Abstract: This book examines the concept of the compact city and the implication of the current urban context for compact city policies. It explores their potential outcomes, particularly in terms of how it can contribute to Green Growth and looks at developing indicators to monitor compact city and track policy performance. It reviews compact city policies currently being implemented across the OECD in relation to the pursuit of Green Growth objectives and provides ideas to achieve better outcomes. And it assesses the key governance challenges faced by decision-makers as they seek to implement practical compact city strategies. This report is thus intended as “food for thought” for national, sub-national and municipal governments as they seek to address their economic and environmental challenges through the development and implementation of spatial strategies in pursuit of Green Growth objectives. It also illustrates best practices (which present key elements of successful compact city policies) based on empirical evidence that can be shared across OECD member countries.

Abstract: The OECD Territorial Review of the Chicago Tri-State metropolitan area, the first of its kind conducted by the OECD in the United States, assesses the region’s capacity to contribute effectively to regional and national economic performance and quality of life. The Review focuses on four thematic policy issues: i) the effectiveness and coordination of workforce development programmes in the Chicago Tri-State metro-region; ii) the metro-region’s capacity for innovation; iii) its role as a major centre for logistics in North America; and (iv) its capacity to encourage green growth over the long term. The review also focuses on the state of region-wide institutional collaboration and offers a vision for effective tri-state region-wide stakeholder engagement.

Abstract: The OECD Territorial Review of Skåne assesses the capacity of the third largest region in Sweden to compete for investment and talents in an increasingly globalised economy. Skåne has long been one of the three major engines of national growth and it ranks among the top-class research and technology hubs in the OECD, but it needs to gain back the momentum it lost during the crisis. The region's strong knowledge assets and demographic dynamism have not translated into corresponding gains in terms of productivity and skills. The Review shows the way forward towards a smart, healthy and inclusive region and calls for targeted policies to boost demand-driven innovation, make the most of its diversified pool of human capital, and maintain a high quality environment to work and live in.

Abstract: Antioquia is one of Colombia’s economic engines, but suffers from low skills, poverty, inequity and poor labour market outcomes. How can Antioquia create a more inclusive labour market and education system? How can it improve the quality and relevance of education? How can it turn the potential of its universities into a more active asset for economic and social development? This publication explores a range of helpful policy measures and institutional reforms to mobilise higher education for regional development. It is part of the series of the OECD reviews of Higher Education in Regional and City Development. These reviews help mobilise higher education institutions for economic, social and cultural development of cities and regions. They analyse how the higher education system impacts upon regional and local development and bring together universities, other higher education institutions and public and private agencies to identify strategic goals and to work towards them.

Abstract: This book describes and examines reforms of fiscal federalism and local government in 10 OECD countries implemented over the past decade. The country chapters identify common patterns and factors that are conducive to reforms of the intergovernmental fiscal framework, using a common methodological approach. The summary chapter highlights the cross-cutting issues emerging from the country chapters and shows the key factors in the institutional, political, economic and fiscal areas that are supporting reform success. The report’s approach results in valuable insights for policy makers designing, adopting and implementing fiscal federalism and local government reforms.

Abstract: Southern Arizona is a major gateway for trade with Mexico. Its economic engine, the Tucson metropolitan area has developed into a hub of light-based industries, but ranks near the bottom third of US cities in per capita income. State funding for education is in decline, accentuated by the economic crisis, and the public good of tertiary education is under threat. In a time of financial stringency, how can the University of Arizona and community colleges preserve their existing strengths and address the needs of the diverse population? How can the region and its tertiary education institutions fuel local growth and create high quality jobs and new businesses? How can the institutions prepare for the post-crisis economy and help diversify the economy?

Abstract: In early 2011, the Netherlands Institute for Transport Policy Analysis performed a mobility analysis, focussing on recent trends. This analysis showed that, following the remarkable growth in the 1980s and 1990s, the total national mobility of people in the Netherlands has not increased since 2005. This particularly appears to apply to car use. Except for the economic crisis around 2008/2009, the reasons for this development remained unclear at the time…

Abstract: Located at the border with the US, Chihuahua has benefited from FDI and NAFTA. Chihuahua has been one of the richest regions in Mexico and one of the most dynamic in the OECD. However, the region’s FDI-trade link with the USA has also led to some vulnerability to external shocks. The two crises affecting the USA in the past decade affected Chihuahua more than any other state. Despite recent progress in the quality of education, other structural challenges such as lower productivity growth, high inactivity rates and dwindling employment rates have been factors in Chihuahua’s sluggish growth. Chihuahua not only displays large intra-regional and gender inequalities, but also the largest inter-ethnic inequality levels in the country. Chihuahua can gain from a territorial approach to policymaking that integrates sectoral policies, fostering value-added in rural activities, better linking SME-development and FDI-attraction policies, as well as between innovation capacities and applications. The region could also strengthen their recent inclusive governance arrangement with civil society and the private sector. Growth and development can only be possible if the current challenges in insecurity, water shortage and public finance are addressed.

Abstract: The OECD territorial review of Småland-Blekinge presents an overview of recent trends, regional policies and governance arrangements of this region that is made up of four counties in South-East Sweden: Jönköping, Kronoberg, Kalmar and Blekinge. The challenges include the need to facilitate a shift from the region’s historic specialisation in medium-low and low technology manufacturing towards more knowledge-intensive activities. This will require addressing the supply of human capital, improving connectivity and enhancing the attractiveness of the region. A regionalisation reform is now under discussion in Sweden with potential implications for Småland-Blekinge. Whatever the future administrative structure of Småland-Blekinge, the effectiveness of regional development policies and public service delivery will be directly related to strengthened interaction and co-ordination arrangements among the numerous actors and administrative units involved.

Abstract: This book identifies the strong potential of the local development approach to help regenerate the economies and societies of less developed regions and to bring greater local participation in the decision-making and actions that underpin restructuring. It is important that the local development policies put into place respond to emerging challenges and take into account innovations and lessons from elsewhere. This book reviews some of these challenges, innovations and lessons. It provides some practical examples (Ballyhoura in Ireland, Serra do Caldierao in Portugal and Jerez in Spain) that will help local actors to make informed decisions on the policy strategies, structures and actions to apply in their own areas.

Abstract: The third largest of South Africa’s nine provinces, the Free State suffers from unemployment, poverty and low skills. Only one-third of its working age adults are employed. 150 000 unemployed youth are outside of training and education. Centrally located and landlocked, the Free State lacks obvious regional assets and features a declining economy. How can the Free State develop a more inclusive labour market and education system? How can it address the long-term challenges of poverty, inequity and poor health? How can it turn the potential of its universities and FET-colleges into an active asset for regional development? This publication explores a range of helpful policy measures and institutional reforms to mobilise higher education for regional development. Abstract: This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy. The report identifies the advances and challenges of the Korean approach to regional development. Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

Abstract: In many OECD countries, governments have invested large amounts of public money to support renewable energy (RE) development and are requiring significant quantities of it to be sold by energy providers. But what are the economic impacts of these policies on the rural regions where deployment takes place? How can RE bring the greatest benefit to host regions? These are some of the questions explored by this study. Drawing on case studies in 16 regions within 10 countries, the research finds that while RE indeed represents an opportunity for stimulating economic growth in rural communities, its development benefits are not automatic. Realising them requires a complex and flexible policy framework and a long-term strategy, as well as a realistic appreciation of the potential gains from RE deployment. Making a positive connection between RE development and local economic growth will require more coherent strategies, the right set of local conditions, and a place-based approach to deployment.

Abstract: This volume discusses several policy challenges facing countries to achieve and sustain inclusive growth. The volume is based on the proceedings of a conference co-organised by the OECD Economics Department and the World Bank on 24-25 March 2011, which brought together academics and practitioners from advanced, emerging-market and developing economies. While discussions on strong growth typically focus on the pace of economic expansion, those on inclusiveness also delve into the patterns of growth and on how its benefits are shared among the various social groups. An important message that came out of the conference is that strong growth is not necessarily inclusive and that policy action is needed to make sure that pro-growth initiatives also foster inclusiveness.

Abstract: This publication highlights the importance of promoting growth in all types of OECD regions, particularly in underdeveloped ones. Helping underdeveloped regions to catch up will have a positive impact on a country’s national growth; in some cases more so than in already well-developed regions. Furthermore such growth helps to build a fairer society, in which no territories and their people are left behind. An important question is whether this potential to catch up is possible? The evidence suggests that this IS the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potentially largely depends on human capital development, infrastructure and innovation-related activities but also on institutional factors and policies. This publication is based on anlaysis among all OECD regions and 23 case study regions from ten OECD countries over the period 1995-2007.

Abstract: This Urban Policy Review of Korea assesses Korea’s approach to sustainable urban development as expressed in its recent urban policy reform and national green growth agenda. The government has responded to the economic, environmental and social challenges that have resulted from Korea’s rapid urbanisation process with, on the one hand, urban policy reform based on qualitative urban management and urban competitiveness and, on the other hand, the adoption of a National Strategy for Green Growth that emphasises the role of cities in achieving stronger environmental and economic outcomes. The Review proposes a series of recommendations designed to advance Korea’s sustainable urban policy approach, which include (i) developing a comprehensive, multi-sectoral approach to urban development that is tailored to the different needs of urban areas, (ii) closing the gaps between expected and actual outcomes in urban planning, (iii) maximising economic efficiency in the building and transportation sectors and (iv) improving policy co-ordination across public agencies.

Abstract: This report compares urbanisation trends in OECD countries on the basis of a newly defined OECD methodology which enables cross-country comparison of the socio-econimic and environmental performance of metropolitan areas in OECD countries. The methodology is presented and results from its application to 27 OECD countries are discussed together with policy implication both on national growth and governance of cities. The report also includes three original papers that present the urbanisation dynamics and prospects in China and South Africa and the governance challenges resulting from the new policy agenda on cities in the United Kingdom.
