Finally, it considers how India’s first G20 Presidency could strengthen the LiFE initiative by anchoring it in the G20’s current framing of energy transitions and initiating processes to gather experience and best practices of policies and programmes that G20 members are already conducting.

This special briefing was produced to support deliberations at the 2023 G7 Leaders' Summit in Hiroshima, Japan, from 19-21 May 2023.     Abstract: Today, oil and gas operations account for around 15% of total energy-related emissions globally, the equivalent of 5.1 billion tonnes of greenhouse gas emissions. In the International Energy Agency’s Net Zero Emissions by 2050 Scenario, the emissions intensity of these activities falls by 50% by the end of the decade. Combined with the reductions in oil and gas consumption in this scenario, this results in a 60% reduction in emissions from oil and gas operations to 2030. Fortunately, oil and gas producers have a clear opportunity to address the problem of emissions from their activities through a series of ready-to-implement and cost-effective measures. These include tackling methane emissions, eliminating all non-emergency flaring, electrifying upstream facilities with low-emissions electricity, equipping oil and gas processes with carbon capture, utilisation and storage technologies, and expanding the use of hydrogen from low-emissions electrolysis in refineries. Upfront investments totalling USD 600 billion would be required to halve the emissions intensity of oil and gas operations globally by 2030. This is only a fraction of the record windfall income that oil and gas producers accrued in 2022 – a year of soaring energy prices amid a global energy crisis. This report aims to inform discussions on these issues in the run-up to the COP28 Climate Change Conference in Dubai in November and is part of a broader World Energy Outlook special report to be released later in 2023 focusing on the role of the oil and gas industry in net zero transitions.

    Abstract: The Clean Energy Transitions Programme 2022 (CETP) provides an overview of the programme’s major achievements in the last year. During this time, the CETP has driven forward an ambitious and impactful agenda, even as the world has contended with multiple overlapping crises. As just some examples, the CETP delivered the Energy Sector Roadmap to Net Zero Emissions in Indonesia , which ministers strongly welcomed at the G20, and has played a key role in shaping Indonesia’s landmark Just Energy Transition Partnership (JETP). Similarly, the IEA has been able to take its engagement to a whole new level with various African countries, such as with its first-ever report on the Clean Energy Transitions in the Greater Horn of Africa , and provided policy advice that was directly accepted into China’s latest five-year plan. More broadly, it has also supported strategically important work on critical minerals, energy employment and clean energy investment. Overall, the CETP’s combination of data, insight, advice and capacity building is making a strong positive contribution to advancing clean energy transitions around the world – with a focus on emerging and developing economies. In the five years since its launch, the CETP has become the largest and most important programme at theInternational Energy Agency (IEA). It has been the main vehicle through which theIEA has established, deepened and strengthened partnerships with major nonmember countries – those countries that are at the forefront of the clean energytransition. The programme has also played a crucial role in enabling the IEA tostrengthen its global leadership role in clean energy transitions at a pace and scalethat would otherwise not have been possible, with great benefit to theprogramme’s focus countries and IEA member countries alike.

    Abstract: The future of Africa’s energy sector is important globally. The International Energy Agency (IEA) is actively supporting evidence-based energy policy making in African countries with the aim of achieving affordable and clean energy, in line with United Nations Sustainable Development Goal (SDG) 7. This includes ensuring universal access for all, promoting increased energy security and affordability, and accelerating the development of clean energy systems across Africa, through a sustainable and accelerated regional energy system transformation. The IEA is committed to developing clean, reliable and affordable energy systems, which are essential for achieving sustainable development objectives. It is also committed to helping African countries use energy sector transformation to cope with and recover from crises such as the Covid 19 pandemic and the Russian Federation’s (“Russia” hereafter) invasion of Ukraine, which have destabilised economies and energy systems. This can be done by improving data, informing decision making and guiding policy implementation, in collaboration with local, regional and international institutions. This report focuses on the eight countries in the greater Horn of Africa region, here defined as Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. It recommends pathways to accelerate clean energy transitions and analyses energy trends across the region. It also highlights policy-relevant best practices for accelerating energy access, energy sector development and transition to cleaner energy sources. The report includes key policy recommendations and identifies opportunities that can help policy makers design clean, cost-effective and efficient energy systems for the future. This report is part of an IEA initiative to promote clean energy transitions in Africa through enhanced regional energy collaboration. The initiative focuses on three regions (North Africa, the Sahel and the greater Horn of Africa), and includes technical workshops and reports that assess energy sector conditions and propose pathways for accelerated transformation. A financial contribution by the Netherlands Ministry of Foreign Affairs made this study by the IEA Clean Energy Transitions Programme possible.

    Abstract: A wide range of countries make efforts to track their entire national public energy research, development and demonstration (RD&D) activity on an ongoing basis, also sharing the collected data with the IEA through a standardised template. However, the approaches adopted to collect data vary significantly across countries. This roadmap describes the variety of country approaches, also identifying the most important common components: the institutional arrangements; the methods for collecting, classifying and validating the data; the data management and technology processes; and, finally, the dissemination. It is intended not only as a guide for countries near the beginning of their journeys towards the collection of energy RD&D, but also for countries with more advanced systems looking to strengthen specific areas. The roadmap is the product of interviews held with representatives of 20 governments between November 2021 and March 2022, and it is indebted to their generosity in sharing their experiences with tracking national energy RD&D spending. Case studies based on the interviews are used to highlight noteworthy methods, while complete national systems descriptions are included in the annex. It is hoped that this publication will serve as a reference and inspiration for experts in this important area of tracking clean energy transitions and that new experiences can be added in the future.

    Abstract: Achieving low-carbon, climate-resilient (LCR) development is a policy goal of many governments today, and investment in built-infrastructure – in the energy, transport, water and building sectors – is a central part of the challenge. In the face of growing infrastructure needs and fiscal constraints, such transformational change will require large-scale private sector engagement. However, there is little policy experience on how to integrate climate and other environmental policy goals into investment policy frameworks and infrastructure planning. While many studies focus on the role of environmental and climate change policies to support a transition to a low-carbon, climate-resilient (LCR) economy, this paper suggests that other factors play a critical role to achieve this transition. It starts from the premise that climate change policies and their effectiveness cannot be studied in isolation, but need to be considered in a broader national policy context, one that has the enabling environment for investment and development at its centre. This report aims to advise governments on how to create and improve domestic enabling conditions to shift and scale-up private sector investments in green infrastructure, to finance a transition to a LCR economy and greener growth. This report advances a “green investment policy framework” taking infrastructure investment as a starting point and looking only at climate change mitigation and adaptation. It highlights the significant opportunities and many challenges that exist today in both developed and developing countries to transition to LCR development through investment in both renovated and in new infrastructure. The report suggests it is possible to generate multiple local development benefits from LCR infrastructure investment. It presents a five-point policy framework to guide domestic reforms that can steer use of limited public funds while also enabling and incentivising private investment to support a transition across relevant infrastructure sectors to simultaneously deliver climate change and local development goals.

    Abstract: This paper addresses several broad issues for governments aiming to encourage private sector investment in low-carbon climate resilient (LCR) infrastructure, in both developed and developing world contexts. LCR infrastructure is defined, recognizing the interdependencies between infrastructure systems, and the opportunities to tackle climate change adaptation and mitigation simultaneously in national strategic infrastructure plans. Review of the performance of OECD countries in reducing greenhouse gas emissions related to three categories of gross fixed capital formation is mixed. Half of the countries analysed achieved decoupling of emissions from capital formation in the residential building sector, but only two in the transportation sector and nine in power and industry. The paper reviews future global infrastructure needs under low carbon and business-as–usual scenarios. Although cost estimates are incomplete, the technical interdependency and financial tradeoffs between infrastructure systems suggests the potential to generate virtuous cycles of low carbon growth. Governments can encourage private investment in LCR infrastructure by improving the risk-return profile of projects. The paper provides a ranking of the most significant risks in financing LCR projects showing that policy (or sovereign) risks rank amongst the highest. The potential to finance LCR infrastructure in low income nations is challenging due to basic banking services, lack of non-bank financial services, weak risk management capacity and limited availability of long term funding. Drawing on OECD?s work on the water sector, the paper reviews financing mechanisms that help to increase access to commercial banks, bond finance, project finance and equity finance in developing countries. Green bonds are an example of a financing mechanism with strong potential for LCR infrastructure in developed countries, but supportive government policies are required. The paper concludes by considering governance arrangements that can enable and secure private engagement in LCR infrastructure investment, including public private partnerships (PPPs). Where governments have opted to use PPPs, government PPP units may be suitable administrative units for managing delivery of LCR performance as an integral part of the infrastructure project.

    Abstract: Developed countries have committed under the international negotiations to jointly mobilising USD 100 billion per year by 2020 for climate change mitigation and adaptation in developing countries. Such data will also help governments and the private sector understand how much and what type of climate finance is flowing today, so as to be able to evaluate progress and effectiveness of international climate finance flows. Estimates based on available data are highly uncertain and incomplete, highlighting several challenges in establishing a robust tracking system. A more political question is what should be the internationally agreed definition of “climate finance” or, absent agreement on that, what types of flows or activities might count towards the USD 100 billion? On the more technical side, challenges include clearly defining flows and sources of international climate finance, determining the cause and effect of flows, and establishing the boundaries of finance flowing towards climate change action. This paper considers what data are currently available to track climate finance, and demonstrates the complex nature of financial flows through examples across international and domestic as well as public and private flows. The examples highlight questions on how to count and track climate finance.

    Abstract: Bioenergy with Carbon Capture and Storage (BECCS) is a carbon reduction technology that offers permanent net removal of carbon dioxide (CO2) from the atmosphere. This has been termed 'negative carbon dioxide emissions', and offers a significant advantage over other mitigation alternatives, which only decrease the amount of emissions to the atmosphere. The benefits inherent within this technology are currently receiving increased attention from policy makers. To facilitate the development of appropriate policy incentives, this paper reviews the treatment of 'negative carbon dioxide emissions' under current and planned international carbon accounting frameworks. It finds that, while current frameworks provide limited guidance, proposed and revised guidelines could provide an environmentally sound reporting framework for BECCS. However, the paper also notes that, as they currently stand, new guidelines do not tackle a critical issue that has implications for all biomass energy systems, namely the overall carbon footprint of biomass production and use. It recommends that, to the best extent possible, all carbon impacts of BECCS are fully reflected in carbon reporting and accounting systems under the UNFCCC and Kyoto Protocol.

    Abstract: The Cancún Agreements formalise a collective commitment by developed countries to provide new and additional funding for action on climate change in developing countries both in the short- and longer-term. This collective financial commitment requires a system to measure, report and verify (MRV) the relevant financial flows across a variety of sources. However, the existing effort to track climate finance lacks transparency, comparability and comprehensiveness. The paper highlights the relevant information that needs to be tracked in order to build a comprehensive MRV system for climate finance, proposing both improvements to current reporting and tracking systems as well as new reporting approaches for a more robust and inclusive MRV system. The paper suggests tracking information along a multi-dimensional structure. This structure is aspirational, to be achieved and added to over time. Certain elements of it might not be feasible in the near term but could be developed with a targeted effort. For example, while not a priority in the near-term it is important to recognise the growing importance of South-South financial flows to support climate action and to anticipate adding reporting on this in future. Of course such a system must also be built up slowly, allowing reporting countries to build capacity to provide higher quality and more complete information over time. In particular, the paper outlines two strawman proposals for reporting on climate finance that integrate existing and new UNFCCC vehicles for reporting or recording information, (i.e. national communications and biennial reports, the registry) as well as drawing on other reporting systems. These are: (i) reporting through limited sources; or (ii) reporting through expanded sources, building on broader institutional collaboration and non-party reporting. Both ‘strawman’ proposals foresee an important oversight role from the UNFCCC to serve as recipient of all data, and to co-ordinate the verification and review and/or international consultation and analysis process. Both options advance a more comprehensive system for storing and accessing data on international climate finance and will facilitate comparison and integration of data across sources.

The under-representation of urban carbon projects can be linked both to the difficulties to implement urban mitigation projects and to the difficulties for cities to access the carbon market. This paper reviews 10 in–depth case studies of urban projects proposed and operating within the realm of Joint Implementation (JI) and the Clean Development Mechanism (CDM) of the Kyoto Protocol. It explores the drivers of success for projects, examining in particular: types of projects that have been successful and their profitability; leadership and other roles of various actors in project initiation development and operation (i.e. local, regional and national governments as well as international, private sector or other non-governmental organisations); the role of local cobenefits; and project financial structure and risk management approaches. This paper also considers how these lessons learned may inform decisions in the future about how to best tap the potential for carbon markets to offer increased levels of financial support for urban mitigation projects or programmes.

    Abstract: Managing risks from extreme events will be a crucial component of climate change adaptation. In this study, we demonstrate an approach to assess future risks and quantify the benefits of adaptation options at a city-scale, with application to flood risk in Mumbai. In 2005, Mumbai experienced unprecedented flooding, causing direct economic damages estimated at almost two billion USD and 500 fatalities. Our findings suggest that by the 2080s, in a SRES A2 scenario, an ‘upper bound’ climate scenario could see the likelihood of a 2005-like event more than double. We estimate that total losses (direct plus indirect) associated with a 1-in-100 year event could triple compared with current situation (to $690 – $1890 million USD), due to climate change alone. Continued rapid urbanisation could further increase the risk level. Moreover, a survey on the consequences of the 2005 floods on the marginalized population reveals the special vulnerability of the poorest, which is not apparent when looking only through a window of quantitative analysis and aggregate figures. For instance, the survey suggests that total losses to the marginalized population from the 2005 floods could lie around $250 million, which represents a limited share of total losses but a large shock for poor households. The analysis also demonstrates that adaptation could significantly reduce future losses; for example, estimates suggest that by improving the drainage system in Mumbai, losses associated with a 1-in-100 year flood event today could be reduced by as much as 70%. We show that assessing the indirect costs of extreme events is an important component of an adaptation assessment, both in ensuring the analysis captures the full economic benefits of adaptation and also identifying options that can help to manage indirect risks of disasters. For example, we show that by extending insurance to 100% penetration, the indirect effects of flooding could be almost halved. As shown by the survey, the marginalized population has little access to financial support in disaster aftermaths, and targeting this population could make the benefits of such measures even larger. While this study explores only the upper-bound climate scenario and is insufficient to design an adaptation strategy, it does demonstrate the value of risk-assessment as an important quantitative tool in developing city-scale adaptation strategies. We conclude with a discussion of sources of uncertainty, and of risk-based tools that could be linked with decision-making approaches to inform adaptation plans that are robust to climate change.

    Abstract: Cities represent a challenge and an opportunity for climate change policy. As the hubs of economic activity, cities generate the bulk of GHG emissions and are thus important to mitigation strategies. Urban planning will shape future trends and the concentration of population, socio-economic activity, poverty and infrastructure in urban areas translates into particular vulnerability to increased climate hazards. City governments and urban stakeholders will therefore be essential in the design and delivery of cost-effective adaptation policies. Further, by empowering local governments, national policies could leverage existing local experiments, accelerate policy responses, foster resource mobilization and engage local stakeholders. This paper presents a framework for multilevel governance, showing that advancing governance of climate change across all levels of government and relevant stakeholders is crucial to avoid policy gaps between local action plans and national policy frameworks (vertical integration) and to encourage cross-scale learning between relevant departments or institutions in local and regional governments (horizontal dimension). Vertical and horizontal integration allows two-way benefits: locally-led or bottom-up where local initiatives influence national action and nationally-led or top-down where enabling frameworks empower local players. The most promising frameworks combine the two into hybrid models of policy dialogue where the lessons learnt are used to modify and fine-tune enabling frameworks and disseminated horizontally, achieving more efficient local implementation of climate strategies.

    Abstract: The Bali Action Plan introduced the notion of linking GHG mitigation action in developing countries with support for such action, in a "measurable, reportable and verifiable (MRV)" manner. However, it does not specify the relationship or link that may be made between nationally appropriate mitigation actions (NAMAs) in developing countries and mitigation support. It also remains unclear whether the MRV requirements apply to the link between NAMAs in developing countries and mitigation support, or to one or both of the separate elements. This paper suggests a number of elements for a possible conceptual framework to "link" mitigation actions with mitigation support, including practical considerations for how one might measure, report and verify progress, with a view to understanding the role for such a framework in a post-2012 agreement. The design of a successful and effective linking framework might aim to achieve a number of specific goals. On the action side, a key goal may be to integrate NAMAs in developing countries into national development plans and to address a significant mitigation opportunities. On the support side, important goals are perhaps cost-effectiveness and how to prioritise spending. For a linking framework to successfully address these issues, both actions and support would need to be measurable, reportable and verifiable (MRV). Building on existing systems, a framework for MRV based on both the actual, possible or planned mitigation actions in developing countries as well as on current (public) mitigation support from developed countries could be a good starting point for further development of a linking framework.

    Abstract: The current monitoring, reporting and review framework under the UN Framework Convention on Climate Change (UNFCCC) has a number of strengths and weaknesses. Weaknesses include inconsistent and/or incomplete self reporting of financial support; infrequent reporting; limited and incomplete information on multilateral development banks and other non-UNFCCC funds; lack of primary data on financial flows under KP mechanisms (CDM); and lack of verification procedures. This paper aims to facilitate a discussion about a possible framework to measure, report and verify (MRV) mitigation support. It considers the main pathways through which mitigation support to developing countries may flow as well as the availability and suitability of information in this area to provide a basis to measure, report and verify mitigation support. A strengthened framework for reporting could be developed and layered into the existing system, e.g. via National Communications. Data gaps and reporting frequency could be corrected through improvements in National Communication guidelines and the development of a common reporting format. The UNFCCC could also collaborate with other institutions to develop and draw on more standardised data from other sources and to assure that information across sources is comparable and publicly available. A key aspect would be to provide a monitoring system that covers not just public but also private finance in mitigation specific as well as mitigation relevant areas. The absence of verification procedures in the current UNFCCC monitoring and review system for mitigation support should also be addressed. The Convention does not lay out specific guidelines for the review of mitigation support reported in National Communications and reported information is not formally cross checked with alternative information sources. Parties could agree to the elaboration of guidelines for review and verification to help determine whether Parties have employed agreed methods for self assessment and reporting on technology transfer, capacity building and financing, and whether reporting is conducted in a transparent manner. In addition, standardised reporting by recipient countries about funds received, use and usefulness of funds could also be an important addition to provide information for verification with information on contributions to mitigation support.

    Abstract: Climate change has become a priority issue in global environmental governance and cities are important players. For over three decades, the OECD has been actively supporting member and non-member countries to design environmental policies that are both economically efficient and effective at achieving their environmental objectives.1 Through peer reviews of policy implementation, the OECD helps governments to improve their collective and individual environmental performance, through sound economic and policy analysis and dialogue on how to establish and to achieve climate change goals. Climate change has been on the agenda since the late 1980s at the OECD, where we provide a forum for countries to, discuss and develop a shared understanding of the key policy challenges as well as to assess performance and identify good practice in the design and implementation of climate policies. Today the OECD is actively working with governments to highlight the role of cities to deliver cost-effective policy responses to climate change. A number of projects at the OECD are advancing the understanding of the roles that cities can play to respond to efficiently and effectively to climate change. This report is one in a series under the OECD Environment Directorate’s project on Cities and Climate Change. The project aims to explore the city-scale risks of climate change and the local benefits of both adaptation policies and (global) mitigation strategies.
