    Abstract: This Open Access Pivot represents the first extensive exploration of social accountability within the Arab world following the 2011 Arab uprisings. Drawing on insights from development studies, comparative politics, and Middle East studies, the authors explore the evolution of accountability as a governance concept, review theories on social accountability’s role in improving public service delivery, and categorize types of social accountability initiatives, highlighting respective strengths and weaknesses. Detailed country chapters provide a solid basis for the comparative approach which reveals major variations in meanings of accountability, mobilization strategies, and official responses, rooted in the specific sociopolitical contexts of each country. Moreover, the book analyzes the influence of political and economic elites as well as the nature of popular mobilisation on accountability dynamics in the region. The authors conclude by discerning differences and commonalities across cases and offer recommendations for policymakers, donors, and practitioners seeking to enhance the effectiveness of social accountability initiatives. They address challenges such as the lack of enforcement mechanisms, the difficulty of scaling up initiatives, and the ambiguous effects of international interventions. This pioneering Pivot fills a significant void in the study of social accountability in the MENA region and provides a compelling framework for future research and policy design, making it an indispensable resource for experts and scholars.     Abstract: The long-standing informality debate in the Middle East and North Africa (MENA) Region has taken on a new urgency as it looks for a pathway to more socially inclusive growth that is less reliant on fossil fuels. This is occurring against a backdrop of subpar labor market outcomes, further growth setbacks, and deteriorating fiscal and current account deficits in the aftermath of the COVID-19 pandemic--and in the wake of high inflation and supply chain disruptions triggered by the Russian Federation-Ukraine war. 'Informality and Inclusive Growth in the Middle East and North Africa' aims to better understand the characteristics and incentive structure that have led to the prevalence of informal employment in three MENA countries--the Arab Republic of Egypt, Morocco, and Tunisia. The report breaks new ground by adopting a comprehensive perspective to focus on the features of, and interrelationships among, different aspects of these countries' institutional landscapes to make sense of the complex incentive structure that workers and firms face when deciding between formal and informal options. Specifically, the report groups these issues in three broad realms: (1) entrepreneur-worker relations, (2) taxes and transfers, and (3) market conditions.     Abstract: This book conceptualizes the EU’s ambition at exercising a “joined up approach” (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach. Alexandre Veuthey is a researcher at the University of Geneva, Switzerland. He has published various works on the EU's external relations, mainly EU-Switzerland relations, Brexit and its impact on EU-Switzerland relations, as well as the external relations of EU agencies.

    Abstract: The author examines how young adults of binational origin in Morocco and Switzerland repeatedly establish a subjective balance between national discourses of belonging, social processes of inclusion and exclusion, and their own adolescent individuation needs. By means of autobiographical narrative interviews with young adults in both countries and by recourse to Erving Goffman's stigma theory, it is shown that a binational origin is not so much an irritation for the young adults themselves, but rather problematized by society and becomes a challenge.

    Abstract: Contrary to other world regions, political regimes in the Middle East and North Africa (MENA) remain largely authoritarian. While the search for explanations is still ongoing, Christian Neugebauer draws attention to a hitherto underresearched factor: economic liberalization. Being part of a global shift from state-led development towards structural adjustment in the economy, these policies also deeply affected the countries of the MENA region. This makes the resilience of authoritarianism in the region all the more puzzling, as a large part of the scientific community expected economic liberalization to undermine authoritarian regimes. Neugebauer strives to solve the puzzle with a comparative case study that covers four countries (Egypt, Tunisia, Jordan, and Morocco) and their political regimes, from independence in the 1950s to the Arab Spring in 2011. He shows that two specific policies of economic liberalization might in fact have been relevant for regime stability: consumer-price liberalization and privatization. About the author Christian Neugebauer was a PhD candidate and lecturer in political economy of the Middle East and North Africa at the Center for Near and Middle Eastern Studies (CNMS), University of Marburg, Germany. He currently works as a regional expert (Middle East, North Africa, and Turkey) for an institution of the private economy. .

    Abstract: Under BEPS Action 14, members of the OECD/G20 Inclusive Framework on BEPS have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The BEPS Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 2 peer monitoring of the implementation of the BEPS Action 14 Minimum Standard by Morocco.

    Abstract: Although low tax morale hits developing countries hardest, little is known about its determinants in those countries. This paper examines the impact of trust in public institutions and the neighborhood on individual tax morale in four African countries: Algeria, Ghana, Morocco, and Nigeria. First, the paper provides theoretical foundations of such a relationship. Further, the paper uses the World Value Survey to estimate the effects of trust in public institutions and the neighborhood on individual tax morale. The identification strategy employs the instrumental variables method and relies on historical data on the slave trade and the literature on the cultural heritage of trust. The paper finds that trust in public institutions and the neighborhood are largely associated with tax morale in the African countries under consideration. The findings are robust to an alternative identification strategy, additional controls, and a falsification test

In particular, it offers ways to make the implementation of this legislation more effective, at a time when these countries’ citizens are very keen on increased access to information.

Its liberation from colonial rule has come to a standstill due to Morocco's continued military occupation of a part of the territory. The protracted conflict has dramatic consequences for the Sahrawi people of Western Sahara. This book details, among other things, a remarkable vote in the European Parliament in 2011 when EU offshore fisheries were rejected by the territory. The battle over the fisheries elegantly illustrates how the EU--for political reasons and financial self-interest--has ignored basic principles of international law. This publication is edited by Erik Hagen and the artist Mario Pfeifer, who has been researching the region since 2011 and provides visual material for the book.     Abstract: Katharina Sophia Burlafinger geht der Frage nach, was europäische Stiftungen erreichen können, um den Einfluss der Europäischen Union auf ihre Nachbarschaft zu erhöhen. Dazu analysiert die Autorin die Lebens- und Gedankenwelt zivilgesellschaftlicher Aktivisten in der Mittelost-Nordafrika-Region. Dieser Perspektivwechsel auf die Graswurzelebene ermöglicht besonders authentische Daten und Einblicke in ein bisher unterbelichtetes Themenfeld. Die Analyse zeigt deutlich Probleme, aber auch Fortschritte in der europäischen Demokratieförderung auf und kommt zu dem Ergebnis, dass konventionelle Instrumente zum Regel- und Normentransfer in der Zukunft stärker durch weiche Instrumente wie die der Stiftungen ergänzt werden sollten.     Abstract: "A rich investigation into Morocco's urban politics Over the past thirty years, Morocco's cities have transformed dramatically. To take just one example, Casablanca's medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco's monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation's urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco's urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco's leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco's experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century."     Abstract: La question sociale a effectué un retour en force au Maroc, dans les années 2000. Les acteurs ont eu tendance à l’exprimer en termes de revendications, que justifiaient les défaillances de l’État, et les chercheurs à la problématiser dans les canons de la sociologie de la mobilisation ou des politiques publiques. Mais la prise en compte de la pluralité des acteurs et de la diversité des dispositifs offre la possibilité d’une autre lecture qui remodèle les formes mêmes du social. Administrer des espaces, des catégories, des temporalités, des imaginaires ou des conflits revient à définir les liens sociaux, à façonner les appartenances, à faire jouer des médiations, à qualifier l’ordre établi. Du port de Casablanca aux maisons de jeunes de quartiers populaires, des transports urbains au système de subvention de la farine et du pain, du courtage de l’emploi domestique à la patrimonialisation d’une région marginalisée, de la gestion des terres collectives à l’aide aux mères célibataires, cet ouvrage démontre l’importance du gouvernement indirect du social, dont l’équivoque facilite compromis et bricolages et renforce la capacité d’adaptation du politique aux transformations de l’époque. S’inscrivant dans la continuité de deux titres précédents de la collection « Recherches internationales », consacrés à la privatisation des États à l’âge néolibéral et à l’État d’injustice au Maghreb, ces recherches inédites ouvrent de nouvelles perspectives à la sociologie historique du politique, bien au-delà du seul cas du Maroc. L’ouvrage a été préparé dans le cadre d’un séminaire de recherche du CRESC (Rabat, Faculté de gouvernance, sciences économiques et sociales, Université Mohamed VI Polytechnique), de 2012 à 2015, par une équipe de jeunes chercheurs – Ahmed Bendella, Yasmine Berriane, Leila Bouasria, Irene Capelli, Redouane Garfaoui, Nadia Hachimi Alaoui, Badiha Nahhass, Valentine Schehl –, sous la direction de Béatrice Hibou, directrice de recherche au CNRS (SciencesPo-CERI) et d’Irene Bono, maître de conférences à l’Université de Turin (Département Cultures, Politique, Société).     Abstract: Food insecurity and malnutrition are major international concerns, especially in rural areas. At the global scale, they have received considerable attention and investment, but the results achieved so far have been mixed. Some countries have made progress at the national level, but still have many citizens who are food insecure, often concentrated in specific geographic areas. Food insecurity and poverty are highly interlinked and have a strong territorial dimension. To provide effective long-term solutions, policy responses must therefore be tailored to the specific challenges of each territory, taking into account a multidimensional response that includes food availability, access, utilisation and stability. This report highlights five case studies and the OECD New Rural Paradigm, presenting an effective framework for addressing food insecurity and malnutrition.

    Abstract: This report contains the 2014 “Phase 2: Implementation of the Standards in Practice” Global Forum review of Morocco. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 130 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

    Abstract: Compares the political development of four Maghreb countries: Morocco, Algeria, Tunisia and Mauritania. The past few years have been a period of unprecedented political upheaval for the Maghreb. A protest which began in a provincial city in one of North Africa’s quieter corners quickly engulfed the entire region. Presidents of decades standing were swept from office on waves of public discontent while their counterparts elsewhere nervously tried to calm the mob. In several places these protests are still being played out; in the law courts of Egypt, on the battlefields of Libya, and in the leaking tubs carrying migrants to Europe. And even where the winds of change have died down, the political and social landscape is altered from before. Herein lies a defining paradox of the Arab Spring; its ubiquity and singularity. Nearly all of the region’s countries have been affected. But despite making similar demands in largely the same ways over much the same period, their respective protest movements have achieved different results. Drawing on Steven Levitsky and Lucan Way’s celebrated model for examining political transitions, this book explains these discrepancies, why Tunisia, Algeria, Morocco and Mauritania have reached different outcomes. It does so by contextualising each country’s experiences, by examining and comparing their political development over the past decade.

    Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU’s contested external governance paradigm.     Abstract: Over the last three decades there has been a rapid expansion of intensive production of fresh fruit and vegetables in the Mediterranean regions of south and west Europe. Much of this depends on migrating workers for seasonal labour, including from Eastern Europe, North Africa and Latin America. This book is the first to address global agro-migration complexes across the region. It is argued that both intensive agricultural production and related working conditions are highly dynamic. Regional patterns have developed from small-scale family farming to become an industrialized part of the global agri-food system, which increasingly depends on seasonal labour. Simultaneously, consumer demand for year-round supply has caused relocations of the industry within Europe; areas of intensive greenhouse production have moved further south and even into North Africa. The authors investigate this Mediterranean agri-food system that transcends borders and is largely constituted by invisible seasonal work. By revealing the story of food commodities loaded with implications of private profit seeking, exploitation, exclusion and multiple insecurities, the book unmasks the hidden costs of fresh food provisioning. Three case study areas are considered in detail: the French region of Provence, a traditional centre of fresh fruit and vegetable cultivation; the Spanish Almeria region where intensive production has, accelerated dramatically since the 1970s; and Morocco where counter-seasonal production has recently been expanding. The book also includes commentaries that refer to complemetary insights on US-Mexico, Philippines-Canada and South Pacific mobilities.

These developments, however, were not a linear process that ended with the party securing a prominent political position. The Emergence of Nationalist Politics in Morocco presents a far more turbulent portrayal, with its detailed account of the Istiqlal's emergence in the 1940s. It provides an in-depth study of the rise of Morocco's leading nationalist party, along with a focus on the weakness of Moroccan political parties, evident already in the early years of the struggle against French colonialism." "Drawing on a wide range of previously unpublished Moroccan, French and American sources, Daniel Zisenwine presents the background to the party's establishment, its initial actions and demands, and an extensive discussion of its social activities aimed at mobilizing the Moroccan public in the anti-colonial struggle. Combining a social and political history of the Istiqlal, he examines the party's relatioship with the Moroccan sultan and analyzes the Moroccan monarchy's position. The book's later chapters focus on the French decision to exile the Moroccan sultan in 1953, in an effort, in an effort to quell the rising nationalist sentiment.
