    Abstract: The work-family policies of Sweden and France are often held up as models for other nations to follow, yet political structures and resources can present obstacles to fundamental change that must be taken into account. Patricia Boling argues that we need to think realistically about how to create political and policy change in this vital area. She evaluates policy approaches in the US, France, Germany and Japan, analyzing their policy histories, power resources, and political institutions to explain their approaches, and to propose realistic trajectories toward change. Arguing that much of the story lies in the way that job markets are structured, Boling shows that when women have reasonable chances of resuming their careers after giving birth, they are more likely to have children than in countries where even brief breaks put an end to a career, or where motherhood restricts them to part-time work.

    Abstract: This book argues that nationalist violence in developed countries is the product of unresponsive political elites and nationalists blocked from attracting supporters through legal channels. Political elites are prone to ignoring a regional polity when their clout in that region is negligible and they do not rely on the region's support to maintain their positions of power. Conversely, when nationalists cannot make inroads through legal channels, incentives for violence are ripe. Thus, when nationalists in postwar Europe found elites unresponsive, it was state repression that helped radicals build a new group of support around militant action. The larger this new constituency legitimizing violence grew, the longer the conflict lasted. The book elucidates this complex dynamic through a deft combination of theoretical modeling, statistical methods and comparative case studies from the Basque Country, Catalonia, Corsica, Northern Ireland, Sardinia and Wales.

    Abstract: State structures, international forces, and class relations: Theda Skocpol shows how all three combine to explain the origins and accomplishments of social-revolutionary transformations. Social revolutions have been rare but undeniably of enormous importance in modern world history. States and Social Revolutions provides a new frame of reference for analyzing the causes, the conflicts, and the outcomes of such revolutions. It develops a rigorous, comparative historical analysis of three major cases: the French Revolution of 1787 through the early 1800s, the Russian Revolution of 1917 through the 1930s, and the Chinese Revolution of 1911 through the 1960s. Believing that existing theories of revolution, both Marxist and non-Marxist, are inadequate to explain the actual historical patterns of revolutions, Skocpol urges us to adopt fresh perspectives. Above all, she maintains that states conceived as administrative and coercive organizations potentially autonomous from class controls and interests must be made central to explanations of revolutions.

    Abstract: "This book explores an issue central to the study of age and ageing: Do we wish to preserve old age as a discrete stage of life, to be protected by welfare policies specifically targeting 'the old'? Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age?     Abstract: Do Evangelical activists control the Republican Party? Do secular activists control the Democratic Party? In Godless Democrats and Pious Republicans, Ryan Claassen carefully assesses the way campaign activists represent religious and non-religious groups in American political parties dating back to the 1960s. By providing a new theoretical framework for investigating the connections between macro social and political trends, the results challenge a conventional wisdom in which recently mobilized religious and Secular extremists captured the parties and created a God gap. The new approach reveals that very basic social and demographic trends matter far more than previously recognized and that mobilization matters far less. The God gap in voting is real, but it was not created by Christian Right mobilization efforts and a Secular backlash. Where others see culture wars and captured parties, Claassen finds many religious divisions in American politics are artifacts of basic social changes. This very basic insight leads to many profoundly different conclusions about the motivations of religious and non-religious activists and voters.

    Abstract: How do social movements die? Some explanations highlight internal factors like factionalization, whereas others stress external factors like repression. Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time. Davenport employs a previously unavailable database that contains information on a black nationalist/secessionist organization, the Republic of New Africa, and the activities of authorities in the US city of Detroit and state and federal authorities.

She relies on a feminist analysis, invoking the intimate politics of the everyday and centering the Palestinian body, family life, memory and memorialization, birth and death as critical sites from which to examine the settler colonial state's machineries of surveillance which produce and maintain a political economy of fear that justifies colonial violence.

Conventional theories show that Democratic control of the federal government produces more social expenditures and less inequality. Welfare for the Wealthy re-examines this relationship by evaluating how political party power results in changes to both public social spending and subsidies for private welfare - and how a trade-off between the two, in turn, affects income inequality. Christopher Faricy finds that both Democrats and Republicans have increased social spending over the last forty-two years. And while both political parties increase federal social spending, Democrats and Republicans differ in how they spend federal money, which socioeconomic groups benefit, and the resulting consequences for income inequality.

Strategic communication has embraced these changes as stakes increase and the techniques of information management become more pervasive. This book exposes the anxieties of loss of control, on the one hand, and the missed opportunities for greater freedom, on the other.     Abstract: The Euro crisis has led to an unprecedented Europeanization and politicization of public spheres across the continent. In this volume, leading scholars make two claims. First, they suggest that transnational crossborder communication in Europe has been encouraged through the gradual Europeanization of national as well as issue-specific public spheres. Second, the politicization of European affairs - at the European Union (EU) level and in the domestic politics of member states - is inevitable and here to stay. Europeanized public spheres, whether elite media, mass media, or social media such as the internet, provide the arenas in which the politicization of European and EU issues takes place.     Abstract: The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. This book explores the implications of the global multiplication of indicators as a specific technology of numeric knowledge production used in governance.

    Abstract: Toby Matthiesen traces the politics of the Shia in the Eastern Province of Saudi Arabia from the nineteenth century until the present day. This book outlines the difficult experiences of being Shia in a Wahhabi state, and casts new light on how the Shia have mobilised politically to change their position. Shia petitioned the rulers, joined secular opposition parties and founded Islamist movements. Most Saudi Shia opposition activists profited from an amnesty in 1993 and subsequently found a place in civil society and the public sphere. However, since 2011 a new Shia protest movement has again challenged the state. The Other Saudis shows how exclusionary state practices created an internal Other and how sectarian discrimination has strengthened Shia communal identities. The book is based on little-known Arabic sources, extensive fieldwork in Saudi Arabia and interviews with key activists. Of immense geopolitical importance, the oil-rich Eastern Province is a crucial but little known factor in regional politics and Gulf security.

    Abstract: The civil rights movement and immigration reform transformed American politics in the mid-1960s. Demographic diversity and identity politics raised the challenge of e pluribus unum anew, and multiculturalism emerged as a new ideological response to this dilemma. This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

    Abstract: The concept of toleration plays a central role in pluralistic societies. It designates a stance which permits conflicts over beliefs and practices to persist while at the same time defusing them, because it is based on reasons for coexistence in conflict - that is, in continuing dissension. A critical examination of the concept makes clear, however, that its content and evaluation are profoundly contested matters and thus that the concept itself stands in conflict. For some, toleration was and is an expression of mutual respect in spite of far-reaching differences, for others, a condescending, potentially repressive attitude and practice. Rainer Forst analyses these conflicts by reconstructing the philosophical and political discourse of toleration since antiquity. He demonstrates the diversity of the justifications and practices of toleration from the Stoics and early Christians to the present day and develops a systematic theory which he tests in discussions of contemporary conflicts over toleration.

    Abstract: The former Soviet empire spanned eleven time zones and contained half the world's forests; vast deposits of oil, gas and coal; various ores; major rivers such as the Volga, Don and Angara; and extensive biodiversity. These resources and animals, as well as the people who lived in the former Soviet Union - Slavs, Armenians, Georgians, Azeris, Kazakhs and Tajiks, indigenous Nenets and Chukchi - were threatened by environmental degradation and extensive pollution. This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

    Abstract: Why do advocacy campaigns succeed in some cases but fail in others? What conditions motivate states to accept commitments championed by principled advocacy movements? Joshua W. Busby sheds light on these core questions through an investigation of four cases - developing-country debt relief, climate change, AIDS, and the International Criminal Court - in the G-7 advanced industrialized countries (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States). Drawing on hundreds of interviews with policy practitioners, he employs qualitative, comparative case study methods, including process-tracing and typologies, and develops a framing/gatekeepers argument, emphasizing the ways in which advocacy campaigns use rhetoric to tap into the main cultural currents in the countries where they operate. Busby argues that when values and costs potentially pull in opposing directions, values will win if domestic gatekeepers who are able to block policy change believe that the values at stake are sufficiently important

Whereas others have focused on international norms, domestic institutions, and recent immigration, this book argues that contemporary immigration and citizenship politics in Japan reflect the strategic interaction between state efforts to control immigration and grassroots movements by multi-generational Korean resident activists to gain rights and recognition specifically as permanently settled foreign residents of Japan. Based on in-depth interviews and fieldwork conducted in Tokyo, Kawasaki, and Osaka, this book aims to further our understanding of democratic inclusion in Japan by analyzing how those who are formally excluded from the political process voice their interests and what factors contribute to the effective representation of those interests in public debate and policy.

    Abstract: Cosmopolitan theory suggests that we should shift our moral attention from the local to the global. Richard Vernon argues, however, that if we adopt cosmopolitan beliefs about justice we must re-examine our beliefs about political obligation. Far from undermining the demands of citizenship, cosmopolitanism implies more demanding political obligations than theories of the state have traditionally recognized. Using examples including humanitarian intervention, international criminal law, and international political economy, Vernon suggests we have a responsibility not to enhance risks facing other societies and to assist them when their own risk-taking has failed. The central arguments in Cosmopolitan Regard are that what we owe to other societies rests on the same basis as what we owe to our own, and that a theory of cosmopolitanism must connect the responsibilities of citizens beyond their own borders with their obligations to one another

    Abstract: Women entered the political scene in Africa after the 1990s, claiming more than one third of the parliamentary seats in countries like Mozambique, South Africa, Tanzania, Uganda, and Burundi. Women in Rwanda hold the highest percentage of legislative seats in the world. Women's movements lobbied for constitutional reforms and new legislation to expand women's rights. This book examines the convergence of factors behind these dramatic developments, including the emergence of autonomous women's movements, changes in international and regional norms regarding women's rights and representation, the availability of new resources to advance women's status, and the end of civil conflict. The book focuses on the cases of Cameroon, Uganda, and Mozambique, situating these countries in the broader African context.     Abstract: Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

She argues that indigenous identity is not an accident of birth but a political achievement that offers a new voice to many of the world's poorest and most dispossessed.     Abstract: Why does the introduction of private property rights sometimes result in poverty, rather than development? Most analyses of institutional change emphasize the design of formal institutions, but this study of land privatization in the Russia-Ukraine borderlands shows how informal politics at the local level instead can drive outcomes. Local officials in both countries pursued strategies that produced a record of reform, even as they worked behind the scenes to maintain the status quo. The end result was a facade of private ownership: a Potemkin village for the post-Soviet era. Far from creating private property that would bring development to the post-Soviet rural heartland, privatization policy deprived former collective farm members of their few remaining rights and ushered in a new era of state control over land resources. This study draws upon the author's extensive primary research in the Black Earth region conducted over a period of nine years.
