    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: Since the US-led invasion and occupation of Iraq in 2003, the challenges of sectarianism and militarism have weighed heavily on the women of Iraq. In this book, Zahra Ali foregrounds a wide-range of interviews with a variety of women involved in women's rights activism, showing how everyday life and intellectual life has developed since the US-led invasion. In addition to this, Ali offers detailed historical research of social, economic and political contexts since the formation of the Iraqi state in the 1920s. Through a transnational and postcolonial feminist approach, this book also considers the ways in which gender norms and practices, Iraqi feminist discourses, and activisms are shaped and developed through state politics, competing nationalisms, religious, tribal and sectarian dynamics, wars, and economic sanctions. The result is a vivid account of the everyday life in today's Iraq and an exceptional analysis of the future of Iraqi feminisms

    Abstract: Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights

Focusing on one of the most linguistically diverse territories in the British Empire, Rachel Leow explores the profound anxieties generated by a century of struggles to govern the polyglot subjects of British Malaya and postcolonial Malaysia. The book ranges across a series of key moments in the nineteenth and twentieth centuries, in which British and Asian actors wrought quiet battles in the realm of language: in textbooks and language classrooms; in dictionaries, grammars and orthographies; in propaganda and psychological warfare; and in the very planning of language itself.     Abstract: The concept of toleration plays a central role in pluralistic societies. It designates a stance which permits conflicts over beliefs and practices to persist while at the same time defusing them, because it is based on reasons for coexistence in conflict - that is, in continuing dissension. A critical examination of the concept makes clear, however, that its content and evaluation are profoundly contested matters and thus that the concept itself stands in conflict. For some, toleration was and is an expression of mutual respect in spite of far-reaching differences, for others, a condescending, potentially repressive attitude and practice. Rainer Forst analyses these conflicts by reconstructing the philosophical and political discourse of toleration since antiquity. He demonstrates the diversity of the justifications and practices of toleration from the Stoics and early Christians to the present day and develops a systematic theory which he tests in discussions of contemporary conflicts over toleration.

    Abstract: The former Soviet empire spanned eleven time zones and contained half the world's forests; vast deposits of oil, gas and coal; various ores; major rivers such as the Volga, Don and Angara; and extensive biodiversity. These resources and animals, as well as the people who lived in the former Soviet Union - Slavs, Armenians, Georgians, Azeris, Kazakhs and Tajiks, indigenous Nenets and Chukchi - were threatened by environmental degradation and extensive pollution. This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

    Abstract: This book offers for the first time a conceptual history of compromise. Alin Fumurescu combines contextual historical analysis of daily parlance and a survey of the usage of the word from the end of the sixteenth century to the beginning of the eighteenth century in both French and English with an analysis of canonical texts in the history of political thought. This book fills a significant gap in the literature about compromise and demonstrates the connection between different understandings of compromise and corresponding differences in understandings of political representation. In addition, Fumurescu addresses two controversial contemporary debates about when compromise is beneficial and when it should be avoided at all costs. A better understanding of the genealogy of compromise offers new venues for rethinking basic assumptions regarding political representation and the relationship between individuals and politics

The Virginia Colony largely equated immigration with the arrival of laborers, who had few rights. Massachusetts welcomed those who shared the religious views of the founders but excluded those whose beliefs challenged the prevailing orthodoxy. Pennsylvania valued pluralism, becoming the most diverse colony in religion, language, and culture. This book traces the evolution of these three models of immigration as they explain the historical roots of current policy debates and options. Arguing that the Pennsylvania model has best served the country, the final chapter makes recommendations for future immigration reform.     Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse

    Abstract: The tragic conflict in Rwanda and the Great Lakes in 1994–1996 attracted the horrified attention of the world's media. Journalists, diplomats and aid workers struggled to find a way to make sense of the bloodshed. Johan Pottier's troubling study shows that the post-genocide regime in Rwanda was able to impose a simple yet persuasive account of Central Africa's crises upon international commentators new to the region, and he explains the ideological underpinnings of this official narrative. He also provides a sobering analysis of the way in which this simple, persuasive, but fatally misleading analysis of the situation on the ground led to policy errors that exacerbated the original crisis. Professor Pottier has extensive field experience in the region, from before and after the genocide, and he has also worked among refugees in eastern Zaire

    Abstract: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action

    Abstract: Unlike political or economic institutions, social movements have an elusive power, but one that is no less real. From the French and American revolutions through the democratic and workers' movements of the nineteenth century to the totalitarian movements of today, movements exercise a fleeting but powerful influence on politics and society. This study surveys the history of the social movement, puts forward a theory of collective action to explain its surges and declines, and offers an interpretation of the power of movement that emphasises its effects on personal lives, policy reforms and political culture. While covering cultural, organisational and personal sources of movements' power, the book emphasises the rise and fall of social movements as part of political struggle and as the outcome of changes in political opportunity structure

    Abstract: This wide-ranging study focuses upon the controversies surrounding the meaning and significance of Social Darwinism. It clarifies the nature of Social Darwinism and its relationship to the ideas of Darwin, Lamarck and Herbert Spencer. After examining the development of Social Darwinist theories by a number of European and American thinkers, Mike Hawkins explores the use of these theories in a number of ideological debates and movements of the period 1860–1945. These include socio-political reform, national and racial conflict, eugenics, the position of women and Nazism/Fascism. The aim is to illuminate, through detailed comparative analyses, both the flexibility and the limits of Social Darwinism - limits which derive from the view of nature which lies at the very heart of Social Darwinism. The study concludes with a discussion of modern sociobiology in order to assess the continuing vitality of Social Darwinism

    Abstract: Moishe Postone undertakes a fundamental reinterpretation of Karl Marx's mature critical theory. He calls into question many of the presuppositions of traditional Marxist analyses and offers new interpretations of Marx's central arguments. He does so by developing concepts aimed at grasping the essential character and historical development of modern society, and also at overcoming the familiar dichotomies of structure and action, meaning and material life. These concepts lead him to an original analysis of the nature and problems of capitalism and provide the basis for a critique of 'actually existing socialism'. According to this new interpretation, Marx identifies the core of the capitalist system with an impersonal form of social domination generated by labor and the industrial production process are characterized as expressions of domination generated by labor itself and not simply with market mechanisms and private property. Proletarian labor and the industrial production process are characterized as expressions of domination rather than as means of human emancipation. This reinterpretation entails the form of economic growth and the structure of social labor in modern society to the alienation and domination at the heart of capitalism. This reformulation, Postone argues, provides the foundation for a critical social theory that is more adequate to late twentieth-century capitalism

    Abstract: Until the late 1960s, most Western scholars studying the history, culture, social and political life and economy of Russia and the Soviet Union, paid scant attention to the participation and experience of women. The multifarious ways in which gender roles and perceptions of gender were influenced by and in turn influenced the heterogeneous cultures of the Soviet empire were largely ignored. However, this neglect has slowly been rectified and now the study of women and gender relations has become one of the most productive fields of research into Russian and Soviet society. This volume demonstrates the originality and diversity of this recent research. Written by leading Western scholars, it spans the last decade of tsarist Russia, the 1917 revolutions and the Soviet period. The essays reflect the interdisciplinary nature of women's work, women and politics, women as soldiers, female prostitution, popular images of women and women's experience of perestroika

    Abstract: Belonging in the two Berlins is an ethnographic investigation into the meaning of German selfhood during the Cold War. Taking the practices of everyday life in the divided Berlin as his point of departure, Borneman shows how ideas of kin, state, and nation were constructed through processes of mirror-imaging and misrecognition. Using linguistics and narrative analysis, he compares the autobiographies of two generations of Berlins residents with the official version of the lifecourse prescribed by the two German states. He examines the relation of the dual political structure to everyday life, the way in which the two states legally regulated the lifecourse in order to define the particular categories of self which signify Germanness, and how citizens experientially appropriated the frameworks provided by these states. Living in the two Berlins constantly compelled residents to define themselves in opposition to their other half. Borneman argues that this resulted in a de facto divided Germany with two distinct nations and peoples. The formation of German subjectivity since World War II is unique in that the distinctive features for belonging - for being at home - to one side exclude the other. Indeed, these divisions inscribed by the Cold War account for many of the problems in forging a new cultural unity

    Abstract: Harry Goulbourne's theme is how post-imperial Britain has come to define the national community in terms of ethnic affinity, instead of a traditional multi-ethnic/multi-racial understanding of the nation. He argues that the continuing 'reception-experience' of non-white groups in post-war Britain not only arose out of an ethnic perception of the British nation by the indigenous population, as expressed through state action, but has also, in turn, encouraged an equally ethnic awakening or mobilisation among non-white minorities. The result is a failure to construct a common national ground or sense of community by all those claiming a formal British identity. Goulbourne draws upon a diverse literature, including race relations, politics and history. His two case studies of the Khalistan question in the Punjab and democracy in Guyana are examples of how exilic politics may affect Britain's ethnic minorities, partly as a result of the experience of exclusion from British society

    Abstract: The Solidarity movement of the early 1980s not only triggered a transformation in Polish society, it forced a fundamental reconsideration of the nature of socialism throughout the Soviet Union and Eastern Europe. Seen as one of the most important social movements of the twentieth century, Michael Kennedy develops a theoretical conception of Soviet-type societies by analysing Solidarity's significance. He explains the background to the nature of the conflict between Solidarity and the authorities and considers the implications of Solidarity's struggle for the theory of the Soviet-type system's reproduction and transformation. Then, the internal constitution of Solidarity in terms of gender and, in particular, cross-class alliances is examined, which is followed by the implications of his analysis both for understanding perestroika in the Soviet Union and more generally for reformulating a critical sociology of Soviet-type societies

    Abstract: The years of the first industrial revolution saw a remarkable flowering of radical social criticism in Britain. This is a study of the ideas that emerged then and of the social and intellectual conditions from which they developed. Dr Stafford begins in Part I by presenting what will be seen as a very valuable general account of the historical and cultural setting, showing how the language of social debate had been affected by intellectual developments and the increasingly rapid transformations of society. Then in Part II he discusses ten major critics of British society, from Thomas Spence to William Cobbett, who represent a wide range of political opinion from anarchism to Tory radicalism. Dr. Stafford takes a key text by each author, sets out its argument, and analyzes it both critically and historically, showing the particular influences that shaped it and revealing the ways in which the social thought of the time resembles or diverges from our own. This book will help to recover from unwarranted neglect this important tradition of writing that did much to form subsequent thinking about society. It will make a valuable contribution to the study of the literature and the social and intellectual history of the period

    Abstract: Most of the independent nations of the twentieth century have been racked by political disorder and social instability. Ireland is one of the few to have successfully established a stable democratic order. In this book, Jeffrey Prager examines the first decade of Irish independence in order to explain how the Republic of Ireland achieved democracy.     Abstract: Existing theories of the nature of the state in Western capitalist democracies have been mostly propounded from one of three major theoretical perspectives, each emphasising a particular aspect of the state: the 'pluralist', which emphasises its democratic aspect: the 'managerial', which emphasises its bureaucratic elements: and the 'class', which focuses on its capitalistic aspect. Each of these theoretical perspectives has contributed something to our understanding of the state, but each also has its limitations. In this book, Alford and Friedland evaluate the strengths and weaknesses of each perspective and present a new, synthetic framework for a more comprehensive theory of the state. Impartially reviewing the major historical and empirical works within each theoretical tradition, they reveal how empirical study has been shaped by theoretical assumptions. They agree that each perspective has a distinctive 'power' to understand part of the reality of the modern state, although it is powerless to explain other parts. In each case, the part that can be explained is the perspective's 'home domain', or the aspect of the state that it emphasises, while other aspects are either rejected or reinterpreted. The authors argue that the state cannot be adequately understood unless full account is taken of each of these home domains, and they suggest how the contributions of each perspective to the explanation of its own domain can be integrated into a new, and more powerful, theory

    Abstract: The thirteen essays in this book reflect the dual character of writing about the history of the British working class. The first section focuses on the outlook, organization, and policies of the Labour movement. The second section is concerned with central aspects of the social history of the working class. Together, these essays provide striking evidence of the ways in which the experience of class has pervaded virtually every corner of this nation's public life. They also show that the mixed political record of organized Labour, its hesitations and failures as well as its struggles and successes, cannot be understood without a full appreciation of the collective and individual lives of working people outside the political arena

    Abstract: Work and Politics develops a historical and comparative sociology of workplace relations in industrial capitalist societies. Professor Sabel argues that the system of mass production using specialized machines and mostly unskilled workers was the result of the distribution of power and wealth in eighteenth- and nineteenth-century Great Britain and the United States, not of an inexorable logic of technological advance. Once in place, this system created the need for workers with systematically different ideas about the acquisition of skill and the desirability of long-term employment. Professor Sabel shows how capitalists have played on naturally existing division in the workforce in order to match workers with diverse ambitions to jobs in different parts of the labor market. But he also demonstrates the limits, different from work group to work group, of these forms of collaboration

    Abstract: As a result of the strength and dominance of the centralized state, ritual action in China often takes its logic from political action. In this book Emily Ahern explores the implications of this. She argues that forms of control attempted ritually on non-human persons (gods and other spirits) in China parallel those forms of control which people regard as effective in ordinary life, namely political control, and draws important conclusions from this. She shows that in China it is possible to discard terms such as 'magic', which imply that acts directed to spirits operate on a different basis from acts in ordinary life. She also challenges claims in anthropology that, since they seem arbitrary and the actions of participants in them highly predictable, rituals support established authority. Her book will be of interest not only to specialists in Chinese studies, but to social anthropologists and others interested in the link between ritual and political processes
