Based on concrete examples in the areas of gender equality, governance and private sector development, this book advocates a pragmatic way of dealing with informal institutions. Neither the “romantic preservationist” nor the “bulldozing moderniser” approach promises an adequate solution. Incorporating informal institutions in development strategies — whether by taking advantage of them in their existing state, by seeking to optimise their impact or by providing incentives to change them — will be instrumental in improving development outcomes, including achieving the Millennium Development Goals.

    Kurzfassung: The emergence of a “second wave” of developing-country multinational enterprises (MNEs) in a variety of industries is one of the characterizing features of globalisation. These new MNEs did not delay their internationalisation until they were large, as did most of their predecessors, and often become global as a result of direct firm-to-firm contracting. Many grow large as they internationalise; conversely, they internationalise in order to grow large. This is a striking pattern which, if confirmed, indicates that enterprises from developing countries have pursued distinctive approaches to internationalisation. It is a further interesting hypothesis to investigate to what extent such firms, born as suppliers of established incumbents, have leveraged on their “latecomer” status to accelerate their internationalisation. This paper documents how emerging MNEs may follow quite different patterns to reach, or at least approach, global competitiveness. In particular, it investigates how three latecomer MNEs pursued global growth through accelerated internationalisation combined with strategic and organisational innovation. Haier (China), Mabe (Mexico) and Arçelik (Turkey) emerged as Dragon Multinationals in the large home appliances (so-called “white goods”) industry

    Kurzfassung: This paper analyses the effect of fiscal decentralisation on health outcomes in China using a panel data set with nationwide county-level data. We find that counties in more fiscally decentralised provinces have lower infant mortality rates than counties where the provincial government remains the main spending authority, if certain conditions are met. Spending responsibilities at the local level need to be matched with county governments’ own fiscal capacity. For county governments that have only limited revenues, the ability to spend on local public goods such as health care depends crucially upon intergovernmental transfers. The findings of this paper, therefore, support the common assertion that fiscal decentralisation can lead to more efficient production of local public goods, while also highlighting the conditions required for this result to be obtained.

Addressing this gap, this paper introduces the Gender, Institutions and Development database (GID) of the OECD Development Centre. The GID constitutes an important improvement upon existing sources, notably because it incorporates institutional variables related to norms, laws, codes of conduct, customs, and family traditions that heretofore have been neglected in quantitative comparative studies. To illustrate the utility of the GID, the paper models the determinants of women’s participation in the labour force – an indicator of gender equality as well as an important ingredient for long-run economic growth – and demonstrates that the economic role of women hinges critically on variations in discriminatory social institutions.

    Kurzfassung: Donor agencies and policy makers tend to agree that increased access of women to education, health, credit, formal legal rights and employment opportunities, in conjunction with economic growth, will substantially improve the socio-economic role of women in developing countries. This paper challenges that view. It argues that these measures might not be sufficient if the institutional framework within a country constrains women from participating in economic activities. It finds that social institutions — laws, norms, traditions and codes of conduct — constitute the most important single factor determining women’s freedom of choice in economic activities. They have not only a direct impact on the economic role of women but also an indirect one through women’s access to resources like education and health care.     Kurzfassung: Poor people lack access to health care with a negative impact on their dignity, human capital formation and their risk-management options. Recently an emerging movement of community-based health insurance schemes has attracted the attention of policy makers and researchers as it seems that these schemes target the poor more efficiently. Taking the example of community-based health insurance schemes in rural Senegal this paper identifies the factors explaining participation in these schemes. Using household survey data of non-members and members, we found that household income, religion, village characteristics and the belonging to a certain ethnic group exert the strongest influence on the probability of participation. From these findings, it follows that i) although the schemes reach the “poor” in general, the “poorest of the poor” within the villages find it financially difficult to participate; ii) social exclusion due to religion or ethnic group might persist. This paper reviews the evidence on the impact of institutions on growth and other development outcomes. Most of the reviewed studies find a strong positive correlation between the quality and performance of institutions on the one hand and development outcomes on the other. However, due to various methodological approaches and conceptual problems, the evidence on causation is still thin. To address some of the identified weaknesses, the paper proposes an innovative analytical framework that maps out channels of influence between institutions and development outcomes.     Kurzfassung: In this collection of essays, renowned authors from various disciplines have drawn on supply chain analysis and industry studies to elucidate how NICT — new information and communications technologies — like mobile telephony and the Internet have been affecting low-income communities and small entrepreneurs from Bangladesh to South Africa. The general conclusion is sobering. NICT is no panacea for low productivity and profitability in emerging countries hampered by weak infrastructure, limited managerial expertise, poor quality control, and severe market distortions. Companies anywhere must nonetheless be “wired” to have any chance of competing in the global marketplace and perhaps reach hitherto inaccessible customers.

Setting clear and easy-to-track priorities is key to achieving these policy goals. • Regional policy harmonisation or joint infrastructure projects are needed to improve access to world markets, increase capital flows and stimulate economic exchanges between African countries. In all these areas, policy reforms at the domestic level are necessary to attract regionwide investment. • Political actors that have most to lose may pose obstacles to regional integration. The international community should support reform efforts and assist reform-minded leaders in overcoming resistance and scepticism. • The removal of remaining trade barriers — extending to agriculture and non-tariff barriers — is by far the single largest contribution that OECD countries can make to sustain African recovery.

However, evaluating the prospects for a successful revival of the East African Community (EAC), a regional integration scheme that collapsed in 1977, is arguably a more difficult task. This paper examines recent attempts to revive the EAC, especially as it concerns the harmonisation of macroeconomic policies, infrastructure services, and movement of people, goods and services. Despite the hopes of the different partner countries, it appears there are no easy solutions to the problems posed by regionalism in Eastern Africa, especially when one considers that the problems that led to the EAC’s collapse during the 1970s still exist today. In historical perspective, the Internet has diffused at a far faster rate than earlier generations of communications technology: from 1990 to early 2000, the estimated number of Internet users grew more than tenfold to roughly 300 million, affecting the way in which people communicate with each other, acquire information, learn, do business, and interact culturally.
