    Abstract: In 2015 many camps were opened to accommodate newly arriving migrants in Berlin. Christian Sowa studies this form of accommodation. Moving beyond an exclusive focus on borders and migration, he argues that camp accommodation must be thought of and studied as part of the urban context and as a specific form of housing. The study provides an in-depth case study, discusses policy alternatives, argues for »housing for all instead of camps«, and contributes to bringing urban and migration studies into public discussion. In times of new waves of migration, the topic of migrant accommodation within urban environments remains highly relevant today.

    Abstract: "By the start of the nineteenth century, the impact of the geological sciences and advancements in the field had radically expanded people's perception of the Earth's age. In How the Earth Feels, Dana Luciano maps the emergence of a "geological fantasy," in which increased knowledge of planetary life was used to racialize Native peoples as fossils and curiosities. Further, the geological fantasy served to cement the notion that the Earth had been preparing for the presence of humans, and that humans were in fact the ultimate expression of the Earth's teleological development in a both scientific and spiritual sense. Counterposing a range of texts-from early European and US geological texts to Indigenous accounts of earthquakes to African American men's anti-slavery writing featuring geological tropes-Luciano reveals the workings of the geological fantasy as it operated across the racial and biopolitical discourses of the nineteenth-century United States. Luciano offers a rich and historically nuanced account of how imagined relations with the non-human world have long served as a means of avoiding engagement with the dynamics of racial and colonial power"

    Abstract: This book comprises 40 short texts by urban sustainability scholars from around the globe. The scholars are recipients of a six-month research stay grant from the Global Center of Spatial Methods for Urban Sustainability (SMUS), a DAAD Exceed center funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). SMUS is a global network of researchers and practitioners from over 48 universities and institutions who work together to improve academic education in spatial disciplines. Through collaborative teaching, workshops, conferences, and training, network partners work across disciplines to advance urban sustainability. From September 2020 through February 2021, 40 scholars participated in the centre’s ‘Developing a PhD Proposal’ program by organising workshops, partaking in excursions, and attending classes. The classes covered topics such as research ethics and skills, spatial methods, and urban sustainability, with a focus on Sustainable Development Goal #11, which is about ‘making cities and human settlements inclusive, safe, resilient and sustainable’. As part of their coursework, the students were tasked with writing short texts about how the topics covered manifest themselves in their respective home countries. This book is a compilation of those country replies, giving the reader a glimpse into urban sustainability perspectives from around the globe. The book includes a series of maps depicting the geographic locations represented in the country replies. They have been included to help the reader navigate the book and to highlight the diversity of topics and themes researchers are working on in the SMUS network.

Die Verfasser*innen der Texte waren Teil eines sechsmonatigen Forschungsstipendiums des Global Center of Spatial Methods for Urban Sustainability (SMUS), einem vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) geförderten DAAD exceed-Zentrum. SMUS ist ein globales Netzwerk, von Wissenschaftler*innen und Fachkräften aus über 48 Universitäten und Institutionen, das sich zum Ziel setzt raumbezogene Disziplinen durch Forschung und Lehre zu fördern. Durch gemeinsame Lehrveranstaltungen, Workshops, Konferenzen und Fortbildungen arbeiten die Netzwerkpartner interdisziplinär an der Umsetzung der urbanen Nachhaltigkeit. Das Buch enthält eine Reihe von Karten, auf denen die unterschiedlichen geografischen Regionen der Beiträge dargestellt werden.     Abstract: This book, drawing on fresh scholarship, investigates electrification in new places and across different time periods. While much of our understanding of electrification as a historical process is based on the seminal work done by Thomas P. Hughes in Networks of Power (1983), the scholars in this volume expand and revise Hughes’ systems approach to suggest that electrification is a heterogeneous and contingent process. Moreover, the contributors suggest that the conquest of the world by electricity remains incomplete despite more than a century elapsing. Above all, though, this book provides context for thinking about what lies ahead as humans continue their conquest of the earth through electricity. As we become increasingly dependent on electricity to power our lights, heat and cool our homes, turn the wheels of industry, and keep our information systems humming, so we are ever more vulnerable when the grid runs into trouble.     Abstract: The Politics of Speech in Later Twentieth-Century Poetry: Local Tongues in Heaney, Brooks, Harrison, and Clifton argues that local speech became a central facet of English-language poetry in the second half of the twentieth century. It is based on a key observation about four major poets from both sides of the Atlantic: Seamus Heaney, Gwendolyn Brooks, Tony Harrison, and Lucille Clifton all respond to societal crises by arranging, reproducing, and reconceiving their particular versions of local speech in poetic form. The book’s overarching claim is that “local tongues” in poetry have the capacity to bridge aesthetic and sociopolitical realms because nonstandard local speech declares its distinction from the status quo and binds people who have been subordinated by hierarchical social conditions, while harnessing those versions of speech into poetic structures can actively counter the very hierarchies that would degrade those languages. The diverse local tongues of these four poets marshaled into the forms of poetry situate them at once in literary tradition, in local contexts, and in prevailing social constructs.

    Abstract: "This project is a feminist study of the idiosyncratic oeuvre of Kathy Acker and how her unique art and politics, located at the explosive intersection of punk, postmodernism and feminism, critiques and exemplifies late twentieth-century capitalism. There is no female or feminist writer like Kathy Acker (and probably no male either). Her body of work-nine novels, novellas, essays, reviews, poetry, and film scripts, published in a period spanning the 1970s to the mid-1990s-is the most developed body of contemporary feminist postmodernist work and of the punk aesthetic in a literary form. Twenty years after her death, Kathy Acker: Punk Writer gives a detailed and comprehensive analysis of how Acker melds the philosophy and poetics of the European avant-garde with the vernacular and ethos of her punk subculture to voice an idiosyncratic feminist radical politics in literary form: a punk feminism. With its aesthetics of shock, transgression, parody, Debordian détournement, caricature, and montage, her oeuvre reimagines the fin-de-siècle United States as a schlock horror film for her punk girl protagonist: Acker's cipher for herself and other rebellious and nonconformist women.     Abstract: In Atmospheric Noise, Marina Peterson traces entanglements of environmental noise, atmosphere, sense, and matter that cohere in and through encounters with airport noise since the 1960s. Exploring spaces shaped by noise around Los Angeles International Airport (LAX), she shows how noise is a way of attuning toward the atmospheric: through noise we learn to listen to the sky and imagine the permeability of bodies and matter, sensing and conceiving that which is diffuse, indefinite, vague, and unformed. In her account, the "atmospheric" encompasses the physicality of the ephemeral, dynamic assemblages of matter as well as a logic of indeterminacy. It is audible as well as visible, heard as much as breathed. Peterson develops a theory of "indefinite urbanism" to refer to marginalized spaces of the city where concrete meets sky, windows resonate with the whine of departing planes, and endangered butterflies live under flight paths. Offering a conceptualization of sound as immanent and non-objectified, she demonstrates ways in which noise is central to how we know, feel, and think atmospherically

    Abstract: Alesia Montgomery's Greening the Black Urban Regime: The Culture and Commerce of Sustainability in Detroit tells the story of the struggle to shape green redevelopment in Detroit. Cultural workers, envisioning a green city crafted by direct democracy, had begun to draw idealistic young newcomers to Detroit's street art and gardens. Then a billionaire developer and private foundations hired international consultants to redesign downtown and to devise a city plan. Using the justice-speak of cultural workers, these consultants did innovative outreach, but they did not enable democratic deliberation. The Detroit Future City plan won awards, and the new green venues in the gentrified downtown have gotten good press. However, low-income black Detroiters have little ability to shape "greening" as uneven development unfolds and poverty persists.

    Abstract: "In her 2009 book Vibrant Matter, Jane Bennett explored the vital materiality of non-human objects and the deep interrelation of human and non-human forces. Yet she was left with a question: if we recognize human agency as bound up with the agentic forces of the material world, what does that mean for our conception of the self? Bennett's new work, INFLUX AND EFFLUX, draws on the work of Walt Whitman to address this question. Bennett uses Whitman's ideas of composition and decomposition, physical shapes and dispositions, and material and affective influences to posit a processual form of self that can form the basis for a more ecologically oriented and just world. This "democratic personality" is formed through constant influx and efflux (a reference to "Song of Myself") or influence, the way in which the sea, or anything external, comes in, changes things, and leaves again. The first chapter considers Whitman's ideology of "phiz"-a manner or position that affects one's disposition-which for Whitman was linked to the project of egalitarian democracy. Next, Bennett looks at sympathy as a more-than-human atmospheric force-considering the sympathetic currents involved in the transmission of pain, affection, love, and the erotic. Whitman called for his readers to engage in nonchalance and pluralism, instead of applying moral judgement-a stance that Bennett acknowledges might seem to contradict Whitman's ideal of a democratic vista. Yet Whitman assigned his poetry the task of expanding sympathy from the narrow confines of sentiment to a physical force itself. For example, Bennett shows that "I Sing the Body Electric" deliberately evokes a vital flow of sympathy that generates in the reader a sense of the linked value of every body-soul. Rather than directly engaging with the racialized violence of slavery in a way that might make people defensive, Whitman generated a cloud of possibility for abolitionist thought. Bennett concludes by considering Henry David Thoreau's engagements with natural influences-which he calls "the circulation of vitality beyond our bodies"-including sympathizing with trees and exploring psychedelic intoxication. For Bennett, these interactions represent a way of engaging with the more-than-human that recognizes the significant flows of influence that nature has on our lives.     Abstract: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

Her body of work—nine novels, novellas, essays, reviews, poetry, and film scripts, published in a period spanning the 1970s to the mid 1990s—is the most developed body of contemporary feminist postmodernist work and of the punk aesthetic in a literary form. Some 20 years after her death, Kathy Acker: Punk Writer gives a detailed and comprehensive analysis of how Acker melds the philosophy and poetics of the European avant-garde with the vernacular and ethos of her punk subculture to voice an idiosyncratic feminist radical politics in literary form: a punk feminism. With its aesthetics of shock, transgression, parody, Debordian détournement, caricature, and montage, her oeuvre reimagines the fin-de-siècle United States as a schlock horror film for her punk girl protagonist: Acker’s cipher for herself and other rebellious and nonconformist women.     Abstract: Cities and regions play a fundamental role in the transition from a linear to a circular economy, as they are responsible for key policies in local public services such as transport, solid waste, water and energy that affect citizens’ well-being, economic growth and environmental quality. This synthesis report builds on the findings from 51 cities and regions contributing to the OECD Survey on the Circular Economy in Cities and Regions and on lessons learnt from the OECD Policy Dialogues on the circular economy carried out in Groningen (Netherlands), Umeå (Sweden), Valladolid (Spain) and on-going in Glasgow (United Kingdom), Granada (Spain), and Ireland. The report provides a compendium of circular economy good practices, obstacles and opportunities, analysed through the lens of its 3Ps analytical framework (people, policies and places). It concludes with policy recommendations, a Checklist for Action and a Scoreboard to self-assess the existence and level of implementation of enabling governance conditions to foster the transition towards the circular economy in cities and regions.

    Abstract: "Across more than two centuries Afro-America has created a huge and dazzling variety of literary self-expression. Designs of Blackness provides less a narrative literary history than, precisely, a series of mappings - each literary-critical and comparative while at the same time offering cul-tural and historical context. This carefully re-edited version of the 1998 publication opens with an estimation of earliest African American voice in the names of Phillis Wheatley and her contemporaries. It then takes up the huge span of autobiography from Frederick Douglass through to Maya Angelou. "Harlem on My Mind," which follows, sets out the liter-ary contours of America's premier black city. Womanism, Alice Walker's presiding term, is given full due in an analysis of fiction from Harriet E. Wilson to Toni Morrison. Richard Wright is approached not as some regu-lation "realist" but as a more inward, at times near-surreal, author. Decadology has its risks but the 1940s has rarely been approached as a unique era of war and peace and especially in African American texts. Beat Generation work usually adheres to Ginsberg and Kerouac, but black Beat writing invites its own chapter in the names of Amiri Baraka, Ted Joans and Bob Kaufman. The 1960s has long become a mythic change-decade, and in few greater respects than as a black theatre both of the stage and politics. In Leon Forrest African America had a figure of the postmodern turn; his work is explored in its own right and for how it takes its place in the context of other reflexive black fiction. "African American Fictions of Passing" unpacks the whole deceptive trope of "race" in writing from Williams Wells Brown through to Charles Johnson. The two newly added chapters pursue African American literary achievement into the Obama-Trump century, fiction from Octavia Butler to Darryl Pinkney, poetry from Rita Dove to Kevin Young"--

    Abstract: There is a palpable tension between the planning and implementation of climate targets, for instance as regards renewable energy resources - among which wind power plays a significant role. This tension comes to the fore when assessing the effectiveness of spatial planning approaches to the deployment of wind energy. Planning approaches to wind power are evaluated in three European urbanised regions: South Holland (Netherlands), Lower Austria (Austria) and East Flanders (Belgium). Each region has adopted wind energy targets and introduced zoned areas in its regional planning agenda. The theory of ‘new institutionalism’ and the comparative case study method are the two pillars of this investigation. Zoning may be considered as a form of institutional design, for the introduction of zoned areas not only determines the territorial spread of wind turbines, but also configures socio-organisational entities and actors involved in implementation (developers, local residents, consultants, and public authorities). The comparative approach demonstrates that planning choices in the three case studies often yield to the concerns of higher governance levels, clearly prioritising energy policy goals above local, contextual values. In consequence, ‘zones for wind energy’ do not always gain public acceptance at the local level. Indeed, the foundation for locally supported wind energy zones is laid down in the planning process itself. This process has the potential to institutionalise a trade-off between collective purposes at a higher governance level and locally changing contexts and values. On the other hand, planning agents need to be more aware of path dependencies in spatial decisions concerning renewable energy. One of the wider implications of the planning approaches studied is that they restrict, rather than promote development. Thus, when zoned areas had to be redrawn, local opposition or ‘unwillingness’ seriously restricted the amount of leeway for reaching a consensus about alternative locations. The reason was that the formal planning exercise (zoning wind energy) implied more than an impartial territorial designation: it also communicated social consensus on land-use decisions of ´where wind turbines would come´ and ´where they would not´

    Abstract: Dejan Petkov explores the tramway renaissance in Western Europe from a socio-technical standpoint and focuses on the development in Germany, France, and England. A multiple case analysis reveals the drivers, impact forces, actors and interest constellations behind the tramway renaissance in these countries and demonstrates the large variations in local systems and their style. A key finding is that there can be quite different paths to the success of tramway systems, but this success usually comes at a cost and can have a comprehensive character only if the systems are considered an integral part of the overarching strategies and concepts for urban and regional development.     Abstract: Why technology is not an end in itself, and how cities can be “smart enough,” using technology to promote democracy and equity. Smart cities, where technology is used to solve every problem, are hailed as futuristic urban utopias. We are promised that apps, algorithms, and artificial intelligence will relieve congestion, restore democracy, prevent crime, and improve public services. In The Smart Enough City, Ben Green warns against seeing the city only through the lens of technology; taking an exclusively technical view of urban life will lead to cities that appear smart but under the surface are rife with injustice and inequality. He proposes instead that cities strive to be “smart enough”: to embrace technology as a powerful tool when used in conjunction with other forms of social change—but not to value technology as an end in itself. In a technology-centric smart city, self-driving cars have the run of downtown and force out pedestrians, civic engagement is limited to requesting services through an app, police use algorithms to justify and perpetuate racist practices, and governments and private companies surveil public space to control behavior. Green describes smart city efforts gone wrong but also smart enough alternatives, attainable with the help of technology but not reducible to technology: a livable city, a democratic city, a just city, a responsible city, and an innovative city. By recognizing the complexity of urban life rather than merely seeing the city as something to optimize, these Smart Enough Cities successfully incorporate technology into a holistic vision of justice and equity

    Abstract: The book sheds new lights on the evolution of Russian space activities with a focus on their strategy of international cooperation. This analysis is carried out in relation to the evolution of the domestic and international dynamics that have been impacting the country’s direction in space, with the ultimate goal of providing an assessment on their impact for current and foreseeable Europe-Russia space relations. Russia has traditionally been one of the two main strategic partners for Europe in its space endeavor. Hitherto, long-standing cooperation has been nurtured between the two actors in various areas, from scientific research to space transportation and human spaceflight. In recent years, however, a number of endogenous and exogenous developments has triggered significant changes in Russia’s space posture. These changes are evident in the adjustment of Russia’s space policies and programmatic goals, in the restructuring of the domestic space industry as well as in the attitude towards international space partnerships

    Abstract: Today our societies face great challenges with water, in terms of both quantity and quality, but many of these challenges have already existed in the past. Focusing on Asia, Water Societies and Technologies from the Past and Present seeks to highlight the issues that emerge or re-emerge across different societies and periods, and asks what they can tell us about water sustainability. Incorporating cutting-edge research and pioneering field surveys on past and present water management practices, the interdisciplinary contributors together identify how societies managed water resource challenges and utilised water in ways that allowed them to evolve, persist, or drastically alter their environment. The case studies, from different periods, ancient and modern, and from different regions, including Egypt, Sri Lanka, Cambodia, Southwest United States, the Indus Basin, the Yangtze River, the Mesopotamian floodplain, the early Islamic city of Sultan Kala in Turkmenistan, and ancient Korea, offer crucial empirical data to readers interested in comparing the dynamics of water management practices across time and space, and to those who wish to understand water-related issues through conceptual and quantitative models of water use. The case studies also challenge classical theories on water management and social evolution, examine and establish the deep historical roots and ecological foundations of water sustainability issues, and contribute new grounds for innovations in sustainable urban planning and ecological resilience

    Abstract: Through a rigorous quantitative/qualitative discourse analysis - never before undertaken in relation to online fanfiction and its reception - 'Fanfiction and the Author' demonstrates how fanfic relating to Sherlock, Game of Thrones and Supernatural works to change and consolidate the discourses of masculinity, authority, and authorship created through these TV texts. As a result, this book innovatively explores how fanfic - the unauthorized creative (re)writing of media fans - alters the discursive formations of popular culture. This, the first large-scale study of fanfic to employ an approach attentive to the sites, receptions, and fan rejections of fanfic, demonstrates that fanfic often legitimates itself through traditional notions of authorship. However, in its explicit discussion and deconstruction of the author figure, fan culture is also beginning to contest those traditional discourses of authority upon which it has depended, paving the way for new kinds of writing that challenge the authority of media professionals
