    Abstract: These volumes are the final instalment of Foundations of a Planned Economy 1926-1929 , and complete E. H. Carr's A History of Soviet Russia . Volume 12 covers Soviet diplomatic relations with the major capitalist countries, and the procedures of the Communist International. Volume 13 deals with the relations with communist parties in the leading capitalist nations. Volume 14 discusses Soviet relations in this period with the countries of what is now called the 'third world' - Asia, Africa and Latin America. It was during this crucial period that Soviet policy at home and abroad was moulded to follow the line of the Stalinist dictatorship. The Communist International, its hopes of world revolution dashed, was more closely geared to the needs of a soviet diplomacy which, of necessity, became more cautious. Foreign communist parties were harnessed to the new line by iron discipline backed up by a combination of cajolery and coercion. By the end of 1929 - the date of the decision to collectivise agriculture, and that of Stalin's fiftieth birthday - these processes of reorientation and control of foreign policy were virtually complete
