    Abstract: "How do individuals protect and provide for themselves in a world where so many people live, work, study, and retire outside their countries of citizenship and where many states are reneging on their contract to provide basic social welfare to their citizens? The conventional wisdom is that access to social protections is limited by proximity-membership in the nation-state of residence via citizenship, geographic proximity to the distribution of services within a given territory, and embeddedness in specific local family or social networks all place natural limits on the availability of social protection. We believe this conventional wisdom is sorely out of date. How and where people earn their livelihoods, the communities with which they identify, and where the rights and responsibilities of citizenship get fulfilled has changed dramatically. Societies are increasingly diverse-racially, ethnically, and religiously, but also in terms of membership and rights. There are increasing numbers of long-term residents without membership who live for extended periods in a host country without full rights or representation. There are also more and more long-term members without residence who live outside the countries where they are citizens but continue to participate in the economic and political life of their homelands. There are professional-class migrants who carry two passports and know how to make claims and raise their voices in multiple settings, but there are many more poor, low-skilled, and undocumented migrants who are marginalized in both their home and host countries. Our book analyzes how these changes are transforming social welfare as we know it. We argue that a new set of social welfare arrangements has emerged that we call Hybrid Transnational Social Protection (HTSP). We find that HTSP sometimes complements and sometimes substitutes for traditional modes of social welfare provision. Migrants and their families unevenly and unequally piece together resource environments across borders from multiple sources, including the state, market, nongovernmental organizations (NGOs) and their social networks. Local, subnational (i.e., states and provinces), national, and supranational actors (i.e., regional and international governance bodies) are all potential providers of some level of care. Changing understandings of how and where rights are granted that go beyond national citizenship will aid migrants and non-migrants in their efforts to protect themselves across borders. In fact, we suggest four logics upon which rights are based: the logic of citizenship, the logic of personhood/humanity, the logic of the market, and the logic of community. The conflicts between these different logics are at the core of the contemporary controversies and conflicts over what we can and what we should do to protect dispersed individuals and families from risk, danger, and precarity"--

    Abstract: In most countries, it is the norm for state courts to operate alongside powerful non-state justice systems, whose roots lie in custom, religion, or tradition. Indeed, non-state justice is frequently the dominant form of legal order. In the developing world, an estimated 80 to 90 percent of disputes are handled outside the state justice system, and nearly all post-conflict states feature extensive legal pluralism because of the weak institutions and contested authority endemic to conflict and post-conflict states. Yet the role of legal pluralism is frequently misunderstood and when different justice systems clash, prolonged, potentially even violent conflict, can result. In Contending Orders, Geoffrey Swenson proposes a new way to understand how state and non-state authorities interact by exploring the full range of legally pluralist environments-combative, competitive, cooperative, and complementary. Drawing upon insights from Afghanistan and Timor-Leste, two countries with extensive legal pluralism, he identifies and critically examines commonly used strategies in legally pluralistic environments. Swenson also illustrates how national and international actors can better engage non-state justice systems. Further, Swenson shows how multiple justice systems can not only co-exist but work together to contribute to the development of a democratic state bound by the rule of law. It is not enough to merely recognize that legal pluralism exists; scholars and policymakers must understand how legal pluralism actually functions. Contending Orders both analyzes the forces that are shaping the relationship between the state and non-state justice worldwide and offers policy strategies to promote the rule of law and good governance wherever legal pluralism thrives.

    Abstract: "How do religious, ethnic, and national identities interact in religiously homogenous ethnic conflicts? Is it possible for religion to act as a resolution tool in such conflicts? Why? Why not? In search for answers to these questions, Under the Banner of Islam focuses on the ambivalent role Sunni Islam has played in Turkey's Kurdish conflict-both as a conflict-resolution tool and as a tool of resistance-in the last two decades. Relying mainly on participant observation in Civil Friday Prayers and 62 interviews conducted in three different cities in Turkey (Istanbul and the majority-Kurdish Diyarbakir and Batman) between June 2012 and June 2013, it demonstrates that Sunni Islam has had a very limited impact as a conflict-resolution tool in Turkey. Blending interview data with a detailed historical institutional analysis that goes back as early as the nineteenth century, it argues that the strength of Turkish and Kurdish nationalisms, the symbiotic relationship between Turkey's religious and political fields, religious elites' varying conceptualizations of religious and ethnic identities, and the recent political developments in the region (particularly the establishment of an autonomous Kurdish region, Rojava, in Syria) have all contributed to this outcome. The resulting narrative is not only a record of religion, ethnicity, and nationalism in Turkey's Kurdish conflict, but also an investigation of how ethnic and religious identities are negotiated in conflict resolution and how symbolic boundaries are drawn in ethnic conflict zones"--

However, the rise of religious-nationalist populism and sociopolitical polarization has resulted in an authoritarian turn that has stifled political liberalization. Turkish foreign policy has had strong linkages with the West but now exhibits a more independent and assertive position. Turkish national identity remains exclusionary as citizens not belonging to the dominant ethnic and religious groups face various levels of discrimination. Political violence persists in the forms of state repression, insurgent attacks, and terrorism; nevertheless, Turkish civil society continues to be resilient.

    Abstract: "One in two white youth born into the upper-middle-class will fall from it. Drawing upon ten years of longitudinal interviews with over 100 American youth, this book shows which upper-middle-class youth are most likely to fall, how they fall, and why they do not see it coming. The book shows that upper-middle-class youth inherit different amounts of academic knowledge, institutional insights, and money from their parents. Those raised with more resources enter class reproduction pathways, while those raised with fewer resources enter downwardly mobile paths. Of course, upper-middle-class youth whose families give them few resources could switch courses by drawing upon the resources in their community. They rarely do. Instead, they internalize identities that reflect their resource weaknesses and encourage them to maintain them. Those who fall are then youth raised with resource weaknesses and they fall by internalizing identities that encourage them to maintain them. They are often surprised by their downward mobility as they observed other time periods in which their resources and identities kept them or their parents in their class"--

    Abstract: "Between 2009 and 2014, an anti homosexuality law circulating in the Ugandan parliament attracted global attention for the draconian nature of its provisions and for the involvement of US antigay evangelical Christians who were reported to have lobbied for its passage. This book makes three contributions to our understanding of these developments. First, it offers an account of the international relations that anticipated and followed the Anti Homosexuality Act. Journeying through encounters between the kingdom of Buganda and British colonialism, between the Ugandan state and its international donors, and between LGBTI activists in the global South and North, the book illuminates the frictional collaborations across geopolitical divides that produce and contest contemporary queerphobias. Second, it explores the dialectic produced by two opposed statements that mark queer postcolonial disagreements-'homosexuality is Western' and 'homophobia is Western'. Arguing that both statements are true but trivial, the book demonstrates how their opposition produces distinctive forms of temporal politics in the queer postcolony. In this register, the book explores the afterlives of colonialism and the queer futures enabled by it in Uganda, India, and Britain. Third, in shifting the scenes of encounter that it investigates from one chapter to the next, the book reveals how queerness mutates in different configurations of power to become a metonym for other categories such as nationality, religiosity, race, class, and caste. It argues that these mutations reveal the grammars forged in the originary violence of the state and social institutions in which queer difference struggles to find place"--

The Oxford Handbook of Comparative Political Theory provides an entry point into this burgeoning field by both synthesizing and challenging the terms which motivate it.     Abstract: This book analyzes data from a variety of sources to understand the mainstreaming of racism today. The book puts this research in a historical context. Today with issues of globalization, immigration and demographic diversification achieving greater public salience, racism is more likely to manifest itself more in the form of a generalized ethnocentrism that expresses outgroup hostility" toward a diverse set of groups, including Latinos and Muslims as well as African Americans. Both changes in structure and agency have facilitated the mainstreaming of racism today. Changes in the "political opportunity structure," as witnessed by the rise of the Tea Party Movement, facilitated the mainstreaming of white extremists into the Republican Party and lay the basis for an electoral politics focused on giving voice to white people more generally acting on their outgroup hostility. Changes in the political structure were matched by the appearance of a charismatic leader in the person of Donald Trump who made great use of a transformed media landscape to stoke white people's outgroup hostility. Trump won the presidency most strategically deploying his demagoguery to mobilize white non-voters in swing states, with the end result greatly accelerating the mainstreaming racism and placing it at the center of policymaking in the White House. With the extensive empirical evidence provided, this book documents how the mainstreaming of racism today began before Trump started to run for the presidency but then increased under his leadership and it likely to be a troubling presence in U.S. politics for some time to come. The findings provided create the basis for suggestions on how to push racism back to the margins of American politics.

    Abstract: "Existing work suggests that legislators in countries like India should spend little time engaging with individual citizens and, if they do, should focus their attention on co-partisans. Yet, there is anecdotal evidence that these politicians actually spend substantial time assisting individual citizens with access to basic state services. In this book, I show that helping individual voters is a key part of these representatives' activities and that, in contrast with existing expectations, they do not generally discriminate against their non-copartisans in providing assistance. Yet, this constituency service differs from that observed in Western democracies, as it arises from the partisan nature of distribution at the local level. Thus, Indian politicians are more accountable to citizens than we previously expected, but this accountability is linked to, and constrained by, the character of patronage-based politics"--

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers.     Abstract: Andrei Tsygankov's Dark Double focuses on the driving power of values and media in structuring US-Russia relations. Values in the political realm translate into culturally and historically established beliefs about the appropriate organization of human institutions and foreign policy. Importantly, politicians do not create value systems; they draw from them. Although many observers argue that US-Russia relations are a simple reflection of elites' political and economic preferences in both countries, these preferences tend to arise from pre-existing belief systems that are deeply rooted in the public and which the mass media constantly accentuates. Dark Double is a succinct account of the major periods in American and Russian mutual perceptions since the Cold War's end. In particular, Tsygankov focuses on the most recent period, in which the two nations have shifted toward viewing the other as a near-existential threat. In Tsygankov's telling, Americans' negative views toward Russia draw from a deep wellspring of suspicion toward the latter country, and they are only enhanced by a biased media that regularly exploits such negativity. Political elites draw from this rather than create the framework themselves. For instance, according to public polls, Americans and Russians became disappointed in each other's values before the White House and the Kremlin chose to prioritize the issue in their relations during the 2010s. In the United States, the percentage of those viewing Russia unfavorably went up since the mid-2000s, exceeding 50 percent in 2009, whereas anti-American attitudes in Russia increased since 2003, reaching 50 percent in 2005.

    Abstract: The Oxford Handbook on Women, Peace, and Security examines the significant and evolving international Women, Peace, and Security (WPS) agenda, which scholars and practitioners have together contributed to advancing over almost two decades. Fifteen years since the passage of United Nations Security Council Resolution 1325 (2000), the WPS agenda has never been more salient on the agenda of states and international organizations. The Global Study of 1325 ("Preventing Conflict, Securing Peace") commissioned by the UN Secretary-General and released in September 2015, however, found that there is a major implementation gap with respect to UNSCR 1325 that accounts for the gaping absence of women's participation in peace and transitional decision-making processes.

    Abstract: Since the early years of the People's Republic of China, the Chinese state has sought to regulate the practice of religion. The institutions it created for that purpose were meant to ensure that religious practice would not happen outside the supervision of the state. Since the 1990s, however, unregistered religious sites have proliferated in China, and those include Protestant house churches. China is said to have more unregistered churches than registered ones. Unregistered churches have, for the most part, deliberately chosen not to register with the State Administration for Religious Affairs, and they have also bypassed a number of other central government regulations on religious activities. Despite the fact that they are illegal, local public security bureaus have tolerated those churches. The text argues that they have done so to contain the influence of Protestantism in Chinese cities.

    Abstract: Is a global institutional order composed of sovereign states fit for cosmopolitan moral purpose? Cosmopolitan political theorists challenge claims that states, nations or other collectives have ultimate moral significance. They focus instead on individuals: on what they share and on what each may owe to all the others. They see principles of distributive justice - and increasingly political justice - applying with force in a global system in which billions continue to suffer from severe poverty and deprivation, political repression, interstate violence and other ills. Cosmopolitans diverge widely, however, on the institutional implications of their shared moral view. Some argue that the current system of competing sovereign states tends to promote unjust outcomes and stands in need of deep structural reform. Others reject such claims and contend that justice can be pursued through transforming the orientations and conduct of individual and collective agents, especially states. This volume brings together prominent political theorists and International Relations scholars — including some skeptics of cosmopolitanism — in a far-ranging dialogue about the institutional implications of the cosmopolitan approach. Contributors offer penetrating analyses of both continuing and emerging issues around state sovereignty, democratic autonomy and accountability, and the promotion and protection of human rights. They also debate potential reforms of the current global system, from the transformation of cities and states to the creation of some encompassing world government capable of effectively promoting cosmopolitan aims.

    Abstract: "For 79 days in late 2014, Hong Kong became the focus of international attention due to a public demonstration for "genuine democracy" that would become known as the Umbrella Movement. During this time, twenty percent of the local population would join the demonstration, the most large-scale and sustained act of civil disobedience in Hong Kong's history -- and the largest public protest campaign in China since the 1989 student movement in Beijing. On the surface this movement was not unlike other large-scale protest movements that have occurred around the world in recent years. But the authors argue that it was distinct in how bottom-up processes evolved into a centrally organized, programmatic movement with concrete policy demands. As well, they argue that the particular spark for the movement was a flourishing culture of protest in Hong Kong, but conditioned by a relatively conservative public ethos, in which order is paramount. Lee and Chan analyze how traditional mass media institutions and digital media combined with on-the-ground networks in such a way as to propel citizen participation and the evolution of the movement as a whole. As such they argue that the Umbrella Movement is important in the way it sheds light on the rise of digital-media-enabled social movements, the relationship between digital media platforms and legacy media institutions, the power and limitations of such occupation protests and new "action logics," and the continual significance of 'old' protest logics of resource mobilization and collective action frames"--

    Abstract: No subject is more central to the study of politics than elections. All across the globe, elections are a focal point for citizens, the media, and politicians long before-and sometimes long after—they occur. Electoral systems, the rules about how voters’ preferences are translated into election results, profoundly shape not only the results of individual elections but also many other important political outcomes including party systems, candidate selection, and policy choices. Electoral systems have been a hot topic in established democracies from the United Kingdom and Italy to New Zealand and Japan. Even in the United States, events like the 2016 presidential election and court decisions such as Citizens United have sparked advocates to promote change in the Electoral College, redistricting, and campaign finance rules. Elections and electoral systems have also intensified as a field of academic study, with groundbreaking work over the past decade sharpening our understanding of how electoral systems fundamentally shape the connections among citizens, government, and policy. This volume provides an in-depth exploration of the origins and effects of electoral systems.
