    Abstract: Racism is once again an issue in Germany. Few studies have addressed the changing manifestations of racism in West Germany and in post-1990 Germany. The essays in this collection trace an arc of continuity from post-1945 völkisch ideology to the beginnings of right-wing terrorism, to the consequences of legislation concerning foreigners, and to issues of identity politics.
    Abstract: Rassismus ist ein vieldiskutiertes Gegenwartsthema – doch die spezifisch deutschen Aspekte und Brüche in der jüngeren Geschichte des Phänomens sind noch kaum erforscht. Nach einer ausführlichen Skizze und Analyse der westdeutschen Rassismushistorie durch den Herausgeber nimmt der Band in chronologischer Gliederung exemplarische Facetten in den Blick. Die Beiträge schlagen einen Bogen von den Kontinuitäten völkischen Denkens nach 1945 und den Anfängen des Rechtsterrorismus hin zu den Fragestellungen, die das frühe 21. Jahrhundert betreffen. Analysiert werden u. a. das sich verändernde linke wie rechte Rassismus-Verständnis nach 1968, die Aporien der frühen Rassismus-Forschung und des Multikulturalismus, sowie die Ära der "völkischen Ekstase" nach der Wiedervereinigung. Brennende Asylbewerberunterkünfte und die NSU-Mordserie zeigten, wie virulent der Rassismus in Deutschland noch ist, der in den identitätspolitischen Debatten jüngst unter neuen Vorzeichen thematisiert wird.

The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: In Virtual Pedophilia Gillian Harkins traces how by the end of the twentieth century the pedophile as a social outcast evolved into its contemporary appearance as a virtually normal white male. The pedophile's alleged racial and gender normativity was treated as an exception to dominant racialized modes of criminal or diagnostic profiling. The pedophile was instead profiled as a virtual figure, a potential threat made visible only when information was transformed into predictive image. The virtual pedophile was everywhere and nowhere, slipping through day-to-day life undetected until people learned how to arm themselves with the right combination of visually predictive information. Drawing on television, movies, and documentaries such as Law and Order: SVU, To Catch a Predator, Mystic River, and Capturing the Friedmans, Harkins shows how diverse U.S. audiences have been conscripted and trained to be lay detectives who should always be on the lookout for the pedophile as virtual predator. In this way, the perceived threat of the pedophile legitimated increased surveillance and ramped-up legal strictures that expanded the security apparatus of the carceral state

    Abstract: Social work as a democratically constituted profession committed to human rights is currently facing cross-border encroachments and attacks by right-wing populist movements and governments. With the Bundestag elections in September 2017, the question of the extent to which right-wing populist forces succeed in influencing the discourse with xenophobic and nationalist arguments arises in Germany, too. The authors examine how social work can respond effectively to nationalism, exclusion, de-solidarization and a basic skepticism about science and position itself against this background. The book explores different conditions in Germany, France, Poland, Russia and the US.

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers.     Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: Within the history of African American struggle against racist oppression that often verges on dystopia, a hidden tradition has depicted a transfigured world. Daring to speculate on a future beyond white supremacy, black utopian artists and thinkers offer powerful visions of ways of being that are built on radical concepts of justice and freedom. They imagine a new black citizen who would inhabit a world that soars above all existing notions of the possible.In Black Utopia, Alex Zamalin offers a groundbreaking examination of African American visions of social transformation and their counterutopian counterparts. Considering figures associated with racial separatism, postracialism, anticolonialism, Pan-Africanism, and Afrofuturism, he argues that the black utopian tradition continues to challenge American political thought and culture. Black Utopia spans black nationalist visions of an ideal Africa, the fiction of W. E. B. Du Bois, and Sun Ra’s cosmic mythology of alien abduction. Zamalin casts Samuel R. Delany and Octavia E. Butler as political theorists and reflects on the antiutopian challenges of George S. Schuyler and Richard Wright. Their thought proves that utopianism, rather than being politically immature or dangerous, can invigorate political imagination. Both an inspiring intellectual history and a critique of present power relations, this book suggests that, with democracy under siege across the globe, the black utopian tradition may be our best hope for combating injustice

    Abstract: The author examines the relationships between immigration policy, observed immigration patterns, and cultural differences between the United States and immigrants' source countries. The entirety of U.S. immigration history (1607-present) is reviewed through a recounting of related legislative acts and by examining data on immigrant inflows and cross-societal cultural distances. Prior to the Immigration Act of 1965, U.S. policy favored immigration from Europe, particularly Northern and Western Europe. Thus, American culture became similar to the cultures of European societies and of Canada, Australia and New Zealand. Changes in U.S. immigration policy during the past half century have resulted in American culture becoming more similar to the cultures of more recent arrivals' source countries (i.e., societies in Asia, Latin America, the Caribbean, and Africa). Tests for structural breaks in the immigrant inflow series and descriptive analysis of the cultural differences between the U.S. and several cohorts of countries reveal fascinating details about this transformation. Population projections for the years 2015-2065 suggest continued cultural change. Corresponding policy implications are discussed.     Abstract: Empire of Hope asks how emotions become meaningful in political life. In a diverse array of cases from recent Japanese history, David Leheny shows how sentimental portrayals of the nation and its global role reflect a durable story of hopefulness about the country’s postwar path. From the medical treatment of conjoined Vietnamese children, victims of Agent Orange, the global promotion of Japanese popular culture, a tragic maritime accident involving a US Navy submarine, to the 2011 tsunami and nuclear disaster; this story has shaped the way in which political figures, writers, officials, and observers have depicted what the nation feels.Expressions of national emotion do several things: they construct the boundaries of the national body, they inform and discipline appropriate expression, and they depoliticize messy problems that threaten to produce divisive questions about winners and losers. Most important, they work because they appear to be natural, simple and expected expressions of how the nation shares feeling, even when they paper over the extraordinary divergence in how the nation’s citizens experience each incident. In making its arguments, Empire of Hope challenges how we read the relations between emotion and politics by arguing—unlike those who build from the neuroscientific turn in the social sciences or those developing affect theory in the humanities—that the focus should be on emotional representation rather than on emotion itself

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Many citizens in the US and abroad fear that democratic institutions have become weak, and continue to weaken. Politics with the People develops the principles and practice of 'directly representative democracy' - a new way of connecting citizens and elected officials to improve representative government. Sitting members of Congress agreed to meet with groups of their constituents via online, deliberative town hall meetings to discuss some of the most important and controversial issues of the day. The results from these experiments reveal a model of how our democracy could work, where politicians consult with and inform citizens in substantive discussions, and where otherwise marginalized citizens participate and are empowered.     Abstract: Why are unions weaker in the US than in Canada, two otherwise similar countries? This difference has shaped politics, policy, and levels of inequality. Conventional wisdom points to differences in political cultures, party systems, and labor laws. But Barry Eidlin's systematic analysis of archival and statistical data shows the limits of conventional wisdom, and presents a novel explanation for the cross-border difference. He shows that it resulted from different ruling party responses to worker upsurge during the Great Depression and World War II. Paradoxically, US labor's long-term decline resulted from what was initially a more pro-labor ruling party response, while Canadian labor's relative long-term strength resulted from a more hostile ruling party response. These struggles embedded 'the class idea' more deeply in policies, institutions, and practices than in the US. In an age of growing economic inequality and broken systems of political representation, Eidlin's analysis offers insight for those seeking to understand these trends, as well as those seeking to change them

    Abstract: Why do Americans have such animosity for people who identify with the opposing political party? Jaime E. Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public. Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized, quantified blend of politically informative 'expression', 'news', and 'discussion' seamlessly interwoven into a wider variety of socially informative content. Scrolling through the News Feed triggers a cascade of processes that result in negative attitudes about those who disagree with us politically. The inherent features of Facebook, paired with the norms of how people use the site, heighten awareness of political identity, bias the inferences people make about others' political views, and foster stereotyped evaluations of the political out-group

    Abstract: Resilience refers to the ability of individuals, groups and societies to withstand and recover from external shocks. This pioneering book-length comparative study examines resilience as it is experienced across different countries, such as the UK, US, France, Germany and EU. Furthermore it considers cases from policy sectors including national security, counterterrorism, civil protection, disaster risk reduction, critical infrastructure protection and overseas interventions. In doing so, Joseph provides an account of why it is that resilience has become such a popular policy topic, looking at its focus on complexity, the human and the role of resilient individuals and communities. Arguing that resilience has risen to prominence because it fits with a particularly Anglo-Saxon and neoliberal form of governance, Joseph discovers differing results across policy domains and national contexts, fomenting variations and tensions in the international discourse of resilience in policy-making

    Abstract: Left-wing intellectuals in Britain and the US had long repudiated the Soviet regime. Why was the collapse of the Eastern Bloc experienced as a shock that destabilised their identities and political allegiances then? What happened to a collective project that had started out to formulate a socialist vision different from both really existing socialism and social democracy? This study endeavours to answer both questions, focusing on generational networks rather than individuals and investigating political academic journals after 1989 to paint the picture of a Left deeply troubled by the triumph of a capitalism unfettered by any counter-force.
