    Abstract: This book examines sustainable energy development in China, a non-liberal state, as a counterexample to conventional wisdom that effective policy outcomes are premised on the basis of decentralized governance. The use of sustainable energies as part of the solution for stabilising global warming has been promoted in industrialised countries for the past three decades. In the last ten years, China has expanded its renewable energy capacity with unprecedented speed and breadth. This phenomenon seems to contradict the principle of orthodox environmental governance, in which stakeholder participation is deemed a necessary condition for effective policy outcomes. Based upon policy documents, news report and interviews with 32 policy makers, business leaders, and NGO practitioners in selected subnational governments, this book examines the politics of sustainable energy in China. It engages debates over the relationships among democratic prioritisation, environmental protection, and economic empowerment, arguing that China’s quasi-corporatist model in the sustainable energy field challenges Western scholars’ dominant assumptions about ecopolitics.

    Abstract: This is the first book to explore ways of conceptualizing Germany’s ongoing energy transition. Although widely acclaimed in policy and research circles worldwide, the Energiewende is poorly understood in terms of social science scholarship. There is an urgent need to delve beyond descriptive accounts of policy implementation and contestation in order to unpack the deeper issues at play in what has been termed a 'grand societal transformation.' The authors approach this in three ways: First, they select and characterize conceptual approaches suited to interpreting the reordering of institutional arrangements, socio-material configurations, power relations and spatial structures of energy systems in Germany and beyond. Second, they assess the value of these concepts in describing and explaining energy transitions, pinpointing their relative strengths and weaknesses and exploring areas of complementarity and incompatibility. Third, they illustrate how these concepts can be applied - individually and in combination - to enrich empirical research of Germany’s energy transition

    Abstract: Urban water and wastewater systems have an inherent vulnerability to both manmade and natural threats and disasters including droughts, earthquakes and terrorist attacks. It is well established that natural disasters including major storms, such as hurricanes and flooding, can effect water supply security and integrity. Earthquakes and terrorist attacks have many characteristics in common because they are almost impossible to predict and can cause major devastation and confusion. Terrorism is also a major threat to water security and recent attention has turned to the potential that these attacks have for disrupting urban water supplies. There is a need to introduce the related concept of Integrated Water Resources Management which emphasizes linkages between land-use change and hydrological systems, between ecosystems and human health, and between political and scientific aspects of water management. An expanded water security agenda should include a conceptual focus on vulnerability, risk, and resilience; an emphasis on threats, shocks, and tipping points; and a related emphasis on adaptive management given limited predictability. Internationally, concerns about water have often taken a different focus and there is also a growing awareness, including in the US, that water security should include issues related to quantity, climate change, and biodiversity impacts, in addition to terrorism. This presents contributions from a group of internationally recognized experts that attempt to address the four areas listed above and includes suggestions as to how to deal with related problems. It also addresses the new and potentially growing issue of cyber attacks against water and waste water infrastructure including descriptions of actual attacks, making it of interest to scholars and policy-makers concerned with protecting the water supply

    Abstract: This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom.
    Abstract: Higher education and research institutions are confronted with changing and sometimes contradictory claims from state, industry and society, today. They have to face growing volatility and an acceleration and internationalization of the knowledge process. This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom. The study emphasizes an integrated approach considering the research function of universities as well as the non-university research sector. The focus is on the integration of external and internal governance. First, we pose the question how external competition and control mechanisms do influence internal governance of research institutions and universities and vice versa. Second, we discuss the consequences of these impacts on research. The book addresses scholars in the field of science and technology studies and research policy as well as actors responsible for establishing and implementing research policies. Managers of research institutions will find insights and guidelines for the strategic positioning of their institutions in a rapidly changing environment. Researchers in the field of governance may profit from the approaches to governance which are applied to the German research system in comparison to other research systems.

    Abstract: Since 1999 European higher education has been engaged in the most radical reform seen during its 900 years of history. Out of the widely diverse national higher education systems and sub-systems a common European Higher Education Area is being created. This process, driven by the great ideas of establishing federal Europe, is full of tensions and conflicts often ignored in the official discourse. Expanding the project well beyond the borders of the European Union created the difficulty that relatively prosperous and high quality universities in the Western part find themselves side-by-side with much poorer universities of sometimes questionable quality in other parts of the continent. This has led to the rise of many controversial issues, as some of the sponsors of the Process, particularly the European Commission, see international competitiveness of European universities as its most significant goal. The Process is being perceived as following the logic of re-design of European knowledge products for the purposes of the world markets and certain elements of the production process. University communities - academic staff and students - however, sometimes feel that such an approach may not only carry the threat of compromising their vital interests but also call for the revision of the principles of academic autonomy as understood in Europe since the early 19th century. This volume brings together a group of higher education researchers across Europe and looks into the implementation of the Bologna Process in the countries often attributed a peripheral status. Although it is also obvious that if the Process has a center, it stands external to higher education systems and universities it concerns. One can possibly find it either in Brussels or across the Atlantic in the United States, internationally perceived as the main competitor to European higher education. In addition to cultural and political issues the European higher education project faces in various countries, the volume pays particular attention to the role of students as well as the changing position of the intellectuals under its impact. It is also caustic, deeply ironic and passionate and because passionate, unswervingly provocative.'
