Yet recently local governments have moved away from manufacturing and toward urban expansion and construction as a development strategy. As a result, at least 88 million rural people to date have lost rights to village land. In Beneath the China Boom, Julia Chuang follows the trajectories of rural workers, who were once supported by a village welfare state and are now landless.

    Abstract: Inequality has drastically increased in many countries around the globe over the past three decades. The widening gap between the very rich and everyone else is often portrayed as an unexpected outcome or as the tradeoff we must accept to achieve economic growth. In this book, three International Monetary Fund economists show that this increase in inequality has in fact been a political choice-and explain what policies we should choose instead to achieve a more inclusive economy.Jonathan D. Ostry, Prakash Loungani, and Andrew Berg demonstrate that the extent of inequality depends on the policies governments choose-such as whether to let capital move unhindered across national boundaries, how much austerity to impose, and how much to deregulate markets. While these policies do often confer growth benefits, they have also been responsible for much of the increase in inequality. The book also shows that inequality leads to weaker economic performance and proposes alternative policies capable of delivering more inclusive growth. In addition to improving access to health care and quality education, they call for redistribution from the rich to the poor and present evidence showing that redistribution does not hurt growth. Greater flows of immigration have the potential to substantially increase world income and reduce extreme poverty. Existing evidence indicates that immigration slightly enhances the wealth of natives born in destination countries while doing little to harm the job prospects or reduce the wages of most of the native-born population. Similarly, although a matter of debate, most credible scholarly estimates of the net fiscal impact of current migration find only small positive or negative impacts. Importantly, current generations of immigrants do not appear to be assimilating more slowly than prior waves. Although the range of debate on the consequences of immigration is much narrower in scholarly circles than in the general public, that does not mean that all social scientists agree on what a desirable immigration policy embodies. The second half of this book contains three chapters, each by a social scientist who is knowledgeable of the scholarship summarized in the first half of the book, which argue for very different policy immigration policies. One proposes to significantly cut current levels of immigration. Another suggests an auction market for immigration permits. The third proposes open borders.     Abstract: "While the number of domestic leisure travelers has increased dramatically in reform-era China, the persistent gap between urban and rural living standards attests to ongoing social, economic, and political inequalities. The state has widely touted tourism for its potential to bring wealth and modernity to rural ethnic minority communities, but the policies underlying the development of tourism obscure some complicated realities. In tourism, after all, one person's leisure is another person's labor.A Landscape of Travel investigates the contested meanings and unintended consequences of tourism for those people whose lives and livelihoods are most at stake in China's rural ethnic tourism industry: the residents of village destinations. Drawing on ethnographic research conducted in Pingan (a Zhuang village in Guangxi) and Upper Jidao (a Miao village in Guizhou), Jenny Chio analyzes the myriad challenges and possibilities confronted by villagers who are called upon to do the work of tourism. She addresses the shifting significance of migration and rural mobility, the visual politics of tourist photography, and the effects of touristic desires for "exotic difference" on village social relations. In this way, Chio illuminates the contemporary regimes of labor and leisure and the changing imagination of what it means to be rural, ethnic, and modern in China today.Jenny Chio is assistant professor of anthropology and associated faculty in film and media studies at Emory University.
