    Abstract: Am Beispiel des Horn von Afrika und von Ostafrika untersuchen die Autoren das Zusammenspiel von internationalen und lokalen Akteuren bei humanitären Hilfseinsätzen. Obschon seit geraumer Zeit allerorten dafür plädiert wird, die lokalen Kapazitäten bei humanitären Hilfsaktionen zu stärken bzw. diese aufzubauen, ist bislang wenig geschehen. Selbst lang anhaltende Notsituationen haben nicht zur Herausbildung von Fähigkeiten geführt, die Opfer von Gewalt, Vertreibung und sozialer Deprivation zu schützen. In einigen Fällen wurden die lokalen Ansätze von der Präsenz internationaler Hilfsorganisationen sogar erstickt. Die Autoren beleuchten die Arbeitsteilung zwischen Nord und Süd kritisch und diskutieren die in diesem Zusammenhang auftretenden rechtlichen Fragen und sozialen Normen. (DÜI-Sbd)
