    Abstract: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention. Delving deeper, a special part dissects the ongoing Russia-Ukraine conflict and examines European and international responses.     Abstract: This book provides new and established researchers with innovative methodologies and research strategies to explore European security integration from a different perspective, challenging traditional theoretical interpretations. It takes a step back from well-established theoretical approaches to the European Union’s (EU) Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP) to ask more fundamental questions about the core assumptions underpinning research on European security integration. It supports methodological innovations with an analysis of the most significant empirical problems of European security governance, including the war in Ukraine or the role of Russia in European security. In the last chapter, the author offers ideas for new pedagogical approaches to teaching European Studies. Kamil Zwolski is Associate Professor in International Politics at the University of Southampton, UK, and Jean Monnet Chair of European Security Governance. His research interests include the theory and practice of European security and its governance, Europe-Russia relations and the role of the EU/NATO in European security. His previous book, European Security in Integration Theory (2018), examines federalism and functionalism – two fundamentals, yet largely forgotten, theories of international integration, in the context of the war in Ukraine and contemporary European security order.

    Abstract: This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship. While the book's focus is on Europe, the contributors originate from, or are based in, the US and China, thus presenting a unique outside-in perspective to the analysis of European conduct in the areas of security, geo-politics, geo-economics, global governance, development, and climate change.     Abstract: This book is dedicated to the role of soft law in the enforcement of EU law vis-à-vis the Member States. Apart from the Treaty infringement procedure, there is an increasing number of procedures, mostly laid down in secondary law, by which the EU – often availing itself of soft law – aims at ensuring Member States’ compliance with EU law.     Abstract: "Governing Police Stops Across Europe should be essential reading for all those involved in police governance, scrutiny, and practice.” --Gill Imery, former Her Majesty's Chief Inspector of Constabulary Scotland This book takes a critical and comparative approach to the analysis of the governance of police stops across Europe. It draws on an EU COST Action research network on Police Stops which engaged academics and practitioners from 29 countries to better understand the practice of police stops. It begins by examining how police stops are defined and the various legal rules and levels of accountability afforded. The chapters are arranged by theme to focus on a core aspect of the governance of police stops. These include: legal frameworks and police discretion; internal governance; external accountability and civilian oversight; possibilities for legal recourse; and the different roles of data and technology. Each compares the distinct approaches evident across Europe, often employing case studies. The book adopts a critical approach, acknowledging governance as contested and involving diverse (state, non-state and supranational) actors. It considers implications for policing in a rapidly changing environment globally. Elizabeth Aston is Professor of Criminology at Edinburgh Napier University, UK, and the Director of the Scottish Institute for Policing Research. Sofie De Kimpe is full time Professor of Criminology at the Department of Criminology at the Vrije Universiteit Brussel (VUB), Belgium and was Chair of the EU COST Action on Police Stops.     Abstract: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Abstract: This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. Furthermore, the academic community can and should assist in identifying ways forward that are both effective, sustainable and international law-compliant. Those are, ultimately, the goals that the present volume seeks to pursue. The observations, recommendations and warnings included in this book will be useful in future debates on (returning) FFs, both in the academic world and in the world of policy makers and practitioners, as well as to the public at large.     Abstract: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea. It highlights the specific geopolitical risks that could, left unchecked, have global repercussions. The book shows how recent events have exasperated underlying problems that have been slowly destabilizing each of these regions for years. It also looks at the geopolitical constraints and objectives of the countries within these regions to build a basis for understanding their current and future security challenges.     Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Why does an entire society believe that there are witches who must be burned? What roles did the emerging 'state', the professions of clerics and jurists, and the public involved play in each case? And how could this project be finished? From a sociological point of view, the findings of recent international research on witches provide a model of a more general, highly ambivalent, 'pastoral' attitude, according to which a shepherd has to care for the welfare of his flock as well as for its erring sheep. The first main part describes the clerical initial situation, which developed the 'Dominican' demonological model of witchcraft on the basis of the still dominant magico-religious mentality in the 15th century. A model, according to the second part of the book, which then in the course of the 16th century in Western Europe increasingly fell into the hands of the not so innocent jurists. From there it developed into a legal witch persecution that realized the early European witch model from the village witch to the mass persecutions to the late child witches. The third part describes how witch persecutions slowly became less important towards the end of the 17th century as a general witchcraft 'politics' game in the transition from a confessional state to a (court) 'civil service' state. The author Prof. Dr. Stephan Quensel is a lawyer and criminologist. Until his retirement in 2002, he was a professor in the Department of Resocialization and Rehabilitation in the Sociology program at the University of Bremen. The translation was done with the help of artificial intelligence. A subsequent human revision was done primarily in terms of content.

    Abstract: The history of Europe in the 20th century is closely tied to the history of urban planning. Social and economic progress but also the brute treatment of people and nature throughout Europe were possible due to the use of urban planning and the other levels of spatial planning. Thereby, planning has constituted itself in Europe as an international subject. Since its emergence, through intense exchange but also competition, despite country differences, planning has developed as a European field of practice and scientific discipline.     Abstract: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe.     Abstract: Os estudos reunidos nesta obra constituem um contributo importante para o alargamento do conhecimento das relações interculturais estabelecidas entre a Europa, nomeadamente Portugal, e a China, durante os séculos XVII e XVIII. Os treze textos revelam aspectos pouco conhecidos sobre arquivos e materiais e trazem à luz um conjunto de fundos documentais, boa parte deles inéditos. Em estreita articulação com os núcleos de documentação publicados na plataforma digital Res Sinicae, surgem abordadas obras e percursos colectivos e individuais de alguns agentes dessa interculturalidade, nomeadamente, alguns jesuítas portugueses da vice-província da China e da província do Japão: Álvaro Semedo (1585–1658), Francisco Furtado (1587–1653), António de Gouveia (1592/1594–1677), Francisco Cardim (1596–1659), Tomás Pereira (1646–1708) e Marcelo Leitão (1679–1755). O livro dá ainda a conhecer algumas das vias e meios da transmissão cultural e científica operada nos dois sentidos, entre a China e a Europa, no período 1600–1800. São tratados temas como a recepção de Martino Martini em Portugal, em 1657; o papel de jesuítas estrangeiros no ensino da matemática nos colégios jesuítas de Évora e de Lisboa, no século XVIII; a disseminação da astrologia europeia na Ásia; ou, ainda, de que forma a sinologia ocidental, já no século XIX, deixou de ser um campo de conhecimento dominado por missionários católicos. O livro «Res Sinicae». Pessoas, papéis e intercâmbios culturais entre a Europa e a China (1600–1800) reúne um conjunto de estudos inicialmente apresentados nas Jornadas «Res Sinicae 2021. Arquivos e Materiais», realizadas a 15 e 16 de Abril desse ano. Posteriormente, outros textos foram incorporados ao livro de modo a completar a temática em estudo. Os textos aqui publicados foram, numa primeira fase, objecto de avaliação do Conselho Editorial do projecto Res Sinicae e, numa segunda fase, alvo de peer review. A publicação desta obra, no quadro do projecto da Fundação para a Ciência e a Tecnologia (FCT) intitulado «Res Sinicae. Base digital de fontes documentais em latim e em português sobre a China (séculos XVI a XVIII). Levantamento, edição, tradução e estudos» (PTDC/LLT-OUT/31941/2017), albergado no Centro de Estudos Clássicos da Faculdade de Letras da Universidade de Lisboa, responde a uma das suas principais prioridades, a de produção e divulgação dos resultados científicos da investigação desenvolvida pela equipa e colaboradores. Os treze estudos reunidos neste volume revelam um conjunto de fundos documentais, boa parte deles inéditos, e apontam para novas vias de investigação no quadro das relações interculturais estabelecidas entre a Europa, com enfoque especial para Portugal, e a China, entre 1600 e 1800. Ficam, assim, abertas novas pistas de investigação, quer em relação a percursos individuais de intermediários culturais, quer em relação a estratégias colectivas de transferências de saberes e informação, quer em relação ao contacto e convívio com a alteridade.     Abstract: In state formation research, princely houses have been a blind spot. The development of states has been discussed from many perspectives, like interstate competition, internal social conflicts, fiscal-military developments, etc., but at the centre of most European states, there was a princely house. These ruling houses have been overlooked in studies about state formation. What's more, when discussing such dynasties, the vertical chronological perspective (grandfather-father-son) is all dominating, for instance in the focus on dynastic continuity, dynastic culture and representation, and the like. This collection of essays highlights the horizontal perspective (ruler, all children, siblings, cousins), in asking how the members of a princely family acted as a power network. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017.     Abstract: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

It looks at the total cost of ownership across nine different vehicle-size segments in Europe.     Abstract: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East's only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government's ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

The discussion about European memory is far from being a “merely” symbolic issue with no political consequences. Imagining Europe and its past in different ways will lead to different real political outcomes. For instance, thinking about European integration as an embodiment of the values of the Enlightenment (such as human rights, liberal democracy, and reason), as a guarantor of peace on the continent, as a guarantor of prosperity, or as a guarantor that massive human rights violations like genocide will “never again” be committed on its soil, all entail different political objectives. Similarly, conflicting understandings of European memory as either a thing or a social construct, as either one memory or a plurality of memories, as either the end point of deliberation or a dialogical process, represent not merely inconsequential cultural “froth on the tides of society,” but crucially important issues with real political consequences. The book is intended to contribute to this discussion about the common European approach to the past (and thus to the future). Mano Toth is Visiting Lecturer at the Central European University, Austria. He earned his PhD from the University of Cambridge, UK, and specialises in European memory politics. His work has been previously published in Millennium, the Journal of Common Market Studies, and Memory Studies.

Based on detailed analysis of global data and market trends, this new IEA report cautions that the process of filling European gas storage sites in 2022 benefitted from key factors – including Russian pipeline flows during the summer and lower LNG imports by China – that may well not be repeated in 2023. This raises the risk of a supply-demand gap of as much as 30 billion cubic metres (bcm) during the key summer period for refilling gas storage in 2023.

    Abstract: The book is an edited collection of contributions by a distinguished international panel of academics on the main scientific, juridical, and economic aspects involved in the mitigation and adaptation processes imposed by climate change. Explicitly interdisciplinary, the book transversally cuts through different disciplines offering an outline of a phenomenon that is too often left to specific and sectorial insights. The volume is divided into four parts. The first part introduces the main concepts of the book: climate change and sustainability, wellbeing, and mitigation and adaptation. The second part presents the scientific understanding of climate change and explores some of the more pressing issues driving policy development, such as the melting of the glaciers and the impact on coastal areas. The third part discusses significant experiences in the environmental policies both in the European Union and in the United States of America. The last section explains possible approaches to climate change, by exploring the legal and economic aspects of both adversarial and more lenient approaches towards a more sustainable world. It faces four main issues in the economic and juridical context: consumer behaviors, climate litigations, environmental litigations and the alternative forms of dispute resolution on environmental matters, with particular regard to environmental mediation.     Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: This book provides an up-­to-­date discussion of the effect of crises on European identities in the post-­Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such “big bang” events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure. Salome Minesashvili is Lecturer in International Relations, Political Science and Post-Soviet Politics at the Freie Universität Berlin and ESCP Europe, Germany. She is also Research Analyst at the Tbilisi-based think tank, Georgian Institute of Politics (GIP). She has published articles and book chapters on the topics of foreign policy analysis, identity politics, soft power politics, EU–Eastern Neighbourhood relations and transformation processes in the former Soviet Union.

    Abstract: Das Erdöl ist der Lebenssaft der industriellen Gesellschaften und zugleich der am meisten politisierte Rohstoff. Europa hat sich in der Vergangenheit in eine gefährliche Abhängigkeit von Ölimporten manövriert. Die vorliegende Studie geht der Frage nach, wie es seit dem frühen 19. Jahrhundert zu Europas Ölsucht gekommen ist und wie sich die Interdependenzbeziehungen zwischen den erdölexportierenden Staaten und den europäischen Einfuhrländern im Zeitverlauf verändert haben. Die Entwicklung der internationalen Ölindustrie und des europäischen Erdölverbrauchs wird dabei in einer historischen Längsschnittanalyse als pfadabhängiger Prozess nachgezeichnet und anhand eines polit-ökonomischen Untersuchungsmodells durchleuchtet. Mit dem Verlust der Kontrollmacht durch die OPEC hat die „Ölwaffe“ als wirkungsvolles außenpolitisches Instrument ausgedient. Europas Versorgungssicherheit mit Erdöl hat in den vergangenen Jahrzehnten deutlich zugenommen.     Abstract: This is the sixth edition of a data collection initiative that started in 1993 under the umbrella of the Council of Europe and has been continued since 2000 by an international group of experts. These experts also act as regional coordinators of a network of national correspondents whose contribution has been decisive in collecting and validating data on a variety of subjects from 42 countries. The Sourcebook is composed of six chapters. The first five cover the current main types of national crime and criminal justice statistics – police, prosecution, conviction, prison, and probation statistics – for the years 2011 to 2016, providing detailed analysis for 2015. The sixth chapter covers national victimization surveys, providing rates for the main indicators every five years from 1990 to 2015. As with every new edition of the Sourcebook, the group has tried to improve data quality as well as comparability and, where appropriate, increase the scope of data collection. This new edition will continue to promote comparative research throughout Europe and make European experiences and data available worldwide

    Abstract: This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.
