    Abstract: This book addresses one of the least understood issues in modern international history: how, between 1930 and 1945, Britain lost its global pre-eminence to the United States. The crucial years are 1930 to 1940, for which until now no comprehensive examination of Anglo-American relations exists.     Abstract: Leading anthropologists and political scientists are brought together in this volume to debate the problem of comparison, taking up a variety of topics from nationalist violence and labour strikes to ritual forms and religious practices. The contributors criticise conventional forms of comparative method, and introduce new comparative strategies, ranging from abstract model building to ethnographically based methods. They represent a wide variety of theoretical positions, from rational choice theory to interpretivism, and the issues are clarified in the cut and thrust of debate.     Abstract: Why and how has race become a central aspect of politics during this century? This book addresses this pressing question by comparing South African apartheid and resistance to it, the United States Jim Crow law and protests against it, and the myth of racial democracy in Brazil. Anthony Marx argues that these divergent experiences had roots in the history of slavery, colonialism, miscegenation and culture, but were fundamentally shaped by impediments and efforts to build national unity. In South Africa and the United States, ethnic or regional conflicts among whites were resolved by unifying whites and excluding blacks, while Brazil's longer established national unity required no such legal racial crutch. Race was thus central to projects of nation-building, and nationalism shaped uses of race. Professor Marx extends this argument to explain popular protest and the current salience of issues of race

    Abstract: In this 1998 book, Meyda Yegenoglu investigates the intersection between post-colonial and feminist criticism, focusing on the Western fascination with the veiled women of the Orient. She examines the veil as a site of fantasy and of nationalist ideologies and discourses of gender identity, analyzing travel literature, anthropological and literary texts to reveal the hegemonic, colonial identity of the desire to penetrate the veiled surface of 'otherness'. Representations of cultural difference and sexual difference are shown to be inextricably linked, and the figure of the Oriental woman to have functioned as the veiled interior of Western identity

    Abstract: This book offers fresh insights into the complex and various ways in which international frontiers influence cultural identities. The ten anthropological case studies collected here describe specific international borders in Europe, Asia, Africa and North America, and bring out the importance of boundary politics, and the diverse forms that it may take. The frontier itself may be of great symbolic importance; in other cases the symbolism lies rather in the disappearance of the traditional border. A frontier may be above all a barrier against immigration, or the front line between hostile armies. It may reinforce distinctive identities on each side of it, or the frontier may be disputed because it cuts across national identities.     Abstract: People's perceptions of the attitudes and experiences of mass collectives are an increasingly important force in contemporary political life. In Impersonal Influence, Mutz goes beyond simply providing examples of how impersonal influence matters in the political process to provide a micro-level understanding of why information about distant and impersonal others often influence people's political attitudes and behaviors. Impersonal Influence is worthy of attention both from the standpoint of its impact on contemporary politics, and because of its potential to expand the boundaries of our understanding of social influence processes, and media's relation to them. The book's conclusions do not exonerate media from the effects of inaccurate portrayals of collective experience or opinion, but they suggest that the ways in which people are influenced by these perceptions are in themselves, not so much deleterious to democracy as absolutely necessary to promoting accountability in a large scale society

    Abstract: In a world of increasingly heterogeneous societies, matters of identity politics and the links between collective identities and national, racial, or ethnic intolerance have assumed dramatic significance - and have stimulated an enormous body of research and literature which rarely transcends the limitations of a national perspective, however, and thus reproduces the limitations of its own topic. Comparative attempts are rare, if not altogether absent. Identity and Intolerance attempts to shift the focus toward comparison in order to show how German and American societies have historically confronted matters of national, racial, and ethnic inclusion and exclusion. This perspective sheds light on the specific links between the cultural construction of nationhood and otherness, the political modes of integration and exclusion, and the social conditions of tolerance and intolerance. The contributors also attempt to integrate the approaches offered by the history of ideas and ideologies, social history, and discourse theory

    Abstract: Unlike political or economic institutions, social movements have an elusive power, but one that is no less real. From the French and American revolutions through the democratic and workers' movements of the nineteenth century to the totalitarian movements of today, movements exercise a fleeting but powerful influence on politics and society. This study surveys the history of the social movement, puts forward a theory of collective action to explain its surges and declines, and offers an interpretation of the power of movement that emphasises its effects on personal lives, policy reforms and political culture. While covering cultural, organisational and personal sources of movements' power, the book emphasises the rise and fall of social movements as part of political struggle and as the outcome of changes in political opportunity structure

    Abstract: In his study Modernity and the Holocaust, Zygmunt Bauman contrasts the hopes and expectations of the modernising world of the nineteenth century with the real outcomes of the twentieth century, where the very conditions of modernity have led to the mass destruction of humanity and of those early hopes for the betterment of humankind. This volume explores the possibilities left to those once modernising societies, not only in terms of the worlds they have constructed but also in discerning the novel conditions which the closure of modernity entails. That closure, in part the completion of industrialisation and the social order that went with it, and in part the dislocation of the kinds of social knowledge used to understand it, has raised profound and disturbing questions about the character of this brave new world and the ways in which its governance and the goal of the good society can be understood. This volume explores some of the current vicissitudes of modernity, especially in relation to the crises of the political, and the political consequences of new technologies

    Abstract: This book examines how national and ethnic identities are being reforged in the post-Soviet borderland states. The first chapter provides a conceptual and theoretical context for examining national identities, drawing in particular upon post-colonial theory. The rest of the book is divided into three parts. In Part I, the authors examine how national histories of the borderland states are being rewritten especially in relation to new nationalising historiographies, around myths of origin, homeland, and descent. Part II explores the ethnopolitics of group boundary construction and how such a politics has led to nationalising policies of both exclusion and inclusion. Part III examines the relationship between nation-building and language, especially with regard to how competing conceptions of national identity have informed the thinking of both political decision-takers and nationalising intellectuals, and the consequences for ethnic minorities. Such perspectives on nation-building are illustrated with substantive studies drawn from the Baltic states, Ukraine, and Belarus, Transcaucasia, and Central Asia

    Abstract: In the last twenty years, immigration has become one of the most contested issues in Western Europe. The arrival of Africans, Asians, Eastern Europeans and others in Italy has reversed earlier trends of emigration. Debate, political activity and violence have raised questions of rejection and integration, of anti-racism and the new racism. Studies of these issues commonly focus on political activity and the plight of minorities, but this book breaks new ground in its emphasis on the everyday reactions of Italians to immigration and related issues. Drawing on research carried out in Palermo, Jeffrey Cole considers the role of class, culture, local history and political economy in the ambivalent responses of Sicilians to immigrants. He places Italian attitudes in a European context, and investigates why anti-immigrant politics are concentrated in the wealthy Italian North

    Abstract: This wide-ranging study focuses upon the controversies surrounding the meaning and significance of Social Darwinism. It clarifies the nature of Social Darwinism and its relationship to the ideas of Darwin, Lamarck and Herbert Spencer. After examining the development of Social Darwinist theories by a number of European and American thinkers, Mike Hawkins explores the use of these theories in a number of ideological debates and movements of the period 1860–1945. These include socio-political reform, national and racial conflict, eugenics, the position of women and Nazism/Fascism. The aim is to illuminate, through detailed comparative analyses, both the flexibility and the limits of Social Darwinism - limits which derive from the view of nature which lies at the very heart of Social Darwinism. The study concludes with a discussion of modern sociobiology in order to assess the continuing vitality of Social Darwinism

    Abstract: When is it correct to say that a person's freedom is restricted? Can poverty constrain freedom? Can you constrain your own freedom, for instance through weakness of the will or self-deception, and are you not truly free unless you act on a rational choice? Kristján Kristjánsson offers a critical analysis of the main components of a theory of negative liberty: the nature of obstacles and constraints, the weight of obstacles and the relation of freedom to power and autonomy. Through this discussion, which examines much of the contemporary work on political freedom, he develops his own theory of negative liberty, the so-called 'responsibility view', which meets many of the goals of advocates of positive liberty while retaining its distinctive 'negative' nature. He also argues for, and implements, a method of naturalistic revision as a way of solving conceptual disputes in social philosophy

While most studies of social movements focus on single - nations, Donatella della Porta uses a comparative research design to analyse movements in two countries - Italy and Germany - from the 1960s to the 1990s.     Abstract: This eminently readable 1994 collection of high-quality, country-specific essays on Third World politics provides, through a variety of well-integrated themes and approaches, an examination of 'state theory' as it has been practised in the past, and how it must be refined for the future. The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach. They argue that states, which should be disaggregated for meaningful comparative study, are best analysed as parts of societies.     Abstract: Factionalism is an important force of social transformation, and this volume examines how factional competition in the kinship and political structures in ancient New World societies led to the development of chiefdoms, states and empires. The case studies, from a range of New World societies, represent all levels of non-egalitarian societies and a wide variety of ecological settings in the New World.     Abstract: Moishe Postone undertakes a fundamental reinterpretation of Karl Marx's mature critical theory. He calls into question many of the presuppositions of traditional Marxist analyses and offers new interpretations of Marx's central arguments. He does so by developing concepts aimed at grasping the essential character and historical development of modern society, and also at overcoming the familiar dichotomies of structure and action, meaning and material life. These concepts lead him to an original analysis of the nature and problems of capitalism and provide the basis for a critique of 'actually existing socialism'. According to this new interpretation, Marx identifies the core of the capitalist system with an impersonal form of social domination generated by labor and the industrial production process are characterized as expressions of domination generated by labor itself and not simply with market mechanisms and private property. Proletarian labor and the industrial production process are characterized as expressions of domination rather than as means of human emancipation. This reinterpretation entails the form of economic growth and the structure of social labor in modern society to the alienation and domination at the heart of capitalism. This reformulation, Postone argues, provides the foundation for a critical social theory that is more adequate to late twentieth-century capitalism

    Abstract: The importance of public opinion in the determination of public policy is the subject of considerable debate. Whether discussion centres on local, state or national affairs, the influence of the opinions of ordinary citizens is often assumed yet rarely demonstrated. Other factors such as interest group lobbying, party politics and developmental, or environmental, constraints have been thought to have the greater influence over policy decisions. Professors Erikson, Wright and McIver make the argument that state policies are highly responsive to public opinion, and they show how the institutions of state politics work to achieve this high level of responsiveness. They analyse state policies from the 1930s to the present, drawing from, and contributing to, major lines of research on American politics.     Abstract: Most African countries have a population composed of a multitude of language groups and most African citizens have a varied repertoire allowing them to rely on different languages for use in the home, at school, in the market, at work and in communicating with political authorities. Language Repertoires and State Construction in Africa analyses the complex language scene in Africa today and asks whether this distinctive web of language use is symptomatic of the early stage of state construction. If so, one would expect that as each of these states develops there will be a rationalisation of language use and agreement on a common language within the country's borders. Alternately, Africa's language scene may be the result of a particular historical context of state construction, with the implication that political development will not lead to the one-state, one-language outcome typical of the idealised nation-state

    Abstract: Belonging in the two Berlins is an ethnographic investigation into the meaning of German selfhood during the Cold War. Taking the practices of everyday life in the divided Berlin as his point of departure, Borneman shows how ideas of kin, state, and nation were constructed through processes of mirror-imaging and misrecognition. Using linguistics and narrative analysis, he compares the autobiographies of two generations of Berlins residents with the official version of the lifecourse prescribed by the two German states. He examines the relation of the dual political structure to everyday life, the way in which the two states legally regulated the lifecourse in order to define the particular categories of self which signify Germanness, and how citizens experientially appropriated the frameworks provided by these states. Living in the two Berlins constantly compelled residents to define themselves in opposition to their other half. Borneman argues that this resulted in a de facto divided Germany with two distinct nations and peoples. The formation of German subjectivity since World War II is unique in that the distinctive features for belonging - for being at home - to one side exclude the other. Indeed, these divisions inscribed by the Cold War account for many of the problems in forging a new cultural unity

    Abstract: Until the late 1960s, most Western scholars studying the history, culture, social and political life and economy of Russia and the Soviet Union, paid scant attention to the participation and experience of women. The multifarious ways in which gender roles and perceptions of gender were influenced by and in turn influenced the heterogeneous cultures of the Soviet empire were largely ignored. However, this neglect has slowly been rectified and now the study of women and gender relations has become one of the most productive fields of research into Russian and Soviet society. This volume demonstrates the originality and diversity of this recent research. Written by leading Western scholars, it spans the last decade of tsarist Russia, the 1917 revolutions and the Soviet period.     Abstract: Harry Goulbourne's theme is how post-imperial Britain has come to define the national community in terms of ethnic affinity, instead of a traditional multi-ethnic/multi-racial understanding of the nation. He argues that the continuing 'reception-experience' of non-white groups in post-war Britain not only arose out of an ethnic perception of the British nation by the indigenous population, as expressed through state action, but has also, in turn, encouraged an equally ethnic awakening or mobilisation among non-white minorities. The result is a failure to construct a common national ground or sense of community by all those claiming a formal British identity. Goulbourne draws upon a diverse literature, including race relations, politics and history. His two case studies of the Khalistan question in the Punjab and democracy in Guyana are examples of how exilic politics may affect Britain's ethnic minorities, partly as a result of the experience of exclusion from British society

    Abstract: The Solidarity movement of the early 1980s not only triggered a transformation in Polish society, it forced a fundamental reconsideration of the nature of socialism throughout the Soviet Union and Eastern Europe. Seen as one of the most important social movements of the twentieth century, Michael Kennedy develops a theoretical conception of Soviet-type societies by analysing Solidarity's significance. He explains the background to the nature of the conflict between Solidarity and the authorities and considers the implications of Solidarity's struggle for the theory of the Soviet-type system's reproduction and transformation. Then, the internal constitution of Solidarity in terms of gender and, in particular, cross-class alliances is examined, which is followed by the implications of his analysis both for understanding perestroika in the Soviet Union and more generally for reformulating a critical sociology of Soviet-type societies

    Abstract: Francisco Vitoria was the earliest and arguably the most important of the Thomist political philosophers of the Counter-Reformation. Not only did he write important essays on civil and ecclesiastical power, but he became celebrated for his defence of the new world Indians against the imperialism of his own master, the King of Spain. Vitoria's political works are thus of great importance for an understanding both of the rise of modern absolutism, and the debate about the emergent imperialism of the European powers. His works are also unusually accessible, since they survive mainly in the form of 'relectiones', or summaries delivered at the end of his lecture courses on law and theology at the University of Salamanca. Translated here into English for the first time, these texts comprise the core of Vitoria's thought, and will be of interest to specialists in political theory and the history of ideas, ecclesiastical history, and the history of early modern Spain. A comprehensive introduction, a chronology, and a bibliography accompany the texts

    Abstract: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation

    Abstract: This case study of the structure of power and ruling-class domination in the heart of the sertão of Northeast Brazil is based upon six field trips over a period of fifteen years. Analysis of the political economy of Juazeiro, Bahia, and Petrolina, Pernambuco - two contiguous towns along the São Francisco River - focuses on the history of patriarchal families, ruling class, and patrimonial governments. Family dominance is related to the rise of the Coelhos in Petrolina and the decline of the Vianas in Juazeiro. Agressive tactics and links to Recife allowed the Coelhos to expand and assume control over most commerce in Petrolina and neighbouring municipalities to Juazeiro. In both situations the intervention of the state in the region, usually bolstered by international credits, affected traditional standards of living. The construction of the Sobradinho Dam, for example, brought problems for small farmers along the banks of the São Francisco who could no longer count on the natural flow of river water. State policy also favored corporations to the detriment of small producers on cooperative farms
