    Abstract: This book advances a local, regional, and comparative analysis of the history of the sixty-eighters from Hungary and Romania between 1956 and 1975. The aim of the book is to answer to the following research question: to what extent does ‘the long 1968’ mark and change protest history? Another axis of my research, equally important, is: how can one genuinely distinguish between a protest, an opposition, and a pastime? Where did radicalisation truly begin, and when was it solely an auto-perception as a dissident? In other words, how can one truly distinguish between a leisure activity like listening to Radio Free Europe or exploring an altered state of consciousness, and an explicit political activity like organising a protest or writing subversive texts? Among other aims, the books’s scope is to understand where a leisure activity ends, and a protest starts. By ‘practicing counterculture,’ did the youth wish to contest the system or simply express themselves? As method, oral history plays a crucial part. On a superficial level, the interviews helped to fill in the archival gap. However, oral testimonies proved to reveal much more than essential factual information. Oral history clarified how political and social events influenced the subjects' memory formation.

    Abstract: This book discusses the history of everyday life under state socialism and the ways in which post-1945 modernity reached the shores of Soviet Bloc societies. This book explains state socialism’s failure to deliver on its promise to create a new type of modern civilization, an alternative to capitalism. Placing the practices of the class of salaried functionaries of the party-state in the focus, György Péteri demonstrates the decisive role of this class in bringing Western values and patterns of everyday to the cultures and societies of Eastern Europe. The empirical work presented covers areas like consumption and consumerism, mobility (the advent of mass automobilism) and leisure (hunting and vacationing). Based on the Hungarian experience, the author finds the communist avantgarde of the state-socialist project in the act of giving up the ambition to create a new (socialist) civilization already in the late 1950s, early 1960s. From the 1960s on, state socialism was no longer a rival of capitalism (the ‘highly developed West’) in terms of creating a competitive, alternative modernity in its everyday. Rather, Eastern Europe settles among other regions of the periphery or semi-periphery of capitalist development, reacting to, imitating and, in general, following the patterns of the highly developed capitalist center of the world system with some delay.

    Abstract: Zehntausende Menschen protestierten am 12. September 1988 vor dem ungarischen Parlament gegen das Wasserkraftprojekt Gabcíkovo-Nagymaros. Was mit vereinzelten kritischen Stimmen in der Untergrundpresse begann, entwickelte sich innerhalb weniger Jahre zu einer schlagkräftigen Bewegung gegen den kommunistischen Megabau. Es war kein Zufall, dass sich unter den Demonstrant:innen zahlreiche Österreicher:innen befanden. Die Donaubewegung bildete einen Kristallisationspunkt für Protest, der weit über die Grenzen Ungarns hinausreichte. Dies war die Leistung von einer Handvoll Aktivist:innen, die es wagten, jenseits des Eisernen Vorhangs nach Verbündeten zu suchen. Denn spätestens als bekannt wurde, dass sich Österreich am Kraftwerksbau beteiligen würde, geriet der lokale Protest zu einer mitteleuropäischen Angelegenheit.
    Abstract: On 12 September 1988, tens of thousands of people protested against the Gabcíkovo-Nagymaros hydropower project in front of the Hungarian parliament in Budapest. What began with a few critical voices in the underground press, quickly developed into a powerful movement against the communist mega-construction. It was no coincidence that there were many Austrians among the protesters. The Danube Movement has become a focal point for protest that reached far beyond the borders of Hungary. This was the achievement of a handful of activists who dared to look for allies across the Iron Curtain. Once they learned that Austria would participate in the construction of the power plant, the local protest became a Central European affair.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since only 2016, Hungary has achieved impressive growth in its official development assistance (ODA). Bilateral co-operation has increased, in particular, and relies on close consultation with partners. Hungary champions sustainable water management, combining diplomacy, domestic expertise and development co-operation. In fragile contexts, it focuses its support to local civil society organisations, and in particular faith-based actors. As it continues to make progress towards established DAC standards and ways of working, an institutional reorganisation provides Hungary with significant opportunities for further reform. This peer review provides a set of recommendations to increase the impact of Hungary’s engagement in partner countries, deepen collaboration across institutions and with stakeholders, strengthen internal systems, and balance tensions between domestic and global objectives.

    Abstract: The growing demand for raw materials in the Hungarian economy projected up to 2050 is expected to exert significant additional pressure on the environment, putting the country at risk of missing important environmental goals and opportunities to strengthen the competitiveness and resilience of its economy. Despite the notable progress in decoupling environmental pressures from economic activities over the past 20 years, several challenges remain. The transition to a circular economy has significant potential to address these challenges. To fully realise the circular potential of its economy, Hungary will need to adopt a comprehensive circular economy policy framework. This report outlines a set of key elements for the development of the Hungarian national circular economy strategy and action plan. It identifies priority areas that are deemed critical to the Hungarian circular economy transition, including: biomass and food, construction and plastics, as well as cross-cutting horizontal tools to facilitate an economy-wide circular transition. The volume addresses an on-going situation, additionally complicated by renewed lockdown restrictions during autumn and early winter 2020. It assesses the assumptions of an imminent wave of domestic violence against reliable data from crime statistics, surveys, and various institutions responding to domestic violence. Collecting partner country reports from Austria, Finland, France, Germany, Hungary, Portugal, Scotland and Slovenia, it demonstrates the effects that lockdown measures starting March 2020 had on reported DV incidents. It considers the differences between each country with respect to policing, legal systems, social and cultural factors and highlights best practices to prevent conditions resulting from Covid-19 lockdown undermining victims’ security and frontline responders’ capacities to provide services and prevent domestic violence.

    Abstract: This country note presents the results of an analysis of Hungary undertaken within the Labour Market Relevance and Outcomes of Higher Education Partnership Initiative project. The project was implemented by the OECD with the support of the European Commission with the aim of helping policy makers and higher education institutions enhance the employment outcomes of graduates by better aligning higher education provision with current and emerging labour market skill demands. Doctoral degree programmes in Hungary are now largely tailored toward careers in academia or public research organisations. However, employers in the private sector increasingly seek doctoral degree holders to increase firm-level innovation, and encourage doctoral education schools to equip graduates with transferable skills, which are of increasing importance in the changing labour market. The country note reviews the system context, highlights challenges faced by doctoral schools and lessons learned from current practice, and presents policy options.

    Abstract: "For more than two centuries, Hungarians believed they shared an ethnic link with people of Japanese, Bulgarian, Estonian, Finnish, and Turkic descent. Known as "Turanism," this ideology impacts Hungarian politics, science, and cultural and ethnic identity even today. In "Go East!: A History of Hungarian Turanism," Balázs Ablonczy examines the rise of Hungarian Turanism and its lasting effect on the country's history. Turanism arose from the collapse of the Kingdom of Hungary, when the nation's intellectuals began to question Hungary's place in the Western world. The influence of this ideology reached its peak during World War I, when Turanian societies funded research, economic missions, and geographical expeditions. Ablonczy traces Turanism from its foundations through its radicalization in the interwar period, its survival in emigrant circles, and its resurgence during the economic crisis of 2008. Turanian notions can be seen today in the rise of the extreme right-wing party Jobbik and in Hungarian prime minister Viktor Orban's party Fidesz.     Abstract: In Hungary, women are much less likely than men to be in paid work. Despite recent policy reforms and employment increases for both men and women since the global financial crisis, the gender employment gap has widened over the past years. It is now at its highest point since the mid-1990s. A major reason for the persistent employment gap in Hungary is that most mothers with very young children take an extended period out of paid work following childbirth - often until the child is two or three years of age. Traditional family attitudes towards gender roles and caring for very young children play a role. In addition, access to and use of childcare services for very young children remains limited despite some improvements, and flexible working arrangements are not widespread. For Hungary, closing the gender employment gap responds to both gender equality and labour market issues. This report analyses recent reforms and explores potential policy actions in the areas of early childhood education and care, parental leave and flexible working arrangements, which could provide women - and especially mothers of very young children - with better access to paid work.

    Abstract: "Utilizing a new and original framework for examining the role of intellectuals in countries transitioning to democracy, Bozóki analyses the rise and fall of dissident intellectuals in Hungary in the late 20th century. He shows how that framework is applicable to other countries too as he forensically examines their activities. Bozóki argues that the Hungarian intellectuals did not become a 'New Class'. By rolling transition, he means an incremental, non-violent, elite driven political transformation which is based on the rotation of agency, and it results in a new regime. This is led mainly by different groups of intellectuals who do not construct a vanguard movement but create an open network which might transform itself into different political parties. Their roles changed from dissidents to reformers, to movement organizers and negotiators through the periods of dissidence, open network building, roundtable negotiations, parliamentary activities, and new movement politics. Through the prism of political sociology, the author focuses on the following questions: Who were the dissident intellectuals and what did they want? Under what conditions do intellectuals rebel and what are the patterns of their protest?     Abstract: This book offers, in five parts, an analysis of the so-called rule of law crisis in the EU. The first part focuses on the concepts that help to understand the rule of law crisis, in particular that of “systemic deficiencies in the rule of law”. In order to shine light on the complex concept of “rule of law” included in Art. 2 TEU, the author focusses on the operationalisation of the rule of law in recent CJEU jurisprudence.     Abstract: Contrary to dominant narratives which portray East European politics as a pendulum swing between democracy and authoritarianism, conventionally defined in terms of an ahistorical cultural geography of East vs. West, this book analyzes post-socialist transformation as part of the long downturn of the post-WWII global capitalist cycle. Based on an empirical comparison of two countries with significantly different political regimes throughout the period, Hungary and Romania, this study shows how different constellations of successive late socialist and post-socialist regimes have managed internal and external class relations throughout the same global crisis process, from very similar positions of semi-peripheral, post-socialist systemic integration. Within this context, the book follows the role of social movements since the 1970s, paying attention both to the level of differences between local integration regimes and to the level of structural similarities of global integration. The analysis maintains a special focus on movements’ class composition and inter-class relationships and the specific position of middle-class politics in movements. Agnes Gagyi is a sociologist, working on East European politics and social movements in terms of the region’s long-term integration into world-economic and geopolitical relations. She is Researcher at the Department of Sociology and Work Science, University of Gothenburg, where her current projects look at housing conflicts in Eastern Europe after 2008, and the social conditions of urban green infrastructures in face of the climate crisis. She is a founding member of the Working Group for Public Sociology “Helyzet” in Budapest

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Hungary.

This report, which focuses on the digital transformation of higher education in Hungary, is a collaboration between the European Commission’s Directorate-General for Structural Reform Support (DG REFORM), the Hungarian Ministry for Innovation and Technology and the OECD’s Directorate for Education and Skills. Building on stakeholder engagement and comparative analysis, the report offers an assessment of the current state of digitalisation in higher education in Hungary, identifies policy recommendations to strengthen the current policy framework supporting digitalisation, and provides suggestions to help Hungarian authorities and stakeholders develop a monitoring framework and indicators to measure the digitalisation of the higher education system.

The book explores the household as simultaneously a micro-level social institution specializing in social reproduction, distribution and other activities, a building bloc of larger economic and social structures, and an object of multiple systems of power/knowledge. Putting this conceptualization to use in original research, the authors identify geographically and historically situated ways in which financialization transforms households and their relationships with the wider economy and society. The book traces these transformations in case studies of variegated financialization in Eastern and Southern European (semi-) peripheries where households have faced particularly severe financial issues since the global financial crisis, such as over-indebtedness and asset devaluation. In Luxury and the Ruling Elite in Socialist Hungary, György Majtényi allows us a peek inside their affluence. Majtényi exposes the lavish standard of living that the higher echelon enjoyed, complete with pools, Persian rugs, extravagant furniture, servants, and groundskeepers. They shopped in private stores stocked with expensive meats and tropical fruits just for them.     Abstract: This book analyses the actions, background, connections and the eventual trials of Hungarian female perpetrators in the Second World War through the concept of invisibility. It examines why and how far-right women in general and among them several Second World War perpetrators were made invisible by their fellow Arrow Cross Party members in the 1930s and during the war (1939-1945), and later by the Hungarian peoples tribunals responsible for the purge of those guilty of war crimes (1945-1949). Itargues that because of their 'invisibilization the legacy of these women could remain alive throughout the years of state socialism and that, furthermore, this legacy has actively contributed to the recent insurgence of far-right politics in Hungary. This book therefore analyses how the invisibility of Second World War perpetrators is connected to twenty-first century memory politics and the present-day resurgence of far-right movements
