Die Autoren behandeln Ausmaß, Entwicklung, Ursachen und Wirkungen der Armut in Entwicklungsländern. Sie befassen sich außerdem mit der Rolle der Wirtschafts- und Sozialpolitik, insbesondere aber auch der internationalen Entwicklungspolitik bei der Bekämpfung der Armut. Armut bedeutet nicht nur niedriges Einkommen, sondern auch geringen Bildungsstand, wenig Möglichkeiten zur Kommunikation, soziale Deklassierung, häufige Erkrankung und kurze Lebenserwartung. Wegen der Vielschichtigkeit von Armut ist es schwierig, ihr Ausmaß genau zu bestimmen. Die im Buch dargestellten Meßkonzepte reichen von dem wenig aussagefähigen und sogar irreführenden "headcount" bis zu komplexen Indikatoren mit hohem Informationsgehalt für Öffentlichkeit und armutsbekämpfende Behörden. Wie immer Armut begrifflich gefaßt wird, es scheint, wie aus dem umfangreichen empirischen Material des Buches hervorgeht, sicher zu sein, daß sie in den letzten zwanzig Jahren zugenommen hat. Verschärfte Armut tritt auch in Entwicklungsländern mit befriedigendem Wirtschaftswachstum auf. Armut ist nicht in erster Linie auf niedrige Produktivität zurückzuführen, sondern wie von den Autoren gezeigt wird, auf ein Bündel von Faktoren, die Einkommensmöglichkeiten und Partizipation an staatlichen Leistungen im allgemeinen und öffentlichen Gütern im besonderen unter Mindestschranken drücken. Wenn Armut auch bei relativ hohem Pro-Kopf-Einkommen auftreten kann, bedeutet dies nicht, daß wirtschaftspolitische Maßnahmen für die Bekämpfung der Armut ungeeignet seien. Armutsbekämpfung kann sich sowohl wirtschafts- und ordnungspolitischer Mittel bedienen als auch direkter Transferleistungen. Auch die Wirtschaftspolitik der Industriestaaten kann zur Armutsbekämpfung beitragen, indem sie ihren Protektionismus gegenüber Importen aus Entwicklungsländern reduziert und abrupte Veränderungen der Finanz- und Geldpolitik vermeiden hilft, die in Entwicklungsländern deutlich erkennbare Auswirkungen auf die Armutsgruppen zur Folge gehabt haben. Aber auch Entwicklungshilfe kann einen Beitrag leisten, sei es direkt, sei es indirekt, indem Mittelabflüsse an Eigenanstrengungen der Empfängerländer bei der Armutsbekämpfung geknüpft werden

    Abstract: "Since the Meiji Restoration in 1868 initiated a new era in Asian history, the rulers of various Asian states have sought to control, marginalize, or suppress religious communities within their territories to ensure that these communities do not promote visions in conflict with those of the state. It is now apparent that the modernization and nation-building projects of Asian states in that era have not only failed to subordinate religious authority to that of the state, but have created a crisis of authority that has led many people in these countries to turn to religious visions of authority other than those sanctioned by their states."     Abstract: This book is concerned with the ideological origins of the cold war and how it was fought by economic means. The book revolves around four major themes. Firstly, it is argued that the origin of the cold war is not to be found in rational, economic motivation, but in ideology through which both the East and West perceived 'reality'. Secondly, these ideological preconceptions generated complex feed-back processes of hostility that lasted forty years.
