    Abstract: With almost 50 per cent of the working age population not working, improving labour market performance represents an essential and daunting challenge for Poland. While some of today’s joblessness is cyclical in nature, most of it appears to be structural. This paper argues that to increase employment levels policy will need to focus on reducing significantly the inactivity traps inherent in the Polish personal transfer system, while improving the efficiency and targeting of social transfers to ensure resources flow to those truly in need. Simultaneously, efforts must be extended to increase firms' propensity to hire the outof-work, by lowering the costs of low-skill labour, reducing associated administrative and regulatory costs and in the longer term by providing graduates with more relevant skills.     Abstract: Poland’s 1990 competition law, which supported its transition restructuring, now substantively follows the rules of the EU treaty. But enforcement still focuses on abuses by successors to pre-reform monopolies. Competition enforcement agency by the Office of Competition and Consumer Protection (OCCP) is combined with consumer protection and monitoring state aids, while Antimonopoly Court integrates regulatory policies by deciding cases about infrastructure regulation. Clarifying the OCCP’s independence from the government will support the integrity of law enforcement as well as a more publicly visible advocacy role.

    Abstract: OECD's review of regulatory reform in Poland. It finds that like other central and eastern European countries, Poland underwent fundamental change in the 1990s as it made the transition from a planned to a market economy. The liberalisation of economic activity and the democratisation of government institutions were deep and strong. Today Poland has a functioning market economy together with a democratic framework of state institutions, with the EU accession process fostering further liberalisation and modernisation. However, this is only the "end of the beginning". Achievements, especially in economic performance, need to be consolidated, and new legislation must be implemented in an efficient manner. Major challenges lie ahead in enhancing the state’s regulatory capacities; these include improving the quality of human resources in the public sector and the effectiveness of regulation at all levels of government. Liberalisation of the remaining state monopolies calls for a more courageous approach and points to the need for further regulatory reform in support of the structural changes required in these sectors. A business environment more conducive to entrepreneurship is also desirable. The key message of this review is the necessity for continuous reform.

    Abstract: This paper reviews several aspects of Poland’s environmental policies. Its main finding is that substantial progress has been made in dealing with the environmentally unfriendly legacy from the past. Poland has successfully combined emission permits based on environmental quality standards, emission fees and fines, public environmental subsidy schemes and widely publicised lists of the worst polluters. Other important factors of success were long-term time consistency, gradual tightening of enforcement and limited administrative discretion. Poland is now embarking on a fundamental revision of its instrument mix in order to respond to new environmental challenges typical of market economies, and to comply with the European Union environmental Directives. In this context, the challenge is to formulate a medium-term strategy that is both environmentally effective and market friendly. High on the reform agenda of the government for several years, a new national health insurance system entered into force on 1 January 1999. This reform marked an important shift from a centrally controlled, budget-based system to a decentralised insurance-based system, operating through multiple regional funds and a special fund with nation-wide coverage. The reform is also intended to encourage the development of primary care services and in this context to promote the role of family doctors. But it also has a number of less desirable features, which could hamper growth in the future and come under increased criticism both domestically and internationally. The authorities have introduced in 2000 an ambitious tax reform package that addresses some of these weaknesses. The present working paper reviews the main features of the Polish tax system, the forces shaping tax policy, and the recently introduced reforms. It also suggests areas where further reform could be beneficial. One such reform relates to the personal income tax and to social security contributions, which are particularly high in Poland and lead, together with the rigid labour market, to a low employment rate and an oversized underground economy.
