    Abstract: Rural Well-being: Geography of Opportunities presents the latest iteration on this policy framework, reflecting several important changes in rural development in recent years. Fully taking into account the variety of situations characterising rural regions, the new policy framework leverages improved data and analysis while broadening the scope from economic focus to encompass the environmental and social dimensions of well-being. The new approach places the well-being of citizens at the forefront of its objective and recognises the diversity of rural places brought by a deeper understanding of their diverse and complex socio-economic systems and their connection to cities. The framework also looks to the future and unfolding megatrends such as globalisation, digitalisation, climate change and demographic change. It reflects on how these will impact rural economies and reviews policy options to mitigate the challenges and capitalise on opportunities as well as to develop resilience against emerging crises. Finally, recognising the strong interdependencies between different stakeholders and the need for partnerships between government, the private sector and civil society to successfully implement policies, the Rural Well-being Policy Framework focuses on governance mechanisms, including the OECD Principles on Rural Policy.

    Abstract: Urbanization is transforming the planet, within and beyond cities, at all spatial scales. In this book, Neil Brenner mobilizes the tools of critical urban theory to deconstruct some of the dominant urban discourses of our time, which naturalize, and thus depoliticize, the enclosures, exclusions, injustices and irrationalities of neoliberal urbanism. In so doing, Brenner advocates a constant reinvention of the framing categories, methods and assumptions of critical urban theory in relation to the rapidly mutating geographies of capitalist urbanization. Only a theory that is dynamic—which is constantly being transformed in relation to the restlessly evolving social worlds and territorial landscapes it aspires to grasp—can be a genuinely critical theory

    Abstract: This report compares urbanisation trends in OECD countries on the basis of a newly defined OECD methodology which enables cross-country comparison of the socio-econimic and environmental performance of metropolitan areas in OECD countries.     Abstract: Gender gaps are pervasive in all walks of economic life and imply large losses in terms of foregone productivity and living standards to the individuals concerned and the economy. This new OECD report focuses on how best to close these gender gaps under four broad headings: 1) Gender equality, social norms and public policies; and gender equality in 2) education; 3) employment and 4) entrepreneurship. Key policy messages are as follows:-Greater gender equality in educational attainment has a strong positive effect on economic growth;-Stereotyping needs to be addressed in educational choices at school from a young age. For example, adapt teaching strategies and material to increase engagement of boys in reading and of girls in maths and science; encourage more girls to follow science, engineering and maths courses in higher education and seek employment in these fields;-Good and affordable childcare is a key factor for better gender equality in employment. But change also has to happen at home as the bulk of housework and caring is left to women in many countries. Policy can support such change, for example, through parental leave policies that explicitly include fathers.-Support policies for women-owned enterprises need to target all existing firms, not just start-ups and small enterprises. Equal access to finance for male and female entrepreneurs needs to be assured

Das Projekt wurde im Rahmen des Programms Nationale Stadtentwicklungspolitik durch das Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS), vertreten durch das Bundesinstitut für Bau-, Stadt- und Raumforschung (BBSR) im Bundesamt für Bauwesen und Raumordnung (BBR), gefördert.Was verstehen Politiker, Verwaltungsmitarbeiter und Raumplaner eigentlich unter einer verstärkten Einbindung der Zivilgesellschaft in die Stadtentwicklung, wie sie von vielen Seiten gefordert wird? Welche Rolle soll Zivilgesellschaft in der Stadtentwicklung spielen und welche Rolle schreiben sich die Bürgerinnen und Bürger selbst zu? Wo liegen die Schnittstellen zwischen planerischer Beteiligung und selbstermächtigtem Engagement? Inwiefern trägt bürgerschaftliches Engagement zur Stadtentwicklung bei, wie kann es gefördert werden und wo liegen die Grenzen?     Abstract: We expect governments to protect citizens from the adverse consequences of hazardous events. At the same time it is not possible or necessarily in the best interest of citizens for all risks to be removed. A risk-based approach to the design and implementation of regulation can help to ensure that regulatory approaches are efficient, effective and account for risk/risk tradeoffs across policy objectives. Risk-based approaches to the design of regulation and compliance strategies can improve the welfare of citizens by providing better protection, more efficient government services and reduced costs for business. Across the OECD there is great potential to improve the operation of risk policy as few governments have taken steps to develop a coherent risk governance policy for managing regulation. This publication presents recent OECD research and analysis on risk and regulatory policy. The chapters discuss core challenges today. They offer measures for developing, or improving, coherent risk governance policies. Topics include: challenges in designing regulatory policy frameworks to manage risks; different cultural and legal dimensions of risk regulatory concepts across OECD; analytical models and principles for decision making in uncertain situations; key elements of risk regulation and governance institutions; the use of management-based regulation to help firms make risk-related behavioural changes; an analysis of the risk-based frameworks of regulators in five OECD countries (Australia, Ireland, Netherlands, Portugal, United Kingdom) and across four sectors: environment, food safety, financial markets and health and safety; and the elements for designing formal guidelines for risk prioritisation, assessment, management and communication.

    Abstract: Urban scholars have come up with very different answers to the question of what the main defining characteristics of urban Europe are and whether they can be described in a distinct ideal-typical model, the 'European City'. In order to fully understand the prevailing political arrangements and ongoing transformations in urban Europe, they have increasingly turned towards 'multilevel governance approaches' to conduct more comprehensive and comparative analyses of urban politics and policies. Nico Giersig reflects on these debates and exemplifies the specificities of Nordic cities within Europe as a whole. He accomplishes this by means of a systematic comparison of governance arrangements and their dynamics in two Nordic capital regions.

    Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.
