    Abstract: There seems to be general agreement that children learn better when they understand what the teacher is saying. In Africa this is not the case. Instruction is given in a foreign language, a language neither pupils nor the teachers understand well. This is the greatest educational problem there is in Africa. This is the problem this book discusses and it is therefore an important book. The recent focus on quality education becomes meaningless when teaching is given in a language pupils do not understand. Babaci-Wilhite concludes that any local curriculum that ignores local languages and contexts risks a loss of learning quality and represent a violation of childrenℓ́ℓs rights in education. The book is highly recommended.     Abstract: RAND Corporation researchers provided support to an Israeli government team of high-level officials charged with improving the processes for long-term socioeconomic strategy within the government. This report highlights selected inputs the researchers made to the government team to summarize the essential mechanics and roles for bringing a strategic perspective to the consideration of policy. In doing so, it provides the example of problems associated with an aging population as an illustration of how one can use a strategic perspective in an analysis of policy choices. Israel will benefit from bringing a systemic strategic perspective into its policy process. The concept is integral to formal strategic planning but distinct; although the latter places emphasis on an output (a strategic plan), a strategic perspective is a process for bringing an analytical element into policy decisionmaking. A strategic perspective helps to bridge not only the gap between a short-term focus and longer-term outcomes but also that across ministerial portfolios and responsibilities. A strategic perspective typically begins with a vision of what a desirable future state of the world might be. Translating a vision into policy requires an understanding of the challenges to achieving the vision and employing processes for setting specific goals to meet those challenges, identifying indicators to measure both status and progress toward goals, and designing and implementing policy measures that will contribute to achievement of goals

    Abstract: After decades of authoritarianism, a wave of political change and unrest began to sweep across the Middle East and North Africa in early 2011. Successful democratic transitions will not be easy and will require change in multiple spheres. This report focuses on one sphere whose power and importance is often underestimated: the artistic arena. Regional artists have the potential to positively contribute to democratic transition by shaping public debate in ways that support tolerance and nonviolence. But Arab artists are often squeezed between the bounds of acceptable discourse, set by rulers who fear freedom of expression and conservative societal groups that seek to control acceptable behavior. Although the Arab uprisings lifted some previous barriers to artistic expression, new limitations and challenges have emerged. Moreover, artists continue to lack sound funding models to support their work and face limited markets and distribution mechanisms. This research explores the challenges posed by both the state and society in the region, as well as the policy shifts that may be necessary to better support regional artists. It also suggests new strategies in which regional actors and nongovernmental organizations take leading roles in supporting these artists and their work

    Abstract: In all advanced Western nations, policy-makers have implemented encompassing welfare state reforms in recent decades breaking with past welfare arrangements. In particular, social democracy engaged in significant policy change under the Third Way paradigm and broke with its traditional reputation on welfare that had built the ties with the core constituency in the 20th century. The Electoral Consequences of Third Way Welfare State Reforms: Social Democracy's Transformation and its Political Costs provides a comparative study of the electoral consequences of Third Way welfare state reforms. The book demonstrates that Third Way reforms went against the social policy preferences of social democracy's core voters and indeed produced an electoral setback for social democrats at the ballots. Moreover, and accounting for cross-national variation, the analysis shows that the nature of the setback is contingent on the electoral system and the party competition social democrats face when reforming the welfare state

    Abstract: "Northeast Migrants in Delhi: Race, Refuge and Retail is an ethnographic study of migrants from India's north-east border region living and working in Delhi, the nation's capital. Northeast India borders China, the Himalayas, and Southeast Asia. Despite burgeoning interest in the region, little attention is given to the thousands of migrants leaving the region for Indian cities for refuge, work, and study. The stories of Northeast migrants reveal an everyday Northeast India rarely captured elsewhere and offer an alternative view of contemporary India. Northeast migrants covet the employment opportunities created by India's embrace of globalization; shopping malls, restaurants, and call centres. Yet Northeast migrants also experience high levels of racism, harassment, and violence. Far from simply victims of the city, Northeast migrants have created their own 'map' of Delhi, enabling a sense of belonging, albeit an uneasy one.     Abstract: "In this study, Sharon Mosler examines heritage issues and conflicts in Adelaide from enactment of the first South Australian Heritage Act in 1978 to its successor in 1993, and also analyses issues leading from that period into the twenty-first century. State legislation introduced by the Labor government of Premier Mike Rann (2002-2011) affected the built environment significantly since this book began. The Rann government gave the built heritage a low priority in its strategic plan compared to population growth, while the Adelaide City Council became more balanced in the past decade, although the council too has focused on increasing Adelaide's population. The democratic process is nothing less than citizens regularly asking what kind of society they want to live in and whom they want to lead them. But more and more people are avoiding the whole messy business of questioning. Americans are instead being trained to look for ready-made answers, with potentially dire implications for the health of our society. In this impassioned new book, Andrea Batista Schlesinger argues that we?re besieged by cultural forces that urge us to avoid independent thought and critical analysis. The media reduces politics to a spectator sport, focusing on polls and personalities rather than issues and ideas. Schools teach to standardized tests?students learn to fill in the bubbles, not open their minds.?Financial literacy? courses have replaced civics classes, graduating smart shoppers rather than informed citizens. Even the Internet promotes habits that discourage inquiry. Regurgitating search-engine results becomes a substitute for genuine research and reflection. Social networks promote connection rather than engagement. With all the information available online, over a third of those younger than twenty-five say they get no news on a typical day, up from 25 percent in 1998. The situation isn?t hopeless. Asian expressions of identity reflect, in many ways, their adaptability to the changing economic, political and social climates and at the same time question Samuel Huntington's popular yet controversial thesis on the clash of civilisations.     Abstract: The intermingling of people and media from different cultures is a communication-based phenomenon known as hybridity. Drawing on original research from Lebanon to Mexico and analyzing the use of the term in cultural and postcolonial studies (as well as the popular and business media), Marwan Kraidy offers readers a history of the idea and a set of prescriptions for its future use. Kraidy analyzes the use of the concept of cultural mixture from the first century A.D. to its present application in the academy and the commercial press. The book's case studies build an argument for understanding the importance of the dynamics of communication, uneven power relationships, and political economy as well as culture, in situations of hybridity. Kraidy suggests a new framework he developed to study cultural mixture--called critical transculturalism--which uses hybridity as its core concept, and provides a practical method for examining how media and communication work in international contexts

    Abstract: Greg M. Nielsen brings Mikhail Bakhtin's ethics and aesthetics into a dialogue with social theory that responds to the sense of ambivalence and uncertainty at the core of modern societies. Nielsen situates a social theory between Bakhtin's norms of answerability and Jurgen Habermas's sociology, ethics, and discourse theory of democracy in a way that emphasizes the creative dimension in social action without reducing explanation to the emotional and volitional impulse of the individual or collective actor. Some of the classical sources that support this mediated position are traced to Alexander Vvedenskij's and Georg Simmel's critiques of Kant's ethics, Hermann Cohen's philosophy of fellowship, and Max Weber's and George Herbert Mead's theories of action. In the shift from Bakhtin's theory of interpersonal relations to a dialogic theory of societal events that defends the bold claim that law and politics should not be completely separated from the specificity of ethical and cultural communities, a study of citizenship and national identity is developed.
