    Abstract: Latvia in Transition provides the material necessary to understand present-day Latvia. The author examines the main events, processes and problems of the transitional period of this country from a dependent and Moscow-dominated Soviet Republic to an independent and also interdependent state. The book presents the most relevant and essential aspects of Latvia's history, politics, economics and society. The historical analysis highlights the formative events which are still recalled in Latvian political discourse. The period of awakening is discussed in detail to reflect its world-wide resonance and impact on similar processes in other Soviet Republics.     Abstract: The birthplace of the nation-state and modern nationalism at the end of the eighteenth century, Europe was supposed to be their graveyard at the end of the twentieth. Yet, far from moving beyond the nation-state, fin-de-siècle Europe has been moving back to the nation-state, most spectacularly with the disintegration of the Soviet Union, Yugoslavia, and Czechoslovakia into a score of nationally defined successor states. This massive reorganisation of political space along national lines has engendered distinctive, dynamically interlocking, and in some cases explosive forms of nationalism. Drawing on Pierre Bourdieu and the 'new institutionalist' sociology, and comparing contemporary nationalisms with those of interwar Europe, Rogers Brubaker provides a theoretically sophisticated and historically rich account of one of the most important problems facing the 'New Europe'

    Note: Der vorliegende Band faßt die wesentlichen Befunde aus der Arbeit der KSPW-Berichtsgruppe III "Politische Interessenvermittlung, Kommunal­ und Verwaltungspolitik" sowie aus anderen einschlägigen, außerhalb der KSPW entstandenen Untersuchungen zusammen. Ziel ist die Darstellung der Transition der früheren DDR zu einem Teil der Bundesrepublik Deutschland nach der Maßgabe von Art. 23 GG in den Bereichen Politik und Verwaltung. Die Berichtsgruppe ist aus den beiden KSPW-Arbeitsgruppen "Parteien und Verbände" sowie "Verwaltungs- und Kommunalpolitik" hervorgegangen. Obwohl in den genannten Arbeitsgruppen, wie auch in den anderen Arbeitsgruppen der KSPW, eine Reihe von Kurzstudien und Projekten vergeben wurden, zeigte sich, daß das durch die Berichtsgruppe zu behandelnde Feld zu weit und zu komplex war, als daß allein aus den KSPW-Forschungen eine hinlänglich sachgerechte und umfassende Analyse des politischen Transitionsprozesses hätte entstehen können. Aus dieser Einschätzung folgte die Schlußfolgerung, im Rahmen einer Heuristik der vertikalen Systemdifferenzierung in die Makroebene der politischen Institutionen (unter Einschluß der Verwaltung), die Mesoebene des intermediären Systems und die Mikroebene der politischen Orientierungen und Verhaltensweisen der Bevölkerung diese Schwerpunkte jeweils nach definierten Auswahl- und Strukturierungs­ kriterien durch die Vergabe von Expertisen an externe Wissenschaftler bearbeiten zu lassen. Damit war sichergestellt, daß einerseits den durch die KSPW-Forschungen gewonnenen Befunden in vollem Umfang Rechnung getragen werden könnte und andererseits ein möglichst hoher Anteil der in anderen Forschungskontexten entstandenen Ergebnisse Berücksichtigung finden würde. Die Untersuchungen zur Mikroebene haben in besonderer Weise von den Möglichkeiten der KSPW profitiert

In Revolution and War, Stephen M. Walt explains why this is so and suggests how the risk of conflicts brought on by domestic upheaval might be reduced in the future. In doing so, he explores one of the basic questions of international relations: What are the connections between domestic politics and foreign policy? Walt begins by exposing the flaws in existing theories about the relationship between revolution and war. Drawing on the theoretical literature about revolution and the realist perspective on international politics, he argues that revolutions cause wars by altering the balance of threats between a revolutionary state and its rivals. Each state sees the other as both a looming danger and a vulnerable adversary, making war seem at once necessary and attractive. Walt traces the dynamics of this argument through detailed studies of the French, Russian, and Iranian revolutions, and through briefer treatment of the American, Mexican, Turkish, and Chinese cases. He also considers the recent experience of the Soviet Union, whose revolutionary transformation led to conflict within the former Soviet empire but not with the outside world. An important refinement of realist approaches to international politics, this book unites the study of revolution with scholarship on the causes of war
