    Abstract: Pribble investigates the barter economies that developed in many of the labor camps established under the Khmer Rouge in Cambodia. When the Khmer Rouge abolished currency and markets in 1975, starving Cambodians created underground exchanges in labor camps throughout the country, bartering luxury items for food and other necessities, while simultaneously undermining the regime’s ideological goals of eliminating any traces of capitalism in Democratic Kampuchea. Pribble asserts three key points about the barter economy in the Khmer Rouge labor camps. First, the underground exchanges in Democratic Kampuchea provided food and medicine for desperate people subsisting under a totalitarian regime, saving the lives of countless Cambodians. Second, bartering was the riskiest way to obtain food because it was dependent upon the discretion of two or more individuals from different social classes under the threat of violent punishment, thereby altering the social dynamics of the camps. Finally, despite the regime’s extreme efforts to eliminate foreign influence from the country and impose communist ideology on millions of citizens, basic forms of market capitalism and a demand for superfluous luxury goods persisted in labor camps throughout the country. A fascinating study of the human consequences of imposing rigid ideology, that will be of particular interest to scholars and students of political history and Southeast Asian history

    Abstract: The world food crisis (1972–1975) gave rise to new development concepts. To eradicate world hunger, small peasants were supposed to use ‘modern’ inputs like high-yielding seeds, fertilizer, pesticides and irrigation. This would turn subsistence producers into business owners, transform rural areas, invigorate national economies and the crisis-stricken world economy and thus stabilize capitalism. Together with an in-depth account of the world food crisis, this book analyses how this global scheme largely failed. It shows its diverse initiators, their reasoning and motives, its political breakthrough, the degrees to which it was implemented globally and nationally in the following decades and its socioeconomic effects in rural areas. Despite internationally coordinated policies and coercive means, the scheme failed on all levels: situation analysis, design, policies, incapable institutions (including big business), implementation and peasants’ responses. Selective realization in certain regions and for certain crops and the appropriation of funds by local elites often aggravated inequality and hunger. Case studies are about Bangladesh, Indonesia, Tanzania and Mali. The book shows limits to global social engineering, imperialism and state control. It is aimed at students, scholars, activists and non-specialists interested in development and the world food problem

    Abstract: From the mid-nineteenth-century Hui rebellions, which challenged centralised state control, to the early-twentieth-century revolutions, which led to Yunnan’s decades-long independence, local actors shaped the history of Yunnan through their extensive cross-border networks and contradictory roles in the attempted state consolidation of this contested area. Among the local elites, the state agents, both Han and non-Han, acted on the state's behalf in the borderlands’ affairs while seeking the balance between the interests of the state and their own communities. The state agents competed with each other while utilising and wresting with the state authorities. The dynamic relationship between the state and local actors created another contested facet of modern Yunnan’s transformation. Competing narratives emerged when local actors negotiated and reconstructed their status within the contemporary Chinese nation-state. Bandits became heroes; separatists became patriots; a vibrant regional center became an isolated, exotic, and marginal province of the People’s Republic of China

The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. The overall argument in the book is that the way contemporary China uses macrosecuritization discourses provides for ontological security as its position in relation to other major powers is undergoing transformation, by allowing it to maintain a consistent narrative of its international self that abides by its own set of moral values and sense of worth.     Abstract: This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time.     Abstract: Religion as a form of cultural expression constitutes a critical element in the relationship between Germany and India. The discovery of Indian traditions in Germany and re-interpretations of those traditions in India fueled not only new theological and philosophical explorations, but also extensive innovations in the fields of music, dance, bodily experience, and political intervention. Seeking to uncover the enfolding of colonial thought structures through presentations of the Self, while placing them in the context of global colonial value chains that connected the peripheries with the centre, this interdisciplinary volume addresses India through the lens of an entangled relationship. Adopting the position that the acceleration of communication, technical development, and colonisation locally triggered re-interpretations of the religious sphere, This volume takes a look at the period from 1800 to the end of National Socialism, tracing the strands of an Indo-Germanic religion in the making as it goes along. A special emphasis is placed on the artistic expressions of religious experience including re-enactments of musical compositions and dance configurations, which were created to embody India in Germany.     Abstract: This open access book presents the findings of the author's 3 decades of studying China's evolving anti-poverty strategies. It argues that much of the billions that nations spend yearly on economic aid is used inefficiently or to treat the symptoms but not the root causes of poverty. China, however, has evolved an effective sustainable alternative by providing the means for self-reliance to not only relieve economic poverty but also poverty of spirit. As a result, the success of China's historic war on poverty has been due not only to top-down visionary leadership but also to the bottom-up initiatives of an empowered populace unswervingly united in ending poverty. From 1993 to 2019, the author drove over 200,000 km around China and interviewed hundreds of people from all walks of life as he explored the evolution of China's anti-poverty strategies from simplistic aid and redistribution, which often engendered dependency and poverty of spirit. Over time, the philosophy shifted to empowerment by fostering self-reliance-or as Chinese put it, "blood production rather than blood transfusion." The primary method of empowerment was to provide modern infrastructure, "Roads first, then riches," so rural dwellers in remote Inner Mongolia or the Himalayan heights of Tibet had the same access to markets, jobs and internet for e-commerce as their urban counterparts. People who seized the opportunities and prospered first then used their newfound wealth and experience to help others. The stories in this book include a Tibetan entrepreneur whose family was impoverished in spite of 300 years of service to the Panchen Lama, or the farm girl with 4 years of education who now has several international schools, a biotechnology company and poverty alleviation projects across China, or the photographer who walked 40,000 km through deserts to chronicle the threat of desertification. Their tales underscore how diverse people across China helped make possible China's success in alleviating absolute poverty and why Chinese are now confident in achieving a "moderately prosperous society."

    Abstract: This ePaper explores the endeavours and motivations of the leading figures of the Japanese Red Cross Society, which forms the streams of the Red Cross Movement that get overshadowed in the Eurocentric narrative of its history. Using various primary sources from archives and studying the historical context of the time, the paper highlights how the main protagonists with similar backgrounds to the founders of the International Committee of the Red Cross proactively sought to establish and develop the movement both at the national and international level from 1867 to 1919. Moreover, a close examination of their backgrounds as well as their thoughts as expressed in their writings suggests that their motivations to engage in Red Cross work were multiple and in part, if not entirely, shaped by various needs to fulfil their own desire and sense of obligation.     Abstract: This book reconstructs the factional-ideological conflicts surrounding socialist transformation and political reform in China that were played out through ‘factional model-making’, a norm-bound mechanism for elites of the Chinese Communist Party to contest the party line publicly. Dazhai, Anhui, Nanjie, Shekou, Shenzhen, Guangdong and Chongqing were cultivated into factional models by party elites before Xi Jinping came to power in 2012. Although factional model-making undermined party discipline, it often did not threaten regime security and even contributed to regime resilience through strengthening collective leadership and other means. This follows that the suppression of factional model-making under Xi might undermine longer-term regime resilience. However, Xi believes that regime security rests on his strongman rule, not any benefits that factional model-making may contribute. It is in this spirit that he grooms Zhejiang into a party model for his policy programme of common prosperity, which is designed to legitimize his vision of socialism

Individual officers and sailors on both sides overcame mixed feelings about their erstwhile foes to feel respect for and trust in each other. The fabled “City of Light” had 7 mosques for its 40,000 Muslims, some of whom served in government, as well as 3 Franciscan cathedrals funded in part by the emperor, Jewish synagogues, and centers for Nestorian Christians, Hindus, Taoists, Manicheans, Jains, etc. As Franciscan Bishop Andrew of Perugia wrote in 1322, “Tis a fact that in this vast empire, there are people of every nation under heaven, and every sect, and all and sundry are allowed to live freely according to their creed.” In 2021, UNESCO designated “Quanzhou, Emporium of the World,” as a world heritage site, and the city is now the hub of the Belt and Road Initiative, the 21st Century Silk Road, which was inspired by ancient Quanzhou

    Abstract: This open access book includes forty-one chapters about foreign observers’ discourses on Japan. These include a wide range of perspectives from the travelogues of curious visitors to academic theses by scholars, which offer us a broad spectrum of contents, reflecting a variety of attitudes toward Japan. The works were written during the period from the 1850s to the 1980s, a timespan during which Japan became, in stages, more open to the outside world after a long isolation under the Tokugawa shogunate. From the perspective of “Japanology,” one can discern three distinct periods of rising interest in the country from abroad. The first tide of such interest came shortly after the opening of Japan, when various foreign travelers, including those who could not be included in this book, came over and wrote down their impressions of the country—which was, for them, a land of mystery and mystique, which had just opened its doors to them. The second wave arose at the beginning of the twentieth century, just after the Russo-Japanese War, when Japan again generated a remarkable surge of interest as a “miracle” in Asia that had pulled off the wondrous feat of defeating a white superpower. The third wave was more recent, which took place from the late 1960s to the 1980s, a period of high economic growth when the “miracle” of Japan’s remarkable economic recovery from the defeat of World War II attracted enthusiastic and curious attention from the outside world once again. It is not the intention of this book to directly highlight such historical transitions, but these forty-two brilliant mirrors (forty-one chapters, including forty-two discourses), even when looked in casually, provide us with unexpected insights and various perspectives.     Abstract: Stalin was a master of deception, disinformation, and camouflage, by means of which he gained supremacy over China and defeated imperialism on Chinese soil. This book examines Stalin's covert operations in his hunt for supremacy. By the late 1920s Britain had ceded place to Japan as Stalin's main enemy in Asia. By seducing Japan deeply into China, Stalin successfully turned Japan's aggression into a weapon of its own destruction. The book examines Stalin's covert operations from the murder of the Manchurian warlord Zhang Zuolin in 1928 and the publication of the forged "Tanaka Memorial" in 1929, to Stalin's hidden role in Japan's invasion of Manchuria in 1931, the outbreak of all-out war between China and Japan in 1937, and Japan's defeat in 1945. In the shadow of these and other events we find Stalin and his secret operatives, including many Chinese and Japanese collaborators, most notably Zhang Xueliang and Kōmoto Daisaku, the self-professed assassin of Zhang Zuolin.     Abstract: In August 1855, 16-year-old Chaloner Alabaster left England for Hong Kong, to take up a position as a student interpreter in the China Consular Service. He would stay for almost 40 years, climbing the rungs of the service and eventually becoming consul-general of Canton. When he retired he returned to England and received a knighthood. He died in 1898. Throughout his adult life, Alabaster kept diaries. In the first four volumes of these diaries, collected here by Benjamin Penny, the teenage Alabaster recorded his thoughts and observations, told himself anecdotes, and exploded in outbursts of anger and frustration. He was young and enthusiastic, and the everyday sights, sounds and smells of Hong Kong were novel to him. He describes how the Chinese people around him ironed clothes, dried flour and threshed rice; how they gambled, prepared their food and made bean curd; and what opera, new year festivities and the birthday of the Heavenly Empress were like. Like many a young Victorian, he was also a keen observer of natural history, fascinated by fireflies and ants, corals and sea slugs, and the volcanic origins of the landscape. Alabaster's diaries are a unique, vibrant and riveting record of life in the young British colony on the cusp of the Second Opium War. It looks at how books that were once part of one of the biggest imperial book repositories of the medieval Muslim world, the khizanat of the Fatimids of North Africa and Egypt (909CE-1171CE) ended up having a rich social life among the Bohras across the Western Indian Ocean, starting in Yemen and ending in Gujarat. It shows how, under strict conditions of secrecy, and over several centuries, one khizana was turned into another, its manuscripts gaining new meanings in the new social realities in which they were preserved, read, transmitted, venerated and copied into.     Abstract: The Routledge Handbook of Chinese Medicine is an extensive, interdisciplinary guide to the nature of traditional medicine and healing in the Chinese cultural region, and its plural epistemologies. Established experts and the next generation of scholars interpret the ways in which Chinese medicine has been understood and portrayed from the beginning of the empire (third century BCE) to the globalisation of Chinese products and practices in the present day, taking in subjects from ancient medical writings to therapeutic movement, to talismans for healing and traditional medicines that have inspired global solutions to contemporary epidemics.     Abstract: This ePaper investigates the Straits Chinese community and their positioning relative to the British Empire and the Chinese Empire around 1900. It studies their responses to and interactions with the transition from a world of empires to a world of nation-states. The Straits Chinese are framed as a cosmopolitan community in a cosmopolitan city who played an important role in the reconfiguration of imperial citizenship and the deterritorialisation of China. Through their own and others' adoption of racial discourses, they found themselves in a double bind, not quite Chinese and not quite British. This shaped their encounter with early Chinese nationalism. Consequently, this paper disrupts the teleology of decolonisation and demonstrates how the transformations taking place in the international system in the early twentieth century relegated certain communities to the margins by virtue of their 'in-between' position. Javed examines the Chinese Communist Party's mass mobilization of violence during its land reform campaign in the early 1950s, one of the most violent and successful state-building efforts in history. Using an array of novel archival, documentary, and quantitative historical data, this book illustrates that China's land reform campaign was not just about economic redistribution but rather part of a larger, brutally violent state-building effort to delegitimize the new party-state's internal rivals and establish its moral authority. Righteous Revolutionaries argues that the Chinese Party-state simultaneously removed perceived threats to its authority at the grassroots and bolstered its legitimacy through a process called moral mobilization. This mobilization process created a moral boundary that designated a virtuous ingroup of "the masses" and a demonized outgroup of "class enemies," mobilized the masses to participate in violence against this broadly defined outgroup, and strengthened this symbolic boundary by making the masses complicit in state violence. Righteous Revolutionaries shows how we can find traces of moral mobilization in China today under Xi Jinping's rule. In an era where states and politicians regularly weaponize moral emotions to foment intergroup conflict and violence, understanding the dynamics of violent mobilization and state authority are more relevant than ever before

China has long prioritized economic growth over environmental protection. But in recent years, the country has become a global leader in the fight to save the planet by promoting clean energy, cutting air and water pollution, and developing a system of green finance. In Certifying China, Yixian Sun explores the potential and limits of transnational eco-certification in moving the world's most populous country toward sustainable consumption and production. He identifies the forces that drive companies from three sectors-seafood, palm oil, and tea-to embrace eco-certification. The success of eco-certification, he says, will depend on the extent to which it wins the support of domestic actors in fast-growing emerging economies. The assumption of eco-certification is that demand along the supply chain can drive businesses to adopt good practices for social, environmental, and economic sustainability by specifying rules for production, third-party verification, and product labeling. Through case studies drawn from extensive fieldwork and mixed methods, Sun traces the processes by which certification programs originating from the Global North were introduced in China and gradually gained traction. He finds that the rise of eco-certification in the Chinese market is mainly driven by state actors, including government-sponsored industry associations, who seek benefits of transnational governance for their own development goals. The book challenges the conventional wisdom that the Chinese state has little interest in supporting transnational governance, offering novel insights into the interaction between state and non-state actors in earth system governance in emerging economies

Information, says Janaki Srinivasan, has fundamentally reshaped development discourse and practice. In this study, she examines the history of the idea of "information" and its political implications for poverty alleviation. She presents three cases in India-the circulation of price information in a fish market in Kerala, government information in information kiosks operated by a nonprofit in Puducherry, and a political campaign demanding a right to information in Rajasthan-to explore three uses of information to support goals of social change. Countering claims that information is naturally and universally empowering, Srinivasan shows how the definition, production, and leveraging of information are shaped by caste, class, and gender. Srinivasan draws on archival and ethnographic research to challenge the idea of information as objective and factual. Using the concept of an "information order," she examines how the meaning and value of information reflect the social relations in which it is embedded.     Abstract: In Imperial Gateway, Seiji Shirane explores the political, social, and economic significance of colonial Taiwan in the southern expansion of Japan's empire from 1895 to the end of World War II. Challenging understandings of empire that focus on bilateral relations between metropole and colonial periphery, Shirane uncovers a half century of dynamic relations between Japan, Taiwan, China, and Western regional powers. Japanese officials in Taiwan did not simply take orders from Tokyo; rather, they often pursued their own expansionist ambitions in South China and Southeast Asia. When outright conquest was not possible, they promoted alternative strategies, including naturalizing resident Chinese as overseas Taiwanese subjects, extending colonial police networks, and deploying tens of thousands of Taiwanese to war. The Taiwanese—merchants, gangsters, policemen, interpreters, nurses, and soldiers—seized new opportunities for socioeconomic advancement that did not always align with Japan's imperial interests. Drawing on multilingual archives in six countries, Imperial Gateway shows how Japanese officials and Taiwanese subjects transformed Taiwan into a regional gateway for expansion in an ever-shifting international order. Audacious raconteurs wrest back meanings of religion, culture, and history that are closer to their lived understandings. In Ploughshares and Swords, Jayita Sarkar challenges this received wisdom, narrating a global story of India's nuclear program during its first forty years. The book foregrounds the program's civilian and military features by probing its close relationship with the space program. Through nuclear and space technologies, India's leaders served the technopolitical aims of economic modernity and the geopolitical goals of deterring adversaries. The politically savvy, transnationally connected scientists and engineers who steered the program obtained technologies, materials, and information through a variety of state and nonstate actors from Europe and North America, including both superpowers. They thus maneuvered around Cold War politics and the choke points of the nonproliferation regime. Hyperdiversification increased choices for the leaders of the nuclear program but reduced democratic accountability at home. This may fill the shelves of "Oriental wisdom" sections in our bookshops, but most historians do not buy into this kind of "feel good" projections and are acutely aware that any society whatsoever, wherever it is located, teems with violence, and that violence is part and parcel of any kind of polity. Furthermore, the political violence which is the topic of this volume is not just about war, it can take on very diverse forms, including, as will be shown by some of the articles presented here, iconic vandalism, distorted modes of interpretation, warped forms of ideological discourse, collective amnesia and negationism. The present volume is the second of the "Myriades d'Asies" series inaugurated with India-China: Intersecting Universalities.     Abstract: Le 11 mars 2011, le Japon est frappé par un séisme de magnitude 9, suivi d'un tsunami dévastateur. La double catastrophe fait plus de 18 000 morts et disparus. Elle provoque également d'importants dégâts matériels. Cinq centrales nucléaires sont notamment touchées. L'une d'entre elles, Fukushima Daiichi, est inondée par une vague de 15 mètres, qui endommage gravement l'installation. Les jours suivants, trois réacteurs entrent en fusion et des explosions se produisent sur le site. Malgré l'ampleur de l'accident, le pire est pourtant évité. Évité grâce au courage et à l'action d'une poignée de travailleurs dirigés par Masao Yoshida, le directeur de Fukushima. Cet ouvrage met à la disposition du lecteur l'intégralité des auditions, traduites du japonais, de Yoshida par la commission d'enquête gouvernementale sur l'accident. Au fil des entretiens, le directeur retrace une expérience humaine inédite, dévoilant l'histoire d'une équipe d'opérateurs confrontés à un scénario d'accident que nul n'avait imaginé. Une histoire qui, par-delà les termes techniques employés, peut se lire comme le roman d'une lutte acharnée menée contre une installation nucléaire libérée de ses dispositifs de contrôle.     Abstract: In this innovative and persuasive volume, Sonia Ryang offers new ways to think about North Korea and how truth emerges over decades from within a dominant discourse. It explores four discrete yet mutually related domains of discourse: North Korea's literary purge of the 1950s-1960s; its state-initiated linguistic reforms of the 1960s-1980s; stories from a people's chronicle, more than one hundred volumes in length, documenting interactions with the Great Leader, Kim Il Sung; and the multivolume memoirs of the Great Leader himself, published in the 1990s. These texts are heterogeneous in terms of authorship, style, purpose, and genre, and many have never before been explored in Anglophone studies of North Korea. All have contributed to consolidating a North Korean regime of truth, bringing into existence a set of assumptions and shared understandings that have been regarded as true over the last half century. Basing her work on a study of these linguistic and discursive domains, Ryang explores the ways in which power, truth, and self are indissolubly connected by function as well as efficacy and how language plays a key role in sustaining their validity. The Kim Il Sung era, from 1945 to Kim's death in 1994, forms the basis of the book, but the way truth emerged and was sustained during these decades provide important insight into how we can comprehend North Korea today. Rather than view the country as an ideological entity in order to expose its falsehood, so to speak, thinking critically about what it sees as true yields a far more productive outcome for scholarly analysis as well as general understanding. Language and Truth in North Korea will find a ready audience among those interested in North Korea from a wide variety of disciplines, including the social sciences, history, philosophy, and theology

    Abstract: Beginning in the late nineteenth century, India played a pivotal role in global conversations about population and reproduction. In Reproductive Politics and the Making of Modern India, Mytheli Sreenivas demonstrates how colonial administrators, postcolonial development experts, nationalists, eugenicists, feminists, and family planners all aimed to reform reproduction to transform both individual bodies and the body politic. Across the political spectrum, people insisted that regulating reproduction was necessary and that limiting the population was essential to economic development. This book investigates the often devastating implications of this logic, which demonized some women’s reproduction as the cause of national and planetary catastrophe. To tell this story, Sreenivas explores debates about marriage, family, and contraception. She also demonstrates how concerns about reproduction surfaced within a range of political questions—about poverty and crises of subsistence, migration and claims of national sovereignty, normative heterosexuality and drives for economic development. Locating India at the center of transnational historical change, this book suggests that Indian developments produced the very grounds over which reproduction was called into question in the modern world.
