Clements Center for Southwest Studies, Southern Methodist University.In Land of Necessity, historians and anthropologists unravel the interplay of the national and transnational and of scarcity and abundance in the region split by the 1,969-mile boundary line dividing Mexico and the United States. This richly illustrated volume, with more than 100 images including maps, photographs, and advertisements, explores the convergence of broad demographic, economic, political, cultural, and transnational developments resulting in various forms of consumer culture in the borderlands. Though its importance is uncontestable, the role of necessity in consumer culture has rarely been explored. Indeed, it has been argued that where necessity reigns, consumer culture is anemic. This volume demonstrates otherwise. In doing so, it sheds new light on the history of the U.S.-Mexico borderlands, while also opening up similar terrain for scholarly inquiry into consumer culture.The volume opens with two chapters that detail the historical trajectories of consumer culture and the borderlands. In the subsequent chapters, contributors take up subjects including smuggling, tourist districts and resorts, purchasing power, and living standards. Others address home décor, housing, urban development, and commercial real estate, while still others consider the circulation of cinematic images, contraband, used cars, and clothing. Several contributors discuss the movement of people across borders, within cities, and in retail spaces. In the two afterwords, scholars reflect on the U.S.-Mexico borderlands as a particular site of trade in labor, land, leisure, and commodities, while also musing about consumer culture as a place of complex political and economic negotiations. This book considers the social and economic damage wrought by neo-liberalism, in Britain and beyond. Paul Taylor analyses the effects of the increasing inequalities of income and wealth in recent years, concluding that a wide range of problems for the middle sections of society can be traced to the appearance of a class of the 'über-rich', the example they set and the demands they make. He takes the view that what has happened is the opposite of the much vaunted 'trickle-down effect'; there is actually a 'trickle-up effect' not only in the distribution of wealth but also in the ownership of property and access to education, medicine and the law. He goes on to look at the government's failure to deal effectively with these problems, putting them in the context of the need to deal with the threat of terrorism and the effects of globalization. The book is highly relevant to the current crisis in the global financial system, especially with regard to its effects in the UK and USA, but it places that crisis in the context of wider developments

Despite their very different histories, societies, political and legal systems, Russia and the UK stand out as favouring a punitive approach to young law breakers, imprisoning many more children than any other European countries. The book is based on the author's primary research in Russia in which she visited a dozen closed institutions from St Petersburg to Krasnoyarsk and on similar research in England and Northern Ireland. The result is a unique study of how attitudes to youth crime and criminal justice, the political environment and the relationship between state and society have interacted to influence the treatment of young offenders. McAuley's account of the twists and turns in policy towards youth illuminate the extraordinary history of Russia in the twentieth century and the making of social policy in Russia today. It is also the first study to compare the UK (excluding Scotland because of its separate juvenile justice system) with Russia, a comparison which highlights the factors responsible for the making of 'punitive' policy in the two societies. The effects of the mayoral reform are, in fact, considerably different from one city to another, and from one type of policy to another. What does this variety of results derive from? The book concludes that, overall, solidarity is rising rather than declining. The impact of globalization and individualization is much more ambiguous than is often contended. Though its importance is uncontestable, the role of necessity in consumer culture has rarely been explored. Indeed, it has been argued that where necessity reigns, consumer culture is anemic. This volume demonstrates otherwise. In doing so, it sheds new light on the history of the U.S.-Mexico borderlands, while also opening up similar terrain for scholarly inquiry into consumer culture.The volume opens with two chapters that detail the historical trajectories of consumer culture and the borderlands. In the subsequent chapters, contributors take up subjects including smuggling, tourist districts and resorts, purchasing power, and living standards. Others address home décor, housing, urban development, and commercial real estate, while still others consider the circulation of cinematic images, contraband, used cars, and clothing.     Abstract: Stifling Political Competition examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The analysis synthesizes political science, economics and American history to demonstrate how the two-party system is the artificial creation of a network of laws, restrictions and subsidies that favor the Democrats and Republicans and cripple potential challenges. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book does consider the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. The concluding chapter considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious third-party candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: Hispanic Families at Risk: The New Economy, Work, and the Welfare State by Ronald Angel, The University of Texas at Austin, Austin, TX, USA and Jacqueline Angel, The University of Texas at Austin, Austin, TX, USA In the United States, work is the key to economic success, as well as the major source of health care coverage and retirement security. While Europeans look to the State for these benefits, Americans for the most part do not. This system of employment-based benefits means that those disadvantaged in the labor market are also disadvantaged in terms of health care coverage and retirement security. The authors of this work examine the overrepresentation of Mexican Americans in low wage or service sector jobs, which rarely come with health insurance or retirement coverage. At all ages, Mexican Americans have lower rates of health insurance and retirement coverage than do other minority groups, such as African Americans or other Hispanic groups. Although employment in jobs that do not provide benefits is one major source of this disparity, other factors, including immigration history, citizenship status, and language proficiency, contribute to the blocked opportunities for upward mobility that the Hispanic population faces. In their analysis, the authors work to deemphasize cultural or individual failure explanations of the persistent economic and benefit disparities between Hispanics and other groups, and focus on the role of institutionalized structural factors. In each chapter, the authors identify and critique the factors that affect the economic security and health care access of individuals throughout the life course, suggesting policies for reform. This work will be of interest to anyone working in the fields of cultural studies, public health and the sociology of work. With the focus on real world causes for the problems as well as potential solutions.

    Abstract: This book fills a major gap in the risk literature, as it brings together two research strands: risks, to which IIASA's research programs have contributed significantly over the years, culminating in the Risk and Vulnerability Program, and international negotiations, on which there is an abundance of published work, much of it resulting from the work of IIASA's Processes of International Negotiations Program. Throughout the book, it is pointed out that there are actor-driven risks, namely those posed by international negotiations themselves, and issue-driven risks which are caused by large-scale human activities. In fact, negotiated risks deal with some of the most serious risks facing humanity: climate change, nuclear activities, and weapons of mass destruction. The book contains both scientific analyses on the nature of internationally negotiated risks and analyses of concrete risks, both of which are of immense practical relevance in the larger context of international negotiations.

    Abstract: The transformation of Eastern Europe has challenged the characteristics of patron-client relations both in their context and meaning. The former patrimonial frameworks and patterns have worn out while global power and increasing disparities overwhelm traditional systems of patronage. Plamen K. Georgiev discusses the controversial issues of endemic corruption, state capture, institutional fraud, and networks of organized crime in South East Europe and in a wider global context. He traces back types of patronage and patron-client relations through the ages up to modernity. The author critically comments on shifts of loyalties, friendship, nepotism as well as on deficits of constitutional and public procurement in the context of quasi-democracies on the Balkans. His analysis is based on empirical findings and sociological observations made during the past seven years. Finally, the author presents valuable methodological suggestions for innovative interdisciplinary research in this field.

    Abstract: Human trafficking is one of the most extreme forms of exploitation in the 21st century. It, therefore, is one of the most urgent political challenges of our global age. Christal Morehouse evaluates the anti-human trafficking policy in the United States of America and the Federal Republic of Germany. The author uncovers policy gaps and hidden policy agendas which weaken the German and American governments’ ability to combat human trafficking.     Abstract: Former World Bank education specialist Bjorn Nordtveit argues in this groundbreaking study that a development project or policy should not be understood and analyzed as a linear system. Instead, he believes we should view it as a complex and dialectical organism. Basing his theories on post-development and complexity theories as well as New Institutional Economics, Nordtveit lays out a novel method of analyzing development both on the ground and in the think-tank. Informed by detailed quotations from interviews with local people involved in a World Bank literacy project in Senegal, the author demonstrates how a project is entangled in the global economy, and how it constructs development through a discourse of gender equity, growth of the civil society, and promotion of the use of private provision of social services. Nordtveits new analytical methodology claims it is necessary for all development initiatives to first investigate whether the donors vision of development coincides with national and local notions of development. Only then can the holistic and complex interrelations between the project and all other development desires and services in the community be studied. Finally, the projects cost effectiveness must be considered. The author also examines the strengths and weaknesses of public-private partnerships, which are being used ever more frequently by donor agencies to implement social services. Constructing Development is a tour de force. Going back and forth between the global and the local, it examines a World Bank women's literacy project in Senegal through a critical and integrated discussion of education and development, globalization, gender, civil society, and privatization. Nordtveit offers an insightful and innovative critique of development theory and practice, drawing on new authors and fields, such as Complexity Theory.

    Abstract: Substate nationalism, especially in the past fifteen years, has noticeably affected the political and territorial stability of many countries, both democratic and democratizing. Norms exist to limit the behavior of collective agents in relation to individuals, the set of universally accepted human rights provides a basic framework. There is a lacuna in international law, however, in the regulation of the behavior of groups toward other groups, with the exception of relations among states. The book offers a normative approach to moderate minority nationalism that treats minorities and majorities in multinational states justly and argues for the differentiation of group rights based on how group agents are constituted. It argues that group agency requires a shared set of beliefs concerning membership and the social ontology it offers ensures that group rights can be aligned with individual rights. It formulates a set of principles that, if adopted, would aid conflict resolution in multinational states. The book pays special attention to national self-determination in transitional societies. The book is intended for everyone in political philosophy and political science interested in global justice and international law and legal practitioners interested in normative issues and group rights

    Abstract: Not Invited to the Party demonstrates how the dominant political parties--the Democrats and Republicans--have co-opted the system to their advantage. James Bennett examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book also considers the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. Featuring incisive commentary on the 2008 election, and a foreword by third-party iconoclast, Ralph Nader, the book considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious independent candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: This is the first in-depth study of the Malay martial art, silat, and the first ethnographic account of the Haqqani Islamic Sufi Order. Drawing on 12 years of research and practice in Malaysia, Singapore, and England, social anthropologist and martial arts expert D.S. Farrer considers Malay silat through the transnational Sufi silat group called Seni Silat Haqq, an off-shoot of the Haqqani-Naqshbandi Sufi Order. This account combines theories from the anthropology of art, embodiment, enchantment, and performance to show how war magic and warrior religion amalgamate in traditional Malay martial arts, where practitioners distance themselves from “becoming animal” or going into trance, preferring a practice of spontaneous bodily movement by summoning the power of Allah. Silat and Sufism are revealed through the social dramas of 40-day boot-camps where Malay and European practitioners endeavor to become shadows of the Prophet, only to have their faith tested through a ritual ordeal of boiling oil. The unseen realm and magical embodiment is further approached through an account of Malay deathscapes where moving through the patterns of silat summons the spirits of ancestral heroes. Those interested in Malaysia, Sufism, transnational Islam, and the study of religion, conversion, magic, sorcery, theatre and martial arts will find this book indispensable.
