    Abstract: This open access book is one of the first academic works to comprehensively analyse the dilemma concerning global content governance on social media. To date, no single human rights standard exists across all social media platforms, allowing private companies to set their own rules, values and parameters. On the one hand, this normative autonomy raises serious concerns, primarily around whether companies should be permitted to establish the rules governing free speech online. On the other hand, if social media platforms simply adopted international law standards, they would be compelled to operate a choice on which model to follow, and put in place mechanisms to uphold these general standards. This book examines this topic from a multidisciplinary perspective, drawing from the expertise of the authors in law, political science and communication studies. It provides a carefully reconstructed theory of the content governance dilemma, as well as pragmatic solutions for companies and policymakers.     Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: Seit dem Mord an George Floyd durch den Polizeieingriff in den Vereinigten Staaten im Mai 2020 und der daraus erwachsenen (Social Media-)Bewegung #blacklivesmatter hat auch die Beschäftigung mit den verschiedenen Formen von Rassismus in Deutschland zugenommen. Konnte der Begriff vor wenigen Jahren in wissenschaftlichen wie öffentlichen Diskursen weitgehend nur schwierig oder selten genutzt werden, hat er sich inzwischen hierzulande auch als Gegenbegriff zur globalen Wirkmächtigkeit rechter Ideologien, die besonders Identitätskategorien zur Legitimation mörderischer Gewalt heranziehen, sowie im Kontext globaler Diversifizierungsmaßnahmen im Diskursmainstream durchgesetzt. Dieser Erfolg des Begriffs lässt auch die filmischen Produktionen zu Themen von Menschenfeindlichkeit, die auf Repräsentationskategorien basieren, in einem neuen Licht erscheinen. Filme zu Themen des Rassismus versuchen, Aufklärungsarbeit im Sinne anti-rassistischer Praxis zu leisten, während beispielsweise propagandistische Videos rechter und dschihadistischer Kreise zur (re-)produktiven Verhandlung von Rassismus beitragen. Andererseits lassen sich Filme, die scheinbar nichts mit Rassismus zu tun haben, bei einem genaueren analytischen Blick sehr wohl als Verstärkungs-, Reproduktions- oder Verschleierungsakteure von Rassismen verstehen. So sind Filme immer schon im Sinne von (Un-)Sichtbarkeitsmaschinen dazu geeignet, soziale Verhältnisse zu veräußerlichen und so ungedachte Zusammenhänge zu denken. In dieser argumentativen Bi-Perspektivität – Sichtbarwerden der Rassismusdiskurse und Filme als Sichtbarkeitsmedien sozialer Verhältnisse – geht der vorliegende Sammelband Diskursformen des Rassismus, seiner Filmkulturen und Möglichkeiten des (anti-rassistischen) Widerstands besonders/aber nicht nur im deutschsprachigen Kontext nach. Daran schließen sich folgende Fragen an: Wie sieht der Zusammenhang von (fiktionalen) Filmen und Formen des Rassismus in Film-kulturen aus?     Abstract: Inwieweit das Programmangebot der Volkshochschulen die Medienkompetenz und digitale Teilhabe der Teilnehmenden fördert, untersucht Jan Hellriegel in seiner Dissertation. Die Arbeit basiert auf einer Fallstudie mit vier Volkshochschulen in Rheinland-Pfalz. Kernstück ist eine Programmanalyse unter dem Aspekt der Medienkompetenzförderung. Zudem wurden anhand von Interviews mit VHS-Leitungen und hauptamtlich pädagogischen Mitarbeitenden Faktoren ermittelt, die die Programmplanung beeinflussen. In den Ergebnissen wird deutlich, dass dem Auftrag, die Medienkompetenz der Teilnehmenden zu fördern in den VHS-Programmen nicht angemessen Rechnung getragen werden kann. Bezüge finden sich vorrangig im Kontext beruflicher Mediennutzung, während eine kritische Auseinandersetzung mit Medien und digitaler Transformation nur selten Platz im Programm findet. Hier Schwerpunkte zu setzen, ist ein bislang nicht erfüllter, aber notwendiger Bildungsauftrag der VHS zur digitalen Teilhabe für alle in einer demokratisch verfassten Gesellschaft. Gründe für diese Defizite sieht Hellriegel unter anderem in der Abhängigkeit der Volkshochschulen von Teilnahmegebühren.     Abstract: During the Russian Revolution and Civil War, amateur theater groups sprang up in cities across the country. Workers, peasants, students, soldiers, and sailors provided entertainment ranging from improvisations to gymnastics and from propaganda sketches to the plays of Chekhov. In Revolutionary Acts, Lynn Mally reconstructs the history of the amateur stage in Soviet Russia from 1917 to the height of the Stalinist purges. Her book illustrates in fascinating detail how Soviet culture was transformed during the new regime's first two decades in power. Of all the arts, theater had a special appeal for mass audiences in Russia, and with the coming of the revolution it took on an important role in the dissemination of the new socialist culture. Mally's analysis of amateur theater as a space where performers, their audiences, and the political authorities came into contact enables her to explore whether this culture emerged spontaneously "from below" or was imposed by the revolutionary elite. She shows that by the late 1920s, Soviet leaders had come to distrust the initiatives of the lower classes, and the amateur theaters fell increasingly under the guidance of artistic professionals. Within a few years, state agencies intervened to homogenize repertoire and performance style, and with the institutionalization of Socialist Realist principles, only those works in a unified Soviet canon were presented

    Abstract: In the course of the so-called ‘economic and financial crisis’ from 2008 onwards, there has been a fierce debate about the role and purpose of the European Union. It was led in politics and the media just as in academia. The economic usefulness of the Euro has been discussed, and the political implications of a fostered European unification. Most often, the state of Europeanization has been presented as being without alternatives: no Europe without Greece; no Euro without Greece; no way back to the nation state in its old form. As a result, the debate on Europe was largely narrowed down to the very questions of the immediate crisis, namely economics and fi nance. Only a few voices held that the crisis in fact was one of politics, not of economics. And only late did politicians mention again that Europe is more than the EU. Alternative views of Europe, however, were scarce and often presented full of consequences. It thus came without much surprise that the lacking imaginative power of politicians as well as intellectuals was criticized. The idea for this volume sprang from that situation. The editors invited scholars from various disciplines to present them with ways of imagining Europe that go beyond the rather limited view of EU institutions. How was, how is Europe imagined? Which memories are evoked, which visions explicated? Which counter-narratives to prominent discourses are there?

    Abstract: Current economic growth strategies around the world are rapidly depleting natural resources and eco-systems. Just Transitions provides an overview of these challenges from a Global South perspective. How do developing countries eradicate poverty via economic development, while encountering the consequences of global warming and dwindling supplies of clean water, productive soils, cheap oil, minerals and other resources? How do they address widening inequalities, as well as the need to rebuild ecosystem services and natural resources? This book considers a just transition, which reconciles the sustainable use of natural resources with a pervasive commitment to sufficiency (where over-consumers are satisfied with less so that under-consumers can secure enough). It synthesises a range of different literatures to illuminate new ways of thinking from a sustainability perspective.     Abstract: Following the formation of the German National Socialist Party in the 1920s, various forms of sound (popular music, voice, noise and silence) and media technology (radio and loudspeaker systems) were configured as useful to the party's political programme. Focusing on the urban "soundscape" of Düsseldorf, the author makes a persuasive case for investigating such sound events and technological devices in their specific contexts of production and reception. Nazi Soundscapes identifies strategies for controlling space and reworking identity patterns, but also the ongoing difficulties in manipulating mediated sounds and the spaces of listening reception, whether in the home, workplace, the cinema, public rituals or with wartime siren systems. The study revises visualist notions of social control, and reveals the disciplinary functions of listening (as eavesdropping) as well as the sonic dimensions to exclusion and violence during Nazism. An essential title for everyone interested in the links between German political culture, audiovisual media and urban history, Nazi Soundscapes provides a fascinating analysis of the cultural significance of sound between the 1920s and early 1940s. The Browne report advocates, in effect, the privatisation of higher education in England. With the proposed removal of the current cap on student fees and the removal of state funding from most undergraduate degree programmes, universities are set for a period of major reorganisation not seen since the higher education reforms in the 1960s.     Abstract: Exemplarisch stehen ein Akteur, sein soziales Umfeld und seine Fatwas im Zentrum der Untersuchung. Es handelt sich um den 1926 in Ägypten geborenen Azhar-Gelehrten und sogenannten „Medien-Shaykh“ Yusuf al-Qaradawi, der seit 1961 im Golfstaat Katar lebt, dem Sitz des Satellitenfernsehsender Al-Jazeera. Durch die Untersuchung des Form- und Funktionswandels seiner Fatwas in diversen Medien wird gezeigt, dass islamisches Recht popularisiert und öffentlich in verschiedene Legitimationsdiskurse integriert wird.

    Abstract: Die Darstellung der Institution »ältere Privatdozentur« im ersten Teil wird im zweiten Band durch biographische Skizzen von 32 Privatdozenten des Sommersemesters 1812 ergänzt. Sie verdeutlichen, dass die Privatdozentur nur für wenige eine Pflanzschule künftiger Professoren war, als die sie der Göttinger Orientalist Michaelis 1773 bezeichnete - nur sechs Privatdozenten erreichten eine Professur. Der Regelfall war ein nicht habilitierter Privatlehrer ohne Berufungsaussicht, der mit seinem Zweitberuf den gehaltlosen Privatdozenten in sich ernährte. Das Karrierespektrum in der gewählten Stichprobe ist weit gefächert: es reicht von dem bedeutenden Arabistikprofessor G. W. Freytag an der Universität Bonn bis zum örtlichen Notar J. G. Quentin, der am Rande des akademischen Proletariats stand, bis hin zu dem jung dahingegangenen Autor Ernst Schulze, der für Cäcilie Tychsen einfühlsame Poesie schrieb und posthum zu einem Lieblingsdichter seiner Zeit wurde. Die Stichprobe schließt den Friseurgesellen Ch. Focke ein, der sich zum Mathematikdozenten aufschwang, sowie den Musicus J. N. Forkel, einen Mitbegründer der Musikwissenschaft.     Abstract: Considering the abundant promises and euphoric expectations (as well as apocalyptic visions of technology) that still dominate discourses on media and technology my analysis focuses on their cultural and social condition, the specific moment of their emergence, their continuous persistence, their socio-symbolic function, and their implications for social contexts of thought and perception and for hegemonic relations. The techno-deterministic notion of a ‚paradigm change', the proclamation of a ‚radically new' definition of the subject and the idea of a technically conditioned abolition of traditional dichotomies is in fact contrasted by a striking adherence to conventional and dichotome models of thought and of representation, and to the idea of an autonomous and technologically perfectionable subject. My analysis will on the one hand focus on the function of exaggerated visions of technological development (predicating a dissolution of space, time, matter and identity) and the function of ideas of ‚alternative', ‚virtual' ‚spaces' for establishing specific notions of ‚society' - indicating a specific relation of phantasm and symptom as I will show. On the other hand I will develop the definition of a political subject - not conceived as a sovereign actor, nor as an arbitrary variety, but rather as constituted on the basis of a structural impossibility inherent in language and which alone can be, due to this very impossibility or antagonism a subject of the political. In the course of this argument the notion of sexual difference will be critically revised. Furthermore I will develop a definition of agency adequate to provide the grounds and the argumentative tools for the contestability of cultural and social constructs.     Abstract: Ausgangspunkt meiner Analyse sind die mit der Idee eines Cyberspace nach wie vor verknüpften utopisch wie auch dystopisch überfrachteten Projektionen hinsichtlich ihrer kulturellen und ideologischen Beschaffenheit, des Zeitpunktes ihres Auftretens, ihrer anhaltenden Persistenz, ihrer sozio-symbolischen Funktion sowie ihrer Implikationen für gesellschaftliche Denk- und Wahrnehmungszusammenhänge. Technikdeterministische Vorstellungen eines ‚Paradigmenwechsels', die Proklamierung einer technologisch bedingten ‚Neudefinition' des Subjekts, die Idee einer Auflösung klassischer Dichotomien und einer Grenzüberschreitung von Raum, Zeit, Materie und Identität stehen in deutlichem Widerspruch zur tatsächlich beobachtbaren Reproduktion nicht nur konventioneller und dichotomer Denkmodelle und Repräsentationsformen, sondern der Idee eines autonomen und technologisch perfektionierbaren Subjekts, die angesichts ihrer zentralen Rolle in aktuellen Mediendiskursen und der Vehemenz, mit der sie zu diesem spezifiaschen historischen Zeitpunkt vertreten wird, einer Erklärung bedarf.     Abstract: Understanding US/UK government and politics is a further volume in the Understanding Politics series. It is written specifically for A2 students and covers the comparative dimension of advanced level study. It closely follows the syllabuses of the main examination boards, being especially helpful for those requiring a direct comparison between the two political systems. Clear and accessible in style, it offers invaluable insights into the similarities and differences between British and American politics. These are summarised in useful boxes at the end of each chapter, where there are also details of relevant websites and likely examination questions. The book begins by examining the setting against which government and politics operates in Britain and the United States, noting aspects of the history and social structure of each country before exploring the concept of political culture. The underlying ideas and values of British and American people are compared, and the book goes on to analyse the constitution and the protection of rights, before considering the executive, legislative and judicial branches of government in detail. In addition, the nature of American federalism and moves towards federal devolution in the United Kingdom are assessed. Political parties, the media and elections, pressure groups and voting are all extensively covered, with some concluding thoughts on the current condition of democracy in Britain and the United States. This is the first book to attempt the task of looking at government in the UK and the US in comparative terms. It offers students the chance to boost their knowledge and understanding of the two political systems and provides the basis for a strong comparative response to any likely A2 question

Insgesamt sind jetzt ca. 45000 Stichwörter und Wendungen aus dem modernen Wortschatz sowie aus wichtigen Sachgebieten wie Politik, Wirtschaft, Wissenschaft und Technik verzeichnet. Rein alphabetische Stichwortgliederung und internationale Lautschrift für die arabischen Stichwörter. In unserer Bibliothek werden beide Bände gut genutzt. Als Ergänzung zum deutsch-arabischen Teil empfiehlt sich auch die Anschaffung dieses Bandes. Ältere Auflage kann auslaufen. Ansonsten für größere Bibliotheken empfohlen. (3) (LK/BO: Chaikowski)
