Abstract: As China rises to global power status, its relations with other major powers, including Russia, are constantly renegotiated. Energy figures prominently in both countries’ foreign policy. An extensive analysis of Chinese language sources - academic debate 1997-2012 - confirms a collision of interests over Central Asian reserves. While unanimous appeals to compromise render previous predictions of impending confrontation unconvincing, descriptions of Sino-Central Asian energy relations as “central to energy security”, and the explicit rejection of a Russian “sphere of influence”, also exclude a retreat. In the long term, China will likely replace Russia as the dominant force in Central Asia’s energy sector, causing the Kremlin to perceive another “encroachment”. The current notion of a “strategic partnership” will inevitably be challenged. Contents · Historico-Political Contextualization · Sino-Russian Energy Relations 1991-2011 · Neoclassical Realist-Perception Theory Model of Analysis · Chinese Academic Discourse 1997-2012 Target Groups · Researchers in the fields of international relations, political science, and area studies (China, Russia, Central Asia) · Practitioners in the fields of international relations, foreign, energy and security policy The Author Thomas Stephan Eder, LLB LLM BA MA is Research Assistant at the Hong Kong University Law School and PhD Candidate in International Law at the University of Vienna Law School, Austria

Abstract: "This book examines the Moroccan experience of transitional justice, more specifically the negotiation of the legacy of the period commonly referred to as the Years of Lead. This period of Moroccan history roughly spans from the early 1960s to 1999 during which thousands of citizens were arbitrarily detained, tortured and killed because of their political opinions. Through an analysis of testimonies, public documents and personal interviews, Transitional Justice and Human Rights in Morocco seeks to shed light on Moroccan citizens' struggle for recognition and reparation in the aftermath of a long history of grave human rights violations, ranging from arbitrary arrest and torture to state sponsored disappearances and murders. While Morocco's experience is often presented within a historical global context, this book offers a comparative analysis, discussing other national examples to situate the Moroccan experience within the relatively recent history of political transitions. Seeking to advance a rhetoric of symbolic justice that privileges the voice of the victims and offers hope for the renewal of a community's ethos through public discourse and ethico-political practices, this book will be an invaluable resource for students and scholars with an interest in Human Rights and Middle East Politics"--

Abstract: "This book presents a varied and critical picture of how the Arab Spring demands a re-examination and re-conceptualization of issues of transitional justice. It demonstrates how unique features of this wave of revolutions and popular protests that have swept the Arab world since December 2010 give rise to distinctive concerns and problems relative to transitional justice, and explores how these issues in turn add fresh perspective and nuance to the field more generally. In so doing, it explores fundamental questions of social justice, reconstruction and healing in the context of the Arab Spring. Including the perspectives of academics and practitioners, Transitional Justice and the Arab Spring will be of considerable interest to those working on the politics of the Middle East, normative political theory, transitional justice, international law, international relations and human rights"--

Abstract: "This book examines what happens when we try to improve people's lives in far-away countries and warns how self-deception may construct obstacles to the very change desired. It considers the challenge to traditional aid practices posed by new donors like Brazil, China and India who speak of history, culture and relationships. This accessible critical history of aid provides practical tools and methodology for development practitioners, and students and researchers in development studies, anthropology and international studies to adopt the habit of reflexivity when helping to make a better world"--
Abstract: "How can international aid professionals manage to deal with the daily dilemmas of working for the wellbeing of people in countries other than their own? A scholar-activist and lifelong development practitioner seeks to answer that question in a book that provides a vivid and accessible insight into the world of aid--its people, ideas and values against the backdrop of a broader historical analysis of the contested ideals and politics of aid operations from the 1960s to the present day.Moving between aid-recipient countries, head office and global policy spaces, Rosalind Eyben critically examines her own behaviour to explore what happens when trying to improve people's lives in far-away countries and warns how self-deception may construct obstacles to the very change desired, considering the challenge to traditional aid practices posed by new donors like Brazil who speak of history and relationships. The book proposes that to help make this a better world, individuals and organisations working in international development must respond self-critically to the dilemmas of power and knowledge that shape aid's messy relations. Written in an accessible way with vignettes, stories and dialogue, this critical history of aid provides practical tools and methodology for students in development studies, anthropology and international studies and for development practitioners to adopt the habit of reflexivity when helping to make a better world"--

Abstract: This text provides a pioneering and comprehensive analysis of over one hundred international organizations. After introducing the broad historical and contextual settings, the book covers the full range of international organizations including those that are often overlooked or get minimal inclusion elsewhere. Each organization is analysed in a stand-alone section that consider its origins, basic mandates and evolution, the governance structure and the associated key players, current activities and future challenges. The descriptions also reflect each organization's broader relationships with other international bodies. Some of the organizations covered include: The United Nations plus its system of semi-autonomous and Specialized Agencies The European Union and other regional organizations The development banks, international financial institutions and other international economic organizations The international scientific, transport, communications and agricultural organizations. This detailed textbook will serve an essential companion volume supplementing core texts on undergraduate modules where international organizations have a prominent role

Abstract: "Of the many expectations attending the creation of the first permanent International Criminal Court, the greatest has been that the principle of complementarity would catalyse national investigations and prosecutions of conflict-related crimes and lead to the reform of domestic justice systems. Sarah Nouwen explores whether complementarity has had such an effect in two states subject to ICC intervention: Uganda and Sudan. Drawing on extensive empirical research and combining law, legal anthropology and political economy, she unveils several effects and outlines the catalysts for them. However, she also reveals that one widely anticipated effect - an increase in domestic proceedings for conflict-related crimes - has barely occurred. This finding leads to the unravelling of paradoxes that go right to the heart of the functioning of an idealistic Court in a world of real constraints"--

Abstract: "Amnesties, Accountability, and Human Rights examines why and how amnesties persist in the face of mounting pressure to prosecute the perpetrators of human rights violations. Drawing on more than 700 amnesties instituted between 1970 and 2005, Renée Jeffery maps out significant trends in the use of amnesty and offers a historical account of how both the use and the perception of amnesty has changed. As mechanisms to facilitate transitions to democracy, to reconcile divided societies, or to end violent conflicts, amnesties have been adapted to suit the competing demands of contemporary postconflict politics and international accountability norms. Through the history of one evolving political instrument, Amnesties, Accountability, and Human Rights sheds light on the changing thought, practice, and goals of human rights discourse generally."--Publisher website

Abstract: "The purpose of this book is to provide an historical examination of China's activities in Africa, an important yet overlooked aspect of the broader subject of China in Africa today. There is a tendency of observers of China in Africa to always look forward; however, there is a need to look backward. Modern China's historical presence in Africa must be scrutinized in order to understand the context of its current and future actions on the continent. As the book will illustrate, China in the past meddled in the affairs of Africa, in places like Algeria, Ghana, and Tanzania. It did so for self-interest, for the benefit of the Communist Party of China, specifically its leaders' strategic objective, which was to demonstrate influence in the world, that is, power in international politics. Though its material resources were scant in the 1950s, 1960s, and 1970s, China nevertheless used them, in addition to devoting time and attention to Africa. It was a Meddling Dragon. China was not required to devote time, attention, and resources to Africa. But it did, in Algeria, Ghana, and Tanzania, especially. China skillfully used its limited diplomatic, intelligence, and economic means to gain traction on the continent. It sought influence through a combination of means - through shaping perceptions, developing personal relationships, and providing tangible assistance. There was a rhyme and reason to China's early approach to the continent. And that rhyme and reason remains much the same today. Viewed in the broader historical and strategic contexts, China's current presence in Africa demonstrates continuity with the past rather than a renewed focus. This book contributes vitally to the discourse on Sino-African history and adds to the contemporary strategic understanding and debate about China in Africa. The Chinese arrived on the African continent without fanfare, yet maintained an active and influential presence, a presence which ultimately was more pragmatic than revolutionary. Though often couched in ideological rhetoric, China's behavior in Africa in the 1950s, 1960s, and 1970s demonstrated goals and actions of an aspiring great power in the world. Contemporary China receives much more attention in Africa, as it does everywhere else around the world. Nevertheless, it is crucial to understand the nature and character of China's historical actions on the African continent in order to properly grasp its future policies. Rather than merely looking forward, one must ...

Abstract: "In Rough Justice, David Bosco tells the story of the movement to establish the International Criminal Court and its tumultuous first decade. He also considers its prospects for the future, especially the very real challenges that it faces. He has access to many of the court's principals, and this will be an authoritative account of an international institution that is prototypical of the post-Cold War era"--
Abstract: "Ten years ago, in the wake of massive crimes in central Africa and the Balkans, the first permanent international criminal court was established in The Hague despite resistance from some of the world's most powerful states. In the past decade, the court has grown from a few staff in an empty building to a bustling institution with more than a thousand lawyers, investigators, and administrators from around the world. Despite its growth and the backing of more than 120 nations, the ICC is still struggling to assert itself in often turbulent political crises. The ICC is generally autonomous in its ability to select cases and investigate crimes, but it is ultimately dependent on sovereign states, and particularly on the world's leading powers. These states can provide the diplomatic, economic, and military clout the court often needs to get cooperation-and to arrest suspects. But states don't expend precious political capital lightly, and the court has often struggled to get the help it needs. When their interests are most affected, moreover, powerful states usually want the court to keep its distance. Directly and indirectly, they make their preferences known in The Hague. Rough Justice grapples with the court's basic dilemma: designed to be apolitical, it requires the support of politicians who pursue national interests and answer to domestic audiences. Through a sharp analysis of the dynamics at work behind the scenes, Bosco assesses the ways in which powerful states have shaped the court's effort to transform the vision of international justice into reality. This will be the definitive account of the Court and its uneven progress toward advancing accountability around the world"--

Abstract: The impact of Communism on the twentieth century was massive, equal to that of the two world wars. Until the fall of the Soviet Union in 1991, historians knew relatively little about the secretive world of communist states and parties. Since then, the opening of state, party, and diplomatic archives of the former Eastern Bloc has released a flood of new documentation. The thirty-five essays in this 'Handbook', written by an international team of scholars, draw on this new material to offer a global history of communism in the twentieth century. In contrast to many histories that concentrate on the Soviet Union, 'The Oxford Handbook of the History of Communism' is genuinely global in its coverage, paying particular attention to the Chinese Revolution

Abstract: This study deals with a constitutional principle of the EU: the rule of law. The EU Treaties leave no doubt that the rule of law is a universal value on which the Union is founded. This value is not bound to remain internal; EU external relations should also be guided by the principle. However, a lack of conceptual and legal clarity on the principle makes it uncertain how it guides external relations. 0The basic question this study poses is therefore what the role of the rule of law is in EU external relations. 0More specifically, this study analyses this role by focussing on the external dimension of EU migration and asylum policy. Over the years the EU has developed this external dimension of an originally internal policy field. Measures such as externalising border control, readmission of migrants to third states or mobility opportunities for third country nationals have been promoted. This relatively new area of EU external relations is characterised by a high degree of operational and human rights sensitive activities. For example, Frontex, the EU border agency, operates beyond Europe`s borders, sometimes on the basis of undisclosed working arrangements with third States

Abstract: "Resilience has become a central concept in government policy understandings over the last decade. In our complex, global and interconnected world, resilience appears to be the policy 'buzzword' of choice, alleged to be the solution to a wide and ever-growing range of policy issues. This book analyses the key aspects of resilience-thinking and highlights how resilience impacts upon traditional conceptions of governance. This concise and accessible book investigates how resilience-thinking adds new insights into how politics (both domestically and internationally) is understood to work and how problems are perceived and addressed; from educational training in schools to global ethics and from responses to shock events and natural disasters to long-term international policies to promote peace and development. This book also raises searching questions about how resilience-thinking influences the types of knowledge and understanding we value and challenges traditional conceptions of social and political processes. It sets forward a new and clear conceptualisation of resilience, of use to students, academics and policy-makers, emphasising the links between the rise of resilience and awareness of the complex nature of problems and policy-making"--

Abstract: "This book offers a multifaceted, analytical account of counterterrorism argumentative speech. Traditionally, existing scholarship in this field of research has taken a selective focus on issues and actors, concentrating mainly on US state discourse after 9/11. However, this approach ignores the fact that there was counterterrorism speech before 9/11, and that there are other countries and other actors who also actively engage in the counterterrorism discursive field, both within and outside of the Western world.Addressing several thematic, chronological and methodological gaps in the current literature, Arguing Counterterrorism offers a dynamic perspective on counterterrorism argumentative speech. Over the course of the volume, the authors tackle the following key issues: first, historical and cultural continuity and change. Second, the phenomenology of counterterrorism speech: its nature, instrumentalisation, implications and interactions between the various actors involved. The third theme is the anatomy of counterterrorism speech; namely its political, cultural and linguistic constitutive elements. Employing a multi-disciplinary framework, the authors explore these issues through a geographically and historically diverse range of case studies, resulting in a book that broadens the perspective of counterterrorism argumentation analysis. This book will be of much interest to students of critical terrorism studies, counterterrorism, discourse analysis, security studies and IR. Abstract: This book traces the transformations of Soviet and post-Soviet Islam within the former collectivised villages in Central Asia, the Caucasus and Inner Russia. The authors provide rich evidence for the close interplay between Soviet kolkhoz administrations and the religious personnel of Islam on the local lore. They show how this connection prepared the ground for the emergence of alternative Muslim congregations in already the post-Stalinist Soviet Union — long before the phenomenon became broadly visible during the boom of public religious practice in the late 1980s and early 1990s.
Abstract: The larger part of the Muslim population in the Soviet realm lived and continues to live in rural areas. Other than in many parts of the presentay world of Islam, alternative, selfsegregated, often antiestablishment Muslim congregations emerged outside the big urban agglomerations of the former USSR. Among other factors of this emergence can be mentioned: the mass resettlements operated from the 1940s to the 1970s towards cashcrop growing lowlands; the tight limitation on the drift from the land by the Soviet authorities; the relative autonomy enjoyed by rural production units endowed with specialised economic profiles; and the liberalisation of religious practice in the wake of de-Stalinisation. Eleven case studies trace the transformations of Soviet and post-Soviet Islam within the former collectivised villages in Central Asia, the Caucasus and Inner Russia. The authors provide rich evidence for the close interplay between Soviet kolkhoz administrations and the religious personnel of Islam on the local lore. They show how this connection prepared the ground for the emegence of alternative Muslim congregations in already the post-Stalinist Soviet Union — long before the phenomenon became broadly visible during the boom of public religious practice in the late 1980s and early 1990s.

Abstract: "Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account.NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops.Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan"--

Abstract: During the last 30 years, the governments of many Western countries have repeatedly called for an end to welfare. While the virtue of this goal and the means of achieving it continue to be debated in politics, much of contemporary social science research assumes that, in fact, the end of the welfare state has already occurred. The authors of this volume hope to contribute to a clearer understanding of how, where and to what extent welfare state settings really have changed since the 1980s. Their work examines questions of change and continuity while exploring various welfare practices in the Western world
