    Abstract: Lorsque Pierre Reboul a demandé à faire valoir prématurément ses droits à la retraite, l'héritière de la Faculté des Lettres dont il avait été onze ans le remarquable Doyen, l'Université de Lille III, qui n'avait pas perdu la mémoire de son règne et continuait de bénéficier de sa dévouée collaboration et de ses nombreuses interventions - souvent malicieuses, toujours précieuses - fut frappée d'une sorte de stupeur qu'il fallait exorciser. Le présent recueil est cet exorcisme que nous avons voulu solennel et auquel nous étions prêts à "mettre le prix" comme si le Doyen Reboul, dont la générosité est célèbre, avait pu accepter qu'on lui rende la pareille ! Le projet à peine voté et lancé, les cohortes de ses amis accouraient pour souscrire, au point qu'on vient à se demander si notre offrande lyrique ne deviendra pas le "best-seller" - que Pierre Reboul me pardonne une fois de plus un de ces anglicismes qu'il exècre ! - de nos presses.C'est sans doute qu'on ne saurait se changer, même au soir de sa carrière. L'ami que nous honorons ne fut probablement jamais riche : il fut toujours, pour l'institution à laquelle il consacra le plus clair de sa vie, source de richesse et de rayonnement.Les lignes que peut écrire le Président en exercice - quelque sincérité qu'il y apporte - n'ajoutent rien à l'hommage ébloui d'un Pierre Georges Castex ni aux textes éblouissants qui suivent. Ces textes, par contre, qui cernent une évolution, révèlent une sensibilité, explorent dans le langage devenu rare de l'honnête homme des zones d'intérêt universel, font rejaillir leur gloire sur l'université entière qui a su, malgré tout, se conserver de tels êtres, géants d'hier dont on souhaite qu'ils aient été prolifiques et qu'ils découragent, demain, les nains. Pierre Reboul voudra nous dire merci pour ce recueil mais c'est nous qui sommes ses débiteurs, une fois encore, et qui le remercions de ce qu'il a fait, certes, mais surtout de ce qu'il est et d'être des nôtres

    Abstract: From Appomattox to World War I, Blacks continued their quest for a secure position in the American system. The problem was how to be both black and American-how to find acceptance, or even toleration, in a society in which the boundaries of normative behavior, the values, and the very definition of what it meant to be an American were determined and enforced by whites. A few black leaders proposed selfsegregation inside the United States within the protective confines of an allBlack community as one possible solution. The Blacktown idea reached its peak in the fifty years after the Civil War; at least sixty Black communities were settled between 1865 and 1915.Norman L. Crockett has focused on the formation, growth and failure of five such communities. The towns and the date of their settlement are: Nicodemus, Kansas (1879), established at the time of the Black exodus from the South; Mound Bayou, Mississippi (1897), perhaps the most prominent Black town because of its close ties to Booker T. Washington and Tuskegee Institute: Langston, Oklahoma (1891), visualized by one of its promoters as the nucleus for the creation of an allBlack state in the West; and Clearview (1903) and Boley (1904), in Oklahoma, twin communities in the Creek Nation which offer the opportunity observe certain aspects of IndianBlack relations in this area.The role of Blacks in town promotion and settlement has long been a neglected area in western and urban history, Crockett looks at patterns of settlement and leadership, government, politics, economics, and the problems of isolation versus interaction with the white communities. He also describes family life, social life, and class structure within the black towns.Crockett looks closely at the rhetoric and behavior of blacks inside the limits of their own community-isolated from the domination of whites and freed from the daily reinforcement of their subordinate rank in the larger society. He finds that, long before "Black is beautiful" entered the American vernacular, Blacktown residents exhibited a strong sense of race price. The reader observes in microcosm Black attitudes about many aspects of American life as Crockett ties the Blacktown experience to the larger question of race relations at the turn of the century.This volume also explains the failure of the Blacktown dream. Crockett cites discrimination, lack of capital, and the many forces at work in the local, regional, and national economies. He shows how the racial and townbuilding experiment met its demise as the residents of allBlack communities became both economically and psychologically trapped.This study adds valuable new material to the literature on black history, and makes a significant contribution to American social and urban history, community studies, and the regional history of Kansas, Oklahoma, and Mississippi

    Abstract: The Colonial Records of the State of Georgia document the colony through its first twenty-five years and includes correspondence between Georgia founder James Oglethorpe and the Trustees for Establishing the Colony, as well as records pertaining to land grants; agreements and interactions with Indigenous peoples; the settlement of a small Jewish community and the Salzburgers, German-speaking Protestant refugees; and the removal on restrictions of land tenure, rum, and slavery in the colony. Most of the local records of colonial Georgia were destroyed during the Revolution. Under Governor James Wright's direction, merchant John Graham loaded much of the official records on his vessel in the Savannah River. During the Battle of the Rice Boats in March 1776, the Inverness was burned while it lay at anchor. The destructive civil war that occurred in the latter phases of the Revolution resulted in further destruction. The Colonial Records of the State of Georgia, drawn from archival material in Great Britain, remain a unique source. Volume 28, Part II includes the papers of Governor James Wright, acting governor James Habersham, and others.     Abstract: The Good Neighbor Policy was tested to the breaking point by ArgentinaU.S. relations during World War II. In part, its durability had depended both upon the willingness of all American republics to join with the United States in resisting attempts by extrahemispheric sources to intervene in New World affairs and upon continuity within the United States foreignpolicy establishment. During World War II, neither prerequisite was satisfied, Argentina chose to pursue a neutralist course, and the Latin American policy of the United States became the subject of a bitter bureaucratic struggle within the Roosevelt administration. Consequently, the principles of nonintervention and noninterference, together with "absolute respect for the sovereignty of all states," ceased to be the guideposts of Washington's hemispheric policy.In this study, Randall Bennett Woods argues persuasively that Washington's response to Argentine neutrality was based more on internal differences-individual rivalries and power struggles between competing bureaucratic empires-than on external issues or economic motives. He explains how bureaucratic infighting within the U.S. government, entirely irrelevant to the issues involved, shaped important national policy toward Argentina.Using agency memoranda, State Department records, notes on conversations and interviews, memoirs, and personal archives of the participants, Woods looks closely at the rivalries that swayed the course of ArgentineAmerican relations. He describes the personal motives and goals of men such as Sumner Welles, Cordell Hull, Henry Morgenthau, Harry Dexter White, Henry A. Wallace, and Milo Perkins. He delineates various cliques within the State Department, including the contending groups of Welles Latin Americanists and Hull internationalists-and describes the power struggles between the State Department, the Treasury Department, the Board of Economic Welfare, the Caribbean Defense Command, and other agencies. Of special interest to students of contemporary history will be Woods's discussion of the careers and views of Juan Peron and Nelson Rockefeller-for American policy contributed in no small way to Peron's rise, and Rockefeller was the man chiefly responsible for the U.S. rapprochement with Argentina in 1944-45. Woods also gives special attention to the impact of the Wilsonian tradition-especially its contradictions-on policy formation. The last chapter, dealing with Argentina's admission to the U.N., sheds some light on the origins of the Cold War.Wood's investigation of the Argentine problem makes a significant contribution toward the understanding of U.S.Latin American relations in the era of the Good Neighbor Policy, and provides new insights into the evolution of hemispheric policy as a whole during World War II.     Abstract: The names of most of President Franklin D. Roosevelt's cabinet members are well known. Anyone familiar with FDR's administration will remember Henry Morgenthau, Jr., Cordell Hull, Harold Ickes, Frances Perkins, Henry Wallace, and James Farley. One member of that circle, however, has remained a virtual unknown: Harry H. Woodring, the recalcitrant Secretary of War who was forced by Roosevelt to resign from the cabinet.It is doubtful that the story of any of Roosevelt's cabinet members is more interesting than that of Woodring. With the breakdown of world peace in the 1930s, the matter of national defense became a major concern, and the United States military establishment became increasingly important. Woodring's role in Washington during this time was a critical one; his dealings with Roosevelt were extensive, and on many key issues his influence was considerable. Why, then, his lack of notoriety?The simple fact is that until now almost nothing has been written of Woodring's service as Secretary of War. He was one of the few individuals closely associated with Roosevelt who did not write an autobiography, memoirs, or some other personal account of what took place during those years. Keith D. McFarland is the first scholar to have had access to Woodring's personal papers. Drawing from this new material, as well as from Woodring's official correspondence and from personal interviews with the members of Woodring's immediate family and dozens of Woodring's associates, he provides in this volume the careful study that has long been needed.McFarland first traces Woodring's early political career in Kansas. As a Democratic Governor from 1931 to 1933, Woodring worked successfully with the Republicandominated legislature to alleviate many of the physical and economic hardships facing residents of the state during the Depression, Nevertheless, he lost his bid for reelection to Alf M. Landon. When Roosevelt won the presidency that same year, he appointed Woodring as Assistant Secretary of War.Woodring served the country well on the national level. He was influential to expanding the Army Air Corps and in making practical the Army's industrial and military mobilization plans. After the death of George Dern in 1936, Roosevelt demonstrated his confidence in Woodring by appointing him Secretary of War.The conflict between Woodring and the President arose over the sending of American military supplies and equipment to foreign nations. It was Woodring's job as secretary of War to see that the War Department adhered to the neutrality legislation of the 1930s. Roosevelt believed that the United States should aid the enemies of Hitler, even if such action did not adhere to the spirit of the neutrality legislation. Upon the outbreak of war in Europe in 1939, FDR did everything he could to supply Britain and France with American arms and munitions. Woodring was caught between is loyalty and devotion to the President and his sincere belief that the chief executive's program would endanger the nation's security. Maintaining that it was tactically unsound to give away supplies at a time when the U.S. Army was in desperate need of such items, Woodring made concerted efforts to prevent the implementation of FDR's program. The President was forced to ask him to resign.Few American Presidents have been more respected and admired than Franklin D. Roosevelt. There has been a tendency to disregard, ignore, or ridicule those administrative officials who disagreed with his actions and objectives. In relating the viewpoint of a distinguished, patriotic American who strongly opposed FDR's policies and tried to change them, this book provides a clearer understanding of politics and government in preWorld War II America

    Abstract: This is the only collection ever made of Bryant's letters, two-thirds of which have never before been printed. Their publication was foreseen by the late Allan Nevin as "one of the most important and stimulating enterprises contributory to the enrichment of the nation's cultural and political life that is now within range of individual and group effort. William Cullen Bryant (1794-1878) was America's earliest national poet. His immediate followers-Longfellow, Poe, and Whitman-unquestionably began their distinguished careers in imitation of his verses. But Bryant was even more influential in his long career as a political journalist, and in his encouragement of American art, from his lectures at the National Academy of Design in 1828 to his evocation of the Metropolitan Museum of Art in 1870. Between the appearance of his first major poem, "Thanatopsis," in 1817, and his death sixty-one years later at the age of eight-three, Bryant knew and corresponded with an extraordinary number of eminent men and women. More than 2,100 of his know letters have already been recovered for the present edition. When William Cullen Bryant signed the first of 314 letters in the present volume, in 1809, he was a frail and shy farm boy of fourteen who had nonetheless already won some fame as the satirist of Thomas Jefferson. When he wrote the last, in 1836, he had become the chief poet of his country, the editor of its principal liberal newspaper, and the friend and collaborator of its leading artists and writers. His collected poems, previously published at New York, Boston, and London, were going into their third edition. His incisive editorials in the New York Evening Post were affecting the decisions of Andrew Jackson's administration. His poetic themes were beginning to find expression in the landscape paintings of Robert Weir, Asher Durand, and Thomas Cole. The early letters gathered here in chronological order give a unique picture of Cullen Bryant's youth and young manhood: his discipline in the classics preparatory to an all-too-brief college tenure; his legal study and subsequent law practice; the experiments with romantic versification which culminated in his poetic masterpieces, and those with the opposite sex which led to his courtship and marriage; his eager interest in the politics of the Madison and Monroe Presidencies, and his subsequent activities as a local politician and polemicist in western Massachusetts; his apprenticeship as magazine editor and literary critic in New York City, from which his later eminence as journalist was the natural evolution; the lectures on poetry and mythology which foreshadowed a long career as occasional orator; the collaboration in writing The Talisman, The American Landscape, and Tales of Glauber-Spa, and in forming the National Academy of Design, and the Sketch Club, which brought him intimacy with writers, artists, and publishers; his first trip to the American West, and his first long visit to Europe, during which he began the practice of writing letters to his newspaper which, throughout nearly half a century, proved him a perceptive interpreter of the distant scene to his contemporaries. Here, in essence, is the first volume of the autobiography of one whom Abraham Lincoln remarked after his first visit to New York City in 1860, "It was worth the journey to the East merely to see such a man." And John Bigelow, who of Bryant's many eulogists knew him best, said in 1878 of his longtime friend and business partner, "There was no eminent American upon whom the judgment of his countrymen would be more immediate and unanimous. The broad simple outline of his character and career had become universally familiar, like a mountain or a sea."

Glendon Schubert concedes this but focuses primarily on ideology because he believes the other variables are sublimated in it.     Abstract: Prepared in commemoration ofthe fiftieth anniversary of the talkies, The Birth of the Talkies is the first complete, authoritative account of how sound cinema was born. The story begins in 1877 with the invention of the phonograph, which was to provide silent cinema with its earliest form of recorded sound accompaniment. It concludes in 1929, the first year in which a talkie won an Academy Award. En route, the book recounts the various applications of the phonograph in supplying sound for the so-called silent cinema. It surveys the profusion of failures, half-failures, and abortive successes that led ultimately to Vitaphone and the international triumph of The Jazz Singer. Remarkable but virtually forgotten developments such as the Phono-Cinéma-Théâtre of 1900, the Filmsparlants of Léon Gaumont, and the Kinetophone shows of Thomas Alva Edison are described in detail, along with a wealth of information about related efforts to harness the phonograph to the cinematograph. All the early sound films of the Hollywood studios are described and discussed, and a concluding chapter surveys the effects of the sound revolution on the American film industry
