    Abstract: "How do individuals protect and provide for themselves in a world where so many people live, work, study, and retire outside their countries of citizenship and where many states are reneging on their contract to provide basic social welfare to their citizens? The conventional wisdom is that access to social protections is limited by proximity-membership in the nation-state of residence via citizenship, geographic proximity to the distribution of services within a given territory, and embeddedness in specific local family or social networks all place natural limits on the availability of social protection. We believe this conventional wisdom is sorely out of date. How and where people earn their livelihoods, the communities with which they identify, and where the rights and responsibilities of citizenship get fulfilled has changed dramatically. Societies are increasingly diverse-racially, ethnically, and religiously, but also in terms of membership and rights. There are increasing numbers of long-term residents without membership who live for extended periods in a host country without full rights or representation. There are also more and more long-term members without residence who live outside the countries where they are citizens but continue to participate in the economic and political life of their homelands. There are professional-class migrants who carry two passports and know how to make claims and raise their voices in multiple settings, but there are many more poor, low-skilled, and undocumented migrants who are marginalized in both their home and host countries. Our book analyzes how these changes are transforming social welfare as we know it. We argue that a new set of social welfare arrangements has emerged that we call Hybrid Transnational Social Protection (HTSP). We find that HTSP sometimes complements and sometimes substitutes for traditional modes of social welfare provision. Migrants and their families unevenly and unequally piece together resource environments across borders from multiple sources, including the state, market, nongovernmental organizations (NGOs) and their social networks. Local, subnational (i.e., states and provinces), national, and supranational actors (i.e., regional and international governance bodies) are all potential providers of some level of care. Changing understandings of how and where rights are granted that go beyond national citizenship will aid migrants and non-migrants in their efforts to protect themselves across borders. In fact, we suggest four logics upon which rights are based: the logic of citizenship, the logic of personhood/humanity, the logic of the market, and the logic of community. The conflicts between these different logics are at the core of the contemporary controversies and conflicts over what we can and what we should do to protect dispersed individuals and families from risk, danger, and precarity"--

    Abstract: "How do religious, ethnic, and national identities interact in religiously homogenous ethnic conflicts? Is it possible for religion to act as a resolution tool in such conflicts? Why? Why not? In search for answers to these questions, Under the Banner of Islam focuses on the ambivalent role Sunni Islam has played in Turkey's Kurdish conflict-both as a conflict-resolution tool and as a tool of resistance-in the last two decades. Relying mainly on participant observation in Civil Friday Prayers and 62 interviews conducted in three different cities in Turkey (Istanbul and the majority-Kurdish Diyarbakir and Batman) between June 2012 and June 2013, it demonstrates that Sunni Islam has had a very limited impact as a conflict-resolution tool in Turkey. Blending interview data with a detailed historical institutional analysis that goes back as early as the nineteenth century, it argues that the strength of Turkish and Kurdish nationalisms, the symbiotic relationship between Turkey's religious and political fields, religious elites' varying conceptualizations of religious and ethnic identities, and the recent political developments in the region (particularly the establishment of an autonomous Kurdish region, Rojava, in Syria) have all contributed to this outcome. The resulting narrative is not only a record of religion, ethnicity, and nationalism in Turkey's Kurdish conflict, but also an investigation of how ethnic and religious identities are negotiated in conflict resolution and how symbolic boundaries are drawn in ethnic conflict zones"--

    Abstract: This book analyzes data from a variety of sources to understand the mainstreaming of racism today. The book puts this research in a historical context. Today with issues of globalization, immigration and demographic diversification achieving greater public salience, racism is more likely to manifest itself more in the form of a generalized ethnocentrism that expresses outgroup hostility" toward a diverse set of groups, including Latinos and Muslims as well as African Americans. Both changes in structure and agency have facilitated the mainstreaming of racism today. Changes in the "political opportunity structure," as witnessed by the rise of the Tea Party Movement, facilitated the mainstreaming of white extremists into the Republican Party and lay the basis for an electoral politics focused on giving voice to white people more generally acting on their outgroup hostility. Changes in the political structure were matched by the appearance of a charismatic leader in the person of Donald Trump who made great use of a transformed media landscape to stoke white people's outgroup hostility. Trump won the presidency most strategically deploying his demagoguery to mobilize white non-voters in swing states, with the end result greatly accelerating the mainstreaming racism and placing it at the center of policymaking in the White House. With the extensive empirical evidence provided, this book documents how the mainstreaming of racism today began before Trump started to run for the presidency but then increased under his leadership and it likely to be a troubling presence in U.S. politics for some time to come. The findings provided create the basis for suggestions on how to push racism back to the margins of American politics.

    Abstract: Global health politics has emerged over the last two decades as a distinct, interdisciplinary field of study which is beginning to demonstrate signs of maturity. It is concerned with the actions, practices, and policies that govern the sphere of global health. The field addresses not only the processes of decision-making, but also the structures of power that shape what is possible and the requirement for collective action to address global problems. Politics is unavoidable, necessary, and integral to effectively addressing global health challenges. The study of global health politics therefore is not about how to minimise interference in rational decision-making, but rather about explaining and improving the quality of political institutions and processes that will, in turn, improve global health action and, ultimately, outcomes.

    Abstract: Turkey has a history of multiparty electoral competition going back to 1950, longer than many other nations in the world. Until recently, it was often perceived as a model country that showed the feasibility of democratic governance in a Muslim-majority society. However, the rise of religious-nationalist populism and sociopolitical polarization has resulted in an authoritarian turn that has stifled political liberalization. Turkish foreign policy has had strong linkages with the West but now exhibits a more independent and assertive position. Turkish national identity remains exclusionary as citizens not belonging to the dominant ethnic and religious groups face various levels of discrimination. Political violence persists in the forms of state repression, insurgent attacks, and terrorism; nevertheless, Turkish civil society continues to be resilient.

    Abstract: Andrei Tsygankov's Dark Double focuses on the driving power of values and media in structuring US-Russia relations. Values in the political realm translate into culturally and historically established beliefs about the appropriate organization of human institutions and foreign policy. Importantly, politicians do not create value systems; they draw from them. Although many observers argue that US-Russia relations are a simple reflection of elites' political and economic preferences in both countries, these preferences tend to arise from pre-existing belief systems that are deeply rooted in the public and which the mass media constantly accentuates. Dark Double is a succinct account of the major periods in American and Russian mutual perceptions since the Cold War's end. In particular, Tsygankov focuses on the most recent period, in which the two nations have shifted toward viewing the other as a near-existential threat. In Tsygankov's telling, Americans' negative views toward Russia draw from a deep wellspring of suspicion toward the latter country, and they are only enhanced by a biased media that regularly exploits such negativity. Political elites draw from this rather than create the framework themselves. For instance, according to public polls, Americans and Russians became disappointed in each other's values before the White House and the Kremlin chose to prioritize the issue in their relations during the 2010s. In the United States, the percentage of those viewing Russia unfavorably went up since the mid-2000s, exceeding 50 percent in 2009, whereas anti-American attitudes in Russia increased since 2003, reaching 50 percent in 2005.

    Abstract: Is a global institutional order composed of sovereign states fit for cosmopolitan moral purpose? Cosmopolitan political theorists challenge claims that states, nations or other collectives have ultimate moral significance. They focus instead on individuals: on what they share and on what each may owe to all the others. They see principles of distributive justice - and increasingly political justice - applying with force in a global system in which billions continue to suffer from severe poverty and deprivation, political repression, interstate violence and other ills. Cosmopolitans diverge widely, however, on the institutional implications of their shared moral view. Some argue that the current system of competing sovereign states tends to promote unjust outcomes and stands in need of deep structural reform. Others reject such claims and contend that justice can be pursued through transforming the orientations and conduct of individual and collective agents, especially states. This volume brings together prominent political theorists and International Relations scholars — including some skeptics of cosmopolitanism — in a far-ranging dialogue about the institutional implications of the cosmopolitan approach. Contributors offer penetrating analyses of both continuing and emerging issues around state sovereignty, democratic autonomy and accountability, and the promotion and protection of human rights. They also debate potential reforms of the current global system, from the transformation of cities and states to the creation of some encompassing world government capable of effectively promoting cosmopolitan aims.

    Abstract: The Oxford Handbook on Women, Peace, and Security examines the significant and evolving international Women, Peace, and Security (WPS) agenda, which scholars and practitioners have together contributed to advancing over almost two decades. Fifteen years since the passage of United Nations Security Council Resolution 1325 (2000), the WPS agenda has never been more salient on the agenda of states and international organizations. The Global Study of 1325 ("Preventing Conflict, Securing Peace") commissioned by the UN Secretary-General and released in September 2015, however, found that there is a major implementation gap with respect to UNSCR 1325 that accounts for the gaping absence of women's participation in peace and transitional decision-making processes.

    Abstract: No subject is more central to the study of politics than elections.     Abstract: This title examines the ritual murder accusation (or blood libel), one of the most heinous charges against the Jews in the history of medieval antisemitism. It traces the origins to the circumstances surrounding the death of William of Norwich in 1144 and the text of the 'Life and Passion' composed by the monk Thomas of Monmouth in 1150, in the period immediately following the English civil war, the Anarchy under King Stephen, and the Second Crusade.     Abstract: "Ten years ago, in the wake of massive crimes in central Africa and the Balkans, the first permanent international criminal court was established in The Hague despite resistance from some of the world's most powerful states. In the past decade, the court has grown from a few staff in an empty building to a bustling institution with more than a thousand lawyers, investigators, and administrators from around the world. Despite its growth and the backing of more than 120 nations, the ICC is still struggling to assert itself in often turbulent political crises. The ICC is generally autonomous in its ability to select cases and investigate crimes, but it is ultimately dependent on sovereign states, and particularly on the world's leading powers. These states can provide the diplomatic, economic, and military clout the court often needs to get cooperation-and to arrest suspects. But states don't expend precious political capital lightly, and the court has often struggled to get the help it needs. When their interests are most affected, moreover, powerful states usually want the court to keep its distance. Directly and indirectly, they make their preferences known in The Hague. Rough Justice grapples with the court's basic dilemma: designed to be apolitical, it requires the support of politicians who pursue national interests and answer to domestic audiences.     Abstract: "The book is packed with intriguing revelations about common trends in the countries studied. The contributors note, for instance, that waning participation in unions, churches, and political parties seems to be virtually universal, a troubling discovery as these forms of social capital are especially important for empowering less educated, less affluent portions of the population. Indeed, in general, the researchers found more social grouping among the affluent than among the working classes and also found evidence of a younger generation that is singularly uninterested in politics, distrustful both of politicians and of others, cynical about public affairs, and less inclined to participate in enduring social organizations. On the bright side, social capital appears as strong as ever in Sweden, where 40% of the adult population participate in "study circles" - small groups who meet weekly for educational discussions."     Abstract: On November 10, 1995, the Nigerian military government under General Sani Abacha executed dissident writer Ken Saro-Wiwa along with eight other activists, and the international community reacted with outrage. From the Geneva based International Commission of Jurists (who called the executions a criminal act of state murder) to governments around the world (including the United States) who recalled their ambassadors, to the Commonwealth of Former British Colonies, who suspended Nigeria from the group, the response was quick, decisive, and nearly unanimous: Nigeria is an outcast in the global village. The events that led up to Saro-Wiwa's execution mark Nigeria's decline from a post-colonial success story to its current military dictatorship, and few writers have been more outspoken in decrying and lamenting this decline than Nobel Prize laureate and Nigerian exile Wole Soyinka.In The Open Sore of a Continent, Soyinka, whose own Nigerian passport was confiscated by General Abacha in 1994, explores the history and future of Nigeria in a compelling jeremiad that is as intense as it is provocative, learned, and wide-ranging. He deftly explains the shifting dramatis personae of Nigerian history and politics to westerners unfamiliar with the players and the process, tracing the growth of Nigeria as a player in the world economy, through the corrupt regime of Babangida, the civil war occasioned by the secession of Biafra under the leadership of Chief Odumegwu Ojukwu, the lameduck reign of Ernest Sonekan, and the coup led by General Sani Abacha, arguing that "a glance at the mildewed tapestry of the stubbornly unfinished nation edifice is necessary" to explain where Nigeria can go next. And, in the process of elucidating the Nigerian crisis, Soyinka opens readers to the broader questions of nationhood, identity, and the general state of African culture and politics at the end of the twentieth century. Here are a range of issues that investigate the interaction of peoples who have been shaped by the clash of cultures: nationalism, power, corruption, violence, and the enduring legacy of colonialism. In a world tormented by devastation from Bosnia to Rwanda, how do we define a nation: is it simply a condition of the collective mind, a passive, unquestioned habit of cohabitation? Or is what we think of as a nation a rigorous conclusion that derives from history? Is it geography, or is it a bond that transcends accidents of mountain, river, and valley? How do these varying definitions of nationhood impact the people who live under them? Soyinka concludes with a resounding call for international attention to this question: the global community must address the issue of nationhood to prevent further religious mandates and calls for ethnic purity of the sort that have turned Algeria, Rwanda, Bosnia, and Sri Lanka into killing fields.Soyinka brings a lifetime of study and experience to bear on his writing, combining the skills of a poet and playwright with the astute political observations of a seasoned activist.
