    Abstract: Public choice or rational politics differs from other approaches to the study of political behavior in that it builds on models in which rational individuals seek to advance their own interests. This five-part volume surveys the main ideas and contributions of the field. It contains twenty-five essays written by thirty scholars, both economists and political scientists, from North America and Europe. Part I discusses the nature and justification for the existence of government and various forms it can take, including mixed, private, and public institutions, international organizations, federalisms, and constitutional governments. Part II examines the properties of different voting rules and preference aggregation procedures. Part III explores multiparty systems, interest groups, logrolling and political business cycles. The individual decisionmaker is the focus of Part IV, with surveys of the experimental literature on individual behavior, and why people vote as they do. The final section applies public-choice reasoning to bureaucracy, taxation, and the size of government

    Abstract: Die Medien sind ein plastisches Beispiel für technisch-institutionelle Interdependenzen: Im Zuge der von technischen Neuerungen vorangetriebenen Marktdynamik werden tradierte institutionelle Arrangements obsolet, womit neue ordnungspolitische Herausforderungen entstehen. Wenn aber die Medien eine »vierte Gewalt« bilden, so kann der rasante Veränderungsprozeß nicht nur mit einem »laisser faire« beantwortet werden. Die ordnungspolitische Herausforderung ist also bei den Medien besonders groß und bedarf sorgfältiger wissenschaftlicher Reflexion. Die »Arbeitsgruppe Wettbewerb des Wirtschaftspolitischen Ausschusses« im Verein für Socialpolitik erörterte dieses Spannungsverhältnis zwischen Freiheit und Zwang eingehend mit Vertretern aus Politik, Verbandswesen und Unternehmenspraxis. Der Tagungsband beinhaltet die Referate sowie zusätzliche Beiträge: Dr. Werner Hippe, Präsident des Verbandes Deutscher Zeitschriftenverleger e. V., Bonn, verdeutlicht die Chancen und Risiken der Zeitschriftenverlage angesichts der veränderten technischen Möglichkeiten. Peter Voß, Intendant des Südwestdeutschen Rundfunks, Baden-Baden, erörtert die gegenwärtige und zukünftige Legitimation des öffentlich-rechtlichen Rundfunks in einer sich wandelnden Umwelt. Reinhard Klimmt, MdL, Vorsitzender der Medienkommission des SPDBundesvorstands, referiert über die sozialen Gestaltungspotentiale der Medienpolitik. Prof. eh. Dietrich Ratzke entwickelt eine grundlegende Kritik an den euphorischen Szenarien der Medienzukunft. Prof. Dr. Wolf-Dieter Ring, Präsident der Bayerischen Landeszentrale für neue Medien, München, und Dr. Norbert Schneider, Direktor der Landesanstalt für Rundfunk Nordrhein-Westfalen, Düsseldorf, gehen auf die unterschiedlichen Erfahrungen in den jeweiligen Bundesländern ein.

    Abstract: Abstract: Der politische und ökonomische Wandel in den Gesellschaften Mittel- und Osteuropas hat Wissenschaft und Politik überrascht. Erst allmählich werden Kenntnislücken zu Geschichte und Gegenwart dieser Region aufgearbeitet. Vor diesem Hintergrund erörtern die Autoren des Sammelbandes u.a. betriebliche Restrukturierungen in Polen und Tschechien, Aspekte der Transformation in Betrieben des ostdeutschen Maschinenbaus sowie aus theoretischer Perspektive u.a. die Bedeutung intermediärer Regimes im Prozeß der demokratischen Konsolidierung Ostmitteleuropas und die machtsoziologische Perspektive der betrieblichen Transformation. Überlegungen zur Perspektive der soziologischen Transformationsforschung in postsozialistischen Ländern schließen den Band ab. Die Mehrheit der Beiträge orientiert sich an einem "institutionalistischen" Konzept des Wandels der unternehmerischen Organisationen, der betrieblichen Beziehungen und der nationalen Wandlungskonzepte.
