    Abstract: ""Azraq refugee camp, built in 2014 and host to forty thousand refugees, is one of two official humanitarian refugee camps for Syrian refugees in Jordan. Time and Power in Azraq Refugee Camp investigates the relationship between time and power in Azraq, asking how a politics of time shapes, limits, or enables everyday life for the displaced and for aid workers. Based on ethnographic fieldwork, carried out during 2017-2018, the book challenges the perceptions of Azraq as the 'ideal' refugee camp. Melissa Gatter argues that the camp operates as a 'nine-to-five emergency' where mundane bureaucratic procedures serve to sustain a power system in which refugees are socialized to endure a cynical wait-both for everyday services and for their return-without expectations for a better outcome. Time and Power in Azraq Refugee Camp also explores how refugees navigate this system, both in the day-to-day and over years, by evaluating various layers of waiting as they affect refugee perceptions of time in the camp-not only in the present, but the past, near future, and far future. Far from an 'ideal' camp, Azraq and its politics of time constitute a cruel reality in which a power system meant to aid refugees is one that suppresses, foreclosing futures that it is supposed to preserve.""--

    Abstract: "In this bold and provocative new book, Damani J. Partridge examines the possibilities and limits for a universalized Black politics. German youth of Turkish, Arab, and African descent use claims of Blackness to hold states and other institutions accountable for racism today. Partridge tracks how these young people take on the expressions of Black Power, acting out the scene from the 1968 Olympics, proclaiming "I am Malcolm X," expressing mutual struggle with Muhammad Ali and Spike Lee, and standing with raised and clenched fists next to Angela Davis. Partridge also documents public school teachers, federal program leaders, and politicians demanding that young immigrants account for the global persistence of anti-Semitism as part of the German state's commitment to antigenocidal education. He uses these stories to interrogate the relationships among European Enlightenment, Holocaust memory, and Black futures, showing how noncitizens work to reshape their everyday lives. In doing so, he demonstrates how Blackness is a concept that energizes, inspires, and makes possible participation beyond national belonging for immigrants, refugees, Black people, and other People of Color"

    Abstract: "How do individuals protect and provide for themselves in a world where so many people live, work, study, and retire outside their countries of citizenship and where many states are reneging on their contract to provide basic social welfare to their citizens? The conventional wisdom is that access to social protections is limited by proximity-membership in the nation-state of residence via citizenship, geographic proximity to the distribution of services within a given territory, and embeddedness in specific local family or social networks all place natural limits on the availability of social protection. We believe this conventional wisdom is sorely out of date. How and where people earn their livelihoods, the communities with which they identify, and where the rights and responsibilities of citizenship get fulfilled has changed dramatically. Societies are increasingly diverse-racially, ethnically, and religiously, but also in terms of membership and rights. There are increasing numbers of long-term residents without membership who live for extended periods in a host country without full rights or representation. There are also more and more long-term members without residence who live outside the countries where they are citizens but continue to participate in the economic and political life of their homelands. There are professional-class migrants who carry two passports and know how to make claims and raise their voices in multiple settings, but there are many more poor, low-skilled, and undocumented migrants who are marginalized in both their home and host countries. Our book analyzes how these changes are transforming social welfare as we know it. We argue that a new set of social welfare arrangements has emerged that we call Hybrid Transnational Social Protection (HTSP). We find that HTSP sometimes complements and sometimes substitutes for traditional modes of social welfare provision. Migrants and their families unevenly and unequally piece together resource environments across borders from multiple sources, including the state, market, nongovernmental organizations (NGOs) and their social networks. Local, subnational (i.e., states and provinces), national, and supranational actors (i.e., regional and international governance bodies) are all potential providers of some level of care. Changing understandings of how and where rights are granted that go beyond national citizenship will aid migrants and non-migrants in their efforts to protect themselves across borders. In fact, we suggest four logics upon which rights are based: the logic of citizenship, the logic of personhood/humanity, the logic of the market, and the logic of community. The conflicts between these different logics are at the core of the contemporary controversies and conflicts over what we can and what we should do to protect dispersed individuals and families from risk, danger, and precarity"--

To anticipate and inform future responses to demographic change, Justin Gest looks to the past. In Majority Minority, Gest wields historical analysis and interview-based fieldwork inside six of the world's few societies that have already experienced a majority minority transition to understand what factors produce different social outcomes. Gest concludes that, rather than yield to people's prejudices, states hold great power to shape public responses and perceptions of demographic change through political institutions and the rhetoric of leaders. Racial Realism includes historical topics, such as Reconstruction, race in the 20th century, and recent events like #BlackLivesMatter, the COVID-19 pandemic, and the killing of George Floyd. As the author lays out, at various times in American history, black people felt a sense of hopefulness and optimism that America would finally extend treasured American values to them only to find themselves marginalized. History shows that black people have had their expectations raised so many times only to find themselves deeply disappointed.

Conversely, much academic and public debate about the origins of the virus focuses on the supposedly "backwards" cultural practice of consuming wild animals and the perceived problem of authoritarianism suppressing information about the outbreak until it was too late. The Origins of COVID-19, by Li Zhang, shifts debate away from narrow cultural, political, or biomedical frameworks, emphasizing that we must understand the origins of emerging diseases with pandemic potential (such as SARS and COVID-19) in the more complex and structural entanglements of state-making, science and technology, and global capitalism. She argues that both narratives, that of China's victory and the racist depictions of its culpability, do not address-and even aggravate-these larger forces that degrade the environment and increase the human-wildlife interface through which novel pathogens spill over into humans and may rapidly expand into global pandemics."

    Abstract: "Skill--specifically the distinction between the "skilled" and "unskilled"--is generally defined as a measure of ability and training, but Does Skill Make Us Human? shows instead that skill distinctions are used to limit freedom, narrow political rights, and even deny access to imagination and desire. Natasha Iskander takes readers into Qatar's booming construction industry in the lead-up to the 2022 World Cup, and through her unprecedented look at the experiences of migrant workers, she reveals that skill functions as a marker of social difference powerful enough to structure all aspects of social and economic life. Through unique access to construction sites in Doha, in-depth research, and interviews, Iskander explores how migrants are recruited, trained, and used. Despite their acquisition of advanced technical skills, workers are commonly described as unskilled and disparaged as "unproductive," "poor quality," or simply "bodies." She demonstrates that skill categories adjudicate personhood, creating hierarchies that shape working conditions, labor recruitment, migration policy, the design of urban spaces, and the reach of global industries. Iskander also discusses how skill distinctions define industry responses to global warming, with employers recruiting migrants from climate-damaged places at lower wages and exposing these workers to Qatar's extreme heat.     Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

    Abstract: "What makes deliberation meaningfully democratic? Beyond Empathy and Inclusion: The Challenge of Listening in Democratic Deliberation answers that it's the fair consideration or "uptake" of others' perspectives. Efforts to democratize deliberation should focus as much on expanding uptake as on broadening inclusion. The book goes on to evaluate various practices of citizenship for their ability to promote fair consideration, especially in contexts of deep difference and disagreement. Specifically, it examines the role empathy should play in promoting uptake. Deflating overblown appeals to empathy, the book shows that empathy's reliance on imagination and commonality make it ill-suited for sustaining communication across difference. Moving beyond empathy and inclusion, the book argues that fair consideration is predicated on attentive listening. It develops a "theory of listening acts" - modeled after Austin's speech act theory - to show how we act in listening. In listening to our fellow citizens, we recognize their moral equality of voice. The act of listening itself, wherein citizens acknowledge each other as having a rightful say in the decision at hand, confers democratic force on deliberation. This democratic force of listening comes from the particular affective-cognitive disposition citizens adopt when engaging with others. The book investigates how to motivate citizens to listen seriously, attentively, and humbly even to those with whom they disagree. It concludes by explaining that while a listening-centered approach to deliberation cannot resolve all of the challenges of deliberating across difference, its democratic power comes from the fact that it takes these challenges seriously"--

    Abstract: State responsibility in international law is considered one of the cornerstones of the field. For a long time it remained the exclusive responsibility system due to the primacy of States as subjects of international law. Its unique position has nonetheless been challenged by several developments both within and outside the international legal order, such as the rise of alternative responsibility ideas and practices, as well as globalization and its consequences. This book adopts a critical and holistic approach to the law of State responsibility and analyzes the functionality of the general rules of State responsibility in a changed international landscape characterized by the fragmentation of responsibility. It is argued that State responsibility is not equally relevant across the broad spectrum of international obligations, and that alternative constructions of responsibility, namely international criminal law and international liability, have increased in standing.

    Abstract: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise. In Ideology Over Economics, economist John Loxley examines the expansion of P3s following the 2008 global financial crisis, when corporations responded to the crisis by lobbying governments for financial assistance and austerity governments responded by expanding financial resources for P3s. For many governments, the rationale for using P3s lies in the state manufactured fiscal crisis. The usual economic arguments underlie government largesse--lower cost, reduced risk and high-quality construction for public projects. In these arguments little has changed. From his close examination of case studies of P3s in the UK, Canada and developing countries, John Loxley concludes that P3s do not achieve any of these promised goals and argues that the expansion of P3s owes more to ideology than to a rational evaluation of their economic and community building benefits."--
