    Kurzfassung: Women’s unequal share of unpaid care work can prevent their full participation in the economies of developing countries; however, care needs are growing globally. How can governments and development partners meet the needs of families and communities, while ensuring that all citizens benefit from economic opportunities and fair remuneration? As part of the OECD Policy Dialogue on Women’s Economic Empowerment, this report focuses on identifying what works to address unpaid care work and sheds light on how governments, donors in the private sector and civil society actors – among others – can design policies to support both those who need care and those who provide care. The report brings together existing knowledge of policy options for unpaid care work across regions, in four policy areas: infrastructure, social protection, public services and the promotion of shared responsibility within the household.

    Kurzfassung: SDG target 17.14 calls on all countries to “enhance policy coherence for sustainable development” as a key means of implementation. According to countries’ Voluntary National Reviews, this presents a major challenge. It requires meaningful collaboration and co-ordinated action across both policy sectors and different levels of government. It also requires balancing short-term priorities with long-term sustainability objectives and taking into account the impact of domestic policies on global well-being outcomes. The 2019 edition of Policy Coherence for Sustainable Development looks at countries’ efforts to meet this challenge and identifies opportunities for accelerating progress. The third in a series, it shows how integrated and coherent policies, supported by strong institutional and governance mechanisms, can contribute to empowering people and ensuring inclusiveness and equality.

    Kurzfassung: This report provides an overview of “multi-level governance” reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.

International organisations play a key role in fostering multilateral action and addressing the fragmentation that may undermine effective domestic action. To shed greater light on international standard setting, this unique report collects, compares and assesses the practices of 50 international organisations on their governance arrangements, operational modalities, use of quality management disciplines and co-operation efforts. It analyses different types of organisations – inter-governmental, supra-national, trans-governmental and private – and identifies avenues for making their action more effective, inclusive and relevant.

    Kurzfassung: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Kurzfassung: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

The Organisation's Development Centre was founded in 1962 as one means to study and to try to confront the problems of comparative development and to relate them to experiences in the more advanced economies. This book provides a compendium of that experience and looks forward to future policies and strategies which might provide some solutions to the problems facing developing countries. Some reflections are also included on a remarkable institution which has evolved and been transformed better to synchronise with the OECD's overall efforts in favour of the poorer countries, regions and peoples.

    Kurzfassung: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

It brings together the various elements of household consumption that are necessary to better understand consumption trends and to identify the best policy options towards sustainable consumption. These include data on household consumption trends and drivers, environmental impacts, policy responses and policy recommendations. The analysis shows that environmental impacts from household activities have worsened over the last three decades and are expected to intensify even more over the next twenty years, particularly in the areas of energy, transport and waste if strong and comprehensive policies are not implemented. The book provides a framework and outlines the objectives of policies to promote sustainable consumption. It analyses the effectiveness of different types of policy instruments (regulatory, economic, social) in influencing consumer decision-making, and identifies combinations of instruments for promoting more sustainable consumption.

One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Distributed Public Governance: Agencies, Authorities and other Government Bodies presents the experience of nine countries with the governance of these bodies.     Kurzfassung: Governments are in a crisis of identity, some would say legitimacy, with election turnouts low in many OECD countries and a widespread feeling of disenchantment among citizens with government and the democratic process. Can governments do something to change this? Certainly, doing nothing is not an answer. What every country needs is more transparency, more consultation and more participation. This book is a unique source of comparative information on this challenging subject. It examines a wide range of country experiences, offers examples of good practice, highlights innovative approaches and identifies promising tools (including new information technologies). A set of ten guiding principles for engaging citizens in policy-making is proposed.
