Abstract: Many Latin American countries have experienced improvements in income over recent decades, with several of them now classified as high-income or upper middle-income in terms of conventional metrics. But has this change been mirrored in improvements across the different areas of people's lives? How's Life in Latin America? Measuring Well-being for Policy Making addresses this question by presenting comparative evidence for Latin America and the Caribbean (LAC) with a focus on 11 LAC countries (Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, Mexico, Paraguay, Peru and Uruguay).

Abstract: Rural Well-being: Geography of Opportunities presents the latest iteration on this policy framework, reflecting several important changes in rural development in recent years. Fully taking into account the variety of situations characterising rural regions, the new policy framework leverages improved data and analysis while broadening the scope from economic focus to encompass the environmental and social dimensions of well-being. The new approach places the well-being of citizens at the forefront of its objective and recognises the diversity of rural places brought by a deeper understanding of their diverse and complex socio-economic systems and their connection to cities. The framework also looks to the future and unfolding megatrends such as globalisation, digitalisation, climate change and demographic change. It reflects on how these will impact rural economies and reviews policy options to mitigate the challenges and capitalise on opportunities as well as to develop resilience against emerging crises. Finally, recognising the strong interdependencies between different stakeholders and the need for partnerships between government, the private sector and civil society to successfully implement policies, the Rural Well-being Policy Framework focuses on governance mechanisms, including the OECD Principles on Rural Policy.

Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 39 countries and regions that participated in the 1st cycle of the Survey of Adult Skills (PIAAC), it places special emphasis on the results from the 3rd round of this cycle, with 6 new countries collecting data in 2018-19. This report describes adults' proficiency in information-processing skills and examines how proficiency is related to education, labour-market and social outcomes.

Abstract: Interrelations between Public Policies, Migration and Development in the Dominican Republic is the result of a project carried out by the Centro de Investigaciones y Estudios Sociales (CIES) in the Dominican Republic and the OECD Development Centre, in collaboration with the Ministerio de Economía, Planificación y Desarollo (MEPD) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances, return and immigration. The results of the empirical work confirm that even though migration contributes to development in the Dominican Republic, the potential of migration is not fully exploited. One explanation is that many policy makers in the Dominican Republic do not sufficiently take migration into account in their respective policy areas. The Dominican Republic therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.

Abstract: Interrelations between Public Policies, Migration and Development in Georgia is the result of a project carried out by the Caucasus Research Resource Center (CRRC-Georgia) and the OECD Development Centre, in collaboration with the State Commission on Migration Issues (SCMI) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have changed remarkably in Georgia over the last 20 years: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Georgia, the potential of migration is not fully exploited. One explanation is that, despite headway in the field of migration and development through the creation of the SCMI, not all policy makers in Georgia take migration sufficiently into account in their respective policy areas. Georgian authorities therefore need to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country

Abstract: Close to 3 million people who were born in Morocco lived in OECD countries in 2010/11. To assess the potential that this group represents for the Moroccan economy, this review looks at the distribution of Moroccan emigrants over OECD countries, as well as their age, sex, and educational attainment. It analyses the labour market outcomes of Moroccan emigrants and documents the characteristics of return migrants in Morocco. Moroccan emigrants primarily reside in France, followed by Spain and Italy, where their numbers grew strongly before flows were affected by the economic crisis. Moroccan emigrants have lower educational attainment and less favourable labour market outcomes than native-born persons in destination countries, and many work in low-skill occupations. Those who have returned to Morocco are often retired, but they are also especially likely to become entrepreneurs there

Abstract: Interrelations between Public Policies, Migration and Development in Cambodia is the result of a project carried out by the Cambodia Development Resource Institute (CDRI) and the OECD Development Centre, in collaboration with the Ministry of Interior and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Cambodia, the potential of migration is not fully exploited. Many policy makers in Cambodia do not sufficiently take migration into account in their respective policy areas. Cambodia therefore needs to adopt a more coherent policy agenda to do more to integrate migration into its National Strategic Development Plan, improve co-ordination mechanisms and strengthen international co-operation. While in its broadest sense, economic globalisation is as old as trade itself, the recent financial crisis has amplified the complexity associated with the global interconnectedness of the world's economies and its ramifications on our livelihoods. This publication reviews the major turning points in the history of economic integration, and in particular the pace at which it has accelerated since the 1990s. It also considers its impact in four crucial areas, namely employment, development, the environment and financi

Abstract: The potential of diasporas as a source of economic and social development in origin countries and whether diasporas could help foster development depend on their characteristics, such as size, composition, skill levels and degree of concentration, but also on the degree of integration into the destination countries and the economic, political and social environment in origin countries. Governments of origin and destination countries can indeed facilitate the involvement of diasporas, by supporting networks, by facilitating communication channels with the country of origin, by creating an enabling environment, or – more directly – by easing skill mobility and use. In this regard, the capacity to characterise the profile of diasporas is instrumental. This joint OECD/AFD publication includes 140 country notes summarising diaspora sizes, including the number of children of migrants born in the destination countries; the characteristics of emigrant populations (gender, age, education, labour market outcomes); the numbers and main destinations of international students; recent migrant flows to OECD countries; and information on the desire to emigrate of different population groups. The country note information is grouped into six regions: Asia and Oceania; Latin America and the Caribbean; OECD countries; Non-OECD Europe and Central Asia; Middle East and North Africa; and Sub-Saharan Africa. The situation in each region is introduced by a separate chapter, which looks at historical migration trends, the main characteristics of diasporas originating from the region, and likely future developments and challenges.

Abstract: This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development. In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. In this respect, the book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyses the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries. The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development.

OECD Insights: From Crisis to Recovery traces the causes, course and consequences of the ""Great Recession"". It explains how a global build up of liquidity, coupled with poor regulation, created a financial crisis that quickly began to make itself felt in the real economy, destroying businesses and raising unemployment to its highest levels in decades. The worst of the crisis now looks to be over, but a swift return to strong growth appears unlikely and employment will take several

Abstract: This report presents a summary of recommendations on how we can all gain from migration. They are the result of a multi-faceted project undertaken in partnership with the European Commission to rethink the management of the emerging mobility system. New ideas, based on an exhaustive review of past policy experiences in Europe and elsewhere, are offered for policies related to labour markets, integration, development co-operation and the engagement of diasporas.

Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

Abstract: Making consumption patterns sustainable is a prerequisite to achieve the goal of sustainable development. Ten years after the 1992 Earth Summit in Rio de Janeiro, it is time to ask: are OECD countries moving towards sustainable consumption? What are the best policy options to effectively promote sustainable consumption?. This book provides a comprehensive analysis of household consumption patterns in five key areas: food, tourism-related travel, energy, water and waste generation. It brings together the various elements of household consumption that are necessary to better understand consumpti

Abstract: What is the contribution of the social sciences to improving our understanding of social and technological innovation processes? How can they help to overcome some of the barriers to technological and social innovation and improve the management of innovation by limiting the negative side-effects of new technologies and social change? And how can social and technological innovations contribute to the better functioning of social science? These were some of the questions tackled at the Tokyo Workshop on Social Sciences and Innovation which brought together high-level experts and policy makers from the OECD countries as well as from Asia, Africa and South America to discuss the role of the social sciences in fostering innovation.

Abstract: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens

Abstract: This book reviews recent trends, reforms and lessons learned in the 29 OECD countries as they relate to ageing. Recent reforms have been driven mainly by fiscal factors - to adjust systems such as pensions and long-term care to the ageing of the baby boom generation. This remains a main concern in many countries. A new reform agenda is emerging, however, that marries fiscal objectives with broader social and economic policy goals. It focuses on active ageing, providing opportunities and incentives for people to contribute more actively in the labour market and society as they grow older. This involves slowing, or reversing, trends towards ever-longer periods of time spent in retirement. This agenda is associated with likely trends towards a more diversified system of retirement income in most OECD countries - with more reliance on private pensions and a likely increase of earnings as a source of income among older people. Familiar policy debates -- such as the balance between public and private pensions -- may need to be recast to take account of the likely future growth in the role of earnings in the retirement income system. Interesting new questions arise. In the longer-term future, what should be the role of government policy in influencing the balance between work and leisure in older years? What priority should be attached to policies that support very long periods of passivity in the last third of life?
