It is active in regions and on issues that were once only peripheral to its interests, and it is effectively using tools previously unavailable. It is no longer appropriate to talk of integrating China into the international system; by and large, it is already there. Its international behavior is clearly altering the dynamics of the current international system, but it is not transforming its structure. China's global activism is continually changing and has so many dimensions that it immediately raises questions about its current and future intentions and the implications for global stability and prosperity. This study examines how China views its security environment, how it defines its international objectives, how it is pursuing these objectives, and the consequences for U.S. economic and security interests.--Publisher description

    Kurzfassung: As Russia's economy has grown, so have the country's global involvement and influence, which often take forms that the United States neither expects nor likes, as the August 2008 conflict in Georgia demonstrated. Despite the two countries' many disagreements and the rising tension between them, the United States and Russia share some key interests and goals. In this monograph, the authors assess Russia's strategic interests and the factors that influence Russian foreign policy broadly. They examine Russia's domestic policies, economic development, and views of the world, as well as how these translate into security policies at home and abroad. They then consider the implications of Russia's evolving approaches for U.S. interests. The authors find that Russia's rising confidence will continue to create challenges for U.S. policymakers. The U.S. goal must therefore be to improve relations with Russia and build on shared views and shared interests, rather than to pursue coercive mechanisms that can easily backfire. Among other steps, the authors recommend that Washington vigorously pursue new arms control agreements with Moscow allay Russian fears about proposed U.S. missile defenses in Europe reevaluate its promotion of energy pipeline routes that circumvent Russia resume consistent, high-level consultations, including military-to-military contacts. If Russo-U.S. relations do not improve, the United States must find ways to keep poor relations with Russia from turning into adversarial ones. The Department of Defense and U.S. Air Force have important roles to play in either scenario

    Kurzfassung: There are two main contributions in this book: Firstly, to make the founding and evolution of the Western thought accessible to the reflective man of our day, since the spirit of the Presocratics – although it is considered to constitute a true intellectual revolution – remains unknown to the broader community and secondly to shed greater light – probably for the first time – on the scientific dimension of the Presocratics’ work, and show its timeless value. This book is a balanced interdisciplinary philosophic-scientific presentation of the evolution of Western thought through the presocratic tradition, where the synthesis of rationality and intuition – rather than their opposition – is the key to answering all questions of science, as we now understand the them. It is a book that investigates the roots of Western science and philosophy, where probably for the first time a coherent interrelation is shown between Presocratics’ thought and classical, as well as modern physical sciences.

    Kurzfassung: What does an individual need to be considered an experienced fighter pilot? The current formal definition is based on how many flying hours a person has, but in practice, the question is more complex and sometimes subjective because an individual requires different kinds of experience for combat positions and staff positions. The authors surveyed training experts to discover practical bases for judgments about the experience needed for different jobs. For flying positions, they found that time in advanced simulators is now also considered to be an important component of experience. Upgrade levels (say, from wingman to flight lead) and types of sorties flown are factors for both flying and staff positions. The results suggest that it is time for the Air Force to consider revising the view that a pilot is experienced or not is based only on the number of hours flown. The Air Force needs to measure and credit different types of experience-including time spent in advanced simulator systems-when revising its definitions of pilot experience

By assessing the developing relations between Central Asia and its Asian neighbors, it is evident that each country stands to benefit from stability and economic growth in Central Asia, but opinion toward U.S. presence and policy in the region could be a point of conflict. The purpose of this monograph is to provide an assessment of the nature of Asian states' interest and influence in Central Asia in order to determine the development of these relationships and how they will shape strategic dynamics of Asia in the coming years

    Kurzfassung: This selection of papers that were presented (or nearly so!) to the Boston Colloquium for the Philosophy of Science during the seventies fairly re­ presents some of the most disturbing issues of scientific knowledge in these years. To the distant observer, it may seem that the defense of rational standards, objective reference, methodical self-correction, even the distin­ guishing of the foolish from the sensible and the truth-seeking from the ideological, has nearly collapsed. In fact, the defense may be seen to have shifted; the knowledge business came under scrutiny decades ago and, indeed, from the time of Francis Bacon and even far earlier, the practicality of the discovery of knowledge was either hailed or lamented. So the defense may be founded on the premise that science may yet be liberating. In that case, the analysis of philosophical issues expands to embrace issues of social interest and social function, of instrumentality and arbitrary perspective, of biological constraints (upon knowledge as well as upon the species-wide behavior of human beings in other relationships too), of distortions due to explanatory metaphors and imposed categories, and of radical comparisons among the perspectives of different civilizations. Some of our contributors are frankly programmatic, showing how problems must be formulated afresh, how evasions must be identified and omissions rectified, but they do not reach their own completion.

    Kurzfassung: To the scientists and philosophers of our time, Hegel has been either a ne­ glected or a provocative thinker, a source of irrelevant dark metaphysics or of complex but insightful analysis. His influence upon the work of natural scientists has seemed minimal, in the main; and his stimulus to the nascent sciences of society and to psychology has seemed to be as often an obstacle as an encouragement. Nevertheless his philosophical analysis of knowledge and the knowing process, of concepts and their evolutionary formation, of rationality in its forms and histories, of the stages of empirical awareness and human practice, all set within his endless inquiries into cultural formations from the entire sweep of human experience, must, we believe, be confronted by anyone who wants to understand the scientific consciousness. Indeed, we may wish to situate the changing theories of nature, and of humankind in nature, within a philosophical account of men and women as social practi­ tioners and as sensing, thinking, feeling centers of privacy; and then we will see the work of Hegel as a major effort to mediate between the purest of epistemological investigations and the most practical of the political and the religious. This book, long delayed to our deep regret, derives from a Symposium on Hegel and the Sciences which was sponsored jointly by the Hegel Society of America and the Boston University Center for Philosophy and History of Science a decade ago.

    Kurzfassung: The last decades have seen major reformations in the philosophy and history of science. What has been called 'post-positivist' philosophy of science has introduced radically new concerns with historical, social, and valuative components of scientific thought in the natural sciences, and has raised up the demons of relativism, subjectivism and sociologism to haunt the once­ calm precincts of objectivity and realism. Though these disturbances intruded upon what had seemed to be the logically well-ordered domain of the philoso­ phy of the natural sciences, they were no news to the social sciences. There, the messy business of human action, volition, decision, the considerations of practical purposes and social values, the role of ideology and the problem of rationality, had long conspired to defeat logical-reconstructionist programs. The attempt to tarne the social sciences to the harness of a strict hypothetico­ deductive model of explanation failed. Within the social sciences, phenome­ nological, Marxist, hermeneuticist, action-theoretical approaches vied in attempting to capture the distinctiveness of human phenomena. In fact, the philosophy of the natural sciences, even in its 'hard' forms, has itself become infected with the increasing reflection upon the role of such social-scientific categories, in the attempt to understand the nature of the scientific enterprise.

    Kurzfassung: Fundamental problems of the uses of formal techniques and of natural and instrumental practices have been raised again and again these past two decades, in many quarters and from varying viewpoints. We have brought a number of quite basic studies of these issues together in this volume, not linked con­ ceptually nor by any rigorously defined problematic, but rather simply some of the most interesting and even provocative of recent research accomplish­ ments. Most of these papers are derived from the Boston Colloquium for the Philosophy of Science during 1973-80, the two exceptions being those of Karel Berka (on scales of measurement) and A. A. Zinov'ev (on a non-tradi­ tional theory of quantifiers). Just how intriguing these results (or conjectures?) seem to us may be seen from some brief quotations: (1) Judson Webb: " . . . . the abstract machine concept has many of the appropriate kinds of properties for modelling living, reproducing, rule­ following, self-reflecting, accident-prone, and lucky creatures . . . the a priori logical results relevant to the abstract machine concept, above all Godel's, could not conceivably have turned out any better for the mechanist. " (2) M. L. Dalla Chiara: " . . . modal interpretation (of quantum logic) shows clearly that it possesses a logical meaning which is quite independent of quantum mechanics. " (3) Isaac Levi: (as against Peirce and Popper) " . . . infallibilism is con­ sistent with corrigibilism, and a view which respects avoidance of error is an important desideratum for science.

    Kurzfassung: This volume is dedicated to Mario Bunge in honor of his sixtieth birthday. Mario Bunge is a philosopher of great repute, whose enormous output includes dozens of books in several languages, which will culminate with his Treatise on Basic Philosophy projected in seven volumes, four of which have already appeared [Reidel, I 974ff. ]. He is known for his works on research methods, the foundations of physics, biology, the social sciences, the diverse applications of mathematical methods and of systems analysis, and more. Bunge stands for exact philosophy, classical liberal social philosophy, rationalism and enlightenment. He is brave, even relentless, in his attacks on subjectivism, mentalism, and spiritualism, as well as on positivism, mechanism, and dialectics. He believes in logic and clarity, in science and open-mindedness - not as the philosopher's equivalent to the poli­ tician's rhetoric of motherhood and apple pie, but as a matter of everyday practice, as qualities to cultivate daily in our pursuit of the life worth living. Bunge's philosophy often has the quality of Columbus's egg, and he is prone to come to swift and decisive conclusions on the basis of argu­ ments which seem to him valid; he will not be perturbed by the fact that most of the advanced thinkers in the field hold different views.

    Kurzfassung: The title is his own. Herbert Feigl, the provocateur and the soul (if we may put it so) of modesty, wrote to me some years ago, "I'm more of a catalyst than producer of new and original ideas all my life . . . ", but then he com­ pleted the self-appraisal: " . . . with just a few exceptions perhaps". We need not argue for the creative nature of catalysis, but will simply remark that there are 'new and original ideas' in the twenty-four papers selected for this volume, in the extraordinary aperrus of the 25-year-old Feigl in his Vienna dissertation of 1927 on Zufall und Gesetz, in the creative critique and articulation in his classical monograph of 1958 on The 'Mental' and the 'Physical'; and the reader will want to turn to some of the seventy other titles in our Feigl bibliography appended. Professor Feigl has been a model philosophical worker: above all else, honest, self-aware, open-minded and open-hearted; keenly, devotedly, and even arduously the student of the sciences, he has been a logician and an empiricist. Early on, he brought the Vienna Circle to America, and much later he helped to bring it back to Central Europe. The story of the logical empiricist movement, and of Herbert Feigl's part in it, has often been told, importantly by Feigl himself in four papers we have included here.

    Kurzfassung: An intermittent but mentally quite disabling illness prevented Henry Mehlberg from becoming recognized more widely as the formidable scholar he was, when at his best. During World War II, he had lived in hiding under the false identity of an egg farmer, when the Nazis occupied his native Poland. After relatively short academic appointments at the University of Toronto and at Princeton University, he taught at the University of Chicago until reaching the age of normal retirement. But partly at the initiative of his Chicago colleague Charles Morris, who had preceded him to a 'post-retirement' profes­ sorship at the University of Florida in Gainesville, and with the support of Eugene Wigner, he then received an appointment at that University, where he remained until his death in 1979. In Chicago, he organized a discussion group of scholars from that area as a kind of small scale model of the Vienna Circle, which met at his apart­ ment, where he lived with his first wife Janina, a mathematician. It was during this Chicago period that the functional disturbances from his illness were pronounced and not infrequent. The very unfortunate result was that colleagues who had no prior knowledge of the caliber of his writings in Polish and French or of his very considerable intellectual powers, had little incentive to read his published work, which he had begun to write in English.
