For the first time this study provides a detailed distributional analysis of welfare and wellbeing levels of informal workers in Zambia.

    Abstract: 경제 성장으로 돌아가는 길은 평탄하지 않다. 도시는 번영과 불평등이 가장 극명하게 갈리는 곳이다. OECD 인구 절반 가량이 거주하는 인구 50만 명 이상의 도시200여 개는 지난 15년간 일자리 창출과 경제 성장의60% 이상을 담당했다. 이와 동시에 도시의 소득과 기타 웰빙 차원의 불평등도 높아졌다. 대부분 빈민 지역에 집중되어 있는 많은 저소득 도시 거주자는 소득과 기타 웰빙 차원의 기회를 얻기가 쉽지 않다. 이 지역 아이는 낮은 전망을 가지고 삶을 시작하는데, 자녀의 성공 가능성이 점점 더 부모의 사회경제적 지위와 연결되고 있기 때문이다. 본 보고서는 국가 및 지역 정책 입안자에게 도시의 포용적 성장을 제고할 수 있는 정책 시행에 필요한 새로운 데이터와 도구를 제공한다. 보고서는 도시민의 경제 성장, 불평등과 웰빙에 대한 고유하면서도 국제적 비교가 가능한 데이터를 제공한다. 또한 도시의 성과를 경제적 번영 측면뿐만 아니라 고용 전망, 교육, 건강, 주택 구매력, 기회 측면에서 분석한다. 이러한 데이터를 통해 OECD 도시들이 국가 경향에서 일탈하는지 혹은 수렴하는지 추적할 수 있다. 캐나다, 프랑스, 미국은 도시 내 불평등이 증가하면서 고소득 가계와 다른 소득 집단 간의 주거지 분화가 심화되었다. 덴마크와 네덜란드는 저소득 가계의 주거 분리가 심화되었다. 이 분석 결과는 지역 데이터의 범위와 품질을 개선하는 데 많은 노력을 기울였음을 보여준다. 또한 향후 OECD 비회원 도시에도 확장해서 적용할 수 있는 지표를 선보임으로써 다양한 차원의 불평등을 추적하는 데 필요한 관련 정보를 제공할 수 있을 것이다.

Este informe revela que los efectos de la inmigración en la República Dominicana son variados, pero que su incidencia económica es limitada. Aunque los inmigrantes parecen reemplazar a los trabajadores autóctonos en el mercado laboral, al verse incrementada la competencia, no se ha detectado repercusión alguna en los ingresos laborales de la población autóctona. Se calcula que la proporción del valor agregado producida por los inmigrantes es cercana a su proporción en la población. Asimismo, los inmigrantes hacen aportaciones positivas al presupuesto del Estado, ya que pagan más impuestos indirectos, pero se benefician del gasto público en menor medida que la población autóctona. Las políticas que tienen como objetivo facilitar la integración de los inmigrantes y una mejor inserción de la inmigración en diferentes políticas sectoriales, son factores que podrían impulsar la contribución económica de los inmigrantes en la República Dominicana. Cómo los inmigrantes contribuyen a la economía de la República Dominicana es resultado de un proyecto realizado por el Centro de Desarrollo de la OCDE y la Organización Internacional del Trabajo, con el apoyo de la Unión Europea. El proyecto se propuso analizar varios efectos económicos –en el mercado laboral, el crecimiento económico y las finanzas públicas – de la inmigración en diez países socios: Argentina, Costa Rica, Côte d’Ivoire, Ghana, Kirguistán, Nepal, la República Dominicana, Ruanda, Sudáfrica y Tailandia.     Abstract: 2030 지속가능발전의제(2030 Agenda for Sustainable Development)와 아디스아바바행동의제(Addis Ababa Action Agenda)를 채택함에 따라 OECD 국가를 포함한 모든 UN 회원국은 “모든 수준에서 모든 행위자가 지속가능한 발전을 위한 정책 일관성과 유리한 환경을 추구”하기로 약속했다. 지속가능발전목표(SDG)에는 “지속가능한 발전을 위한 정책 일관성(PCSD)을 강화”하는 이행 수단에 대한 세부 목표(17:14)가 포함되어 있다. 정책 일관성을 강화하는 것은 효과적인 거버넌스뿐 아니라 국제 개발 달성의 지속적인 도전과제이다. 주로 OECD의 개발원조위원회(Development Assistance Committee, DAC) 회원국 정부는 상충하는 정책 목표와 이해관계를 조정하고 관리하는 제도적 메커니즘과 절차를 마련함으로써 이러한 문제를 해결하려고 했다. “PCD 구성요소”로 알려진 이러한 메커니즘에는 i) 약속 이행에 기여하는 정치적 의지와 정책 선언문, ii) 정책 간의 충돌이나 불일치를 해결할 수 있는 정책 조정, 그리고 iii) 의사결정에 정보를 제공하기 위해 정책 영향을 모니터링, 분석, 보고하는 시스템이 포함된다. 이러한 메커니즘의 목적은 국내외 정책이 개발도상국의 개발 목표를 지원하거나 적어도 약화시키지 않도록 보장하는 것이다. 그러나 20년 넘게PCD를 추진해온 결과, PCD를 위한 제도적 메커니즘이 시작점에 불과하다는 사실이 점점 분명해지고 있다. 제도적 메커니즘은 SDG 맥락에서도 관련이 있지만, 새로운 의제의 비전과 요구에 효과적으로 대응하려면 바뀌어야 한다. 이러한 메커니즘은 i) 외교, 개발 부처, 그리고 원조 기관을 넘어서 범정부적인 참여를 이끌어내고, ii) 부문별 정책 간(정책 갈등, 상충관계, 시너지효과) 그리고 국내외 정책 간의 다양한 상호작용을 관리할 수 있는 권한과 역량을 갖추며, iii) 사전, 시행 중, 사후에 정책 영향을 체계적으로 고려하고, iv) 주요 이해관계자, 특히 CSO와 민간부문을 참여시키며, v) 모니터링 및 보고 시스템을 강화하기 위해 국가 역량을 동원해야 할 것이다.

    Abstract: Immigrants' contribution to Rwanda's economy is relatively small, but growing. Unlike in many other developing countries, immigrants in Rwanda are on average better educated and work in more productive sectors than the native-born population. Although immigration is associated with a small reduction in the employment rate of the native-born population, immigrants' contribution to the Rwandan gross domestic product is higher than their share in employment. In addition, immigrants contribute more in taxes than they receive in government benefits, leading to a positive effect on the fiscal balance. A mix of migration policies, aimed at meeting labour market needs and fostering immigrants’ integration, and non-migration policies, intending to leverage the impact of immigration on the economy, would help enhance the contribution of immigrants to Rwanda’s economy. How Immigrants Contribute to Rwanda’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary, and in some cases primary, data sources.

In contrast to popular perception, immigration is not associated with a reduction of the employment rate of the native-born population in South Africa, and some groups of immigrants are likely to increase employment opportunities for the native-born. In part due to the high employment rate of the immigrant population itself, immigrants also raise the income per capita in South Africa. Overall, immigration is not associated with a deteriorating labour force situation for the native-born population. In contrast, the current contribution of immigrants to public finance appears to be negative. The high concentration among retirement-age individuals is a major reason for this outcome as the estimate disregards their prior contributions to public revenues. Kyrgyzstan's economy would benefit from changes in certain migration and non-migration sectoral policies. How Immigrants Contribute to Kyrgyzstan’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.
