    Abstract: Across Europe, people are deeply concerned about the state of democracy. This book shifts the attention away from ever-changing populist politicians that capture newspaper headlines to the centre-left and centre-right people's parties that used to buttress the democratic order over the past decades, but which are now in steep decline. Why does the crisis of these parties contribute so profoundly to today's crisis of democracy? And why were these parties so important for the stabilization and legitimation of democracy in the past century in the first place? By providing a long-term and transnational account of the history of democracy in modern Europe, the book reveals the striking parallels between the history of democracy and the history of the people's parties since 1918. The first part of the book shows how the failure to turn traditional working-class and confessional mass parties into people's parties played a vital role in the collapse of democracy in the 1920s and 1930s. It also explores the attractiveness of the people's party ideal centred on moderation, compromise and openness to pioneering politicians in the mid-century. The second part of the book then traces the practical application and breakthrough of this ideal in the decades after World War II and shows how this contributed to the stabilization and legitimation of democracy in the postwar decades. In the final part of the book, Corduwener turns to the slow decline of the people's parties since the mid-1970s. It explores how their failure to represent volatile and polarized societies was reflected in their aim to turn into 'open' and 'flexible' parties focused primarily on providing governmental efficiency - and how this eventually turned against them by alienating their members and voters. In so doing, Corduwener offers an original and timely study of twentieth century democracy that transcends traditional party groupings, divisions between eras, and national boundaries.

    Abstract: This book sheds light on the theory of political leadership, which is still an under-researched field of political science. It is related to the philosophical argument about determinism versus activism and helps to understand the basic conflict of the 21st century between liberal democracy and new authoritarianism. The book looks at Max Weber’s typology of political rule and his concept of the ethics of responsibility, which are key to the theory of leadership. The author shows that the unfinished contest between democracy and new authoritarianism in the 21st century confirms the importance of leadership in old and new democracies as well as in the neo-authoritarian regimes and calls for a new type of political leaders. Political scientists and political sociologists tend to concentrate on the analysis of social forces, often to the extent of ignoring the active role of leading individuals. Two main trends in 19th century philosophy (Hegelian determinism vs. Carlyle’s romanticism) can be reconciled by adopting which interpretation of history based on the concept of „alternative roads“, the choice between which makes political leadership crucial for understanding politics. Leaders play particularly important roles in times of crises. In the 20th century such crises were created by two world wars (with the crucial role of such leaders as Woodrow Wilson, Winston Churcill, Charles de Gaulle, but also Adolph Hitler und Joseph Stalin) and revolutions (with Wladimir Lenin and Mao Zedong as revolutionary leaders of totalitarian states). During the cold war emerged a new type of democratic leadership devoted to the solidarity of democratic states and to the European integration (Konrad Adenauer, Willy Brandt, Robert Schuman). The transition to democracy in the last quarter of the 20th century depended to a large degree on the quality of leaders as demonstrated both by successes and failures of post-dictatorial regimes (Mikhail Gorbachev and Boris Yeltsin in Russia, Lech Walesa and Wojciech Jaruzelski in Poland, Adolfo Suarez in Spain, Nelson Mandela in South Africa etc.).

    Abstract: How does protest become criminalised? Applying an anthropological perspective to political and legal conflicts, Carolijn Terwindt urges us to critically question the underlying interests and logic of prosecuting protesters. The book draws upon ethnographic research in Chile, Spain, and the United States to trace prosecutorial narratives in three protracted contentious episodes in liberal democracies. Terwindt examines the conflict between Chilean landowners and the indigenous Mapuche people, the Spanish state and the Basque independence movement, and the United States' criminalisation of 'eco-terrorists.' Exploring how patterns and mechanisms of prosecutorial narrative emerge through distinct political, social and democratic contexts, Terwindt shines a light on how prosecutorial narratives in each episode changed significantly over time. Challenging the law and justice system and warning against relying on criminal law to deal with socio-political conflicts, Terwindt's observations have implications for a wide range of actors and constituencies, including social movement activists, scholars, and prosecutors.

    Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: This edited book is the first of its kind to systematically address the intersection of e-democracy and European politics. It contributes to an improved understanding of the role that new media technologies play in European politics and the potential impact that Internet-based political participation processes may have on modern-day representative democracy in Europe. A unique, holistic approach is taken to examine e-democracy’s current state and prospects in Europe from three, partially overlapping and interlocking perspectives: e-public, e-participation and e-voting. The authors provide both theory-inspired reflections on e-democracy’s contribution to the formation of the European public sphere, as well as rich empirical analyses of contemporary e-participation phenomena such as the European Citizens’ Initiative or e-voting practices in Estonia. Based on the presented findings, the concluding chapter combines a prospective outlook with recommendations for future paths towards meaningful integration of e-democracy in European politics and governance.

    Abstract: We live in increasingly diverse societies. Human relations are increasingly maintained by widely-used virtual means, with the result that it is becoming more common to find people with various identities and feelings of belonging living in the same political space. Identity, linguistic, religious and/or cultural diversity are not new phenomena in our societies, but recent population movements and improved communications make them more visible and crucial than before. Unfortunately, our institutional and political structures have not evolved at the same pace, thus the appropriate management of diversity has become one of the greatest challenges faced by policymakers today in European democratic societies. Unlike traditional notions of democracy, which tend to see it simply as majority rule, it is necessary to widen the way human rights are viewed and implemented, always bearing in mind the plural nature of today’s societies. This implies the need to rethink deeply-rooted concepts and attitudes that we have not been in the habit of challenging before. This essay aims to be a guide to facilitate such reflections.

    Abstract: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.

    Abstract: This book discusses some of the main challenges that arise in the management of modern democracies, with a focus on the role of citizens and their perceptions of government.     Abstract: Civic Education and Competences for Engaging Citizens in Democracies Murray Print University of Sydney and Dirk Lange Leibniz University of Hannover What competences do young citizens need to be considered as active and engaged in the context of a modern Europe? In 2011 an invited research symposium of leading civic and political educators, social scientists and educational administrators from Europe met in Hannover, Germany to consider this key concern facing Europe today. In examining the above question the symposium addressed two significant issues: 1. Identify key competencies required for active citizenship of young people in Europe of the future. 2. Translate those competencies to school-based activities in the form of curricular and pedagogical strategies. The group addressed these questions through discussion in the symposium and through previously prepared papers. Subsequently the group participated in a modified Delphi Technique to identify the key competences and the final competences are presented in this book. The chapters of this book represent the contribution of the participants before, during and after the symposium with opportunities for review and reflection. Murray Print and Dirk Lange are professors from the University of Sydney and Leibniz University of Hannover respectively and are national leaders in civics and citizenship education in their respective countries.     Abstract: This timely book reveals that the budget deficits and accumulating debts that plague modern democracies reflect a clash between two rationalities of governance: one of private property and one of common property. The clashing of these rationalities at various places in society creates forms of societal tectonics that play out through budgeting. The book demonstrates that while this clash is an inherent feature of democratic political economy, it can nonetheless be limited through embracing once again a constitution of liberty. -- Not all commons settings have tragic outcomes, of course, but tragic outcomes loom large in democratic processes because they entail conflict between two very different forms of substantive rationality; the political and market rationalities. These are both orders that contain interactions among participants, but the institutional frameworks that govern those interactions differ, generating democratic budgetary tragedies. Those tragedies, moreover, are inherent in the conflict between the different rationalities and so cannot be eliminated. They can, as this book argues, be reduced by restoring a constitution of liberty in place of the constitution of control that has taken shape throughout the west over the past century.

    Abstract: This is the most comprehensive, and most comprehensively chilling, study of modern torture yet written. Darius Rejali, one of the world's leading experts on torture, takes the reader from the late nineteenth century to the aftermath of Abu Ghraib, from slavery and the electric chair to electrotorture in American inner cities, and from French and British colonial prison cells and the Spanish-American War to the fields of Vietnam, the wars of the Middle East, and the new democracies of Latin America and Europe. As Rejali traces the development and application of one torture technique after another in these settings, he reaches startling conclusions. As the twentieth century progressed, he argues, democracies not only tortured, but set the international pace for torture. Dictatorships may have tortured more, and more indiscriminately, but the United States, Britain, and France pioneered and exported techniques that have become the lingua franca of modern torture: methods that leave no marks. Under the watchful eyes of reporters and human rights activists, low-level authorities in the world's oldest democracies were the first to learn that to scar a victim was to advertise iniquity and invite scandal. Long before the CIA even existed, police and soldiers turned instead to "clean" techniques, such as torture by electricity, ice, water, noise, drugs, and stress positions. As democracy and human rights spread after World War II, so too did these methods. Rejali makes this troubling case in fluid, arresting prose and on the basis of unprecedented research--conducted in multiple languages and on several continents--begun years before most of us had ever heard of Osama bin Laden or Abu Ghraib.     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: "This book looks at the theoretical issue of how a democracy can defend itself from those wishing to subvert or destroy it without being required to take measures that would impinge upon the basic principles of the democratic idea, such as human rights, freedom of speech and the freedom to form political organisations. This dilemma has captured the attention of philosophers as well as legal scholars for many years, but has thus far been rarely studied employing institutional and social frameworks. In this book such frameworks are incorporated into the discussion of the 'paradox' in an attempt to provide an answer to the question: is there a golden path which can reconcile between the democratic polity's need to defend itself and, at the same time, maintain responsibility to protect and safeguard the basic right of its citizens? It takes as its case study of this issue the Israeli response to Jewish extremism and violence, which tests the theoretical framework outlined in the first chapter of the book. Providing an extensive diachronic scrutiny of the State's response to extremist political parties, violent organisations and the infrastructure of extremism and intolerance within Israeli society. It emphasises the dynamics of the response and the factors which encourage or discourage the shift from less democratic and more democratic models of response. The book is unique in that it links social and institutional perspectives to the study.     Abstract: As we move into the 21st century, the turbulent transformation of economy and society looks set to continue.     Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens.
