    Abstract: Das 20. Jahrhundert ist oft als das Jahrhundert der Gewalt bezeichnet worden. Daher mangelt es nicht an Gewaltphänomenen, die es genauer zu untersuchen gilt, als dies bislang geschehen ist. In diesem Band werden deswegen Gewalttaten aus neuen Perspektiven untersucht, neue Interpretationen ihrer Entstehung vorgestellt und neue Herausforderungen der sozialwissenschaftlichen Gewaltforschung debattiert. Folgende Fragen werden unter anderem in diesem gesellschaftspolitisch folgenreichen Buch behandelt: Kann der lange dominierende Begriff der physischen Gewalt überhaupt noch leitend sein, und muß die Gewaltanalyse sich nicht wieder stärker der strukturellen Gewalt zuwenden, da zunehmend eine »Gewalt ohne Gesicht« auftritt? Stecken die Ursachen im Gewalthandeln selbst, so daß Hinweise auf soziale Hintergründe etwa in die Irre führen? Verlieren sozialwissenschaftliche Forschungen aufgrund neuer biologischer Ansätze völlig an Relevanz? Biographische Informationen Wilhelm Heitmeyer, geboren 1945, war von 1996 bis 2013 Direktor des Instituts für interdisziplinäre Konflikt- und Gewaltforschung der Universität Bielefeld und arbeitet dort jetzt als Forschungsprofessor. In der edition suhrkamp gab er u. a. die Reihe Deutsche Zustände heraus. Wilhelm Heitmeyer, geboren 1945, war von 1996 bis 2013 Direktor des Instituts für interdisziplinäre Konflikt- und Gewaltforschung der Universität Bielefeld und arbeitet dort jetzt als Forschungsprofessor.     Abstract: Limiting Institutions examines the security threats in Eurasia and the role of institutions in the post-Cold War international environment. It looks at both the crucial aspect of foreign policy as well as a theoretical area of security studies and its impact in the former Soviet States including Russia, Belarus, Armenia, the Ukraine and Moldova. The first section addresses the important and varied range of security threats to this area of the world, and examines the range of responses open to European countries and to the United States. Threats such as ethnic conflict, transnational crime, and environmental and energy security issues are examined in depth. The second section addresses an important theoretical issue, namely the role that international institutions can perhaps play as arbiters of conflict and facilitators of cooperation in a region abutting the European political space. The role of the OSCE, NATO, the European Union, the Commonwealth of Independent States and the Black Sea Economic Cooperation Council are consequently examined closely. The contributors are scholars with solid international reputations, and the book will be of benefit to students of international relations and conflict analysis

    Note: Die Forschung zur Gewalt in modernen westlichen Gesellschaften hat in den letzten Jahren zugenommen. Das "Internationale Handbuch der Gewaltforschung" füllt diese Lücke. Es stellt die langfristigen Entwicklungen umfassend dar, berücksichtigt aber auch ganz aktuelle Ereignisse. Insgesamt dominiert dabei der soziologische Schwerpunkt: Gewalt als soziales Phänomen. Entsprechend sind die Artikel gruppiert nach sozialstrukturellen Verhältnissen und Gewalt, Sozialisation und Lernen von Gewalt, Gewalterfahrungen und Gewalttätigkeiten etc. Ge-waltopfer werden ebenso thematisiert wie die Gewalt in gesellschaftlichen Institutionen, im öffentlichen Raum, durch politische Gruppen oder in bezie-hungsweise durch staatliche Institutionen. Thematisiert werden auch die jeweiligen Gewaltdiskurse, Rechtfertigungen und Verarbeitungen, mithin die ganze Prozessdynamik. Die 62 Artikel von Autorinnen und Autoren aus zehn Ländern liefern aber auch Analysen mit sozialpsychologischen, kulturwis-senschaftlichen, rechtswissenschaftlichen, politikwissenschaftlichen und historischen Hintergründen sowie soziobiologischer und psychologischer Herkunft. Auf diese Weise entsteht ein komplexes, mehrperspektivisches Bild eines schwierigen Forschungsfeldes zwischen Ordnung, Zerstörung und Macht

    Abstract: Die erste wissenschaftliche Darstellung der Geschichte der Selbsttötung vom 18. bis zum 20. Jahrhundert in Deutschland ist zugleich eine Synthese von Kultur-, Wissenschafts- und Sozialgeschichte. Im Zentrum steht die Frage nach dem Recht auf den eigenen Tod und nach dem Wert des Lebens; von hier aus ergibt sich ein Bezug zur aktuellen Debatte um Sterbehilfe und Euthanasie. Das Buch behandelt die Deutungen und die Realitäten der Selbsttötung vom letzten Drittel des 18. bis zur ersten Hälfte des 20. Jahrhunderts. Erprobt wird ein transdisziplinärer Zugriff, der neben den Diskursen vor allem der Philosophie, Psychiatrie und Soziologie die oft verschütteten Lebensspuren von Suizidenten freilegt. Ihren Gegenwartsbezug findet die Geschichte des Suizids in den aktuellen bioethischen Kontroversen um Sterbehilfe

    Abstract: Das Konzept einer redistributiven Sozialpolitik scheint schon seit längerem in Deutschland an seine Grenzen gestoßen zu sein: Die durchgehend mit einer erheblichen Umverteilungskomponente versehenen sozialen Sicherungssysteme haben einerseits zu unerträglichen Belastungen insbesondere der laufenden Arbeitseinkommen geführt, ohne jedoch andererseits den Wunsch nach sozialer Gerechtigkeit nachhaltig erfüllen zu können. Ironischerweise scheint es sogar so zu sein, daß die Unzufriedenheit mit dem Sozialstaat aus einer wie auch immer definierten "Gerechtigkeitsperspektive" mit dem Ausmaß der Umverteilung wächst. Dieses ernüchternde Ergebnis hat in der Vergangenheit immer wieder zu wirtschaftswissenschaftlichen und -politischen Diskussionen darüber geführt, ob die traditionelle Umverteilungspolitik mit laufenden Einkommen als Zielgröße und Aktionsparameter redistributiver Maßnahmen nicht schon vom Ansatz her verfehlt ist. --
    Abstract: In diese Diskussion reiht sich die Dissertation von Thomas Wilke ein. Der Autor geht von der in einem theoretischen Teil abgeleiteten Hypothese aus, daß nicht das Arbeitseinkommen als Ergebnis der individuellen Leistungsfähigkeit und Leistungswilligkeit Gegenstand der Umverteilung sein darf, sondern vielmehr die individuellen Einkommenserzielungschancen, die durch das beim einzelnen gebildete Humankapital und gegebenenfalls geerbte oder geschenkte Vermögen maßgeblich beeinflußt werden. Chancengleichheit und nicht Egalität von Arbeitseinkommen ist folglich das durch eine Redistributionspolitik zu verfolgende Ziel. Damit aber rücken intergenerative Transfers und ihre umverteilende Besteuerung als Alternative zur Einkommensumverteilung in den Blickpunkt. --
    Abstract: Thomas Wilke beschäftigt sich intensiv mit einer theoretischen Diskussion unterschiedlicher Motive bezüglich intergenerativer Transfers. Durch eine sich auf Daten des Sozio-ökonomischen Panels und des Europäischen Haushaltspanels stützende empirische Untersuchung wird daran anschließend der Frage nachgegangen, ob und inwieweit man mit einer Erbschaft- und Schenkungsteuer die vom Staat wahrzunehmende Umverteilungsfunktion effizienter und gerechter ausfüllen kann. Der Autor kommt zu dem Ergebnis, daß dies nur dann gelingt, wenn ausschließlich Erbschaften, nicht aber Schenkungen zwischen Generationen besteuert werden

    Abstract: Privatisierung ist ein Zeichen tiefreichender Wandlungsprozesse im Verhältnis von Staat und Gesellschaft sowie in den Bereichen des öffentlichen und des Privatrechts. Verbreitet ist die Hoffnung, der unter seinen Kompetenz- und Finanzlasten schwerfällig gewordene Staatskoloß könne wieder 'schlank' werden, wenn er sich zugunsten gesellschaftlicher Kräfte aus Tätigkeitsbereichen zurückziehe. Wichtige Privatisierungsimpulse gehen nach wie vor von den Wettbewerbsbestimmungen des Europäischen Gemeinschaftsrechts aus. Auf kommunaler Ebene ist die 'Organisationsprivatisierung' verbreitet. Mit der Novellierung der Kommunalverfassungen versuchen die Landesgesetzgeber, dem Trend zur kommunalen Eigengesellschaft Einhalt zu gebieten, verletzen jedoch mitunter die Vorgaben des Gesellschaftsrechts. Jörn Axel Kämmerer weist nach, daß sich der Staat im Zuge des Privatisierungsprozesses keineswegs ganz zurückzieht. Vielmehr nimmt der Staat seine grundlegenden verfassungsrechtlichen Aufgaben auch in der 'Privatisierungsfolgenphase' weiterhin wahr – wenn auch nicht mehr durch eigene Leistungen, sondern als Garant und Regulator. Dabei wächst der Spielraum für 'private Grundrechtseingriffe', und die Grundrechte selbst wandeln sich zu Schutzpflichten. Zugleich bringt 'Organisationsprivatisierung', die Begründung privatrechtlich organisierter Wirtschaftsunternehmen der öffentlichen Hand ohne öffentlich-rechtliche Befugnisse, die Grenzen zwischen Staat und Gesellschaft zum Verschwimmen. Letztlich hat der Staat eine Gratwanderung vor sich, bei der er weiterhin als ausgleichende Instanz für eine komplexe, zur Selbstregulierung unfähige, aber in den transnationalen Bereich ausgreifende Gesellschaft agieren können muß, ohne in ihr aufzugehen.

Die gewonnenen Ergebnisse lassen erkennen, auf welchen Kommunikationsebenen Verständigungsschwierigkeiten auftreten und welche Strategien zu ihrer Vermeidung oder ihrem Abbau geeignet sind

    Abstract: Class action lawsuits--allowing one or a few plaintiffs to represent many who seek redress--have long been controversial. The current controversy, centered on lawsuits for money damages, is characterized by sharp disagreement among stakeholders about the kinds of suits being filed, whether plaintiffs' claims are meritorious, and whether resolutions to class actions are fair or socially desirable. Ultimately, these concerns lead many to wonder, "Are class actions worth their costs to society and to business? Do they do more harm than good?" To describe the landscape of current damage class action litigation, elucidate problems, and identify solutions, the RAND Institute for Civil Justice conducted a study using qualitative and quantitative research methods. The researchers concluded that the controversy over damage class actions has proven intractable because it implicates deeply held but sharply contested ideological views among stakeholders. Nevertheless, many of the political antagonists agree that class action practices merit improvement. The authors argue that both practices and outcomes could be substantially improved if more judges would supervise class action litigation more actively and scrutinize proposed settlements and fee awards more carefully. Educating and empowering judges to take more responsibility for case outcomes--and ensuring that they have the resources to do so--can help the civil justice system achieve a better balance between the public goals of class actions and the private interests that drive them

    Abstract: The authors of Informal Politics in East Asia, first published in 2000, argue that political interaction within the informal dimension (behind-the-scenes politics) is at least as common and influential, though not always as transparent or coherent, as formal politics, and that this understudied category of social interaction merits more serious and methodical attention from social scientists. This book is a pioneering effort to delineate the various forms of informal politics within different East Asian political cultures and to develop some common theoretical principles for understanding how they work. Featured here are contributions by political scientists specializing in the regions of China, Taiwan, Japan, the Korean peninsula, and Vietnam. The authors apply to this dynamic region the classic core questions of politics: who gets what, when, how, and at whose expense?
