    Abstract: This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time.     Abstract: This book provides a holistic picture of Chinese global security discourses, with a focus on macrosecuritizations. The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. The overall argument in the book is that the way contemporary China uses macrosecuritization discourses provides for ontological security as its position in relation to other major powers is undergoing transformation, by allowing it to maintain a consistent narrative of its international self that abides by its own set of moral values and sense of worth. He argues that triangles present a convincing answer to the question of whether we had entered a new era of bipolarity like the Cold War or an age of multipolarity. Triangulation emerged as a dynamic in East Asia in the aftermath of the Cold War and was accelerated in the course of the Xi and Trump administrations. Even as Sino-US competition and confrontation deepened, triangles had a substantial presence. East Asian triangles share an unusual mixture of three distinct elements: deep-seated security distrust, extraordinary economic interdependence, and a combustible composition of historical resentments and civilizational confidence. The combination of the three makes the case for triangularity more compelling, Rozman argues. The legacy of communism, the pursuit of reunification on the Korean Peninsula, and moves to expand beyond the US-Japan alliance have all driven the way triangles have evolved. Only as bipolarity intensified in the 2020s was triangularity losing ground. The degree of turnabout is analyzed for all of the cases considered. Rozman evaluates each key triangle of states in turn and assesses how the relationship impacts the region more widely. This book explores the African condition in the twenty-first century. It analyses how geographical, racial, ethnic, linguistic, religious and power differences shape continental and intercontinental relations in Africa through the creation of identities and values which militate against intra-continental or regional relations. The author assesses inclusionary and exclusionary, rational and irrational relationships, interactions and non-interactions which occur between geographical, linguistic, racial and religious entities in Africa. He suggests that, in these moments, one entity will negatively relate, interact or refuse to interact with another entity for the gains of the former and to the detriment of the latter or even to the detriment of both entities.     Abstract: "This book examines the key dimensions of 21st century war, and shows that orthodox thinking about war, particularly what it is and how it is fought, needs to be updated. Accelerating societal, economic, political and technological change affects how we prepare, equip and organise for war, as well as how we conduct war – both in its low-tech and high-tech forms, and whether it is with high intensity or low intensity. The volume examines changes in warfare by investigating the key features of the conduct of war during the first decades of the 21st century. Conceptually centred around the terms ‘kinetic’, ‘connected’ and ‘synthetic’, the analysis delves into a wide range of topics. After broad global deliberation and political negotiations, the 2030 Agenda and its SDGs were adopted in the United Nations (UN) General Assembly in 2015, and by now many countries have political structures in place for working towards their realisation. This book explores three concepts to call attention to the political qualities of processes related to the SDGs: legitimacy, responsibility, and accountability. Legitimacy is required to obtain broad political ownership for policy goals in order for them to become effective in addressing cross-border sustainability challenges. Responsibility needs to be clearly distributed among political institutions if a long-term set of broad goals such as the SDGs are to be realised.     Abstract: This chapter shows that while the UN development system (UNDS) has benefited from a strong increase in resources over recent years, it suffers from the reliance on a small number of contributing countries and a disproportionate earmarking of funds. While softer forms of such tied funding can be credited with fostering coherence, efficiency, and innovation in the UN’s country-level work, tightly earmarked project funding has substantial, and not yet fully recognized negative implications for the development effectiveness and multilateral functions of the UNDS. Efforts to contain the rise of earmarked funding (which is driven both by political interests of member states and the desire to financially grow UN organizations) and broaden the base of contributors, have so far been ineffective. The UN Funding Compact presents the first systemic answer that brings together member states and UN development organizations. It remains to be seen whether it can slow down harmful funding practices and equip the UNDS with the resources required so that it can act as a catalyst for implementing the 2030 Agenda

    Abstract: Analyzing the role and impact of Diaspora Organizations (DOs) in International Relations (IR), this interdisciplinary volume provides empirical accounts of their work across Europe, the Americas, Africa and the Middle East. Over the last three decades, DOs have increased in number, spread to new regions, and addressed an ever-widening array of global problems, yet they have not received sufficient attention in IR in spite of the inter- and transnational nature of their involvements. Contributions explore important topics such as: The role of DOs in cooperation and conflict and in change and stability; DOs as transnational organizations and their degree of autonomy and power within the networks in which they operate; and The changing roles of DOs vis-à-vis states, regimes, and international organizations, when dealing with issues as diverse as peace, conflict, migration, integration, development, humanitarian action, human rights, religion, and economic growth. Demonstrating how IR can benefit from a stronger focus on DOs, this book will also help other disciplines gain insights into DOs and will prove useful to those in the fields of international relations, sociology, geography and anthropology

The armed conflict between Armenia and Azerbaijan over the territory of the Nagorno-Karabakh has been on the peace and security agenda since the dissolution of the Soviet Union. This volume draws parallels with a similar situation between Sweden and Finland over sovereignty of the Aland Islands in the early 20th century.     Abstract: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

Benefit-sharing in Environmental Governance draws on original case studies from South Africa, Namibia, Greece, Argentina, and Malaysia to shed light on what benefit-sharing looks like from the local viewpoint. These local-level case studies move away from the idea of benefit-sharing as defined by a single international organization or treaty. Rather, they reflect different situations where benefit-sharing has been considered, including agriculture, access to land and plants, wildlife management, and extractives industries. Common themes in the experiences of local communities form the basis for an exploration of spaces for local voices at the international level in the Convention on Biological Diversity (CBD), often argued to be the most open arena to non-state actors, and therefore vital to how local voices may be included at the global level. The book analyzes the decisions of the CBD parties to produce an in-depth reflection on how this arena builds and delimits spaces for the expression of local community themes, and paths for local community participation including community protocols.     Abstract: For many years now debates over America hegemony and its supposed decline have circulated academic circles. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete. In this book, Jonathan Pass aims to counter such oversights, drawing directly on the ideas of Antonio Gramsci (amongst others) to elaborate a more sophisticated, overtly materialist, theory of world hegemony, rooted in a critical realist philosophy of science. Through the lens of this Neo neo-Gramscian (NNG) approach the book examines the complex interplay of internal and external social forces responsible for the evolving 'nature' of US hegemony, from its establishment in the 1940s, passing through its different stages of crisis and restructuring up to the present. China's spectacular rise undoubtedly constitutes a 'world event', but is it potentially a 'world hegemon'? Russia could greatly enhance the cartel’s market power and has several allies among the OPEC member states. During the 2010s, it seemed that the potential of the OPEC–Russia relationship was finally being realized as they grew closer. However, in this chapter we argue that the strengthened dialogue has little impact on physical oil output and the level of mutual commitment remains low. What they do share is an interest in the semblance of cooperation to push oil prices upward through impacting market psychology. This strategy is in line with the postmodern turn in Russian foreign policy, as proclaimed by Vladislav Surkov and others. It also has some important foreign policy side benefits for Russia, such as weakening its international isolation after the conflict in Ukraine and making it possible to simultaneously befriend various Middle Eastern countries that are at odds with each other. The OPEC–Russia dalliance is also convenient for a third party – the USA. Although the USA is still a net oil importer and its consumers dislike high oil prices, they benefit American oil companies and their employees and investors, especially in the shale oil sector. Arrangements between OPEC and Russia are thus not only a happy pro forma marriage, but also a successful ménage à trois

    Abstract: Structures and processes occurring within and between states are no longer the only – or even the most important - determinants of those political, economic and social developments and dynamics that shape the modern world. Many issues, including the environment, health, crime, drugs, migration and terrorism, can no longer be contained within national boundaries. As a result, it is not always possible to identify the loci for authority and legitimacy, and the role of governments has been called into question. Civil Society anf International Governance critically analyses the increasing impact of nongovernmental organisations and civil society on global and regional governance. Written from the standpoint of advocates of civil society and addressing the role of civil society in relation to the UN, the IMF, the G8 and the WTO, this volume assess the role of various non-state actors from three perspectives: theoretical aspects, civil society interaction with the European Union and civil society and regional governance outside Europe, specifically Africa, East Asia and the Middle East.     Abstract: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science.
