Abstract: After the break-up of the Soviet Union, the escalating rivalry between the EU and Russia in their shared neighbourhood created major economic, political and security challenges for the two states that border them: Belarus and Ukraine. Both countries were made integration offers by the EU and Russia. Their responses, and the consequences of these choices, were driven by a complex range of domestic and foreign policy factors. Drawing widely on extensive empirical research, Dr Leukavets shows how the EU’s and Russia’s rival integration projects challenged the leaders of Belarus and Ukraine to make major strategic choices while aiming to ensure the independence and sovereignty of their countries. The study sheds important light on the genesis of the 2020 Belarus crisis and the 2022 Russia-Ukraine war.

Abstract: This open access book is the product of three years of academic research that has been carried out in the EU-funded Jean Monnet Network on “Post-Truth Politics, Nationalism and the Delegitimation of European Integration” since 2019. Drawing on the multidisciplinary expertise of the network’s members, the book explores the impact of the phenomenon of post-truth politics on European integration and the European Union. It places particular emphasis on how post-truth politics has played out in the public sphere and asks what impact the phenomenon has had on public deliberation, but reflects also on its implications for democracy in a wider sense. This book is primarily written for audiences with an interest in politics and policy making, including academics, policy makers and civil-society actors. Thanks to its accessible style, the book should however also be an asset to wider audiences.

Abstract: The European Union (‘EU’) is promoting a suite of innovations in international economic regulation—among them, reforms for secure and sustainable investment, a comprehensive approach to the mutual recognition of professional qualifications, a viable carbon border adjustment mechanism, heightened intellectual property rights protection, the arm’s length principle in taxation, and an increased commitment to non-economic vales. Through a critical analysis of key regulations and policies, this volume explores the evolving architectures of international economic agreements in light of EU practice. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect’ will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. The project seeks to explore and improve understanding of the EU’s evolving trade policy and its implications for third countries, including Australia and countries in the Asia-Pacific region.

Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general. It will also appeal to anyone interested in CEE or wishing to get a deeper understanding of Russia’s war and the fight for Europe’s future.

Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. Abstract: Die Europäischen Grenzregionen erbringen eine spezifische horizontale Integrationsfunktion.
Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

Abstract: Far from displaying a uniform pattern, European integration varies significantly across policy areas and individual countries. Why do some policies, such as the Single Market, attract non-EU member states, while some member states choose to opt out of specific EU policies? Why are some policies deeply integrated, whereas others, such as defence, remain intergovernmental? In answering these questions, this innovative text provides a state-of-the-art introduction to the study of European integration. In this updated second edition, the authors introduce the most important theoretical approaches to European integration (intergovernmentalism, supranationalism, constructivism and postfunctionalism) and apply these to the trajectories of key EU policy areas – including the single market, monetary policy, foreign and security policy, and justice and home affairs. Arguing that no single theory offers a completely convincing explanation of integration and differentiation in the EU, the authors put forward a new analytical perspective for describing and explaining the institutions and policies of the EU and their development over time. Written by a team of prominent scholars in the field, this thought-provoking book provides a new synthesis of integration theory and an original way of thinking about what the EU is and how it works. Abstract: “In an increasingly globalized world, the EU stands out for its economic strength and value-based social and environmental consciousness. However, our democratic system is being tested from inside and outside the union. It is therefore crucial to strengthen the EU’s resilience on the internal market, security, digital transformation, and climate change. This book is therefore highly relevant. It discusses resilience from different perspectives and is a welcome contribution to debates on the subject.” — Ambassador Christian Danielsson, Head of the European Commission’s Representation in Sweden, former Director-General for Neighbourhood and Enlargement Negotiations, and Deputy Secretary-General of the European Commission “This volume offers novel, interdisciplinary analyses on the resilience of the EU facing multiple crises. It is a must-read for anyone interested in how these crises may be tackled.” — Professor Jarle Trondal, University of Oslo and University of Agder, Norway The fifth volume of the Interdisciplinary European Studies series aims to explore the EU’s pursuit of societal resilience and its role in the transition to a green economy. It brings together scholars from economics, law, and political science to provide insights related to climate change and the protection of the environment, the role of innovation in the green economy, resilience of national public health systems after the COVID-19 pandemic, regulatory resilience in the face of financial instability, and immigration. All chapters are based on up-to-date research, succinct assessment of the current state of affairs, and ongoing debates. They conclude with policy recommendations for decision-makers on European and national levels. Abstract: “Focusing on how Europe pursues strategic trade agreements with Asian partners, as well as the response of the US and China to the strategic context of EU trade policy in Asia, this empirically rich edited volume covers both the negotiations as well the design of specific chapters of preferential trade agreements. It will be important for those focusing on the structural power and systemic rivalry in international trade politics in the Asia-Pacific region.” —Michelle Egan, American University “This great volume is one of the first to address directly the recent geo- politicization of EU trade policy. It is also notable for its promising merger of the International Political Economy and Foreign Policy literatures, which often exist in their own academic silos. Bringing together an impressive roster of established and rising scholars from all around the globe, A Geo-Economic Turn in Trade Policy shine a particularly important focus on the Asia-Pacific region, which is of obvious contemporary relevance. A must-read!” —Sophie Meunier, Princeton University Contemporary trade policy is increasingly framed in geo-strategic terms. But how much of that rhetoric is reflected in actual policy choices by the European Union or its trading partners? This book provides the first systematic study of the broader international context in which EU trade agreements are conceived, negotiated, and designed. Building on a refined conceptualisation of geo-economics, the book develops a cogent framework that combines insights from scholarship on the design of free trade agreements with ideas from foreign policy analysis. Empirically, the analysis focuses on the relations between the EU and the Asia-Pacific. Johan Adriaensen is Assistant Professor at Maastricht University, Netherlands. His research focuses on institutional politics and EU trade policy. He is the author of National Administrations in EU Trade Policy (2016). Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

Abstract: The Czech Republic, Poland, and Slovakia share similar experiences in the past, and a swift post-communist integration into the originally West European communities of democratic countries, as their “return to Europe.” Michal Vít explores how these three countries have been influenced by the new all-European environment for their independent national development. He introduces a research framework for the analysis of national identity focusing on parliamentary political parties represented at both the national and European levels. How did these parties cope with possible misfits of their understanding of national identity? How did these tensions interplay with their new transnational European political environment? Vít’s study finds that, after the accession of the Czech Republic, Poland, and Slovakia to the EU, there started a gradual decrease of identification of political parties with the European space. The extent of this estrangement was determined by these parties’ belonging or non-belonging to European political party families. The book provides a better understanding of current political developments in East-Central Europe and their consequences for these countries’ national and European politics.

Abstract: At the beginning of the 21st century, the EU is facing deep political, social, and economic changes. The benefit of supranational organization is no longer obvious to European citizens and questions of legitimacy have accompanied the EU's development over the last decades. Regions - albeit often deemed »obsolete« - present themselves as stable and reliable partners in this turbulent environment: in being important objects of identification to their citizens, but also relevant political and legal entities in the EU's multilevel governance system. This edited volume asks about the potential of regions for trendsetting when it comes to combat the EU's democratic deficit today.

Abstract: “This groundbreaking book analyses European Integration in new theoretical and methodological terms. The insightful combination of Critical Discourse Studies, communication and media studies and political sciences is truly impressive, tracing in systematic detail the transformation of EU polity in recent years. A must-read for graduate students and scholars alike.”-- Ruth Wodak, Emeritus Distinguished Professor and Chair in Discourse Studies, Lancaster University, UK This book offers a transdisciplinary perspective on the question of how political legitimacy is constructed in the increasingly contested postnational setting of the European Union. Drawing on the example of the controversy about the EU constitution and the use of ‘EU constitution speak’ in commentaries published by Polish and French broadsheets, it reveals the transformation that constructions of political authority and association undergo when they are being transposed from the discourse field of multilateral negotiation to that of national news media. Through an original combination of the linguistic theory of discourse developed in Critical Discourse Analysis, Bourdieu’s field theory and notion of symbolic power, and political thought on polity-building, it develops a framework for the discourse study of legitimation and Europeanisation, which suggests itself for application beyond the case studies in the book. To students of European integration, it demonstrates the potential these concepts have for unravelling the implicit practices of postnational polity building. Discourse researchers, on the other hand, will discover how detailed text analyses gain significance in debates related to the macro level of political organisation when guided by sociological and political theory. Abstract: The main original aim of the European Union was to promote convergence towards higher economic growth and social standards. However, EU countries have sometimes experienced different trajectories, due in part to their different starting points and the fact that their convergence on particular socio-economic indicators has varied. At the same time, little evidence has so far been presented on cross-country convergence within the EU. This book aims to answer a number of important questions. To what extent have European countries converged or diverged with EU-wide economic and social indicators over the past 20 years? What have been the drivers of convergence? Why do some countries lag behind, while others experience continuous upward convergence? Why are these trajectories not always linear? Particular attention is paid to the role of institutions, actors and industrial relations - focusing on the resources and strategies of governments, employers and trade unions - in nudging EU countries onto an upward convergence path. This book provides a unique analysis of socio-economic indicators to identify convergence trends in the EU. It defines a number of clusters that help to gauge the strengths and weaknesses of national socio-economic models and the European Social Model. Cross-country case studies help to identify the possible impact of global movements (migration, foreign investment) and policies (social protection, social dialogue, employment) on cross-country convergence. This book offers a timely assessment of convergence within the EU, identifying its drivers in the world of work and in institutions and industrial relations. It presents examples of where institutions and industrial relations can change convergence outcomes and proposes a range of useful policy options. Scholars and researchers will find it an invaluable reference for studies of European affairs and social policies

Abstract: For a decade now, borders in Europe have been back on the political agenda. Border research has responded and is breaking new ground in thinking about and exploring borders. This book follows this development and strengthens a perspective that is interested in life realities and that focuses on everyday cultural experiences of borders. The authors reconstruct such experiences in the context of different forms of migration and mobility as well as language contact situations and are sensitive to the freedom of the participants. In this way, they empirically identify everyday cultural usage or appropriation strategies of borders as vastly different experiences of borders. The readers of this volume will gain insights into current developments in border research and liefe realities in Europe where borders are (made) relevant. Abstract: With formidable challenges facing Europe today, effective and well-designed structural reforms are key to shaping Europe's future. This book examines the achievements and failures of past structural policies so that new concepts can evolve to address remaining and newly emerging challenges with greater success. Tangible policy advice is offered in the original contributions to this book, reassessing past 'moments of truth' in European structural policy. The book focuses on the area of Central, Eastern and Southeastern Europe (CESEE), not least because this region has been largely successful through a profound transition period. Highlighting the social aspects and distributional effects of reforms that go beyond liberalization and deregulation, the book covers key issues facing Europe in the future, particularly those arising from technological innovation. Structural Reforms for Growth and Cohesion will prove to be a useful book for academic researchers looking into European policy progress and reform. Indeed, it will also be a vital reference tool for policymakers seeking to deepen their understanding of the challenges facing a modern Europe and how these can be tackled

Abstract: Even before the Ukrainian crisis, neither Russia nor the EU were content with their relationship. Despite economic interdependence, strategic partnership, official declarations of belonging culturally and historically to the same "European family" and in spite of Russia’s stated interest in establishing an economic community stretching from Lisbon to Vladivostok, the two actors found it difficult to agree on important issues. The conflicted atmosphere between the EU and Russia has three main dimensions: normative issues, energy relations, and the shared neighborhood, with the latter being particularly salient after the launch of the Eastern Partnership (EaP) in 2009. The former Soviet space is at the core of Russian foreign policy. Moscow’s special interest in this area results from economic factors, diaspora issues, and, most importantly, from its perceived security need. Obsessed by a fear of being encircled by enemies, Russia sees its hegemony over the former Soviet republics as paramount to the protection of its own borders. Therefore, the rapprochement of any other actor towards this region is regarded with high suspicion. Against this background, Vasile Rotaru analyzes EU-Russia relations with a particular emphasis on the impact of the EaP on Moscow’s relations with Brussels. He argues that the EaP represented a turning point in EU-Russia relations, determining Moscow to revise its attitude towards the Union. Rotaru explains that, even if the EaP was Brussels’ initiative, the Partnership met the aspirations of the six former Soviet republics. Moreover, despite its opposition towards the EU’s initiative, Russia itself acted involuntarily as a propeller of the EaP. By aiming to keep the former Soviet republics close, Moscow often conducts an assertive, aggressive policy in the "near abroad." This strategy, however, had mostly opposite effects, causing Russia’s neighbors to look elsewhere for support of their sovereignty. From this perspective, the rapprochement of Moldova, Belarus, Ukraine, and the three Caucasus republics with the EU has not been determined only by Brussels’ prosperity and soft-power attractiveness but also by existential fears in the former Soviet republics.

Abstract: "More than 25 years after the fall of the Soviet Union, European integration remains a work in progress, especially in those Eastern European nations most dramatically reshaped by democratization and economic liberalization. This volume assembles detailed, empirically grounded studies of eleven states--Estonia, Latvia, Lithuania, Poland, the Czech Republic, Slovakia, Hungary, Romania, Bulgaria, Slovenia, and the former East Germany--that went on to join the European Union. Each chapter analyzes the political, economic, and social transformations that have taken place in these nations, using a comparative approach to identify structural similarities and assess outcomes relative to one another as well as the rest of the EU."--Provided by publisher

Abstract: Europe is currently experiencing a "refugee crisis", demonstrated by millions of displaced people unseen since World War II. This book examines the interface between the EU's response to irregular flows, in particular the main extraterritorial border and migration controls taken by the Member States, and the rights asylum seekers acquire from EU law. "Remote control" techniques, such as the imposition of visas, fines on carriers transporting unsatisfactorily documented third-country nationals, and interception at sea are investigated in detail in a bid to assess the impact these measures have on access to asylum in the EU. The book also thoroughly analyses the rights recognised by the EU Charter of Fundamental Rights to persons in need of international protection, inclusive of the principle of non-refoulement, the right to leave any country including one's own, the right to asylum, and the right to remedies and effective judicial protection. The fundamental focus of the book is the relationship between the aforementioned border and migration controls and the rights of asylum seekers and, most importantly, how these rights (should) limit the scope of such measures and the ways in which they are implemented. The ultimate goal is to conclude whether the current series of extraterritorial mechanisms of pre-entry vetting is compatible in EU law with the EU rights of forced migrants.--

Abstract: Stefanie Walter examines the visibility of European Union citizens in the mass mediated European public sphere and argues that it can help facilitate an exchange between decision-makers and ordinary citizens. The results show that in comparison to other actor groups, such as political parties or civil society organisations, the visibility of European Union citizens is not marginal. Yet, the image of the European Union citizenry that becomes visible via the news media remains nationally entrenched and references to a truly European citizenry are rare. The study also uses multilevel regressions to explain the visibility of European Union citizens in the news coverage. The empirical analyses are based on a large-scale content analysis of TV news and newspaper articles of the 2009 European Parliament election. Abstract: Equal is not Enough? is the title of a series of conferences that has aimed, over the years, to generate a better understanding of what shapes and reshapes inequalities by inviting and promoting multi-disciplinary insights and reflection. One of the conferences focused on discrimination law. The conveners welcomed papers on the relationship between social policy and discrimination law (or closely related human rights issues), which investigate the tensions and (in)compatibilities between the respective aims and tools of social policy and discrimination law. They were particularly interested in contributions that transcend legal technicalities and reflect on the function of discrimination law as part of a wider social policy in the European Union and its member states. A collection of papers from the conference now appears in this book, which takes its name from the title of the conference

Abstract: This book offers a much-needed analysis of how the European Union (EU) has affected welfare state reforms in the Member States most severely hit by the 2008 economic crisis. Bringing together leading European social policy researchers, it shows that the EU’s responses to the sovereign debt crisis have changed the nature of EU intervention into domestic welfare states, with an enhanced focus on fiscal consolidation, increased surveillance and enforcement of EU measures. The authors demonstrate how this represents an unprecedented degree of EU involvement in domestic social and labour market policies. Readers will also discover how greater demands to attain balanced budgets have been institutionalized, leading to tensions with the EU's social investment strategy. This highly informative edited collection will engage students, social policy practitioners and researchers, scholars of the welfare state and political scientists. 〈

Abstract: By examining the implementation dynamics of EU Readmission Agreements (EURAs), this book addresses the practical reasons why irregular immigrants cannot be expelled. EURAs are one of the vital legal instruments framing EU external migration law with regard to the expulsion of irregular immigrants, yet their implementation has met with various obstacles. Above all, the process of determining an individual’s legal identity has proven to be one of the most controversial aspects in the implementation of EURAs. The analysis shows that the process of identifying who is whose national in the context of readmission creates two existential dilemmas: first from the perspective of the sovereignty of third countries of origin and the legal standards laid out in international instruments as regards states’ powers in determining nationality, and second regarding the agency of the individual as a holder of fundamental human rights. How do the EURAs deal with or aim at alleviating these identity determination dilemmas? The book provides a comparative analysis of the administrative procedures and rules envisaged by EURAs aimed at proving or presuming the nationality of the persons to be readmitted to their country of origin. It focuses on the ways in which nationality is to be determined or presumed in the scope of the 2010 EURA with Pakistan, and compares it with those foreseen in the EURAs with Armenia, Azerbaijan, Cape Verde, Georgia, and Turkey. As such, the book provides a unique and up-to-date study of EURAs and their implementation challenges in the broader context of EU external migration law and policy

Abstract: This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The contributions show that internal security cooperation in Europe is far from consolidated, since both political oversight mechanisms and the definition of borders remain in flux. This edited volume makes a timely and interdisciplinary contribution to the ongoing academic and political debate on the future of open borders and legitimate security governance in Europe. It offers a valuable resource for scholars in the fields of international security and migration studies, as well as for practitioners dealing with border management mechanisms.

Abstract: This book uses comparative economic analysis to provide a common conceptual framework for all current European Union member states. Based on empirical investigation, the author identifies the Nordic, North-western, Mediterranean, and Central and Eastern models of capitalism on the threshold of the 2008 global financial and economic crisis. The chapters also examine the resulting institutional responses to the crisis and the methods of crisis management adopted by each member state. The analysis reveals that the crisis has not triggered radical institutional change but, instead, highlighted deep institutional differences not between the old and new member states, but between the Nordic, North-western, Mediterranean, and Central and Eastern European countries. These institutional differences are so significant that they require the rethinking of European integration theory. Models of Capitalism in the European Union serves as a useful handbook for academics, advanced students, policy-makers and advisors who are interested in European economic issues

Abstract: This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

Abstract: This book addresses the regulatory capacity of the EU as it responds to the huge challenge of realizing the single market. It explores its weaknesses, the EU regulatory networks, expert committees and EU agencies formed in response, and the exceptionally large and complex transnational regulatory system which has resulted. It defines the EU regulatory space as a multi-faceted phenomenon of institutional expansion whose shape varies across sectors and changes over time. Empirically based on the exploration of how regulatory delegation has emerged and evolved in three key EU policies (food safety, electricity, and telecommunications), the book disentangles and links together the functional, institutional and power-distributional factors and their interplay over time into a unified explanation of the many faces of the EU regulatory space. Emmanuelle Mathieu is a postdoctoral research fellow at the German Research Institute for Public Administration, Speyer, Germany. She holds a PhD from the European University Institute, Italy, and has previously worked as a researcher at the Université Catholique de Louvain, Belgium. Her work covers the areas of EU public administration and EU regulatory governance

Abstract: The book addresses the topic of EU legitimacy by exploring the forms, origins and effects of citizens' support to EU institutions. Through examining the wide-ranging levels of support, the authors show how these multi-faceted attitudes cast shade on the outdated, somewhat one-dimensional concept of Euroscepticism. Di Mauro and Memoli not only observe how political issues and the economic crisis affect public opinion, but also demonstrate how national contexts play a crucial role in shaping attitudes towards Europe at any level of support. This volume shows how the lack of accountability in the EU system makes it increasingly vulnerable to the negative effects of economic and societal shocks, and the 'national lens' that we view the EU through influences our voting choices. Danilo Di Mauro is post-doc fellow at the University Unitelma Sapienza in Rome, Italy, and Research Assistant at the European University Institute (EUI) where he was Marie Curie Research Fellow. Vincenzo Memoli is Assistant Professor at the University of Catania, Italy. His main research interests include democracy, public attitudes and public opinion

Abstract: This book presents in a concise and accessible way why the EU institutional system exists in its present form, how the EU fits into the world as a system of governance, and who is involved in EU policy processes. It outlines the historical context which has shaped the EU system, gives a summary of the system's basic principles and structures, and describes its actors, procedures and instruments. The main theme is to show that EU decision-making is not just a matter of action at some higher and separate level, of ‘them and us’, but rather that it involves different forms of cooperation between European, national and regional authorities, as well as interaction between public and private actors. Numerous short case studies illustrate how people’s day-to-day activities are affected by EU decisions, and how individuals’ concerns are represented in the decision-making process. The book provides insights and examples which will be very helpful for all students of European integration. It will also be a valuable resource for European citizens wishing to understand the basic realities and rationales, as well as some of the dilemmas, behind EU policy-making.

Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU’s contested external governance paradigm. It will be of use to students, scholars, and policy makers in the field of European studies, migration and asylum studies, international relations, and political science

Abstract: Katharina Crepaz investigates how two-dimensional ('top-down' and 'bottom-up') Europeanization processes affect minority communities by using a comparative approach, encompassing cases from both „old" (pre-2004) and „new" EU member-states. The author thereby bridges two dichotomies made in the literature so far, and outlines how Europeanization takes place in non-acquis areas. She does so by looking at four very different case studies: the German-speaking minority in South Tyrol/Italy, the Bretons in France, the German minority in Silesia/Poland, and the Italian minority in Istria/Croatia. Abstract: This book investigates the emergence of an EU strategic intelligence community as a complex multi-dimensional networked construction. It examines the constitution, structure and performance of EU intelligence arrangements as part of security policies of the European Union. Intelligence security has become a remarkable feature of the European integration processes. This study assess the ability of EU Member States, as well as relevant institutions and agencies, to develop effective, legitimate and accountable institutions and mechanisms for collection, transmission, processing and exchange of intelligence. In this regard, synergy is a key indicator that validates the ability to create the European strategic intelligence community in the EU’s legal and institutional framework. This groundbreaking project constructs a comprehensive model of the intelligence community as a distorted epistemic community tailored to singularities of EU security policies and systemic arrangements provided by EU institutions and agencies

Abstract: The book considers the changes which national sovereignty has undergone through the supranational European integration. In various contributions by renowned academics and high judges demonstrate the serious impacts of supranationality on the EU member states and even on third countries which are connected with the EU by international treaties. It becomes clear that primacy of EU law, the most significant expression of supra-nationality, collides with national sovereignty as anchored in the national constitutions. The studies clearly show that most member states do not fully deny EU law primacy but are aware of the need to find an adequate balance between the supranational and the national orders. The result from the analyses of the authors from various European countries is that the upcoming constitutional paradigm is “constitutional identity”, a concept established by jurisprudence in Germany, France, Czech Republic (without being named so) and debated also in Poland which, herself, denies supranational impact on the national Constitution entirely. Studies on selected EU member states clarify the specific national approaches towards the limitations of their sovereignty as developed by the constitutional jurisprudence (Poland, Czech Republic, Hungary, Romania, Italy, Germany with comparative references to United Kingdom and France). It is illuminated that traditionally strong sovereignty concepts (UK, France) are considerably relativized and functionally opened towards the integration challenges. Basic issues are furthermore reflected, such as the supranational impact on the State’s power to reform its Constitution, the relation of national and constitutional identity and the national and supranational perspectives of identity. The book also includes Europe beyond the EU by research on the supranational character of association treaties (from a Ukrainian perspective) and on the Europeanization of a third country preparing EU membership (Albania).

Abstract: 'Professor Philip McCann has contributed to a revival of regional and urban economics. His ideas and research have stimulated views about how regions and cities grow, and also how they can be better governed. He offers here another major contribution to improved regional policy design. By its scale and scope, EU regional policy reform merits a thorough and enlightening analysis such as this. This is an important book by one of the finest scholars in the field.' (Joaquim Oliveira Martins, Head of OECD Regional Policy Division, France.) -- 'Geographical economics has come a long way in the past two decades. It has generated new ways of thinking about how to improve development in less-favoured cities and regions, in the context of a commitment to enjoying the advantages of trade and the mobility of people and knowledge. Philip McCann's magisterial analysis of one of the most ambitious efforts ever undertaken in this area - the EU Cohesion Policy - argues powerfully for a new way forward based on respecting the different starting points of cities and regions and mobilizing their potential, and yet doing so with rigorous respect for efficiency and openness.' (Michael Storper, London School of Economics, UK). -- The regional and urban development policy of the European Union, or more precisely, EU Cohesion Policy, is undergoing change. This development is driven by the enormous transformations in European regions and by shifts in thinking and analysis. The issues raised by the changes to regional and urban development policy in Europe span many academic disciplines and build on different research methodologies. A broad approach is required in order to address these issues and this book explicitly incorporates insights from a range of different disciplines. -- After examining the major regional and urban features of the European economy and discussing the analytical underpinnings of the current re-design to EU Cohesion Policy, the book also aims to provide a road map of the various EU regional and urban data-sources which are available to researchers and policy-makers. This volume is aimed at all economists, geographers, regional scientists, spatial planners, transportation scientists, sociologists, urban studies researchers, environmental scholars, political scientists and policy-analysts who are interested in regional and urban issues.

Abstract: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade. It widens the scope of traditional policy analysis by focusing attention on the interaction between policy rationales, new governance mechanisms, and the organisational dynamics of the scientific field. The contributors build a novel analytical framework to understand the European research space as one shifting from a fragmented space of "Science in Europe" to one that is labeled "European Science". The chapters explore the dynamics of this shift through the lenses of political science, organisation theory, science policy and related analytical traditions. Towards European Science is an interdisciplinary book which will attract a wide set of scholars and professionals interested in science policy, governance and scientific practice. It will also be of use to university leaders and managers, as well as policy-makers and practitioners working on issues of internationalisation and the Europeanisation of science

Abstract: This book on privacy and data protection offers readers conceptual analysis as well as thoughtful discussion of issues, practices, and solutions. It features results of the seventh annual International Conference on Computers, Privacy, and Data Protection, CPDP 2014, held in Brussels January 2014. The book first examines profiling, a persistent core issue of data protection and privacy. It covers the emergence of profiling technologies, on-line behavioral tracking, and the impact of profiling on fundamental rights and values. Next, the book looks at preventing privacy risks and harms through impact assessments. It contains discussions on the tools and methodologies for impact assessments as well as case studies. The book then goes on to cover the purported trade-off between privacy and security, ways to support privacy and data protection, and the controversial right to be forgotten, which offers individuals a means to oppose the often persistent digital memory of the web. Written during the process of the fundamental revision of the current EU data protection law by the Data Protection Package proposed by the European Commission, this interdisciplinary book presents both daring and prospective approaches. It will serve as an insightful resource for readers with an interest in privacy and data protection

Abstract: This book analyses Germany’s role in the euro crisis. Based on the perception of Berlin as the emerging capital of the European Union, the author investigates three interrelated issues: Did the German policy approach of imposing austerity programs on countries in the middle of a deep recession contribute to the successful management of the euro crisis? Does Germany extend its sway over its European partners by forcing them to surrender to the German diktat of fiscal Disziplin and economic efficiency? Is the stubborn insistence on rigid fiscal adjustment another ominous sign of the Berlin Republic moving away from the country’s traditional European vocation toward an imperial leadership role? The book’s main argument is that Germany’s role in and responses to the euro crisis can best be explained by different concepts of self, historical memory, and institutional practices

Abstract: In the past 10 years, the Member States of the European Union (EU) have intensified their exchange of information for the purposes of preventing and combating serious cross-border crime, as manifested in three main aspects. Firstly, there is a need to ensure the practical application of innovative principles (availability, mutual recognition) and concepts (Information Management Strategy, European Information Exchange Model) for tackling criminal organisations and networks that threaten the Internal Security of the EU. Secondly, there has been a gradual consolidation of EU agencies and bodies (Eurojust, Europol) aimed at promoting cooperation and dialogue among law enforcement officials and judicial authorities responsible for preventing and combating drug trafficking, trafficking in human beings, child pornography, and other serious trans-national offences. Thirdly, important EU information systems and databases (Prüm, SIS-II, ECRIS) have been created, enabling law enforcement and judicial authorities to gain access to essential information on criminal phenomena and organisations. Pursuing a practice-orientated approach, this work provides comprehensive coverage of all these measures, as well as the applicable rules governing data quality, data protection and data security. It is especially intended for law enforcement and judicial authorities who need to develop the appropriate expertise for the practical application of the above-mentioned principles. It also offers a solid basis of practical training material for police training centres and judicial schools

Abstract: "In this book, legal, biomedical, psychosocial, and social science scholars and practitioners offer the first comparative account of the increasing dependence on expertise in the asylum and refugee status determination process. This volume presents a comprehensive study of the relevance of experts, as mediators of culture, who are called upon to corroborate, substantiate credibility, and serve as translators in the face of confusing legal standards that require proof of new forms and reasons for persecution around the globe. The authors provide insights into the evidentiary burdens on asylum seekers and the expanding role of expertise in the forms of country-conditions reports, biomedical and psychiatric evaluations, and the emerging field of forensic linguistic analysis in response to emerging forms of persecution, such as gender-based or sexuality-based persecution"--

Abstract: This book is the first monograph-form legal study on multilevel governance in the EU and represents a radical change in the approach to this topic. Particularly after the Treaty of Lisbon’s entry into force, research on multilevel governance can no longer remain confined to the analysis of political dynamics or of soft law arrangements. Multilevel governance emerges as a constitutional principle in the European constitutional space, envisaging a method of governance based on the strong involvement of sub-national authorities in the creation and implementation of EU law and policy. Its foundation is in the mosaic resulting from the constitutional systems of the Union and its Member States. Multilevel governance arrangements play a fundamental part in achieving key Treaty objectives (such as subsidiarity, respect for the national identities of the Member States including regional and local self-government, openness, and closeness to the citizen). These arrangements lend legitimacy to EU decision-making, while also promoting constitutionalism and democracy in the EU

Abstract: This edited volume discusses critically the social implications of current structural transformations in Europe within the broader context of the global financial crisis. Experts from across Europe and the US discuss challenges and solutions to political and economic stability, security, growth, governance and integration on a country and regional level, especially focusing on vulnerable Southern and Eastern European states. New economic, political and security processes and realities are examined closely, with the aim to describe them in a coherent framework. Drawing on carefully selected interdisciplinary research, this collection offers fresh insights into the social repercussions of the transition from traditionally established practices and perceptions to new forms of collaboration, integration and governance

Abstract: Since 9/11 Western states have sought to integrate 'securitisation' measures within migration regimes as asylum seekers and other migrant categories come to be seen as agents of social instability or as potential terrorists. Treating migration as a security threat has therefore increased insecurity amongst migrant and ethnic minority populations

Abstract: "Relying on internal sources, Wilfried Loth analyses the birth and subsequent development of the European Union, from the launch of the Council of Europe and the Schuman Declaration until the Euro crisis and the contested European presidential election of Jean-Claude Juncker. This book shines a light on the crises of the European integration, such as the failure of the European Defence Community, De Gaulle's empty chair policy, or the rejection of the European Constitution in France and the Netherlands, but also highlights the indubitable successes that are the Franco-German reconciliation, the establishment of the European common market, and the establishment of an expanding common currency. What this study accomplishes, for the first time, is to illuminate the driving forces behind the European integration process and how it changed European politics and society."--

Abstract: The book analyses the attitudes of non-EU countries towardsEuropean integration in historical and contemporary perspec-tives. The authors study a range of actors in Europe and beyondto explain the impact of the creation of the EuropeanCommunities on the international system and how the EU isperceived in the world. The book further shows the significance of the institutionalinterplay within the EU, and between EU institutions, memberstates and external actors led by their own internal dynamicsto explain policy outcomes. It investigates to what extent theperceptions of the international community towards theEuropean Communities and the EU have been influenced bythe complexity of their decision-making and the difficulty ofreconciling the views of member states on key external rela-tions issues. The authors also study the interplay of non-EUcountries and the EU within the broader context of internatio-nal and regional institutions and forums for international coo-peration.

Abstract: "The current crisis in Ukraine has revealed a striking lack of background knowledge about Ukraine's history and politics among West European politicians, journalists, intellectuals and even many academics. In this book, experts from Poland, Ukraine, the US, Russia and Western Europe fill the gap between an omnipresent and easily available narrative about Russia and a scarce, scattered knowledge about Ukraine. They show what history and political science can offer for a better understanding of the crisis and provide insights, which are based on reliable Ukrainian, Russian, Polish and Turkish sources and confidential interviews with key actors and advisors. Rather than offering easy answers, the authors present facts and knowledge, which enables the reader to make up his own informed opinion"--

Abstract: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making. Abstract: This study deals with a constitutional principle of the EU: the rule of law. The EU Treaties leave no doubt that the rule of law is a universal value on which the Union is founded. This value is not bound to remain internal; EU external relations should also be guided by the principle. However, a lack of conceptual and legal clarity on the principle makes it uncertain how it guides external relations. 0The basic question this study poses is therefore what the role of the rule of law is in EU external relations. 0More specifically, this study analyses this role by focussing on the external dimension of EU migration and asylum policy. Over the years the EU has developed this external dimension of an originally internal policy field. Measures such as externalising border control, readmission of migrants to third states or mobility opportunities for third country nationals have been promoted. This relatively new area of EU external relations is characterised by a high degree of operational and human rights sensitive activities. For example, Frontex, the EU border agency, operates beyond Europe`s borders, sometimes on the basis of undisclosed working arrangements with third States

Abstract: Family policy variation in Europe is still enormous and there is very limited knowledge about the publics´ attitudes toward family-policy measures in a comparative perspective. Monika Mischke addresses this research gap by combining a profound analysis of existing family-policy measures with a thorough analysis of public attitudes. Based on institutional theory, which argues that institutions structure the process of orientation, the empirical analysis sheds light on the relationship between the current family-policy setup, the social context, and public attitudes toward particular family-policy measures in 12 countries of the European Union. The results demonstrate that the social context needs to be taken into account in order to improve our understanding of attitudinal variation among different countries and family-policy contexts. Moreover, the author points out that only a few patterns of social polarization are quasi universal, whereas many others are specific to individual countries or certain groups of countries. Abstract: Intersecting Interregionalism moves beyond narrow understandings of regions and interregionalism that dominate the research field by focusing on the polymorphous nature of the concepts under study, theoretical advances and the empirical challenges ahead. Written by leading experts in the field, the ultimate aim of the book is to contribute to a more relevant and nuanced comparative research agenda on interregionalism in Europe and elsewhere. The volume is divided into two parts. The first provides an overview of several distinctive theoretical perspectives, with particular emphasis on the dynamic relationship between regions and interregionalism. The second part of the book uncovers the diversity of regional actors and institutions that are engaged in the creation of contemporary interregionalism. The EU is used as an entry point and detailed case studies explore the role of EU member states, the Council, the Commission, the European Parliament and the Court of Justice, in order to map out a patchwork of intersecting interregionalisms around the world

Abstract: The European Union is the world's most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU's front of formal rules lies a thick network of informal governance practices. If not the EU's rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations

Abstract: The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. Combining theoretical and empirical perspectives, the book contributes towards a better understanding of the disquieting trend of voter apathy and disenchantment with politics in the context of the ongoing process of European integration, and offers a variety of analytical tools for decoding both the emergence of alternative conceptualizations of citizenship and other forms of meaningful civic and political engagement.

Abstract: Energy efficiency contributes to the main objectives of energy policy in the European Union: energy security, cost effectiveness and environmental benefits. However, the efficiency potential remains widely untapped. Will White Certificate Instruments, a new framework instrument to foster end-use energy efficiency, help to close the energy efficiency gap? The analysis compares the political process of choosing and designing White Certificate Instruments in Italy, France and Great Britain. Dagmar Sibyl Steuwer shows that the type of policy instrument as well as its image has an influence not only on agenda-setting but also on the policy instrument’s effectiveness due to interactions with existing energy efficiency discourses, regulatory traditions and the prevailing policy style. Abstract: European countries work together in crisis management, conflict prevention and many other aspects of security and defence policy. Closer cooperation in this policy arena seems to be the only viable way forward to address contemporary security challenges. Yet, despite the repeated interaction, fundamental assumptions about security and defence remain remarkably distinct across European nations. This book offers a comparative analysis of the security and defence policies of all 27 EU member states and Turkey, drawing on the concept of ‘strategic culture’, in order to examine the chances and obstacles for closer security and defence cooperation across the continent. Along the lines of a consistent analytical framework, international experts provide case studies of the current security and defence policies in Europe as well as their historical and cultural roots. Abstract: The EU has limited legislative competence in the field of social law. However, the Member States are increasingly modernizing social services and social (welfare) protection, attempting to make social services more efficient by increasingly looking to the market for the provision of such services. This policy move brings social services into the radar of EU law. The EU response to this sensitive issue has resulted in a piecemeal and fragmented approach towards the treatment of a new policy area of Social Services of General Interest (SSGI) in EU law and policy. This book is a first contribution towards charting how SSGI have emerged as a special category of SGI in the EU, the reaction of the Member States and stake-holders and how policy is being made through new governance processes, carve-outs and safe havens in legislation and soft law, especially in the light of the new values of the EU introduced by the Treaty of Lisbon 2009. It takes an inter-disciplinary approach and will be of interest to lawyers, economists and political scientists who are interested in EU policy-making as well as practioners, EU and national policy-makers.

Abstract: Oliver Ziegler raises the question of what role economic interests of the United States play in the regulatory decision making process of the European Union. Critics often assume that U.S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U.S. thereby ignoring the principles of transatlantic regulatory cooperation. Second, he demonstrates that business interests in the EU are usually not homogenous and often come second to environmental and consumer concerns. In addition, the author shows the increasing role of the European Parliament in EU regulatory decison making

Abstract: The publication aims to familiarize students of public policy with the precautionary principle, which plays a vital role in the European Union’s approach toward regulating risks. The precautionary principle contends that policy makers should refrain from actions having a suspected risk of causing harm to the public and/or the environment. However, the precautionary principle only provides guidance to policy makers but does not prescribe specific policy responses. Therefore, there should be variation in the way the principle is applied. Furthermore, precautionary measures are, in principle, of a provisional nature, suggesting that they are likely to be subject to changes over time. This book is thus interested in shedding light on how the precautionary principle is put into practice and to what extent precautionary measures become modified. Empirically, it focuses on how the EU has regulated the use of growth hormones in meat production, the cultivation of genetically modified corn and the use of Stevia-based sweeteners in foods and beverages. The main theoretical argument advanced by this study is that the way in which the original regulatory standards were formulated affects whether and how they are changed. By placing particular emphasis on the relevance of scientific evidence for the (re-)definition of precautionary measures, the book is expected to appeal to both academics and practitioners

Abstract: Signifying Europe provides a systematic overview of the wide range of symbols used to represent Europe and Europeanness, both by the political elite and the broader public. Through a critical interpretation of the meanings of the various symbols—and their often contradictory or ambiguous dimensions—Johan Fornäs uncovers illuminating insights into how Europe currently identifies itself and is identified by others outside its borders. While the focus is on the European Union’s symbols, those symbols are also interpreted in relation to other symbols of Europe. Offering insight into the cultural dimensions of European unification, this volume will appeal to students, scholars and politicians interested in European policy issues, cultural studies and postnational cultural identity.

    Abstract: Thomas König
Abstract: In ten years 80 per cent of the legislation related to economics, maybe also to taxes and social aff airs, will be of Community origin. This declaration has been largely quoted, paraphrased and deformed by different authors, creating a persistent myth according to which 80% of the legislative activity of the national legislatures would soon be reduced to the simple transposition of European norms. This book addresses the topic of the scope and impact of Europeanization on national legislation, as a part of the Europeanization debate which raises normative concerns linked to the democratic deficit debate. The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization. All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. It is limited to 10 to 30% of laws (depending on the country), far less than the 80% predicted by Jacques Delors and mentioned daily by medias and public opinion leaders to demonstrate EU domination on member states. Beside that general statement, the various chapters propose a deep insight on EU constraint over national legislation, providing much information on the kind of laws and policies that are Europeanized, the evolution of this process through time, the impact of Europeanization on the balance of powers and the relations between majority and opposition at national level, the strategies developed by national institutions in that context, and many other issues, making the book of interest to academics and policy-makers concerned with Europeanization and national legislation.
