    Abstract: The introduction focuses on the issues raised by the debate on animal sacrifice over the centuries, both in the West and in South Asia. Not only did the current Indian judicial system evolve from the British colonial legacy, but internationally, many current arguments on the protection of animals call upon Indian religious and philosophical concepts as well as Western notions and values. The recent judicialisation of these debates has led to the emergence of new questions, worldwide, concerning the legal status of animals and focusing particularly on animal sacrifice and ritual slaughter. In South Asia, animal sacrifice was criticized over the centuries by sectarian and devotional movements, but these criticisms gained new impetus from the actions of Christian missionaries who projected onto India the opposition between religio and superstitio used by the first Christian writers in rejecting animal sacrifices in ancient Rome. This had a profound impact on nineteenth-century Hindu reformist leaders who also took a stand against animal sacrifice. This aspect of the debate has been taken up by Indian judges, some of whom take a spiritualistic approach to religion and are pushing for Hindu religious reforms

    Abstract: Animal sacrifices are commonly practised in Himachal Pradesh on various occasions, including public festivals at the district level. Over recent years criticism of the practice has increased and some cases have been brought before the court. This chapter focuses on three court cases that were jointly decided in 2014 by the Himachal Pradesh High Court, where the judge ruled a total ban on animal sacrifice in the state of Himachal Pradesh. The case is still pending at the Supreme Court which means that it may potentially have an impact at national level. I first consider the context of this controversy, and the official and unofficial discourses of those involved in the case. Based on the court file, newspapers and ethnographic data, I then analyse the judicial handling of the case, which refers to legal, ritual, or reformist arguments or to animal welfare. The last section draws a comparison with a case concerning animal sacrifice in the Santeria religion, decided by the U.S. Supreme Court, in order to bring out differences in the legal approaches in the two cases despite being both grounded in common law. It shows how, contrary to the legal handling of this issue in the Santeria case where the main concern is to protect religious freedom, in the Himachal Pradesh case the judge explicitly and repeatedly appealed to the role of the court in defining religion (as opposed to superstition), and to the court’s responsibility in favouring ‘moral progress’ and promoting religious reforms

When ruling on such issues the higher Indian courts display strong reformist tendencies, further reinforced in recent years by the growing influence of the extreme brand of reformism known generically as Hindutva.     Abstract: The five-yearly mass animal sacrifice offered at the festival of the goddess Gaḍhī Māī (Gaḍhī Māī Melā) temple in Bariyarpur, Bara District, in southern Nepal, drew local and international attention in 2009, when news and vivid pictures of the slaughter of thousands of animals circulated globally, giving rise to vehement protests from individuals and animal rights associations. In November 2014, three Public Interest Litigation (PIL) petitions against the sacrifices at the Gaḍhī Māī Melā were filed at the Supreme Court of Nepal. In a 52-page judgment published in August 2016 that dealt with these petitions together, the Supreme Court discussed and criticised the practice of animal sacrifice and ordered the Government of Nepal to implement policies that would lead to its eventual discontinuation. This paper is based on the analysis of legal documents and on interviews with the parties. We present the trajectory of this court case from 2014 to 2019, and we focus on the court’s decision, its call for social progress in the name of modernity, its reasoning on whether animal sacrifice is a valid expression of Hinduism, its consideration for this practice deeply rooted in Nepali society, and its call to the government to define and ensure the rights and welfare of animals, meeting the aspiration of the activists. The Court’s decision lays down principles that are applicable to sacrifices in other temples and ends up being a discussion of the place of animal sacrifice in Hinduism and in modern Nepal

    Abstract: The election on 9 May 2018 ended six decades of rule by the ruling coalition in Malaysia (Barisan Nasional or BN, formerly the Alliance). Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had anufactured legislative dominance by tactical gerrymandering and malapportionment. The insights drawn from the Malaysian case can help deepen our understanding of the rise and fall of authoritarian parties and distributive politics in general

    Abstract: The book investigates how the United Nations, governments, and aid agencies mobilise and instrumentalise migration policies and programmes through a discourse of safe migration. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on seven years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on – and produces – informal asnd mediated practices. The book argues that the plot, characters, and the very history of Jain Rāma composition itself served as a continual font of inspiration for authors to create and express novel visions of moral personhood. In making this argument, the book examines three versions of the Rāma story composed by two authors, separated in time and space by over 800 years and thousands of miles. The first is Raviṣeṇa, who composed the Sanskrit Padmapurāṇa (“The Deeds of Padma”), and the second is Brahma Jinadāsa, author of both a Sanskrit Padmapurāṇa and a vernacular (bhāṣā) version of the story titled Rām Rās (“The Story of Rām”). While the three compositions narrate the same basic story and work to shape ethical subjects, they do so in different ways and with different visions of what a moral person actually is. A close comparative reading focused on the differences between these three texts reveals the diverse visions of moral personhood held by Jains in premodernity and demonstrates the innovative narrative strategies authors utilized in order to actualize those visions. The book traces the hagiographical and biographical process by which Ramalinga Swamigal is shifted from being considered an exemplary poet-saint of the Tamil Śaivite bhakti tradition to a Dravidian nationalist social reformer. Taking as a starting point Ramalinga's own writing, the book presents him as inhabiting a border zone between early modernity and modernity, between Hinduism and Christianity, between colonialism and regional nationalism, highlighting the influence of his teachings on politics, particularly within Dravidian cultural and political nationalism. Simultaneously, the book considers the implication of such an hagiographical process for the transformation of Tamil religion in the period between the 19th -mid-20th centuries. The author demonstrates that Ramalinga Swamigal's ideology of compassion, cīvakāruṇyam, had not only a long genealogy in pre-modern Tamil Śaivism but also that it functioned as a potentially emancipatory ethics of salvation and caste critique not just for him but also for other Tamil and Dalit intellectuals of the 19th century.     Abstract: There are growing technical efforts by government organizations, academics and non-government organizations to define policy frameworks to promote the adaptation of agriculture to climate change. Nevertheless, adaptation is primarily a local process; therefore, tools that link these efforts with local requirements are needed based on current and consistent information. We develop a participatory methodology to characterize and assess subsistence livelihoods vulnerability and build local strategies for adaptation to climate change based on the Community Capitals Framework and present a review of its application in five micro-watersheds of the Pacific basin of three Mesoamerican countries. We conclude that the methodology supports the rapid characterization of vulnerability based on local knowledge, showing clear differences in the current impacts of climate change, adaptive capacity and vulnerability among different livelihoods and facilitating the identification of key constraints affecting adaptation of smallholder livelihoods in each site. However, we conclude also that this methodology is still insufficient for adaptation planning because the measures proposed are focused on adjustments to the production systems, rely on external technical assistance and are not effectively connected with financing mechanisms. Based on this, we identify recommendations for the future implementation of the methodology

Employment, Poverty and Rights in India analyses unemployment in India and explains why the issues of employment and unemployment should be the appropriate prism to understand the status of wellbeing in India. The author provides a historical analysis of policy interventions on behalf of the colonial and postcolonial state with regard to the alleviation of unemployment and poverty in India and in West Bengal in particular. Since the early 1980s, Japan and Korea have been two high performing economies in Asia that have developed many successful MNCs. In this chapter, the authors provide a comparative overview of the unique HR systems of large enterprises of these two countries. While the respective Japanese and Korean HR system resembled each other in the past, economic recessions and globalization have led Korean enterprises to modify their HR systems more aggressively, mostly in line with Anglo-Saxon practices, in contrast to Japanese enterprises which have been more reluctant to implement changes. The authors argue that in today’s increasingly globalized and knowledge-intensive environment, global integration of HRM has become one of the key HR challenges for Japanese and Korean MNCs. For instance, Japanese and Korean MNCs need to overcome the tradition of homogeneous and ethnocentric organizational culture that undermines the integration of foreign nationals into the core functions of the company. The authors suggest that more research should examine the ‘internal internationalization’ at headquarters and ‘external internationalization’ at subsidiaries of Japanese and Korean MNCs

The book discusses that previously, cities such as Mumbai grew by accumulating a vast hinterland of slum-dwellers who depressed wages and supplied cheap labour to the city’s industrial economy. However, it goes on to show that the new growth of cities such as Bangalore, Hyderabad, and Madras in south India, or Delhi and Calcutta in the north of India, is more capital-intensive, export-driven, and oriented towards the information technology and service sectors. The book explains that these cities have attracted a new elite of young, educated workers, with money to spend and an outlook on life that is often a complex mix of modern ideas and conservative tradition. It goes on to cover topics such as the politics of town planning, consumer culture, and the struggles among multiple identities in the city.     Abstract: As developing countries with recent histories of isolation and extreme poverty, followed by restoration and reform, both Cambodia and Vietnam have seen new opportunities and demands for non-state actors to engage in and manage the effects of rapid socio-economic transformation. This book examines how in both countries, civil society actors and the state manage their relationship to one another in an environment that is continuously shaped and (re)constructed by changing legislation, collaboration and negotiation, advocacy and protest, and social control.     Abstract: India’s Princely States covered nearly 40 per cent of the Indian subcontinent at the time of Indian independence, and they collapsed after the departure of the British. This book provides a chronological analysis of the Princely State in colonial times and its post-colonial legacies. Focusing on one of the largest and most important of these states, the Princely State of Mysore, it offers a novel interpretation and thorough investigation of the relationship of king and subject in South Asia. The book argues that the denial of political and economic power to the king, especially after 1831 when direct British control was imposed over the state administration in Mysore, was paralleled by a counter-balancing multiplication of kingly ritual, rites, and social duties. The book looks at how, at the very time when kingly authority was lacking income and powers of patronage, its local sources of power and social roots were being reinforced and rebuilt in a variety of ways. Using a combination of historical and anthropological methodologies, and based upon substantial archival and field research, the book argues that the idea of kingship lived on in South India and continues to play a vital and important role in contemporary South Indian social and political life

    Abstract: This book examines how inter- and intra-party coalition-building affects governability in South Korea. Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics.     Abstract: Historically, residential segregation of Latinos has generally been seen as a result of immigration and the process of self-segregation into ethnic enclaves. The only theoretical exception to ethnic enclave Latino segregation has been the structural inequality related to Latinos that have a high degree of African ancestry. This study of the 331 metropolitan area in the United States between 1990 and 2000 shows that Latinos are facing structural inequalities outside of the degree of African ancestry. The results of the author's research suggest that Latino segregation is due to the mobility of Latinos and structural barriers in wealth creation due to limited housing equity and limited occupational mobility. In addition, Latino suburbanization appears to be a segregation force rather than an integration force. This study also shows that Mexicans, Puerto Ricans and Cubans have different experiences with residential segregation. Residential segregation of Cubans does not appear to be a
