    Abstract: Demographic changes increasingly shape social policies as most OECD populations are ageing and include more migrants and “minorities”. Japan and Korea have already started to see their enrolments in tertiary education decline, but other countries like Turkey and Mexico can still expect a boom. Drawing on trend data and projections, this book takes an in-depth look at these important questions from both a qualitative and quantitative standpoint. Issues covered include the impact of demographic changes on student enrolment, educational attainment, academic staff and policy choices. Particular attention is given to how access policies determine the demographics of tertiary education, notably by examining access to higher education for disabled and migrant students. The book covers most OECD countries, illustrating the analysis with specific examples from France, Japan, Korea and the United States. This book is the first volume in the Higher Education to 2030 series, which takes a forward-looking approach to analysing the impact of various contemporary trends on tertiary education systems. Two further volumes will examine the effects of technology and globalisation, and a fourth will present scenarios for the future of higher education systems.

    Abstract: Many adults in OECD countries have low language, literacy and numeracy (LLN) skills. The consequences of these low foundation skills span the economic, health and social well-being of individuals, families and communities. Investment in this sector of adult education is therefore crucial. This study looks specifically inside the programmes for adult LLN learners, with a focus on formative assessment. Drawing upon evidence gathered in country reports, exemplary case studies and international literature reviews, it examines the impact and implementation of different teaching, learning and assessment practices for adult LLN learners; the way innovative programmes address the very diverse needs and goals of this population; and the policies that support or hinder effective practice. This book provides a strong foundation for understanding the fundamental issues at stake in the adult LLN education, and can guide future policy, practice and research. A companion report which studies formative assessment in lower secondary schools was published in 2005 under the title Formative Assessment: Improving Learning in Secondary Classrooms.

    Abstract: OECD economies have experienced the transformation from their traditional industrial base to the knowledge era, in which learning and innovation are central. Yet, many of today’s schools have not caught up: they continue to operate as they did in the earlier decades of the 20 century. This book summarises and discusses key findings from the learning sciences, shedding light on the cognitive and social processes that can be used to redesign classrooms to make them highly effective learning environments.     Abstract: This book outlines practices in OECD countries to promote equity in education, that is, to address the needs of students with disabilities, learning difficulties and social disadvantages.     Abstract: Are the new information and communication technologies transforming education and learning in OECD countries? There is certainly an upsurge in investigations and inquiries into e-learning by all kinds of parties and interest groups -- governmental, professional, commercial -- and from education communities. The universal « mega-trends » associated with globalisation mean that partnership in providing e-learning material is needed to manage cost and complexity in the face of competition that may come from any part of the world. This raises important questions about the public interest and the public good especially in school education which find different responses in different OECD countries; yet increased public-private sector partnering appears a well-nigh universal phenomenon. This publication explores closely the e-learning developments respectively in the school and in the higher education sector in terms of market prospects and partnership creation. The fastest developments are seen in post-secondary and corporate education. However, technology alone does not deliver education success. It only becomes valuable in education if learners and teachers can do something useful with it. There is now a definite shift of focus from technology to content and people in several OECD countries.

    Abstract: The phenomenon of social exclusion has become one of the outstanding problems on the eve of the 21st century. Even with the long-term trend towards rising general levels of affluence across OECD countries, large sections of our societies are missing out and for some prospects are getting worse. Learning -- in formal education and in a wide range of other community and enterprise settings -- represents one of the most important means of overcoming exclusion.     Abstract: To function and prosper in the learning society, the management of knowledge is becoming a new and crucial challenge for both private companies and public organisations. It is increasingly important for companies and organisations to produce, share and use knowledge on a national and global scale. However, there is an urgent need for analysis of the knowledge economy both at the micro- and macro economic level in order to understand its characteristics and dynamics, and to identify the most appropriate routes for policy development. Little is known on how sectors and organisations could use knowledge more efficiently and how to benchmark organisations as learning organisations. This book is an ambitious attempt to address these issues through a better understanding of knowledge and learning processes at a sectorial level. It analyses and compares concretely the processes of knowledge production, dissemination and use in the engineering, the information and communication technology, the health and the education sectors. Governments urgently need better knowledge bases for determining educational policy and practice in an increasingly interconnected world. The rate, quality and success in knowledge creation, mediation and application are relatively low in the education sector compared with other sectors. Unlike sectors such as medicine and engineering, education has not yet seen continuous and clear improvements due to technical and organisational advances. The book makes a strong plea for strengthening the knowledge management at every level of the education system.

    Abstract: Some 15 to 30 per cent of our children and youth are at risk of failing in school where learning and behaviour problems touch ever younger children. In many countries with very different political and cultural backgrounds, these challenges are being met by increasing the co-ordination of education, health and social services, a process often galvanised by a broader involvement, extending to business and senior citizens. This is more than merely tinkering with statutory systems of service provision. Current services are mismatched; our vision of the family and its needs is changing along with the balance between prevention and remediation, and the ways that professionals work together. This book provides the detailed stories of how this process has developed in seven OECD countries: Australia, Canada, Finland, Germany, the Netherlands, Portugal, and the United States. It looks at system change from the points of view of policy-makers, managers, practitioners and service users. It provides information on the background to the changes, highlighting what was provided to help the changes happen and investigating the process of change and the outcomes of the reforms. The scope of the work is broad: it covers pre-school, school age and transition to work.
