    Abstract: The biological sciences are adding value to a host of products and services, producing what some have labelled the “bioeconomy” and offering the potential to make major socio-economic contributions in OECD countries. Using quantitative analyses of data on development pipelines and R&D expenditures from private and public databases, this book estimates biotechnological developments to 2015. Moving to a broader institutional view, it also looks at the roles of R&D funding, human resources, intellectual property, and regulation in the bioeconomy, as well as at possible developments that could influence emerging business models to create scenarios to 2030. These scenarios are included to stimulate reflection on the interplay between policy choices and technological advances in shaping the bioeconomy. Finally, the book explores policy options to support the social, environmental and economic benefits of a bioeconomy.

The notion of 'healing the wounds' is used both as a pretext and as a focal point to build up as complete a picture as possible of South Africa today. The specificity of the collection is to define healing as an ongoing process whose result seems to remain a rather elusive goal.

    Abstract: The current economic situation has obliged the international donor community to reexamine its stance on the conditionality of development assistance. This study evaluates which controversies persist with respect to aid conditionality, how successful donors have been in stemming the rising tide of aid conditionality of the 1980s and 1990s, and whether the donor community practices what it preaches regarding the allocation of aid based on governance and development criteria. Above all, the report considers how the financial crisis has rendered it increasingly difficult to maintain traditional conditionality frameworks. Strategies for reducing the number of aid conditionalities and for enhancing recipient ownership of aid policies are proposed in light of the unsustainability of existing frameworks.--Publisher's description.

Autor ist der Theologe Prof. Dr. Dr. Paul Schuetz (1891–1985), der von 1940 bis 1952 Hauptpastor an der Hamburger Hauptkirche St. Nikolai war und zugleich als hauptamtlicher Dozent und spaeter als Professor der Theologie an der Kirchlichen Hochschule Hamburg lehrte. Er gehoert zu den ersten, die ein Konzept der politischen Religion entwickelten. Sein 1935 verfasster Beitrag konnte damals nicht publiziert werden.Heute ist eine Edition dieses Beitrages zum einen wichtig für die Theologie- und Kirchengeschichte. Zum anderen gibt es seit einigen Jahren in der historischen Forschung eine intensive Diskussion über die in den Dreissigerjahren des 20. Jahrhunderts entwickelte Interpretation des „Dritten Reiches“ als „politische Religion“. Dieses Modell, das Diktaturen, insbesondere den Nationalsozialismus, als „politische Religion“ versteht, wird im Allgemeinen Eric Voegelin und Raymond Aron zugeschrieben, die ihre Ansaetze 1938 bzw. 1939 publizierten.Dass Paul Schuetz schon drei bzw. vier Jahre zuvor eine solche Konzeption entwickelt hatte, war bis vor Kurzem nicht bekannt.     Abstract: The fourth volume of the "Hamburg Historical research" includes mainly the edition of an so far unpublished text. The author is the theologian Prof. Dr. Dr. Paul Schuetz (1891-1985), who was chief minister from 1940 to 1952 at the Hamburg Main St. Nikolai church and as a full-time lecturer and professor of theology at the University Church of Hamburg. He is among the first who developed a concept of political religion. His 1935 contribution couldn't be published at this time.Today an edition of this contribution is important for theology and church history. Also there is the discussion in historical research of interpreting the "Third Reich" as a "political religion". This model understands dictatorships, especially the National Socialism, as a "political religion", is generally attributed to Eric Voegelin and Raymond Aron, who published their approaches in 1938 and 1939. The fact that Paul Schuetz had three or four years previously developed such a conception, was until recently unknown. The present edition can therefore give new impetus to the debate about the history and viability of this approach and enrich their content

    Abstract: In a bold rethinking of the Hollywood blacklist and McCarthyite America, Joseph Litvak reveals a political regime that did not end with the 1950s or even with the Cold War: a regime of compulsory sycophancy, in which the good citizen is an informer, ready to denounce anyone who will not play the part of the earnest, patriotic American. While many scholars have noted the anti-Semitism underlying the House Un-American Activities Committee's (HUAC's) anti-Communism, Litvak draws on the work of Theodor W. Adorno, Hannah Arendt, Alain Badiou, and Max Horkheimer to show how the committee conflated Jewishness with what he calls "comic cosmopolitanism," an intolerably seductive happiness, centered in Hollywood and New York, in show business and intellectual circles. He maintains that HUAC took the comic irreverence of the "uncooperative" witnesses as a crime against an American identity based on self-repudiation and the willingness to "name names"

    Abstract: The Constitution of the Russian Federation was ratified in 1993 amid great hopes and aspirations following the collapse of the USSR. The constitution proclaims the goal of establishing a “democratic, federal state” that functions according to rule of law and promises a broad array of social, political and economic rights to its citizens. But how well has the Russian government lived up to realizing these promises? Seven distinguished scholars on Russian politics and law examine the state of political accountability, federal power-sharing, judicial independence, press freedom, and criminal procedure in Russia today. The picture that emerges is decidedly mixed; they conclude that the Russian constitution remains a work in progress

    Abstract: Water in the Middle East and North Africa region already causes major social and economic problems, resulting from insufficient supply, unreliable services and environmental damage. Per capita availability will fall by half by 2050, water quality is deteriorating, many aquifers are on the verge of exhaustion, and climate change may alter rainfall patterns. Unless current practices change, then, the situation will worsen considerably. For years, water professionals have been advocating comprehensive water reforms. Yet, although most countries have made considerable progress improving water policies and institutions, some of the most important elements of reform have remained politically intractable. Now, a series of factors are emerging that represent a potential opportunity to break this impasse. Turning the potential into real improved water outcomes will depend upon three things. First, developing reform proposals that that respond to the dynamics of the political economy. Second, recognizing that the water sector cannot act alone. Some of the reforms that will have most impact on water outcomes relate to policies such as trade, agriculture, finance, energy, and social protection. Third, implementing policies and practices that increase accountability of government institutions and service providers to the public.

Jahrhundert zurückführt. This volume, based on a special issue of Qualitative Sociology offers an ethnographic study of politicians and political systems.
    Abstract: The use of ethnographic research - social research based on the observation of individuals or institutions where the researcher becomes part of the group or very close to the group to better understand their actions - is becoming more and more of a prevalent methodology within sociology. As ethnography gains prominence within the discipline its focus, theoretical underpinnings and narrative styles are also expanding to the yet-unexamined worlds and institutions of society. Politics, political institutions, and those working in politics (state officials, politicians and activists) have so far missed the lens of the ethnographer. As a group, politicians and those in politics can be found in every corner of the world. While political systems and politicians are by no means the same in every country, what brings these people together to be part of the political process? Ethnography is uniquely equipped to look microscopically at the foundations of political institutions and their attendant sent of practices, just as it is ideally suited to explain why political actors behave the way they do and to identify the causes, processes and outcomes that are part and parcel of political life. The volume, based on a special issue of Qualitative Sociology has a two-fold purpose: to bring politics into the ethnographic literature and of ethnography in studies of politics. The case studies included are based on the research of ethnographers studying the various level of politics in Brazil, Japan, El Salvador, Bosnia, the Philippines, India and the United States. It will be of interest to those in the sociology of politics, political science and those looking for ethnographic research on a global level.

    Abstract: Wie entstehen dominante politische Sprach- und Denkmuster und wie hängen sie mit den gesellschaftlichen Machtverhältnissen zusammen?     Abstract: This book was written for students of policy science and analysts with policymaking responsibilities who want to understand how to solve social and ecological problems with an integrated systems approach. It describes a method that gives analysts the ability to combine knowledge of social, technological, and ecological systems in order to model real-world complexities that will lead to desirable outcomes. The author has designed a unique methodology - the social fabric matrix (SFM) - that encourages relevant questions, defines and models a whole that transcends system components and describes their relationships, includes cultural values, social beliefs, and institutional rules, identifies system feedback loops, guides the development of social indicators and builds a database for statistical analysis, coordinates temporal sequences, compares the consequences of alternative policies, and includes the ability to relate research to the broader reality of political action such as lobbying, budgetary processes, and administrative implementation. F. Gregory Hayden teaches economics at the University of Nebraska.

    Abstract: Die globalen Entwicklungen geben Anlass zu vorsichtigen Hoffnungen auf eine zumindest virtuell durch die Datenmobilität der elektronischen Netze verbundene Weltgesellschaft; sie erfordern jedoch auch eine kritische Beschäftigung mit dem Phänomen der zunehmenden Mobilität von Menschen, sei es politisch durch weltweite Wanderbewegungen der Migration, aufgrund von Kriegszuständen oder schlechter sozialer und wirtschaftlicher Bedingungen, sei es durch die extensive Reiselust gerade der deutschen Bevölkerung, die zu neuen Welterfahrungen wie zu verkehrs- und umweltpolitischen Fragen führt. Mobilität zwischen Reiselust und neuen Anforderungen der Arbeitswelt, zwischen Umweltproblemen und globaler Kommunikation, zwischen räumlicher Veränderung, z.B. durch die Osterweiterung der Europäischen Union, und künstlerischer Horizonterweiterung der neue Band der Problemkreise der Angewandten Kulturwissenschaft behandelt aus interdisziplinärer Perspektive das Spektrum der Mobilität in einer globalisierten Welt und zeigt auch die Relativität der eurozentrischen Position in einer globalen Welt, denn wie es der Eröffnungsbeitrag von Hermann Lübbe bereits im Titel anmerkt der Globus hat kein Zentrum

    Abstract: "'Scientific advice to politics', the 'nature of expertise', and the 'relation between experts, policy makers, and the public' are variations of a topic that currently attracts the attention of social scientists, philosophers of science as well as practitioners in the public sphere and the media. This renewed interest in a persistent theme is initiated by the call for a democratization of expertise that has become the order of the day in the legitimation of research funding. The new significance of 'participation' and 'accountability' has motivated scholars to take a new look at the science - politics interface and to probe questions such as ""What is new in the arrangement of scientific expertise and political decision-making?"", ""How can reliable knowledge be made useful for politics and society at large, and how can epistemically and ethically sound decisions be achieved without losing democratic legitimacy?"", ""How can the objective of democratization of expertise be achieved without compromising the quality and reliability of knowledge?"" Scientific knowledge and the 'experts' that represent it no longer command the unquestioned authority and public trust that was once bestowed upon them, and yet, policy makers are more dependent on them than ever before. This collection of essays explores the relations between science and politics with the instruments of the social studies of science, thereby providing new insights into their re-alignment under a new régime of governance."
