    Abstract: With its reconversion to a mosque in August 2020, the former monastic church of Saint Saviour in Chora entered yet another phase of its long history. The present book examines the Chora/Kariye Camii site from a transcultural perspective, tracing its continuous transformations in form and function from Late Antiquity to the present day. Whereas previous literature has almost exclusively placed emphasis on the Byzantine phase of the building’s history, including the status of its mosaics and paintings as major works of Palaiologan culture, this study is the first to investigate the shifting meanings with which the Chora/Kariye Camii site has been invested over time and across uninterrupted alterations, interventions, and transformations. Bringing together contributions from archaeologists, art historians, philologists, anthroplogists and historians, the volume provides a new framework for understanding not only this building but, more generally, edifices that have undergone interventions and transformations within multicultural societies

    Abstract: The welfare regime in Turkey has been undergoing a radical transformation since the early 2000s. Welfare provisions, especially poverty alleviation schemes, are increasingly framed as gifts, and select civil society organisations have assumed the state’s welfare provision functions through non-transparent public funding. Waqf, the Islamic institution of endowment, has played an important role in this transformation. It provides both the institutional frame of operations and the religious imaginary signification that interpellates subjects to take part as givers and receivers of gifts. This material exchange of care and money through newly configured gift-relations between the providers and beneficiaries constitutes not only a realm of politics but also a site of ethical negotiations with embodied consequences. This book is based on an extensive ethnographic study conducted between 2008-2009 among the charitable organizations of Kayseri, a central Anatolian city with booming industry and a majority conservative political orientation. A stronghold of the Justice and Development Party (AKP), which has been in power in Turkey since 2002, the city has showcased the tenets of the welfare transformation that is to come, even in the early stages of AKP rule. With a focus on the daily practices within the field of beneficence, the book investigates the gift circuits that bring together central state institutions, municipalities, local notables and business people, religious groups, volunteers and employers of charitable organisations, and the urban poor. In these gift circuits, objects, money, services, prayers, recognition, and political and social influence flow in various directions through formal and informal routes.     Abstract: This book makes a structural analysis of the neoliberal restructuring in the global electricity industry. The book shows that the electricity liberalisation in different countries is just a reflection of the same structural trend in the global economy and avoids from both narrow country-specific and abstract global approaches by making a structural analysis completed by a case study. Thus, it aims reaching wider conclusions about how global changes in finance and ideology / knowledge structures influence domestic energy and economic policy preferences of developing countries. The book develops a taxonomy about organising principles around which the electricity industry has been structured historically and globally, and reveals drivers of change which influences the current energy transition in the electricity sector. Combining these aspects, the book uses financial and other economic data empirically, to shed light on the structural role of global transformation of the electricity markets on the domestic energy policy preferences of the developing countries. Thus, this work will be useful not only for academic purposes, but also for practitioners dealing with these issues. Serhan Ünal is assistant professor at Ankara Yıldırım Beyazıt University, Department of International Relations, Ankara, Türkiye. After graduating from Bilkent University, he received his MSc. and PhD. degrees from the Middle East Technical University, from the Department of International Relations. He served at the Turkish Energy Foundation as research director where he published several reports and had conducted projects with various civil society organizations about energy and environment. His research areas cover international political economy, energy and environment in international relations, theories of International Relations, and the Turkish foreign policy. Serhan Ünal is an environmental activist and runs a nation-wide civil society organization.

Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia.

With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Turkey.

    Abstract: Productivity in Turkey has been growing stronger than in most peer countries since 2010 but has slowed down. Despite a remarkably entrepreneurial population, business dynamism has also been less vigorous in recent years. This working paper discusses the factors behind this slowdown and analyses a wide range of structural policies that would help to revive productivity growth and unleash the full potential of the Turkish business sector. The elevated number of informal, semi-formal and fully formal forms constitutes a key impediment to higher growth and more high-quality jobs. Structural reforms that allow more flexibility in labour markets, more competition in product markets and major progress with the quality of governance would foster productivity growth, job creation but also boost the digital transformation. Streamlining and simplifying the complex system of regulations and government support schemes would prevent firms from clustering around eligibility thresholds and thus remove obstacles to the upscaling of firms.

    Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. Turkey has prioritised security of energy supply as one of the central pillars of its energy strategy, including efforts to boost domestic oil and gas exploration and production, diversify oil and gas supply sources and associated infrastructure, and reduce energy consumption through increased energy efficiency. Turkey has seen considerable diversification of its energy mix in the past decade, in particular through the growth of renewable electricity generation. The commissioning of Turkey’s first nuclear power facility in 2023 will further diversify the country’s fuel mix. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that policies in place to bolster energy security – including growth in coal-fired generation and support for various forms of electricity generation – do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides energy policy recommendations to help Turkey smoothly manage the evolution of its energy sector.

But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

    Abstract: Ce rapport est une édition spéciale du Tableau de bord de l’OCDE sur le financement des PME et des entrepreneurs, publication phare de l’OCDE. Il examine en détail les conséquences du COVID-19 sur l’accès des PME au financement, ainsi que les mesures prises en conséquence par les pouvoirs publics. Il apparaît qu’avant la crise, les conditions de financement étaient globalement favorables pour les PME et les entrepreneurs, qui bénéficiaient de faibles taux d’intérêt, de critères accommodants d’octroi des crédits et d’une offre de plus en plus diversifiée d’instruments de financement. Mais la crise du COVID‑19 a profondément bouleversé l’accès des PME au financement. Plus particulièrement, l’effondrement brutal du chiffre d’affaires des entreprises a provoqué de graves pénuries de liquidités qui ont mis en danger la survie de bon nombre d’entreprises viables. Ce rapport fait état d’une augmentation de la demande de prêts bancaires au cours du premier semestre de 2020, et d’une stabilité de l’offre de crédit grâce à l’action des pouvoirs publics. Parallèlement, on a observé un recul d’autres sources de financement, en particulier l’apport de fonds propres au stade du démarrage. Le rapport réunit des données sur le périmètre et l’ampleur des mesures prises par les gouvernements dans le monde, et en précise les principales caractéristiques. Il décrit les principaux enjeux stratégiques du financement des PME qui se poseront au cours des prochaines phases de la pandémie ; il s’agira en effet d’éviter le surendettement des PME, de promouvoir une gamme diversifiée d’instruments de financement, de stimuler la création d’entreprises et de renforcer la résilience des PME par des mesures structurelles.

The report also looks at which leadership and managerial practices in ECEC centres contribute to improving the skills, working conditions and working methods of staff. The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the early childhood education and care workforce. It offers an opportunity to learn about the characteristics of ECEC staff and centre leaders, their practices at work, and their views on the profession and the sector. This second volume of findings, Building a High-Quality Early Childhood Education and Care Workforce, examines factors that influence the skills development of ECEC professionals, their working conditions and well-being at work, and leadership in ECEC centres.

    Abstract: This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

    Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

Il décrit notamment les résultats des six pays ayant participé à la troisième vague du premier cycle du PIAAC en 2017-18 (Équateur, États-Unis, Hongrie, Kazakhstan, Mexique et Pérou).     Abstract: "In "The Turk" in the Czech Imagination (1870s-1923), Jitka Malečková describes Czechs' views of the Turks in the last half century of the existence of the Ottoman Empire and how they were influenced by ideas and trends in other countries, including the European fascination with the Orient, images of "the Turk," contemporary scholarship, and racial theories. The Czechs were not free from colonial ambitions either, as their attitude to Bosnia-Herzegovina demonstrates, but their viewpoint was different from that found in imperial states and among the peoples who had experienced Ottoman rule. The book convincingly shows that the Czechs mainly viewed the Turks through the lenses of nationalism and Pan-Slavism - in solidarity with the Slavs fighting against Ottoman rule"--

    Abstract: Non-Conceptual Negativity: Damaged Reflections on Turkey critiques those who have accused Deleuze of an unbounded affirmation which, according to them, has played directly into the hands of capitalist modes of production. Yet no one has acknowledged that under the aegis of nano-fascism, late capitalism has grown into Neanderthal capitalism, invented and developed in laboratory countries like Turkey with the aid of an international Neanderthal league. Layer upon layer, Aracagök explains in fragmentary fashion that it is not only a matter of how Turkey has grown into a prime laboratory of nano-fascism with the aid of the US and the European Union, but also how the results obtained from this laboratory are put into practice in different countries under Neanderthal capitalism, enslaving each and every one of us into accepting even the position of suicide bomber. As none of us is exempted from nano-fascism today, perhaps it is timely to reconsider the ways in which Deleuzian thought is appropriated in the form of an unquestioned affirmation of everything and how its critique has ended up in an old-fashioned formulation of the in-dividual according to a party program. If this all goes to show that we are face to face with a route different from the accepted forms of affirmation — that is, if we are all affirmed and seem to be happily affirming life as it is as a result of the Neanderthal manipulation of the negative — then isn’t it timely to rethink the Deleuzian affirmation in its non-originary origin with regard to Adorno’s resistance against affirmation? That is, the double negation never ends up in affirmation, and if it does so, it might mean your negation is not strong enough

    Abstract: Starting from a low level in early 2000s, Turkey’s total capital stock has since expanded rapidly, but the composition and quality of investment raises questions. This study focuses on business investment, as the main driver of physical and knowledge-based capital formation and, hence, of potential output and the material foundations of well-being. Micro data allow to distinguish four types of firms: small businesses with a high rate of informality, medium-sized family firms, large formal corporations, and skilled start-ups. The relative importance of the challenges facing these different types of firms varies, notably with respect to skill shortcomings, regulatory burdens, labour costs, access to bank lending, over-leveraging and scarce equity capital. Improving the current business environment and overcoming the fragmentation of the business sector will be crucial to upgrade the quality of business investment and to enhance the allocative efficiency of capital formation. This calls for promoting formality, best management practices, the build-up of equity capital, access to long-term bank financing and other market-based financing that can complement traditional bank lending; and a faster and more inclusive transition to the digital economy.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Turkey.

However, the education system is also marked by disparities, with only around half of 15-year olds acquiring the essential competencies they need for life and work. This review, developed in co operation with UNICEF, suggests how student assessment can be used more effectively to better support all students to do well. It provides recommendations for enhancing teachers’ classroom assessments, assessing a broader range of skills through national examinations and using the new national assessment to support improvements in learning and teachers’ assessment practice.

    Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: The inclusion of agricultural products in the current customs union is one of the potential future steps on the road to further political and economic integration between Turkey and the EU. The complete liberalization of the agricultural sector is found to lead to significant welfare gains compared to the maintenance of current policies. It appears that including agricultural products in the customs union results in similar results with few but significant exemptions

    Abstract: The volume presents the concluding architectural and structural research on this early Hellenistic tomb of a Diadochus, a monumental two-story construction with innovative design of building structure, façades and a peristasis, enclosing an unused courtyard. Pure proportions determined the modularly composed design, having been brought to perfection by numerous optical refinements. Innovative developments of construction techniques such as the utilisation of grout mortar indicate the forthcoming era and so do the new formal developments in the design of this mausoleum having grown out of late classical tradition

    Abstract: Everyday articulations of music, place, urban politics, and inclusion/exclusion are powerfully present in Istanbul. This volume analyzes landscapes of music, community, and exclusion across a century and a half. An interdisciplinary group of scholars and artists presents four case studies: the rembetika, the music of the Asiks, the Zakir/Alevi tradition, and hip-hop, in Beyoglu, Üsküdar, the gentrifying Sulukule neighborhood, and across the metropolis. Alex Papadopoulos is Associate Professor of Geography at DePaul University, Chicago. He studies the contestation of urban space in European cities. Asli Duru is Marie Curie Fellow at The Open University, London, and studies everyday geographies of health and wellbeing.

    Abstract: President Erdogan's victory in the April 2017 referendum granted him sweeping new powers across Turkey. The constitutional reforms transform the country from a parliamentary democracy into a "Turkish style" presidential republic. Despite being democratically elected, Turkey's ruling AKP party has moved towards increasingly authoritarian measures. During the coup attempt in July 2016, the AKP government declared a state of emergency which Erdogan saw as an opportunity to purge the public sector of pro-Gulenist individuals and criminalise opposition groups including Kurds, Alevites, leftists and liberals. The country experienced political turmoil and rapid transformation as a result. This book identifies the process of democratic reversal in Turkey. In particular, contributors explore the various ways that a democratically elected political party has used elections to implement authoritarian measures. They scrutinise the very concepts of democracy, elections and autocracy to expose their flaws which can be manipulated to advantage. The book includes chapters discussing the roots of authoritarianism in Turkey; the political economy of elections; the relationship between the political Islamic groups and the government; Turkish foreign policy; non-Muslim communities' attitudes towards the AKP; and Kurdish citizens' voting patterns. As well as following Turkey's political trajectory, this book contextualises Turkey in the wider literature on electoral and competitive authoritarianisms and explores the country's future options.

    Abstract: In recent years, the persecution of the Kurds in the Middle East under ISIS in Iraq and Syria has drawn increasing attention from the international media. In this book, Veli Yadirgi analyses the socioeconomic and political structures and transformations of the Kurdish people from the Ottoman era through to the modern Turkish Republic, arguing that there is a symbiotic relationship between the Kurdish question and the de-development of the predominantly Kurdish domains, making an ideal read for historians of the region and those studying the socio-political and economic evolution of the Kurds. First outlining theoretical perspectives on Kurdish identity, socioeconomic development, and the Kurdish question, Yadirgi then explores the social, economic and political origins of Ottoman Kurdistan following its annexation by the Ottomans in 1514.     Abstract: Despite major progress, Turkey still lags behind most comparable countries in terms of exported value added per capita. Its remarkable economic performance over the past 15 years has not been sufficiently backed by gains in export market shares, in particular when measured in value added terms. This paper argues that Turkey’s participation in global value chains remains below potential owing to institutional features that hamper efficient allocation of capital and labour, obstacles inherent in bilateral trade agreements and entry regulations, underdeveloped human capital and insufficient investment in innovation, R&D and knowledge-based capital. Progress along these dimensions would strengthen Turkey’s backward and forward trade linkages and contribute to rebalancing its growth model. The adjustment process towards a more export-oriented economy operating on a level playing field needs to be flanked by dedicated industrial, social and environmental policies to alleviate adverse consequences on displaced firms and workers and the ecosystem.

    Abstract: Turkey’s manufacturing sector has expanded considerably but not efficiently and competitively enough. This paper documents the drivers of its recent growth and diversification, and the factors that have held it back. It documents its segmentation and the outsized tail of poorly performing firms, which undermines aggregate productivity growth. Low productivity eases job creation in the short term, but undermines it in the long run and holds back improvements in living standards because of competitiveness losses. A core of well-performing firms (“frontier firms”) is not growing at full potential because of shortcomings in the policy framework. Intermediary (“follower”) firms sustain competition and deliver jobs, but tend to fall behind in productivity. Lower productivity units (“laggards”), which employ a large share of the low-skilled majority of the working age population, survive mostly thanks to the incomplete enforcement of rules and regulations. The resulting stalemate requires a coherent strategy of “systemic upgrading” of the business environment. This would enable all firms to operate in compliance with the law and on a level-playing field, under supportive regulations, taxation and innovation incentives. All firms could then achieve stronger productivity gains and the most promising firms could grow faster. At the same time, a credible flexicurity system needs to be put in place that facilitates adjustment in the labour market while protecting those affected by structural change.

    Abstract: "This volume of the Forschungen in Ephesos presents the recent archaeological research at the theatre of Ephesus. Beside the results of the excavations the volume incorporates the analysis of the various find categories, such as pottery and glass, terracotta, sculptures, small finds and coins as well as archaeozoological and epigraphical finds. With this, the reader can comprehensively follow and review the chronology and the architectural development of the Ephesian monument. The construction started in the second quarter of the 2nd century BC and until the Byzantine period eight building or usage phases can be classified. A fundamental structural transformation can be attested during Flavian times. The building measures include in particular the renewal of the stage building with the erection of the magnificent three-storied scaenae frons, which due to a building inscription on the architrave of the lower story can be dated to the year 85 AD, as well as the erection of the Roman logeion, reaching far into the Hellenistic orchestra. The large-scale structural enhancement of the auditorium, through which the number of the possible audience rose to about 20.000, necessitated a new circulation and supply system in form of a monumental staircase in the south.     Abstract: Since the last International Energy Agency (IEA) review of Turkey’s energy policies, the country’s reliance on natural gas use has grown along with rising oil and gas imports, leaving the Turkish economy increasingly exposed to the volatility in oil and gas prices. Turkey aims to promote sustainable economic growth - the IEA urges the government to set a longer term energy policy agenda for 2030. However, owing to declining global liquefied natural gas prices, Turkey now has an opportunity to reduce its single supplier dependence, build a competitive gas market, and move ahead with its plans to create a regional gas hub. Turkey’s power sector reforms have attracted private investment and fostered economic growth and energy access. Integration into a regional gas and electricity trade framework is moving along as a result of the first interconnection of Turkey with the European electricity grid and the construction of the Trans-Anatolian Natural Gas Pipeline that will deliver gas from the Caspian to Turkey and the European Union. In that context, the IEA urges Turkey to complete the liberalisation of its electricity and gas markets in order to attract critically needed investment. The review also notes that Turkey should set up independent transmission system operators, competitive wholesale markets, and foster resilient and modern gas and electricity infrastructure. This review analyses the energy policy challenges facing Turkey and provides recommendations for further policy improvements. It is intended to help guide the country towards a more secure, sustainable and affordable energy future.

    Abstract: The SME Policy Index is a benchmarking tool designed for emerging economies to assess SME policy frameworks and monitor progress in policy implementation over time. The Index has been developed by the OECD in partnership with the European Commission (EC), the European Bank for Reconstruction and Development (EBRD), and the European Training Foundation (ETF) in 2006 for the Western Balkans. The South East European Centre for Entrepreneurial Learning (SEECEL) joined as an additional partner in 2014. The SME Policy Index has since 2006 been applied in four regions and nine assessment rounds overall. The SME Policy Index: Western Balkans and Turkey 2016 presents the results of the fourth assessment of the Small Business Act for Europe in the Western Balkans and, since 2012, Turkey. The assessment framework is structured around the ten principles of the Small Business Act for Europe (SBA). It provides a wide-range of pro-enterprise measures to guide the design and implementation of SME policies based on good practices promoted by the EU and the OECD. The Index identifies strengths and weaknesses in policy design, implementation and monitoring. It allows for comparison across countries and measures convergence towards good practices and relevant policy standards. It aims to support governments in setting targets for SME policy development and to identify strategic priorities to further improve the business environment. It also helps to engage governments in policy dialogue and exchange good practices within the region and with OECD and EU members.

With the benefit of hindsight and more recent examples, this book provides fresh perspectives on the motivation to list state-owned enterprises (SOEs) and the process it entails. Drawing from the experiences of five economies (People's Republic of China, India, New Zealand, Poland and Turkey), the book concludes that broadened ownership generally has a positive impact on the governance and performance of these companies. However, country practices show that the act of listing cannot guarantee that these companies are completely averse to State interests; and deviations from sound corporate governance practices, as enshrined in the OECD Guidelines on Corporate Governance of SOEs, can in some cases, raise concerns with regards to non-State shareholder rights, commercial orientation, board independence, conflicting State objectives, transparency, disclosure and more.

    Abstract: The global financial crisis and its high economic and social costs have revived academic and policy interest in “early warning indicators” of crises. This paper aims to investigate the performance of vulnerability indicators as advance warning indicators of past severe GDP per capita recessions in Turkey. It draws on the recently established database of vulnerability indicators (Röhn et al., 2015) and employs the signalling approach as in Hermansen and Röhn (2015) complemented by visual inspections to detect vulnerability indicators that performed particularly well in the Turkish context. The evidence suggests that an index of the global stock market performs extremely well in the Turkish context. This index, which could be interpreted as a proxy for the risk appetite of global investors, exceeded its critical threshold before almost all past severe GDP per capita recessions in Turkey while sending only very few false alarms. Among domestic indicators, large positive deviations of household credit and the domestic stock market from trend also perform relatively well in signalling subsequent past severe GDP per capita recessions. The evidence is broadly robust to considering a more homogenous set of lower income OECD countries when defining the critical thresholds.

    Abstract: Annotation, English summary: Terrace House 2 in Ephesos is one of the best-preserved ancient houses in the eastern Mediterranean. This large insula contains seven multi-storied peristyle type dwellings. The privileged status of the inhabitants is apparent due to the central location of Terrace House 2 on Curetes Street, a main thoroughfare and processional route in the city. The publication of Dwelling Unit 7 adheres to the publication concept of the Ephesian Terrace Houses and provides a detailed description of the architecture, the reconstruction of the building periods, the water supply and drainage, the marble decor of walls and floors, the wall paintings, stucco work, mosaics, sculpture, small finds, ceramic, glass and coin finds, as well as the analysis of the archaeozoological and archaeobotanical remains. Also taken into consideration are the numerous graffiti on the wall paintings which provide direct insight into everyday life. Furthermore, the publication includes an analysis of the area's "pre-use" in the late Hellenistic period and of its "post-use" in the early Byzantine period. Unique to Dwelling Unit 7 is archaeological evidence of emperor worship. Life-size busts of Tiberius and his mother Livia date to the first habitation phase in the first century AD. Offerings were placed at an altar and offering table, both situated in the peristyle courtyard of the house. In regard to the homeowners, it appears that a connecting door between Dwelling Unit 7 and the neighbouring Dwelling Unit 6 existed from the time of the building's construction until 220/230 AD; this indicates that both houses were inhabited by the very same family. Inscriptions, found in situ in Dwelling Unit 6, indicate that Gaius Flavius Furius Aptus lived here in the first half of the second century AD. Evidence of refurbishments and redecoration of his town house can be ascribed to his high socio-political status, which is also indicated by his offices as an alytarch and as a priest of a Dionysus cult
    Abstract: Annotation, German description: Das Hanghaus 2 in Ephesos gehort zu den am besten erhaltenen antiken Wohnhausern im ostlichen Mittelmeerraum. Es ist eine grosse Insula auf mehreren Gelandeterrassen, die sieben mehrgeschossige Wohneinheiten umfasst, die alle dem Typus des Peristylhauses folgen. Der privilegierte Status der Bewohner der Wohneinheiten wird bereits durch die zentrale Lage des Hanghauses 2 an der Kuretenstrasse, einer der wichtigsten Haupt- und Prozessionsstrassen der antiken Stadt, deutlich. Dem Konzept der Publikation der Hanghauser in Ephesos folgend, werden in dem reich illustrierten Band der Baubefund mit den Bauphasen, der Architektur und den Wasserinstallationen sowie die Ausstattung mit den Wand- und Bodenverkleidungen aus Marmor, der Wandmalerei, den Stuckdekorationen und den Mosaiken ebenso vorgelegt wie die Skulpturenfunde, die Keramik, die Kleinfunde, das Glas und die Munzen sowie die archaozoologischen und die archaobotanischen Befunde. Daruber hinaus werden die Graffiti vorgestellt, die einen unmittelbaren Einblick in das Alltagsleben gewahren und sich in grosser Zahl auf den Wandmalereien finden. Ferner werden die hellenistische Vorgangernutzung des Areals und partielle Nachnutzungen der fruhbyzantinischen Zeit besprochen. Einzigartig an der Wohneinheit 7 ist der archaologische Nachweis von der Existenz eines Kaiserkults. Bereits in der ersten Wohnperiode des 1. Jahrhunderts n. Chr. durften die lebensgrossen Busten des Tiberius und seiner vergottlichten Mutter Livia hier aufgestellt worden sein, denen man auf einem grossen marmornen Altar und Tisch im Hof Opfer darbrachte. Aufgrund einer Turverbindung der Wohneinheit 7 zur benachbarten Wohneinheit 6 ist davon auszugehen, dass beide Hauser von ein und derselben Familie bewohnt wurden. Diese ist durch in-situ-Inschriften in der Wohneinheit 6 bekannt, die mit Gaius Flavius Furius Aptus den Hausherrn der ersten Halfte des 2. Jahrhunderts n. Chr. nennen. This report reviewed Syrian refugee education in the three neighboring countries with the largest population of refugees, Turkey, Lebanon, and Jordan, and analyzes four areas: access, management, society, and quality. Policy implications include prioritizing the urgent need to increase access to education among refugees; transitioning from a short-term humanitarian response to a longer-term development response; investing in both government capacity to provide education and in formal, quality alternatives to the public school systems; improving data in support of decisionmaking; developing a deliberative strategy about how to integrate or separate Syrian and host-country children in schools to promote social cohesion; limiting child labor and enabling education by creating employment policies for adults; and implementing particular steps to improve quality of education for both refugees and citizens

    Abstract: "OREA 1 presents the scientific results of the international symposium Western Anatolia before Troy--Proto-Urbanisation in the 4th Millennium BC? The sparse archaeological data published for the 5th and 4th millennia BC and the archaeological picture of western Anatolia, fundamentally changed in the last decades, needed to bring together specialists of western Turkey and the neighbouring regions to discuss new data in the light of socio-cultural processes in the period before Troy. Furthermore, following the results of the ERC research group (ERC project Prehistoric Anatolia), it appeared high time to focus on this period as it had been frequently neglected in the recent dynamic prehistoric research in western Turkey. The intermediate millennia between the archaeological focus on the Neolithic (and early Chalcolithic) of the 7th and 6th millennia BC with ground-breaking results and publications on the one hand and traditional research on the Early Bronze Age in the 3rd millennium BC with new input from important key sites on the other hand remained more or less neglected. The symposium aimed to shed light on these developments and focus in particular on the formation of centres of regional and supra-regional importance that emerged in western Anatolia and the broader geographical context of the Balkans, the Marmara Sea, the Greek mainland and Crete"--

    Abstract: This study explores the extent to which European lecturers experience barriers to participation in the Erasmus programme in relation to Turkey. The evidence indicates that, although the number of Turkish lecturers who participate in the programme has constantly been increasing, mobility from the European Union (EU) to Turkey is low. A question arises as to what measures should be taken to reduce obstacles to the academic mobility and to improve attractiveness to the Turkish higher education institutions (HEIs) to European academics.     Abstract: Turkey underwent a very ambitious reform programme in 2003, the so-called "Health Transformation Programme". Access to healthcare in Turkey has greatly increased with the attainment of Universal Health Coverage, as also demonstrated by improvement in health outcomes, most notably around maternal and child health and infectious diseases. However, despite these significant achievements, Turkey has a significant way to travel to deliver high-quality health services to its population. Governance of the health system is highly centralised and typified by directive control from the Ministry of Health, and information collected in different part of the system is not always fully exploited. The OECD Review of Health Care Quality in Turkey recommends a number of changes to address these shortcomings. The key recommendations are that: i) Turkey needs to develop robust systems to standardise and monitor the quality of care, encourage continuous professional development and incorporate patient views; ii) some loosening of the governance structure would be welcome, to allow regions greater flexibility to assess and respond to local health needs and to continue to provide health workers with incentives for improve quality; iii) data on health sector activity and outcomes need to be made more available and more usable for individual patients and clinicians, while greater effort is needed to increase the robustness of Turkey’s information systems at national level and harmonise performance measures to OECD and other international comparators.

    Abstract: Turkey recovered swiftly from the global financial crisis but sizeable macroeconomic imbalances arose in the process. High consumer price inflation and a wide current account deficit are sources of vulnerability. Even though below-potential growth helps rebalancing and disinflation, these imbalances endure. The financial sector still looks resilient thanks to buffers built up mainly prior to the financial crisis. However, private sector balance sheet risks have gained prominence as leverage increased. Macroeconomic and structural policy levers need to steer a passage between robust but externally unsustainable growth and externally viable but low growth. Monetary policy needs to bring inflation and inflation expectations closer to target. Macroprudential policies could more systematically lean against capital inflows and credit cycles to reduce private sector balance sheet vulnerabilities. The fiscal stance is broadly appropriate, but compliance with a multi-year general government spending ceiling would help avoid pro-cyclical loosening in case of revenue surprises and help boost domestic saving. Overall, policies should help reduce the risk of disruptions in capital flows as monetary policy stimulus is being withdrawn in the United States.

    Abstract: Turkey’s business sector dynamism has underpinned broad-based and inclusive growth in the 2000s. However, the business sector is highly segmented, with a relatively small core of modern high-productivity corporations, and myriad small, less formal and low-productivity entities. This hampers efficient resource allocation and tends to entrench social inequalities. It also makes it difficult to build on-the-job human capital for the large number of low-skilled. This segmentation needs to be overcome to raise productivity in the informal, low-skill and low-productivity sector, and to facilitate resource transfers from low to higher productivity businesses. This ought to be achieved by aligning Turkey’s formal regulatory and tax framework with OECD best practice, rather than through “second-best” arrangements where noncompliance with rules co-exists with selective subsidies to parts of the formal sector. Labour market and business taxation reforms are particularly important to enable all categories of enterprises to operate flexibly on a rule-based, level playing field and to achieve productivity enhancing and socially inclusive restructuring.

    Abstract: Pen in the Park is a unique revolutionary children's book written by Raşel Meseri and illustrated by Sanne Karssenberg. Meseri narrates the Gezi Park protests in Istanbul through the figure of a penguin named Pen, whogoes on a trip from Antarctica to Gezi Park to save his fellow penguins, and gets involved in various adventures with his friends Chapulletta, the cat Trafo, and the dog Loukanikos. The Gezi movement of 2013-14 started with the threat of the destruction of the Gezi Park, a public space, which became quickly occupied by protestors from all generations and political backgrounds to build a movement that addressed not only the destruction of green areas and gentrification of public space, but also the democratic deficit of the country as such. At the height of the protests, dozens of protesters were killed and thousands injured. As the result of the protests, the park remained a public space and the struggle continues in different forms up to this day. During the protests, penguins were reclaimed as one of the symbols, as the main television channels preferred to show documentaries about the lives of penguins, instead of the uprising in Turkey. In Meseri's story, Pen the brave penguin, Pen, is both a symbol and an active agent in the course of events, guiding us through the process of political emancipation, democratic experiment, friendship, and solidarity that characterizes the Gezi movement

Glucklicherweise ist ihr Eigentumer Gaius Flavius Furius Aptus durch Inschriften bekannt. Er ist als Bauherr fur den grosszugigen Ausbau des Hauses in den Bauphasen II (120 n. Chr.) und III (ca. 150 n. Chr.) mit geraumigen, mit Marmor luxurios ausgestatteten Fest- und Bankettsalen verantwortlich. Er bekleidete nicht nur hohe stadtische Amter, sondern war auch Priester des Dionysos Oreios Bakchios pro poleos. Als Priester und Vorstand stellte er sein palastartiges Stadthaus als Versammlungsort fur diesen Dionysosverein zur Verfugung, wofur neben vielen anderen Hinweisen vor allem das Fehlen von privat genutzten Raumen spricht. Jedoch wird durch Turverbindungen zu den benachbarten Wohneinheiten 4 und 7, in denen diese Raumfunktionen vorhanden waren, angezeigt, dass die Wohneinheit 6 zusammen mit diesen Wohneinheiten im Besitz der Familie des Gaius Flavius Furius Aptus stand.     Abstract: Annotation, English summary: Since the erection of the new protective roof of Terrace House 2 and its opening to tourists shortly afterwards, it has been one of the main attractions of antique Ephesos. Terrace House 2 is a big insula housing seven dwelling units built in the type of peristyle houses. The privileged status of the owners of Dwelling Unit 6 can already be hinted at the central location of the house and its entrance directly from Curetes Street, a main thoroughfare and processional way of the city. Fortunately, the home owner of Dwelling Unit 6, Gaius Flavius Furius Aptus, is known by inscriptions. He was responsible for the generous rebuilding of Dwelling Unit 6 in the building periods II (120 AD) and III (mid 2nd century AD), including big and lavishly decorated halls, which were used for banquets and celebrations (Marble Hall 31, Apsidal Hall 8). Gaius Flavius Furius Aptus not only held municipal offices, but was also priest of Dionysos Oreios Bakchios pro poleos. In this capacity, he opened his house for meetings of the Dionysos association, over which he presided. This is mainly indicated by the absence of private rooms in the house; albeit connecting doors between Dwelling Unit 6 and Dwelling Units 4 and 7 give evidence that these three houses belonged to the family of Gaius Flavius Furius Aptus. Following the publication concept of the Ephesian Terrace Houses, the publication of Dwelling Unit 6 provides a detailed description of the architecture, the reconstruction of the building periods, the water supply and drainage, the marble decor of the walls and floors, the wall paintings, stucco work, mosaics, sculpture, small finds, ceramic, glass and coin finds as well as the analysis of the archaeozoological remains; moreover, the numerous graffiti on the wall paintings giving a direct insight into everyday life are discussed as well as the extensive restoration work of Marble Hall 31, which has been undertaken in recent years. The publication also includes an analysis of the pre-use of the area, whereby as a new result a peristyle house can be assumed already in late Hellenistic times. The volume also provides a CD, containing visualisations of certain rooms as well as building and floor plans

    Abstract: The aim of this study is to examine the validity of the day-of-the-week effect on both mean and volatility for changes in Consumer Confidence Index in Turkey. To the best of our knowledge, there is no previous study on this topic for an emerging market. Employing the E-GARCH method, we are able to validate day-of-the-week effect both in mean and volatility of the daily changes in the Consumer Confidence Index. In our findings, the mean equation exhibits only a Friday effect and the lowest volatility is also observed for Friday. Additionally, we use nonparametric stochastic dominance (SD) approach by employing several SD tests and verify the existence of Friday effects.

    Abstract: This paper develops a set of leading indicators for industrial production growth and changes in consumer price inflation by accounting for changes in the policy regime that have occurred for the Turkish economy over the sample period 1988-2010. The choice of indicators is based on a pseudo out-of-sample forecasting exercise that is implemented by Leigh and Rossi (2002), and Stock and Watson (2003), amongst others. Our findings provide evidence on the factors determining changes in real activity and inflation over an extended sample period that encompasses episodes of volatile inflation and output growth as well as the recent experience of disinflation and normalisation for the Turkish economy.     Abstract: This report contains the revised Phase 1 and Phase 2 reviews for Turkey, now updated with ratings. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 and Phase 2 – reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.
