    Abstract: This book is the first to analyse the practice of governance to resolve conflict in the case of Aceh in Indonesia. Combining theoretical discourse on conflict, democracy, and governance, it draws from original field research on the separatist conflict, utilizing a social constructivist approach in collating observations and interviews with political elites from both the Government of Indonesia and the Aceh Independent Movement (GAM). The conflict was an intractable one in which thousand civilians were killed between 1976 and 2006. The author zooms into the 2003 and 2007 period, against the broader context of the political landscape of Indonesia under the Suharto regime. In doing so, the book tackles the challenges presented by intrastate conflicts relating to ethno-religiosity, land use, and separatism. It unpacks the Indonesian political system’s shift from an authoritarian regime to a democratic one, and demarcates the prevalence of state violence in managing conflicts, as exemplified in the Aceh separatism conflict. Relevent to political scientists and scholars in peace, conflict and development studies, this co-published book presents novel sociological insights into Indonesia’s historical, and contemporary, political landscape.

    Abstract: This open access book presents the state-of-the-art environmental governance research and practices in Indonesia. It offers a wide scope, covering different sectors (e.g., forestry, mining) and geographical landscapes (e.g., inland and coastal areas). This book engages with existing theories and frameworks, including Earth System Governance, Adaptive and Interactive Governance, among others to trigger a debate regarding the operationalization of such concepts, which are mostly developed for the Global North context. It is also our ambition to incorporate more empirical knowledge from local contexts to indicate research gaps and future directions for environmental governance research agenda to be more diverse, inclusive, and facilitate the incorporation of inter-and transdisciplinary knowledge. This book will be useful for researchers, students, practitioners, and policymakers who are interested in the field of environmental governance, especially in Indonesia. Indonesia is one of the countries with the fastest-growing economies in Asia. Indonesia is rich in natural resources but also suffers from overexploitation and environmental threats exacerbated by climate and human pressures. Along with the growing global ambitions for achieving sustainable development and capacity to adapt to current and future threats, including climate change impacts and disaster risk, Indonesia's commitments to balance development while safeguarding a good environmental status are also increasing.     Abstract: This report assesses the impact of the road transport sector on energy demand, CO2 emissions and air pollution in several selected major emerging economies over the coming decades under several IEA modelling scenarios. Most notably the Announced Pledges Scenario (APS) aims to show to what extent announced ambitions and targets, including the most recent ones, are on the path to deliver emissions reductions required to achieve net zero emissions by 2050. Bringing about a road transport decarbonisation pathway in line with the APS in the selected major emerging economies - Brazil, People's Republic of China, India, Indonesia, Mexico and South Africa - will require significant enhancement of existing policies and the introduction of new innovative policies and measures in each of selected countries. Our report sets out six policy areas critical to the achievement of the road transport transitions and a series of recommendations for strengthening financing for the sector. Importantly, the report provides detailed reference to a wide range of policy measures and good practice already in place in many major emerging economies elsewhere to facilitate knowledge sharing among countries. It also places a special emphasis on the road transport sectors of India and Indonesia. These countries are IEA partners in their respective regions and benefit from an enhanced programme of work.

    Abstract: This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

    Abstract: This Palgrave Pivot argues that if we are to understand civil conflict we need to grasp how everyday life is shaped by local conflict imaginaries. In order to examine this claim the book sets out to explore the contours of conflict imaginaries from two very different sites of conflict. Both Colombia and Indonesia have suffered from the collective trauma of political violence but in very different social, cultural and political contexts. Sketching out what they mean by a conflict imaginary, and explaining the relationship of this key concept to social imaginaries more broadly, the authors provide a historical overview of how political violence has been represented in both countries. They go on to outline the original qualitative research methods used to provide empirical evidence for the importance of conflict imaginaries, methods which allow them to explore the images and metaphors that underpin the spatial, chronological and emotional cartographies through which people make sense of political violence. With an emphasis on the construction of place-based knowledge, they consider the role of the local, the national and the global in the imagining of civil conflict, and show how film can be used to explore the imaginative worlds of social actors living alongside violence, revealing in the process the need to take seriously their hopes, fears, dreams and fantasies.     Abstract: This report was prepared on the basis of the framework for collaboration established by the International Energy Agency (IEA) and the Ministry of Energy and Mineral Resources (MEMR) of Indonesia on the topic of power system enhancement and renewable energy integration, and in support of the implementation of the upcoming Presidential Decree on renewable energy. It is part of the assistance provided by the IEA towards Indonesia’s efforts to reform its energy sector and is consistent with IEA’s forthcoming Energy Sector Roadmap to Net Zero Emissions in Indonesia. The overarching objective of the assignment was to assist Indonesia in tackling short-term power system challenges, by achieving key targets such as reaching a 23% share of renewable energy in the national electricity mix by 2025 in a secure and affordable fashion, and by making grids progressively smarter. The assignment included the organisation of a number of workshops for Indonesian stakeholders and a techno-economic study performed by the IEA. It benefited from the support of the state-owned utility Perusahaan Listrik Negara (PLN). This public report summarises the information gathered from the workshops and presents the results of the study in a set of recommendations for Indonesia.

    Abstract: Indonesia is the world’s fourth-most populous country and is set to become the world’s fourth-largest economy by mid-century. The choices that Indonesia makes now and in the decades to come will have a significant bearing on the world’s energy markets and on international efforts to reach collective climate goals. Indonesia, a member of the IEA family since 2015, has committed to reach net zero emissions by 2060 or before – an ambitious task given the country’s growth objectives and status as a globally important consumer and producer of coal. However, with a transition to net zero offering extensive and varied economic opportunities, Indonesia is beginning to put in place the policies and frameworks that can help reach this target while moving towards advanced economy status. To assist in this critical task, the IEA – at the request of the Government of Indonesia and to coincide with Indonesia’s Presidency of the G20 – has developed a comprehensive roadmap to net zero by 2060 for the country, which charts a path for the country’s energy transition over the coming decades. The analysis in the Energy Sector Roadmap to Net Zero Emissions in Indonesia spans key areas such as people‑centred transitions, the phasing down of coal use, investment and financing needs, and critical minerals. It also sets out a high-ambition pathway in which Indonesia reaches net zero by 2050. The project has been conducted in close collaboration with the Ministry of Energy and Mineral Resources of the Republic of Indonesia.

It explores the history and contemporary developments of terrorism, especially Islamist terrorism, in these two Sunni Muslim-majority countries. In doing so, it analyzes the strengths and weaknesses of governments’ policies, strategies, and models of counterterrorism, including terrorist rehabilitation and reintegration programs. In addition, the book also documents the opinions of Saudis and Indonesians to find societal voices on effective ways of combating violent extremism and discusses Saudi-Indonesian cooperation on counterterrorism, defense, and security issues. The book suggests that although particular Islamic texts, teachings, and discourses might influence radical behaviors and practices of some Muslim individuals and groupings, terrorism is beyond ideological, religious, and doctrinal issues. Therefore, multiple methods and strategies are needed to combat radicalism and create sustainable peace in society. The work will be is beneficial for both academic and non-academic communities, particularly students of conflict, violence, peacebuilding, and religious studies. Sumanto Al Qurtuby is an associate professor of Cultural Anthropology in the Department of Global Studies and an affiliate of the IRC for Finance & Digital Economy, KFUPM Business School, King Fahd University of Petroleum & Minerals. While plantations are often plagued by ruined ecologies, injury among workers, and a devastating loss of livelihoods for former landholders, small-scale independent farmers produce palm oil more efficiently with far less damage to life and land. Li and Semedi theorize "corporate occupation" to underscore how massive forms of capitalist production and control over the palm oil industry replicate colonial-style relations that undermine citizenship. In so doing, they question the assumption that corporations are necessary for rural development, contending that the dominance of plantations stems from a political system that privileges corporations."

    Abstract: This paper studies the long-term and intergenerational effects of the 1970s Indonesian school construction program, which was one of the largest ever conducted. Exploiting variation across birth cohorts and districts in the number of schools built suggests that education benefits for men and women persist 43 years after the program. Exposed men are more likely to be formal workers, work outside agriculture, and migrate. Men and women who were exposed to the program have better marriage market outcomes with spouses that are more educated, and households with exposed women have improved living standards and pay more government taxes. Mother's program exposure, rather than father's, leads to education benefits that are transmitted to the next generation, with the largest effects in upper secondary and tertiary education. Cost-benefit analyses show that school construction leads to higher government tax revenues and improved living standards that offset construction costs within 30-50 years

    Abstract: In Authoritarian Modernization in Indonesia's Early Independence Period, Farabi Fakih offers a historical analysis of the foundational years leading to Indonesia's New Order state (1966-1998) during the early independence period. The study looks into the structural and ideological state formation during the so-called Liberal Democracy (1950-1957) and Sukarno's Guided Democracy (1957-1965). In particular, it analyses how the international technical aid network and the dominant managerialist ideology of the period legitimized a new managerial elite. The book discusses the development of managerial education in the civil and military sectors in Indonesia. The study gives a strongly backed argument that Sukarno's constitutional reform during the Guided Democracy period inadvertently provided a strong managerial blueprint for the New Order developmentalist state.

This joint Asian Development Bank (ADB) and Organisation for Economic Co-operation and Development (OECD) study sheds light on challenges and opportunities to promote employment and skills outcomes at the local level in Indonesia. The analysis presented in this OECD/ADB report shows the importance of strengthening local institutions managing and delivering employment and skills policies.

    Abstract: This Working Paper presents the perspective of Indonesia on the concept of total official support for sustainable development (TOSSD), the extent of TOSSD resources provided by Indonesia and the capacity of the government to report on these resources. Indonesia broadly supported TOSSD as a relevant measure for monitoring SDG implementation and proposed some adjustments to the TOSSD methodology. Estimates for TOSSD provided by Indonesia in 2017 amount to USD 6 376 million, with USD 16 million for Pillar I (cross-border flows to other developing countries) and USD 6 360 million for Pillar II (contributions to international public goods). For Indonesia, activities recorded in TOSSD should not only be assessed in financial terms, but also in terms of their sustainable development impact. This pilot study attests to Indonesia’s strong capacity to report on TOSSD Pillar I, but finds that tracking could be improved for a wider range of resources. The country also has the capacity to report on Pillar II.

It looks at six countries – Brazil, France, Indonesia, Ireland, Mexico and New Zealand – with relatively large agricultural and forestry sectors and associated greenhouse gas emissions, many of which also host globally important biodiversity. Drawing on these countries’ relevant national strategies and plans, institutional co-ordination and policy instruments, the report provides good practice insights on how to better align land use decision-making processes and to achieve stronger coherence between land use, climate, ecosystems and food objectives.

    Abstract: This book raises the issue of the practice of patrimonial power with a focus on habitations, particularly in the urban areas of Indonesia. An assemblage of interdisciplinary studies within the framework of environmental humanities, covering the arts, architecture, urban studies, geography, cultural anthropology, and sociology, this multifaceted framework divulges the interactive connectivity between Indonesia’s patrimonial culture and the socio-culturally constructed system of habitation. The interdisciplinary study of the pertinent practices of patrimonial power that have been represented and been manifested by various political and traditional regimes in terms of the built environment and habitation in Indonesia contributes to a new understanding of Indonesian urban spatial development, from the pre-colonial era to the present.     Abstract: The emergence of the Islamic State (IS) movement in Indonesia in 2014 re-energized violent extremism in Indonesia. As a result of effective counterterrorism policing, however, IS networks have been decimated and the structure of jihadism in Indonesia has shifted from organizations to autonomous networks and cells, increasingly organized via the Internet. Although support for violent extremism in Indonesia remains marginal, cells of IS followers maintain a low-level capacity to conduct lethal attacks against civilian and government targets. Most IS operations in Indonesia are sporadic and low-level attacks against the Indonesian police. Religious minorities have also been high-profile targets, as in the Surabaya church suicide bombings of 13 May 2018. There are some indications, however, of militants’ renewed interest in attacking foreign targets, such as tourists on the resort island of Bali. IS returnees from the Middle East have begun to play a role in recent attacks. The presence of this population in Indonesia raises the risk of militant capabilities being enhanced above their current relatively low level. Most returnees are women and children, and the increasing involvement of this cohort in IS attacks promises to complicate counterterrorism operations. The rise of pro-IS charities in Indonesia, poised to service returnees and reintegrate them into Indonesia’s jihadist community, further exacerbates this problem. The overall threat of terrorism to the Indonesian state and to the stability of the Joko Widodo administration remains low. Surprise attacks by unknown cells, however, have the potential to shock the Indonesian political system, provoking government repression of Islamists and exacerbating political polarization and community tensions

Appropriated images, including images of Suharto and his historical opponents, recirculate, in street art, museums, newspapers, t-shirts, and stickers, forming a visual public sphere debating democracy and and new forms of corrupt governance in Indonesia's political present. The Reformasi movement in 1998 used images and the concept of transparency to represent the promise of democracy, and Strassler sees the recurrent images as a continual and shifting debate on that promised future. In a wider frame, Strassler's study of visual culture theorizes how ubiquitous political images are used by publics to confirm or deny the values of the political environment in which they circulate, while also shaping the values and seminal events that cause political publics to form in the first place.     Abstract: The present study deals with the issues of family, income, livelihoods, and the patterns of employment of women migrants in the street food sector in Indonesia and Thailand. Based on a sample of 200 women street food vendors in Tangerang city and 96 in Hat Yai city the study employed a variety of methods in gathering the data. The cities were specifically selected due to rapidly increasing numbers of street food vendors. To select the respondents, purposive sampling technique was used. The "triangulation" research approach was adapted in which survey questionnaires, personal interviews (biography interviews) and observations of the researcher were used to collect data. 14 vendors from Tangerang and six vendors from Hat Yai were enlisted as research participants for biographical interviews. Quantitative data was analyzed using percentages, bivariate analysis, Pearson and Chi‐square analysis.

    Abstract: This book explores hybrid peacebuilding in Asia, focusing on local intermediaries bridging the gaps between incumbent governments and insurgents, national leadership and the grassroots constituency, and local stakeholders and international intervenors. The contributors shed light on the functions of rebel gatekeepers in Bangsamoro, the Philippines, and Buddhist Peace monks in Cambodia to illustrate the mechanism of dialogue platforms through which gaps are filled and the nature of hybrid peace is negotiated. The book also discusses the dangers of hybrid peacebuilding by examining the cases of India and Indonesia where national level illiberal peace was achieved at the expense of welfare of minority groups. They suggest a possible role of outsiders in hybrid peacebuilding and mutually beneficial partnership between them and local intermediaries

    Abstract: Why are some places successful in moving from war to consolidated peace while others continue to be troubled by violence? And why does postconflict violence take different forms and have different intensities? By developing a new theory of postconflict violence Patrick Barron's When Violence Works makes a significant contribution to our understanding. Barron picks out three postconflict regions in Indonesia in which to analyze what happens once the "official" fighting ends: North Maluku has seen peace consolidated; Maluku still witnesses large episodes of violence; and Aceh experiences continuing occurrences of violence but on a smaller scale than in Maluku. He argues that violence after war has ended (revenge killings, sexual violence, gang battles, and violent crime, in addition to overtly political conflict) is not the result of failed elite bargains or weak states, but occurs because the actors involved see it as beneficial and lowcost. His findings pertain directly to Indonesia, but the theory will have relevance far beyond as those studying countries such as Colombia, the Philippines, Iraq, Afghanistan, and Syria seek a framework in which to assess what happens after war ends. Barron's theory also provides practical guidance for policymakers and development practitioners. Ultimately, When Violence Works pushes forward our understanding of why postconflict violence occurs and takes the forms it does.

    Abstract: Tourism has boomed in Indonesia in recent years and is already one of the main sources of foreign-currency earnings. Indonesia has rich and diverse natural assets, whose tourism potential remains underutilised. The government has an ambitious target of attracting 20 million tourists by 2019, up from nearly 14 million in 2017. The main destination will continue to be Bali. Using Bali as the preferred development model, the government wants to develop other destinations, particularly through infrastructure programmes to improve connectivity, which is a longstanding challenge for tourism as well as for regional development more generally. Enhancing the tourism-related skills of local populations will provide them with expanded job opportunities. This calls for reforms to vocational education and training. Moreover, recent efforts by the authorities to improve the business environment need to continue, including through helping firms embrace digitalisation. Tourism may be growing too fast in some destinations without adequately taking into account sustainability issues, both for the environment and local communities. Better planning and co-ordination at all levels of government and across relevant policy areas can facilitate more sustainable tourism development.     Abstract: The potential role of social protection in the development process has received heightened recognition in recent years, yet making a strong investment case for social protection remains particularly challenging in many emerging and developing countries. This report challenges us to think deeply about the economic rationale for social protection investments through an inclusive development lens. It helps us understand the links between social protection, growth and inequality; how to measure those links empirically; social protection’s impact on inclusive growth; and how to build a more solid economic case for greater social protection investments. The report adds to the debate on social protection in three ways. First, it proposes a methodological framework to conceptualise and measure the impact of social protection on what the OECD defines as inclusive growth. Second, it provides new empirical evidence on the impact of different social protection programmes on inclusive growth. Third, it helps strengthen the case for greater investments in social protection while also calling for better data to measure impacts.

This report examines the governance frameworks for countering illegal wildlife trade in Indonesia, Singapore, Thailand and Viet Nam. After assessing the effectiveness of several responses to wildlife crime in these countries, the report provides recommendations for strengthening the capacities of the institutions involved and improving strategies to counter illegal wildlife trade.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Indonesia.

    Abstract: Indonesia’s government needs more revenue to fund spending that can boost GDP growth, raise well-being and reduce poverty. The tax-to-GDP ratio is low relative to other emerging market economies. The difficulty is to raise revenues without denting growth or worsening inequality. Successive reforms have modernised the tax administration and increased the number of taxpayers. Nonetheless, raising compliance is an ongoing challenge and investing in the tax administration rightly remains a government priority. There is also scope to improve the design of various taxes. Broadening the bases of income and consumption taxes would raise more revenue and reduce distortions. Expanding property taxation, if appropriately implemented, could provide additional funds for local governments. Taxes can also be used more extensively to discourage activities and behaviours with negative health and environmental externalities. Strengthening property rights and fighting illegal extraction would increase revenues from Indonesia’s natural resource wealth. It explores the current context for social protection and how this is likely to evolve in the future, analyses the extent to which existing programmes are aligned to those needs and how effective these programmes are at reducing poverty. It also examines the financing of social protection. Finally, it proposes policies to enhance the social protection system across a number of dimensions, including programmes, institutions, financing and information architecture.

    Abstract: This paper studies the sustainability of early childhood education centers established under a large-scale, donor-funded project in rural Indonesia. Analysis of quantitative and qualitative data shows that 86 percent of the centers continued to provide preschool services three years after project funding ended. Centers balanced the reduction in funding by introducing student fees. The paper estimates a series of logistic regression models to predict center sustainability. Centers that increased their share of expenditures on teacher salaries during the project were significantly more likely to remain open. Often this was made possible by centers altering their mix of supplementary services provided. Centers that provided higher quality care, had more complementary services in the area, and had more parental involvement were significantly more likely to be sustained after donor funding ended. In contrast, centers with more substitute services in the area were less likely to be sustained. There is no evidence to suggest that distance to the village center or nearest neighboring center was a major factor for sustainability. There is also no evidence to suggest that, while they were operating, closed centers catered to children from different wealth backgrounds than those that remained open. These results point to actionable lessons for the design and sustainability of future development projects

    Abstract: In 2018, Indonesia's coordinated and prudent macroeconomic policy framework underpinned steadyeconomic growth, amid global volatility and several natural disasters. Real GDP growth strengthened to 5.2 percent yoy in 2018 from 5.1 percent in 2017. Growth decelerated only slightly in Q1 2019, to 5.1 percent yoy. Quarterly GDP growth has been broadly stable, remaining within a narrow range of 4.9-5.3 percent yoy for 14 consecutive quarters. The drivers of growth shifted in Q4 2018 and Q1 2019, as investment growth decelerated from multi-year highs, and both private and government consumption picked up. Investment slowed because of inventory destocking and easing fixed investment growth due to delays in new public projects in response to current account concerns, political uncertainty ahead of the general elections, and deteriorating prices of thecountry's key commodity exports and a maturing investment cycle in the mining sector. On the other hand, growth of private and government consumption gained on stronger spending by political parties and civil servant bonuses. Private consumption was also supported by low inflation and abuoyant labor market. Indonesia's oceans can be leveraged to make a larger contribution to the economy, both through higher revenues from tourism and fisheries and by enhancing resilience to natural disasters and climate change. This edition therefore discusses the importance of the maritime economy to Indonesia's economic development and presents the challenges and opportunities the country faces in leveraging the maritime economy for greater prosperity
