) in Potsdam. She works on the international dimension of the energy transition.

Abstract: Shabnam Mirsaeedi-Farahani analyzes Iran’s interests in diversifying its energy sector, specifically electricity generation and consumption, between 1990 and 2011. She examines the policy discussions in the Iranian Parliament as well as policy development and implementation with respect to the electricity sector. One of the geopolitically crucial areas for both Iran’s domestic development as well as its international influence has been its energy sector. The author assesses international policy pressures and domestic interests to evaluate the interplay of interests, actors, and strategies. While increasing domestic generation capacity, Iran has been able to further its regional interests and influences as well as to build a backbone for its industrialization endeavors. Abstract: This book demonstrates both successes and failures in attempts to get closer to the ideal of good urban governance in cities in North-America, Europe, and Asia. It presents a value menu and deliberately does not come up with “one best way” for improving urban governance. Good urban governance is presented as a balancing act, an interplay between government, business and civil society in which the core values need careful and timely attention. The authors address questions such as “What is deemed “good” in urban governance, and how is it being searched for?”, and “What (re)configurations of interactions between government, private sector and civil society are evolving, and to what results?”. Abstract: Nora E. Sánchez Gassen analyses how demographic trends and electoral law have influenced the German electorate in the past and projects their future impact. A set of population projections illustrates how the size and age structure of the electorate will change until 2030 due to ongoing demographic changes. Additional analyses reveal how reforms of electoral law and citizenship law could be used to influence these trends. Overall, the author combines demographic methods with democratic theory in order to investigate a topic that has so far received little attention in discussions on demographic change: the future of the democratic system. Abstract: Anitta M. Hipper examines to what extent and under what conditions the EU's transformative power met with resistance in Romania. The book touches upon a raw nerve for most post-communist societies: justice and anti-corruption reform. Through the use of a context-sensitive approach, it assesses how domestic factors influenced the implementation of EU conditionality towards Romania from 1990 to 2012. Empirical investigations reveal a struggle between various interested parties in complying with EU conditionality. As a result, a complex layer of (non-)compliance emerged and it became a Herculean task to ensure the sustainability of reform by reformist forces within Romania and the EU.

Abstract: Sandu-Daniel Kopp investigates whether carbon reduction targets are compatible with market-driven competition in gas (and power) industries, and whether security of supply is compatible with competitive markets. He examines the policy trade-offs which need to be made between the three different elements, and whether these policy judgements should be economically or politically based. The analysis shows the need for a complex set of politically determined options to protect (competitive) markets from price risks and emergency events and demonstrates that this has thus far failed the policy test. Overall, the author argues that the three major elements of EU energy policy are incompatible in important respects and thereby challenges much of the conventional wisdom of EU and Member State policies of the past decade.
