    Abstract: This report investigates how tax revenue from transport fuels could evolve over time as vehicles rely less on fossil fuels, with a focus on the case study of the Republic of Slovenia. Reducing the reliance on fossil fuels in the transport sector is a welcome development from the perspective of its climate and health impacts and of reduced energy dependence. However, under current settings, reduced fuel use will also lead to a loss of tax revenues, which may put stress on government budgets. Based on simulations for Slovenia, with a 2050 horizon, the report provides an in-depth assessment of the taxation of road transport and investigates how tax policy could adapt to declining fossil fuel use in the long term if the objective is to maintain revenues at current levels while taking fairness and efficiency considerations into account. It finds that gradual tax reforms, with an evolving mix of taxes, shifting from taxes on fuel to taxes on distances driven, can contribute to more sustainable tax policy over the long term.

Bei den fast siebzig Nachträgen handelt es sich um Briefe und Karten zwischen 1896 und 1918, die nach dem Erscheinen der jeweiligen Jahrgangsbände aufgefunden wurden. Wenige konnten den Jahrgangsbänden nicht zugeordnet werden, weil sie nur annäherungsweise oder noch gar nicht datierbar waren. Umfangreiche Digitalisierungsarbeiten öffentlicher Archive sowie die Öffnung privater Nachlässe trugen dazu bei, dass zahlreiche bislang unbekannte Originale gefunden werden konnten. Weitere eventuell noch auftauchende Briefe werden in einem digitalisierten Format veröffentlicht.Das Gesamtregister erschließt erstmals systematisch das gesamte Briefkorpus durch ein Register aller Briefempfänger (Personen und Institutionen), ein Register der von Weber genannten Personen, erweitert um deren Werke (Autoren, Künstler, Komponisten), ein Register der erwähnten Orte und – nunmehr ganz neu erstellt – durch ein Sachregister mit Informationen zu angesprochenen Sachthemen, Institutionen, Verlagen und Projekten, sozialen und akademischen Netzwerken sowie biographischen Stationen Max Webers.
    Abstract: This two-part volume rounds off the second division of the Max Weber-Gesamtausgabe with almost seventy new letters and an index covering the entire body of correspondence featured in the collected works. The letters date from the years 1896 to 1918 and were only discovered after the various volumes they would have appeared in had already been published. The new index allows systematic analysis of all the MWG's letters and includes their recipients, an index of names that has been expanded to include works cited, one of places, and, for the first time, an index listing topics, institutions and the different stages that marked Weber's biography.

These data allow for comparison of road freight transport fiscal regimes in different countries in quantitative terms. Por lo general el sistema ha funcionado bien pero el déficit en capacidad regulatoria ha resultado ser un obstáculo en la resolución de controversias sobre el uso de los derechos de paso y las condiciones de acceso para algunos transportistas. La Ley Reglamentaria del Servicio Ferroviario se modificó en enero del 2015 para solucionar estas deficiencias a través de medidas que incluyen el establecimiento de una nueva Agencia Reguladora del Transporte Ferroviario. La clave del éxito de esta nueva Agencia radicará en su capacidad, en términos de pericia económica, para emitir decisiones sobre cuestiones de acceso a los servicios ferroviarios. Para ser robustas ante las contestaciones legales, las decisiones de la Agencia tendrán que estar económicamente bien argumentadas y acompañadas por una comunicación eficiente para proporcionar confianza a todas las partes involucradas, incluyendo a las cortes, sobre la solidez de los dictámenes. La Agencia requerirá los recursos suficientes para llevar a cabo sus labores. Para proporcionar asistencia en la construcción de esta capacidad regulatoria, el Foro Internacional del Transporte y la Secretaría de Comunicaciones y Transportes organizaron un encuentro entre los reguladores mexicanos y las instituciones reguladoras clave del transporte ferroviario de Canadá y los Estados Unidos de América para analizar las prácticas de regulación y los recursos que para ello fueron alocados a estas jurisdicciones.     Abstract: Against the backdrop of the nineteenth century's mechanical-deterministic worldview, Max Weber wanted to overcome the quarrel about methods in economics and bring into being a theory of science that took the wealth of historical life into account. To this end, he made use of the neo-Kantianism philosophy of south western Germany, supplementing it with the natural sciences' theory of probability and aesthetics' doctrine of ideal type. From 1904, an important medium in this quest was the »Archiv für Sozialwissenschaft und Sozialpolitik«, co-edited by him. Volume I/7 of Weber's Collected Works provides textual criticism of and commentates on his early writings on methodology, including the essay on objectivity and the foreword. The »Stammler« addendum has been re-edited according to the original manuscript, while the subject explanations document the diverse references. Citations, literature sources, and references are itemised in the apparatus.

    Abstract: The texts compiled in this volume document and illuminate the path of thought upon which Weber turned to sociology comparatively late in life. He wanted to clarify the position and the function of this new science, which was highly controversial in Germany, in connection with cultural and social sciences and within the framework of his own research, to find a methodological and conceptual-theoretical basis for its specific way of explaining things and to demonstrate its explanatory potential in comprehensive historical and cultural comparative studies. The volume is a collection of writings, speeches and contributions to discussions on methodological and theoretical problems which originated in this frame of reference between 1908 and 1917 and, with a few exceptions, were also published. The annotations attached to the texts aid in their understanding, the editorial reports describe the context in which they originated and how they were passed on and the introduction deals with the overlapping thematic and systematic contexts.

    Abstract: In 2015, the Korean Government’s Ministry of Land, Infrastructure and Transport (MOLIT) launched a feasibility study for increasing airport capacity in the Youngnam Region of Korea, the southeast quarter of the country. The Ministry appointed a consortium formed by the Korea Transportation Institute (KOTI) and ADPI (Aéroport de Paris Ingenierie, member of the Aéroports de Paris Group) to develop the methodology for deciding at which site airport expansion should take place. In the framework of that work, the Korean Government requested that a roundtable be organised by the International Transport Forum to review the methodology developed for site selection and the criteria employed with a view to ensuring that the exercise undertaken for the Korean Government reflects current international best practice. This report is a product of this roundtable, organised in Paris in February 2016. The review is based on examination of methodologies used for selecting airport expansion sites in four different ITF member countries: Australia, Japan, Portugal and the United Kingdom.     Abstract: This report examines how lowering vehicle mass can reduce CO2 emissions from road transport. The average mass of new passenger cars in the European Union has increased by around 40% over the past four decades. Lowering vehicle mass to levels observed in the mid-1970s could reduce vehicle emissions substantially and help meet European Union targets such as the 60% reduction in transport CO2 emissions by 2050. Based on different scenarios, this study shows that mass reduction across all vehicle technologies has potential to reduce the gap between such ambitions and the current trend and would financially benefit the vehicle user. This report was developed in the context of the International Transport Forum’s Decarbonising Transport project.     Abstract: This report examines how cities can manage the transition to shared mobility services. It expands on two earlier studies that looked at the citywide impact of replacing private cars with shared services, but did not address the question of implementation. Based again on mobility data for the city of Lisbon, Portugal, this report assesses issues around the scaling up of shared mobility services to the whole of the Metropolitan area and of their stepwise introduction. It also analyses the impacts of these services on the use of existing high-capacity public transport and on access to jobs, schools or health facilities across the whole study area, and explores how shared mobility can improve accessibility for users with impairments. Reduced reliance on humans to move road freight in the future could offer large cost savings for business and consumers. Based on different scenarios for the large-scale introduction of automated road freight transport, this study makes recommendations to help governments manage potential disruption and ensure a just transition for affected drivers. The International Road Transport Unions, the International Transport Workers’ Federation and the European Automobile Manufacturers Association contributed data and insights on driverless technology in the road freight sector as well as funds for the research.     Abstract: This report examines how the optimised use of new shared transport modes can change the future of mobility in the Auckland area in New Zealand. Based on computer simulations of different shared mobility scenarios, the study shows that introducing ride sharing and Taxi-Bus services can significantly reduce C02 emissions and improve accessibility while lowering mobility costs and improving service quality for users. Most scenarios also reduce congestion and release public parking space for other uses. The simulations show that new shared modes work particularly effectively in tandem with public transport supply such as rail and bus rapid transit (BRT), for which they can act as feeders. A survey and focus groups for the study explored how willing citizens in the Auckland area are to using shared mobility solutions. Together, the findings provide an evidence base for decision makers to weigh opportunities and challenges created by new forms of shared transport services. The work forms part of a series of studies on shared mobility in different urban and metropolitan contexts.     Abstract: This dataset presents information on vehicle taxes, fuel excise duties and user charges taking into account any possible refunds, rebates and exemptions. These data allow for comparison of road freight transport fiscal regimes in different countries in quantitative terms. In order to allow for comparisons of road freight taxation regimes in different countries, net taxation levels are calculated for a standard domestic haul (400-km domestic hauls with 40 tonne trucks). These results are then assessed per vehicle-kilometre and per tonne-kilometre and shown in euros.

    Abstract: These letters from 1875–1886 chart the decade in Max Weber's life beginning with the eleven-year-old schoolboy and ending with a graduate of twenty-one. The 149 edited and commentated letters are an impressive accompaniment to the young Weber's course of education during the 1871-founded German Empire. The letters span his schooldays at the humanities-orientated Charlottenburg Gymnasium to his study of law at the universities of Heidelberg, Strassbourg, Berlin, and Göttingen, while also taking in his army days in Strassbourg. The often diary-like entry reports written during his training to become a reserve officer are a unique first-hand account of the Prussian army. The early letters, addressed solely to his parents, siblings, and other close relatives, bear witness to the educated classes' careful cultivation of written communications. An expert introduction places the letters in their context, while preliminary editorial remarks, commentaries, directories, and registers complete the volume.

Max Weber engagierte sich im Evangelisch-sozialen Kongreß und im Verein für Socialpolitik, für den er die Lage der Landarbeiter im ostelbischen Deutschland analysierte und so seinen Ruf als Nationalökonom begründete.     Abstract: Max Weber wrote more than 200 letters between 1887 and 1894, a time which saw him juggling busy professional and academic careers. On top of his legal training, these seven years saw Weber complete his doctorate, lecture as a 29-year-old associate professor in Berlin, and then go on to become Professor of Political Economy at Freiburg University in 1894. The amount of correspondence he produced in this time provides not only a rich seam of biographical detail, but also charts the development of Weber's powers of political judgement as he clashed with the central problems of the German empire and the failure of the older »notability liberalism« to grasp the importance of the »social question« in order to achieve a stronger democracy. Weber was also actively involved in the Protestant-Social Congress and the Association for Social Politics, analysing for the latter the situation of German agricultural workers east of the River Elbe. It was this study that laid the foundations for his reputation as a political economist. The start of Weber's emotionally and intellectually intense relationship with his future wife, Marianne Schnitger, is also recorded here through letters that did not appear in the 1936 edition of his »Jugendbriefe«. The present volume fills that gap, and the Webers' engagement, first year of marriage in Berlin, and their move to Freiburg are all documented here. The expert introduction to this section of Max Weber's Collected Works is provided by Rita Aldenhoff-Hübinger, while preliminary notes, commentaries and registers complement and complete it.

Dies tat er 1894/95 und 1896/97. Mit dem vorliegenden Band kann die wissenschaftliche Öffentlichkeit erstmals anhand der handschriftlichen Notizen, die Weber nur als Gedächtnisstütze für den freien Vortrag niederschrieb, nachvollziehen, in welcher Weise und mit welchen Schwerpunkten er seine Lehraufgabe auf diesem ihm fremden Gebiet meisterte. Die Editoren versuchen, den intendierten Gedankengang des Autors zuverlässig zu rekonstruieren und herauszufinden, an welchen Stellen er den bekannten Lehrstoff lediglich rezipierte und wo bereits eigene, auf die spätere Herrschaftssoziologie und Sozialökonomik hindeutende Gedanken aufleuchten. Methodisch blieb Weber in der Darstellung der Realgeschichte der öffentlichen Finanzen dem Credo der historischen Schule verpflichtet, während er sich im Gegensatz zu den Meistern des Fachs, Lorenz von Stein und Adolph Wagner, mit theoretischen Überlegungen zurückhielt. Offenbar wollte er den Hörern vorrangig nützliche Kenntnisse für ihre künftige Tätigkeit in Staat und Verwaltung vermitteln.
    Abstract: Alongside theoretical and practical national economics, public finance was the third pillar making up the economics curriculum during the 19th century. On being called to Freiburg, Max Weber was also obligated to lecture on the subject of public economics, something he did in 1894/95 and 1896/97. This volume opens up to scholars at large the handwritten notes Weber used as memory prompts, providing for the first time the opportunity to understand how and with which emphases Weber mastered the task of teaching a subject foreign to him.     Abstract: This study assesses the impact of international sulphur emission reduction regulations on global shipping. Ships emit a large amount of sulphur oxides that have significant health impacts. To mitigate these, international regulations cap the sulphur content of ship fuel. In certain parts of the world, emission control areas (ECAs) with even stricter standards have been established. In the emission control areas, new requirements introduced in 2015 limit the sulphur content of ship fuel to 0.10%. A new, lower global sulphur cap of 0.50% is planned for 2020. This report examines the 2015 cap effects on shipping and the potential effects of the new requirements foreseen for 2020. It assesses the cost increase for maritime transport associated with the sulphur caps, impacts on shipping operations as well as on other transport modes, and on the environment. The report also highlights policy gaps and challenges for the enforcement of sulphur emissions regulation for shipping.

    Abstract: For-hire passenger transport services are an essential component of well-functioning metropolitan areas. But the markets for taxis and other for-hire vehicles have historically been subject to imperfections that regulators have tried to correct or at least attenuate. The current regulatory frameworks surrounding for hire transport reflects this history. But the arrival of innovative app-based ride services, generically referred to as Commercial Transport Apps (CTAs), in this report, challenges established rules. The growing popularity of these services has caught authorities off-guard, as CTAs typically do not fall under established regulatory structures. Moreover, the uptake of similar technologies amongst traditional for-hire operators blurs the line between existing regulatory categories, and in some cases obviates it.

    Abstract: Decisions on expanding airport capacity are often controversial. Environmental impacts mean airport planning decisions are subjected to thorough public scrutiny even when financed by private investors. Where public funds are to be invested, issues of competition between airports and between the regions they serve can be as important as efficient use of public funds. Demand forecasts are central to the case for investment. Air passenger markets are highly dynamic and strongly influenced by the regulatory environment. Markets that have been de-regulated have seen rapid growth as prices fell and new, low-cost business models emerged. Liberalisation also stimulated re-organisation of network services with concentration of demand on a few hub airports. Demand for air services increases rapidly as incomes rise, but the market is not homogenous and understanding the drivers of each market is critical. Runway assets are relatively long lived and planning for the long term has to account for the risks entailed by these dynamics. This report reviews the state of the art in forecasting airport demand. It focuses particularly on addressing demand risk, passenger behavior and uncertainty and discusses how to make more effective use of such analysis in planning decisions.

    Abstract: Im Oktober 1919 kündigte Max Weber in den »Neuigkeiten« des Verlags J.C.B. Mohr (Paul Siebeck) an, er wolle vier Bände gesammelter Aufsätze zur Religionssoziologie veröffentlichen, wovon zwei bereits im Druck seien. An die Spitze von Band I dieser Sammlung werde er zwei ältere Aufsätze stellen, die er durch beträchtliche Einschiebungen ergänzt und mit weiteren Belegen bereichert habe. Dies betraf »Die protestantische Ethik und der 'Geist' des Kapitalismus« von 1904/05 und die Skizze »'Kirchen' und 'Sekten' in Nordamerika« von 1906 (in MWG I/9 ediert). Diese beiden überarbeiteten Aufsätze wollte er mit jüngeren Aufsätzen zusammenführen, die er seit 1915 im Archiv für Sozialwissenschaft und Sozialpolitik veröffentlicht hatte, sowie mit noch zu schreibenden – ein Plan, der wegen seines baldigen Todes von ihm nicht mehr zu Ende geführt werden konnte. Um diesen Aufsätzen einen Rahmen zu geben, verfasste er eine »Vorbemerkung«. Darin sprach er die damit verbundene Erkenntnisabsicht aus. Er wolle die Eigenart des okzidentalen, insbesondere des modernen okzidentalen Rationalismus erkennen und sein Entstehen erklären.In dem hier vorgelegten Band werden diese »Vorbemerkung« zusammen mit den beiden Protestantimus-Aufsätzen in der Fassung letzter Hand in historisch-kritischer Bearbeitung dargeboten, wobei im Fall der Studie »Die protestantische Ethik und der Geist des Kapitalismus« die Fassung erster Hand als Variante mitgeführt ist. Dies macht es dem Leser leicht, die Veränderungen zu verfolgen, die Weber zwischen 1905 und 1920 an diesem inzwischen weltberühmten Text vornahm, zumal auch seine handschriftlichen Überarbeitungen der Fassung erster Hand und die Korrektur der daraus entstandenen Fahnen teilweise überliefert und im Variantenapparat mitgeteilt sind.     Abstract: The revised version of Max Weber's famous study on the »Protestant Ethic and the Spirit of Capitalism« is presented in this volume along with the almost completely rewritten essay on the sects. Weber regarded both essays as being an integral part of volume I of his »Collected Essays on the Sociology of Religion,« which he prefaced with »Preliminary Remarks.« Here he spelled out the thrust of his entire collection: to identify the distinctiveness of Western, especially modern Western, rationalism and explain its rise. In the editor's introduction, the broader context of these three texts is described while in his editorial report, the genesis of this revision is demonstrated on a textual basis.

Über wissenschaftliche Leistungen hinaus fordert er persönliche Integrität und die Verwirklichung ideeller Standards. Besonders aufschlussreich sind dabei auch seine Beurteilungen von Kollegen im Rahmen von Berufungslisten. Er fordert für die Fakultäten Unabhängigkeit von staatlichen und klerikalen Einflüssen, aber auch Selbstverantwortung für die in ihnen organisierten Disziplinen. Wissenschaftliche Aussagen sollen strikt nach dem Prinzip der Werturteilsfreiheit erfolgen, und so kämpft er immer wieder und in verschiedenen Zusammenhängen für die Einhaltung dieses Prinzips. Der Band umfasst Texte aus der Zeit von 1895 bis 1920, also fast der ganzen Lebenszeit Webers als Wissenschaftler.     Abstract: This volume contains more than 100 statements by Max Weber on universities and academic policy. It documents his work as a professor in Freiburg, Heidelberg and later in Munich and his involvement in the Verein für Sozialpolitik (Association for Social Policy), the founding of the Deutsche Gesellschaft für Soziologie as well as his speeches at the Deutscher Hochschullehrertag. In these, Weber expresses his concept of the role of a university teacher as described subsequently in his famous lecture on »Science as a Vocation.« This volume contains texts from the period between 1895 and 1920, thus comprising close to Weber's entire lifetime as a scholar. It also documents Weber's personality and his enormous commitment to implementing his ideals, in particular freedom from value judgment.

    Abstract: This report examines issues relating to the arrival of massive, often real-time, data sets whose exploitation and amalgamation can lead to new policy-relevant insights and operational improvements for transport services and activity. It is comprised of three parts. The first section gives an overview of the issues examined. The second broadly characterises Big Data, and describes its production, sourcing and key elements in Big Data analysis. The third section describes regulatory frameworks that govern data collection and use, and focuses on issues related to data privacy for location data.

    Abstract: The Port of Koper is the single national port of Slovenia and has been growing fast in recent years. It is expected that the existing rail link to and from the port will reach capacity in a few years. A new additional track, involving a tunnel on a separate alignment, has been proposed as a solution. The ITF was asked to perform a broad risk analysis of the project and investigate options for the delivery of the project through a PPP. Within this broad scope the ITF addressed several questions: would the potential for growing traffic at the port justify added capacity; what are the options for increasing capacity on the existing track to buy time; is the cost of the new rail link adequately estimated; what would be the best way to enable private participation in the project?

    Abstract: This report examines the changes that might result from the large-scale uptake of a shared and self-driving fleet of vehicles in a mid-sized European city. The study explores two different self-driving vehicle concepts, for which we have coined the terms “TaxiBot” and “AutoVot”. TaxiBots are self-driving cars that can be shared simultaneously by several passengers. AutoVots pick-up and drop-off single passengers sequentially.

This has been accompanied by major public investments in roads and ports and a range of policies that have promoted the development of industrial parks, multimodal infrastructure, and logistics clusters along trade corridors, facilitating inward investment as a motor for regional development.

    Abstract: Demand-responsive transport is seen as one of the key options to meet public transport challenges in rural areas. Demand-responsive transport is considered particularly suitable for rural areas because of its flexibility, and ability to adapt to local needs. While on cost per trip basis it may be more expensive than ‘conventional’ public transport, experiences indicate a willingness for both car users and existing bus users to use these services at a higher fare than existing bus fares. However, demand-responsive services should be part of a broader, multimodal package of solutions, supplementing regular public transport services.
