    Abstract: "At the turn of the millennium, Middle Eastern and Muslim Germans had rather unexpectedly become central to the country's Holocaust memory culture--not as welcome participants, but as targets for re-education and reform. Since then, Turkish- and Arab-Germans have been considered as the prime obstacles to German national reconciliation with its Nazi past, a status shared to a lesser degree by Germans from the formerly socialist East Germany. It is for this reason that the German government, German NGOs, and Muslim minority groups have begun to design Holocaust education and anti-Semitism prevention programs specifically tailored for Muslim immigrants and refugees, so that they, too, can learn the lessons of the Holocaust and embrace Germany's most important postwar democratic political values. Based on ethnographic research conducted over a decade, Subcontractors of Guilt explores when, how, and why Muslim Germans have moved to the center of Holocaust memory discussions. Esra Özyürek argues that German society "subcontracts" guilt of the Holocaust to new minority immigrant arrivals, with the false promise of this process leading to inclusion into the German social contract and equality with other members of postwar German society. By focusing on the recently formed but already sizable sector of Muslim-only anti-Semitism and Holocaust education programs, this book explores the paradoxes of postwar German national identity"--

Dr Wolfgang Rudzio was Professor of Political Science at the University of Oldenburg until 2000. The translation was done with the help of artificial intelligence. A subsequent human revision was done primarily in terms of content.

    Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order. Gerlinde Groitl is Associate Professor of International Politics and Transatlantic Relations at the University of Regensburg, Germany.

    Abstract: This book offers critical insights into the China-led Belt and Road Initiative (BRI) from an EU perspective. It analyzes the political, cultural, and diplomatic effectiveness of Xi's efforts to expand socio-cultural ties and build new trade corridors between Europe and the Far East, and sheds light on the lasting success and influence of China-led economic programs. The book is divided into three parts. The first part provides an overview of the various dimensions of the BRI initiative, including the challenges and opportunities of the EU-China trade relationship, China's geopolitical interests, and foreign policy approaches.     Abstract: This book explores the Arctic as a rapidly evolving phenomenon in international affairs of a rising number of stakeholders. For decades, Arctic studies used to be an affair of a relatively narrow group of experts from northern countries. This time is over due to a new Chinese Arctic policy, as well as growing regional interests from South Korea, Singapore, India and Japan. Contributors reflect on new roles for the Arctic region: both as a playground for the old school nation state competition and even confrontation, and a new source for international cooperation in energy, logistics and natural sciences. Climate change, political tensions and economic competition make Arctic a hotter venue of international relations. This new Arctic fever, studied through a comparative analysis of different regional agendas, especially with a focus on the US–China–Russia triangle, represents the main subject of our book, which will be of interest to scholars of geopolitics, of climate change, and of 21st century energy economics. Anastasia Likhacheva works as a Dean at the Faculty of World Economy and International Affairs at the Higher School of Economics (HSE) in Moscow, Russia. Her key area of expertise includes geo-economics with a particular focus on sanctions, Eurasian integration and Russian foreign policy in Greater Eurasia. She regularly prepares policy briefs for senior Russian public authorities and has been a member of expert working groups of the Ministry of Economic Development and the Ministry for the Development of the Russian Far East since 2014. She also co-leads the ThinkArctic Project within the Program of Russian Chairmanship in the Arctic Councli 2021-2023.

This open access book is the first monograph to systematically apply the Programmatic Action Framework (PAF) in a comparative analysis of public policy in two institutionally different countries. The PAF seeks to explain long-term policy change by examining the shared biographies of policy actors who, to foster their careers, coalesce around policy programs which they promote throughout the policy process. Comparing health policy-making in France and Germany between 1990 and 2020, the book sheds light on the institutional settings that are necessary for programmatic action to occur. It will appeal to scholars and students of public policy, public administration, and health policy.     Abstract: "A new strain of coronavirus emerged sometime in November 2019, and within weeks a cluster of patients began to be admitted to hospitals in Wuhan with severe pneumonia, most of them linked to the Huanan Seafood Wholesale Market. China's seemingly effective containment of the first stage of the epidemic, in glaring contrast with the uncontrolled spread in Europe and the United States, was heralded as a testament to the Chinese Communist Party's unparalleled command over the biomedical sciences, population, and economy. Conversely, much academic and public debate about the origins of the virus focuses on the supposedly "backwards" cultural practice of consuming wild animals and the perceived problem of authoritarianism suppressing information about the outbreak until it was too late. The Origins of COVID-19, by Li Zhang, shifts debate away from narrow cultural, political, or biomedical frameworks, emphasizing that we must understand the origins of emerging diseases with pandemic potential (such as SARS and COVID-19) in the more complex and structural entanglements of state-making, science and technology, and global capitalism. She argues that both narratives, that of China's victory and the racist depictions of its culpability, do not address-and even aggravate-these larger forces that degrade the environment and increase the human-wildlife interface through which novel pathogens spill over into humans and may rapidly expand into global pandemics."

    Abstract: "Among the biggest challenges facing leaders of the newly established People's Republic of China (PRC) was how much they did not know. In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data.     Abstract: "China's rise to power has become one of the most discussed questions in both International Relations Theory (IRT) and Foreign Policy circles. Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policy making has reinvigorated and changed the contours of that debate. With the rise of China and other powers across the global political arena comes a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are made more visible to IR scholars now because of the increasing influence and impact that rising powers are making in the international system. This book shows foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for their analysis. Shaping the Future of Power probes the type of power mechanisms that build, diffuse, and project China's power in Africa. It is necessary to take into account the processes of knowledge production, social capital formation, and skills transfers in Chinese foreign policy toward African states to fully understand China's power building mechanisms. These elements are crucial for the relational power framework to capture both the material aspects and ideational people-centered aspects to power.     Abstract: Contemporary Germany is a modern industrial democracy admired throughout the world. Many Germans believe that they live in the 'best Germany' that has ever existed. Yet there are dissenting voices: individuals and groups that reject cosmopolitanism, globalisation and multiculturalism, and yearn for the more homogeneous country of earlier times. They are part of a global movement, often characterised as populist, that values tradition over innovation or constant change. In Germany, such people are routinely portrayed as reactionary or even neofascist. The present study seeks to provide a portrait of these individuals and their organisations. Very little has been written in English about the cultural figures who play a role in this movement. When the political side is discussed - whether in its manifestation as a party (the Alternative for Germany) or a citizens’ group (Pegida) - the cultural dimension is usually ignored. Jay Julian Rosellini places the so-called New Right in the context of currents in German culture and history that differ from those in other countries. With Germany the dominant country in the European Union, economically and politically, this volume offers an essential view of its current conditions, future prospects and political particularities.

    Abstract: This book is the first comprehensive academic study of German right-wing terrorism since the early 1960s available in the English language. It offers a unique in-depth analysis of German violent, extremist right-wing movements, terrorist events, groups, networks and individuals. In addition, the book discusses the so-called ‘National Socialist Underground’ (NSU) terror cell, which was uncovered in late 2011 by the authorities. The NSU had been active for over a decade and had killed at least ten people, as well as executing numerous bombings and bank robberies. With an examination of the group’s support network and the reasons behind the failure of the German authorities, this book sheds light on right-wing terrorist group structures, tactics and target groups in Germany. The book also contains a complete list of all the German right-wing terrorist groups and incidents since the Second World War. Based on the most detailed dataset of right-wing terrorism in Germany, this book offers highly valuable insights into this specific form of political violence and terrorism, which has been widely neglected in international terrorism research.

    Abstract: Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country’s welfare state failed to adapt to widening inequalities in households’ market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain.     Abstract: This book depicts the sophisticated relationship between Russia and China as a pragmatic one, a political marriage of convenience. Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations

    Abstract: This is the first book to explore ways of conceptualizing Germany’s ongoing energy transition. Although widely acclaimed in policy and research circles worldwide, the Energiewende is poorly understood in terms of social science scholarship. There is an urgent need to delve beyond descriptive accounts of policy implementation and contestation in order to unpack the deeper issues at play in what has been termed a 'grand societal transformation.' The authors approach this in three ways: First, they select and characterize conceptual approaches suited to interpreting the reordering of institutional arrangements, socio-material configurations, power relations and spatial structures of energy systems in Germany and beyond. Second, they assess the value of these concepts in describing and explaining energy transitions, pinpointing their relative strengths and weaknesses and exploring areas of complementarity and incompatibility. Third, they illustrate how these concepts can be applied - individually and in combination - to enrich empirical research of Germany’s energy transition

This book argues that to correctly respond to these emerging issues, apart from upgrading industry and improves environmental protection techniques, China needs to establish an “ecological civilization” that provides an ideological basis for the construction of a green low-carbon model of economic growth.

    Abstract: This book presents an analysis of why some large infrastructure projects are delayed or compromised and offers important insights into the better delivery of future projects. It provides an important reaction to the ambitious €315 billion investment plan devised by the European Commission, wherein Europe's infrastructure is a key investment target. Germany is adopted as a focus, as Europe's largest economy, and a nation that has seen significant delays and tensions in the delivery of key infrastructure projects. The contributions to this volume demonstrate various patterns for infrastructure assets and illustrate how factors such as poor project governance, early planning mistakes, inappropriate risk management and unforeseen technological challenges influence delivery. The in-depth case studies on the Berlin Brandenburg Airport, the Hamburg Elbphilharmonie, and offshore wind parks show how project delivery can face massive problems, and illuminating solutions are offered to these problems. Overall, the case of Germany also offers the opportunity to assess various new forms of project delivery, such as public-private partnerships (PPP), and the risks and opportunities of ambitious first-mover 'pioneer' projects. The book will be of great interest for scholars and upper-level students of human geography, business and management, as well as policy makers.

    Abstract: Sandu-Daniel Kopp investigates whether carbon reduction targets are compatible with market-driven competition in gas (and power) industries, and whether security of supply is compatible with competitive markets. He examines the policy trade-offs which need to be made between the three different elements, and whether these policy judgements should be economically or politically based. The analysis shows the need for a complex set of politically determined options to protect (competitive) markets from price risks and emergency events and demonstrates that this has thus far failed the policy test. Overall, the author argues that the three major elements of EU energy policy are incompatible in important respects and thereby challenges much of the conventional wisdom of EU and Member State policies of the past decade.     Abstract: Sebastian Hartmann aims at answering the question whether socioeconomic policies implemented by governments are generally rather similar or whether their content actually varies with the ideological background of governments. In addition, he wants to find out whether government characteristics such as coalition or minority situations impact the degree of partisan policy-making. The author employs a new dataset of social and economic policies collected for several Western European countries. By conducting a wide range of empirical analyses and by using an innovative approach for analysing the policy output, he shows that ideology indeed matters. However, the degree of its influence is contingent upon structural characteristics of governments.     Abstract: As China rises to global power status, its relations with other major powers, including Russia, are constantly renegotiated. Energy figures prominently in both countries’ foreign policy. An extensive analysis of Chinese language sources - academic debate 1997-2012 - confirms a collision of interests over Central Asian reserves. While unanimous appeals to compromise render previous predictions of impending confrontation unconvincing, descriptions of Sino-Central Asian energy relations as “central to energy security”, and the explicit rejection of a Russian “sphere of influence”, also exclude a retreat. In the long term, China will likely replace Russia as the dominant force in Central Asia’s energy sector, causing the Kremlin to perceive another “encroachment”. The current notion of a “strategic partnership” will inevitably be challenged.     Abstract: "The purpose of this book is to provide an historical examination of China's activities in Africa, an important yet overlooked aspect of the broader subject of China in Africa today. There is a tendency of observers of China in Africa to always look forward; however, there is a need to look backward. Modern China's historical presence in Africa must be scrutinized in order to understand the context of its current and future actions on the continent. As the book will illustrate, China in the past meddled in the affairs of Africa, in places like Algeria, Ghana, and Tanzania. It did so for self-interest, for the benefit of the Communist Party of China, specifically its leaders' strategic objective, which was to demonstrate influence in the world, that is, power in international politics. Though its material resources were scant in the 1950s, 1960s, and 1970s, China nevertheless used them, in addition to devoting time and attention to Africa. It was a Meddling Dragon. China was not required to devote time, attention, and resources to Africa. But it did, in Algeria, Ghana, and Tanzania, especially. China skillfully used its limited diplomatic, intelligence, and economic means to gain traction on the continent. It sought influence through a combination of means - through shaping perceptions, developing personal relationships, and providing tangible assistance. There was a rhyme and reason to China's early approach to the continent. And that rhyme and reason remains much the same today. Viewed in the broader historical and strategic contexts, China's current presence in Africa demonstrates continuity with the past rather than a renewed focus. This book contributes vitally to the discourse on Sino-African history and adds to the contemporary strategic understanding and debate about China in Africa. The Chinese arrived on the African continent without fanfare, yet maintained an active and influential presence, a presence which ultimately was more pragmatic than revolutionary. Though often couched in ideological rhetoric, China's behavior in Africa in the 1950s, 1960s, and 1970s demonstrated goals and actions of an aspiring great power in the world. Contemporary China receives much more attention in Africa, as it does everywhere else around the world.     Abstract: "Since the very beginning, Confucianism has been troubled by a serious gap between its political ideals and the reality of societal circumstances. Contemporary Confucians must develop a viable method of governance that can retain the spirit of the Confucian ideal while tackling problems arising from nonideal modern situations. The best way to meet this challenge, Joseph Chan argues, is to adopt liberal democratic institutions that are shaped by the Confucian conception of the good rather than the liberal conception of the right.Confucian Perfectionism examines and reconstructs both Confucian political thought and liberal democratic institutions, blending them to form a new Confucian political philosophy.     Abstract: This book is designed to introduce law students, legal actors and human rights activists, particularly participants in human rights dialogues with China, to the process and reality of a newly confident China’s participation in the international human rights system, albeit with inherent challenges. From an international and comparative perspective, one of the key findings of the author's research is that progress towards human rights depends more on judges than on legislators. Chinese legislators have enacted a series of reforms in order to better protect human rights. Unfortunately, these reforms have not led to greater adherence to China’s international human rights obligations in practice. The reforms failed because they have generally been misunderstood by Chinese judges, who often have a limited understanding of international human rights norms. Specifically, this book will examine how judicial misunderstandings have blocked reforms in one specific area, the use of severe punishments, based on international human rights theory and case studies and data analyses. This examination has several purposes. The first is to suggest that China ratify the ICCPR as the next step for its substantive progress in human rights and as a good preparation for its re-applying to be a member of the UN Human Right Council in the future. The second is to explain how judges could be better educated in international human rights norms so as to greatly reduce the use of severe punishments and better comply with China's human rights obligations. The third is to demonstrate how the international community could better engage with China in a manner that is more conducive to human rights improvements. The author's ultimate goal is to enhance dialogue on human rights in China between judges and the Chinese government, between Chinese judges and their foreign counterparts and between China's government and the international community. Another significant aim of this book is to clarify the controversial question of what obligations China should undertake before its ratification of the ICCPR and to re-examine trends in its developing human rights policy after standing down from the Council in late 2012. The tortuous progress of China’s criminal law and criminal justice reforms has confirmed that Chinese judges need further instruction on how to apply severe punishments in a manner consistent with international standards.     Abstract: "Ever since China and Vietnam resumed diplomatic contacts and reopened the border in 1991, the borderland region has come been part of the vibrant growing economies of both countries and drawn many from the interior provinces to the borderland for new economic adventures. This book examines Chinese-Vietnamese relationships at the borderland through every day cross-border interactions in trade and tourism activities. It looks into the historical underlining of bilateral relations of the two countries which often shape people's perceptions of the 'other' and interpretation of intentions of acts in their daily interactions. Albeit Chinese and Vietnamese have lived side by side for centuries, their interactions in the space of trade and modern tourism activities in post-war and post-reform China and Vietnam are something novel to both people. The book provides a 'bottom-up' approach to examine localized experiences of inter-state relations. It illustrates the changes the vibrant economic process has brought to the borderland communities, and how the newly revived contacts and interactions have provided a contested space for testing Vietnamese-Chinese interactions and demonstrating trans-border cultural politics.     Abstract: The Politics of Security tells the story of how people experienced the cold war as a war. It is about the impact of the cold war on political cultures. This crucial issue is often forgotten in historical memory. In particular, the book follows British and West German anti-nuclear-weapons activists in their attempts to campaign for and create security after the destruction of the Second World War, and how their own version of security clashed with concepts advanced by their own governments. But the book also demonstrates how, as part of the protests against nuclear weapons, activists and their societies learned to live with the Bomb: it recounts how activists first discovered the dangers of nuclear weapons, but how a different generation of activists came to focus on other issues as the Vietnam War became their primary concern. And it makes comprehensible how activists in two societies who had fought each other fiercely in the battle of dictatorships and democracies of the Second World War could now come to see each other as part of a common campaign. Fundamentally, with its transnational approach, the book highlights how these two societies drew on very similar arguments when they came to understand the cold war through the prism of the previous world war. The book is the first to capture in a transnational fashion what activists did on the marches and what it meant to them and to others. The book thus reminds us that threats are not merely out there, but that they need to be created in a political process that involves struggles for power and contestation.

    Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism
