    Abstract: For more than 30 years, arts education has been a low priority in the nation's public schools. During fiscal crises in the 1970s and 1980s in America's urban centers, arts teaching positions were cut. More recently, arts education in schools has dwindled as schools try to increase test scores in mathematics and reading within the time constraints of the school day. Some communities have responded with initiatives aimed at coordinating schools, cultural institutions, community-based organizations, foundations, and/or government agencies to promote access to arts learning for children in and outside of school. The objective in this study was to investigate this phenomenon in six urban U.S. communities Alameda County (which includes Oakland and Berkeley) in Northern California. Boston, Chicago, Dallas, Los Angeles County, and New York City -- descriptively and comparatively analyzing how these efforts started, how they evolved, what kinds of organizations became involved, what conditions fostered or impeded coordination, and what strategies were used to improve both access to and quality of arts education. The evidence gathered (through a comparative case-study analysis based on site visits, a document review, and interviews with 120 experts across the six sites) is positive in that it documents signs of progress in promoting access to arts learning experiences for children, but it is also cautionary. When seen in light of the historical factors that have impeded access to arts learning in the past, the six efforts are, generally speaking, fragile. To succeed in the long run, coordinated efforts such as these must have committed and sustained leadership, supportive policy, and sufficient resources

    Abstract: The volume of freight transported in the United States is expected to double in the next 30 years. An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system

    Abstract: This report assesses the tradecraft of intelligence analysis across the main U.S. intelligence agencies, such as the Central Intelligence Agency and the National Security Agency, and recommends improvements. The report makes a number of recommendations for improving analysis for a world of threats very different from that of the Cold War. It focuses on the two essentials of analysis-first, people; second, the tools they have available. The December 2004 intelligence reform legislation set in motion initiatives that move in the right direction. The creation of a Deputy Director of National Intelligence for Analysis will provide a real hub for developing tradecraft and tools and for framing critical tradeoffs. The establishment of a National Intelligence University will provide a focal point for training in analysis. The creation of a National Counterterrorism Center will shift intelligence analysis toward problems or issues, not agencies or sources. The building of a Long Term Analysis Unit at the National Intelligence Council can lead away from the prevailing dominance of current intelligence. And the formation of an Open Source Center can create a seed bed for making more creative use of open-source materials. These specific initiatives are promising but they are just the beginnings. For all the language about the importance of intelligence analysis, data-sharing, fusion, and the like, the national and Intelligence Community leadership today devalues intelligence analysis. A fundamental change is also needed in attitudes and existing organizational cultures

And the formation of an Open Source Center can create a seed bed for making more creative use of open-source materials. These specific initiatives are promising but they are just the beginnings. For all the language about the importance of intelligence analysis, data-sharing, fusion, and the like, the national and Intelligence Community leadership today devalues intelligence analysis. A fundamental change is also needed in attitudes and existing organizational cultures

    Abstract: The Los Angeles area has the most severe traffic congestion in the United States. Trends in many of the underlying causal factors suggest that congestion will continue to worsen in the coming years, absent significant policy intervention. Excessive traffic congestion detracts from quality of life, is economically wasteful and environmentally damaging, and exacerbates social-justice concerns. Finding efficient and equitable strategies for mitigating congestion will therefore serve many social goals. The authors recommend strategies for reducing congestion in Los Angeles County that could be implemented and produce significant improvements within about five years. To manage peak-hour auto travel, raise transportation revenue, improve alternative transportation options, and use existing capacity more efficiently, they recommend 10 primary strategies: improve signal control and timing; restrict curb parking on busy thoroughfares; implement paired one-way streets; promote ride-sharing, telecommuting, and flexible work schedules; develop a high-occupancy toll-lane network; vary curb-parking rates with demand, enforce the current parking cash-out law; promote deep-discount transit passes; expand bus rapid transit and bus-only lanes; and implement a regionally connected bicycle network. In addition, three recommendations may help, depending on the outcome of current events: evaluate arterial incident management, consider cordon congestion tolls, and levy local fuel taxes to raise transit revenue. Given that some of the recommendations may prove controversial, the authors also outline complementary strategies for building political consensus

    Abstract: Countries in the Arab region are faced with the challenge of developing their populations' skills and technical knowledge, or human capital, in order to compete in the 21st century global economy. The authors describe the education and labor market initiatives implemented or under way in four countries in the Arab region -- Lebanon, Oman, Qatar, and the United Arab Emirates (UAE) -- to address the human resource issues they each face as they prepare their countries for a place in the 21st century global economy. Three of these countries -- Oman, Qatar, and the UAE -- are in the Arabian Gulf; the fourth, Lebanon, is in the Levant. Together, they highlight the similarities and dissimilarities of the challenges faced by countries in the region and the responses to those challenges. The study answers three main questions: What are the human resource challenges each country faces? What education, human capital, and labor market reforms have recently been implemented or are under way to address these challenges? What mechanisms and information are used to assess whether reforms are meeting their objectives, and is there evidence of success? Answers were sought through analysis of relevant literature, the most-recent population and labor force data from international and in-country sources, and a series of elite interviews in 2006 with government officials and individuals in private organizations in the four study countries. The authors found that while the study countries have instituted reforms to their education and training systems that are designed to raise the skills of the population, and have made changes to the labor market and economy aimed at facilitating the use of human capital in diverse sectors of the economy, a disconnect remains between implementing reforms and evaluating them to ascertain whether they are having the intended effects. In many cases, reforms have only recently gotten under way, so it may be too early to measure their impact. In other cases, however, the lack of systematic assessment stems from gaps in the data needed to track the effects of policy changes. If policy evaluation is made integral to reform, the countries in the Arab world will have the information they need to make the best investments in their human capital in the decades to come

    Abstract: Insecurity in the 21st century appears to come less from the collisions of powerful states than from the debris of imploding ones. Failed states present a variety of dangers: religious and ethnic violence; trafficking of drugs, weapons, blood diamonds, and humans; transnational crime and piracy; uncontrolled territory, borders, and waters; terrorist breeding grounds and sanctuaries; refugee overflows; communicable diseases; environmental degradation; and warlords and stateless armies. Regions with failed states are at risk of becoming failed regions, like the vast triangle from Sudan to the Congo to Sierra Leone. For security, material, and moral reasons, leading states cannot ignore failed ones. While no two failed states are alike, all typically suffer from cycles of violence, economic breakdown, and unfit government, rendering them unable to relieve the suffering of their people, much less empower them. This paper aims to improve the understanding and treatment of failed states by offering an integrated approach based on two ideas: that certain critical challenges at the intersections between security, economics, and politics must be met if the cycle is to be broken and that, in meeting those critical challenges, the guiding goal should be to lift local populations from the status of victims of failure to agents of recovery

    Abstract: Is the United States in danger of losing its competitive edge in science and technology (S & T)? This concern has been raised repeatedly since the end of the Cold War, most recently in a wave of reports in the mid-2000s suggesting that globalization and the growing strength of other nations in S & T, coupled with inadequate U.S. investments in research and education, threaten the United States' position of leadership in S & T. Galama and Hosek examine these claims and contrast them with relevant data, including trends in research and development investment; information on the size, composition, and pay of the U.S. science and engineering workforce; and domestic and international education statistics. They find that the United States continues to lead the world in science and technology and has kept pace or grown faster than other nations on several measurements of S & T performance; that it generally benefits from the influx of foreign S & T students and workers; and that the United States will continue to benefit from the development of new technologies by other nations as long as it maintains the capability to acquire and implement such technologies. However, U.S. leadership in science and technology must not be taken for granted, and Galama and Hosek conclude with recommendations to strengthen the U.S.S & T enterprise, including measures to facilitate the immigration of highly skilled labor and improve the U.S. education system

In two prior volumes, RAND has analyzed the United States' and United Nations' (UN's) performance in this sphere, examining instances in which one or the other led such operations. In this monograph, we look at Europe's performance, taking six instances in which European institutions or national governments have exercised comparable leadership. To complete our survey of modern nation-building, we have also included a chapter describing Australia's operation in the Solomon Islands. In previous volumes, we defined nation-building as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. By specifying the use of armed force, we are not suggesting that compulsion is always necessary or even desirable, nor do we mean to imply that only armed force is used in such missions. The European Union has, indeed, become quite adept at mounting nonmilitary interventions in support of conflict resolution. We do believe that peace operations that include a military component can be usefully grouped together for analytical purposes, however, since the employment of force and the integration of military and civil instruments impose particular demands. Neither, in employing the term nation-building to describe this activity, are we seeking to distinguish it from what the United Nations calls peace-building, what the U.S. government calls stabilization and reconstruction, and what many European governments prefer to call state-building. Nation-building is the term most commonly used in American parlance, but any of these other phrases may serve equally well; those who prefer can substitute one or the other without injury to our argument. This is not a comprehensive study of all nation-building operations that have involved European countries.     Abstract: Recent demands on the military have raised concerns about the impact of extended deployments on military marriages. To evaluate this impact, the authors draw on marital status data in service personnel records to estimate trends in marriage and marital dissolution between 1996 and 2005 and the specific effects of time deployed to Afghanistan and Iraq on subsequent risk of ending a marriage. The results generally run counter to expectations. Although rates of marital dissolution have increased since 2001 for most services and components, they had declined in the five years prior to 2001. As a result, marital dissolution rates across the services and components are currently similar to those observed in 1996, when the demands on the military were measurably lower. In most cases, service members who were deployed had a lower risk of subsequently ending their marriages than service members who did not deploy or deployed fewer days

Enlisting Madison Avenue extracts lessons from these business practices and adapts them to U.S. military efforts, developing a unique approach to shaping that has the potential improve military-civilian relations, the accuracy of media coverage of operations, communication of U.S. and coalition objectives, and the reputation of U.S. forces in theater and internationally. Foremost among these lessons are the concepts of branding, customer satisfaction, and segmentation of the target audience, all of which serve to maximize the impact and improve the outcome of U.S. shaping efforts

RAND researchers provided support in identifying and developing a list of policy and implementation options that could be useful to local communities in considering how to address affordable-housing issues.     Abstract: In October 2005, RAND Corporation researchers traveled to Mississippi to assist the Governor's Commission on Recovery, Rebuilding, and Renewal and, more specifically, to provide assistance to the Affordable Housing Subcommittee of the Infrastructure Issues Committee.     Abstract: The United States has provided assistance to the security forces of a number of repressive states that do not share its political ideals. This practice raises several questions, the answers to which have significant policy implications: Has U.S. assistance improved the effectiveness of internal security forces in countering security threats? Has it improved the accountability and human rights records of these forces? What is the relationship between improving security and improving accountability and human rights? This study addresses these questions by examining the results of U.S. assistance to four states: El Salvador, Uzbekistan, Afghanistan, and Pakistan. U.S. assistance to El Salvador improved the accountability and human rights practices of the Salvadoran police but not their effectiveness as violent crime rates soared. In Uzbekistan, programs focused on counterproliferation, export control, and specific investigatory techniques were effective. But autocracy and repression by Uzbek officials, including security forces, have increased in recent years. Assistance to Afghanistan has somewhat improved the accountability and human rights practices of Afghan security forces. The vast majority of serious human rights abuses in the country are now committed by insurgent groups and warlords. In Pakistan, the U.S. government has not paid significant attention to the implications of its security assistance for the improvement of accountability and human rights, in large part because these goals have not been a focus of that assistance. Overall, these analyses suggest that efforts to improve the effectiveness, human rights, and accountability of internal security forces are more likely to be successful when states are transitioning from repressive to democratic systems. In addition, several factors are critical for success: the duration of assistance, viability of the justice system, and support and buy-in from the local government (including key ministries)

Rather, the best role for outsiders is an indirect one: training, advising, and equipping the local nation, which must win the war politically and militarily. And while counterinsurgency might seem to be a task most suited to ground forces, air power has much to contribute. These facts combine to suggest that advising, training, and equipping partner air forces will be a key component of U.S. counterinsurgency efforts worldwide. The authors note that, if the Air Force is to participate in these tasks, it will need to make counterinsurgency an institutional priority, developing the capabilities of its personnel both as advisors and trainers and as combatants, as well as developing the necessary institutional support structures

    Abstract: The terrorist attacks of 9/11 plunged the United States into a determined counteroffensive against Osama bin Laden and his al Qaeda terrorist network. This report details the initial U.S. military response to those attacks, namely, the destruction of al Qaeda's terrorist infrastructure and the removal of the ruling Taliban regime in Afghanistan. It first outlines the efforts of the Bush administration to prepare for war, including pulling together an effective coalition, crafting a war strategy, moving forces and materiel to the region, forging alliances with indigenous anti-Taliban elements in Afghanistan, laying the groundwork for a target-approval process, and planning for humanitarian relief operations. It then follows the unfolding of Operation Enduring Freedom from its beginning, starting with air strikes against Taliban early warning radars, airfields, ground force facilities, and other fixed targets. The author also explains how allied Special Operations Forces (SOF) were successfully inserted into Afghanistan and how those forces, enabled by U.S. air power, were eventually able to work with indigenous friendly Afghan fighters in defeating and routing the Taliban. He then outlines problems that were later encountered in Operation Anaconda- an initiative by U.S. Army forces to push into the high mountains of Afghanistan where hard-core al Qaeda holdouts were known to be regrouping. This was to be a conventional ground force operation, but unexpected resistance and resultant fierce fighting required the emergency summoning of fixed-wing air power. This air involvement proved pivotal in producing a successful outcome and, in hindsight, pointed to the failure of Operation Anaconda's planners to make the most of the potential synergy of air, space, and land power that was available to them. The author describes some of the friction and conflicts that arose within U.S. Central Command (CENTCOM) over how best to use air power in the war. Perhaps the most serious inefficiency had to do with strict rules of engagement and a resultant target-approval bottleneck at CENTCOM that often allowed many important but fleeting attack opportunities to slip away.     Abstract: In September 2002, RAND contracted with the U.S. Agency for Healthcare Research and Quality (AHRQ) to serve as the evaluation center for its national patient safety initiative. The evaluation center is responsible for performing a longitudinal evaluation of AHRQ's patient safety activities and for providing regular feedback to support the continuing improvement of this initiative over a four-year project period. This report presents findings on the history leading to the AHRQ patient safety initiative, the start-up of the initiative, and early activities through September 2003. It focuses on assessing the context and goals that were the foundation for the initiative and documents the baseline status of the activities being undertaken. The evaluation found the agency has done an impressive job in starting the patient safety initiative, despite unreasonable high expectations and insufficient funding. The evaluators identify four priorities for AHRQ that they believe will have the strongest positive impact on the future of the patient safety initiative: designing interim objectives to pull the health care system toward the long-term goal of reducing errors by 50 percent; developing a national patient safety data repository; participating in active public-private partnerships and supporting health care organizations in their implementation activities; and balancing research and adoption activities

    Abstract: There is increased interest in California and other states in providing universal access to publicly funded high-quality preschool education for one or two years prior to kindergarten entry. In considering such a program, policymakers and the public focus on the potential benefits from a universal preschool program, as well as the estimated costs. This study aims to inform such deliberations by conducting an analysis of the economic returns from investing in preschool education in the state of California. The benefit-cost analysis undertaken in this study indicates that there can be positive returns for California society from investing in a one-year high-quality universal preschool program. The authors' baseline estimate, which is arguably conservative, is that every dollar invested by the public sector beyond current spending will generate $2.62 in returns. And this estimate does not account for an array of other benefits not captured in their analysis because of data limitations. Those other potential benefits include lower intangible losses from crime and child abuse and neglect averted, reduced reliance on public welfare programs, improved labor market outcomes for parents of preschoolers, improved health and well-being of preschool participants, and the intergenerational transmission of favorable benefits. Broader economic and noneconomic benefits may accrue in other areas as well, including labor force recruitment and participation rates, workforce performance, economic growth, international competitiveness, and the distribution of economic and social well-being

    Abstract: This work sheds light on Russia's role in the global Information Revolution. It examines the sources, dynamics, and consequences of Russia's increasing use of and reliance on information and communications technologies (IT) to improve the performance of its government institutions, to modernize business and industry and stimulate economic growth, to broaden information access and sharing of ideas, and to enhance quality of life for Russian people. The findings reported here are drawn from a RAND Corporation research project conducted in Russia from 1999 to 2005, which included interviews with more than 90 individuals who are knowledgeable about IT trends. The author examines Russia's emerging IT sector, how business and industry in Russia are seeking to use IT to enhance productivity and profitability, the impact of IT on government operations, and the course of the Information Revolution in Russian society. A conclusion that emerges is that while the Internet, cell phones, and e-mail have greatly impacted the lives of many Russians, an Information Revolution in Russia's government, economy, and society-such as many of its supporters have anticipated and hoped for-remains in the future
