    Abstract: Verlagsinfo: Das Thema "Politikberatung" findet in der deutschen Öffentlichkeit momentan Beachtung wie selten zuvor. Externes Beraterwissen in Anspruch zu nehmen, ist in der Politik freilich nichts grundsätzlich Neues. Die wachsende Komplexität, Interdependenz und Veränderungsgeschwindigkeit politischer Entscheidungsgrundlagen hat vielmehr in einem weit zurückreichenden Prozeß zu einer sich mehr und mehr verdichtenden Interaktion von (externen) Experten und politisch-administrativem System geführt. Die Autoren des vorliegenden Sammelbandes versuchen einige der Wurzeln und Spielformen jener Beratungsarrangements freizulegen, die sich hieraus langfristig ergaben. Eine generelle Bewertung von Nutzen und Nachteil der Politikberatung stößt angesichts des Umstandes, daß deren Arenen und Formen ebenso vielschichtig sind wie ihre Funktionen und Wirkungsweisen, schnell an ihre Grenzen. In dem vorliegenden Band werden deshalb aus unterschiedlicher Perspektive - Politikfelder, Akteure, Wissenstypen - historische Fallstudien vorgelegt, die eine genauere Antwort auf die Frage nach den Spielregeln, Wirkungsbedingungen und Einflußchancen von Politikberatung ermöglichen sollen.

    Abstract: Nobel laureate Robert Fogel's compelling new study examines health, nutrition and technology over the last three centuries and beyond. Throughout most of human history, chronic malnutrition has been the norm. During the past three centuries, however, a synergy between improvements in productive technology and in human physiology has enabled humans to more than double their average longevity and to increase their average body size by over 50 per cent. Larger, healthier humans have contributed to the acceleration of economic growth and technological change, resulting in reduced economic inequality, declining hours of work and a corresponding increase in leisure time. Increased longevity has also brought increased demand for health care. Professor Fogel argues that health care should be viewed as the growth industry of the twenty-first century and systems of financing it should be reformed. His book will be essential reading for all those interested in economics, demography, history and health care policy.

    Abstract: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

    Abstract: This book argues that a unique late marriage pattern, discovered in the 1960s but originating in the Middle Ages, explains the continuing puzzle of why western Europe was the site of changes that, from about 1500, gave rise to the modern world. Contrary to views that credit upheavals from the late eighteenth century were reponsible for ushering in the contemporary global era, it contends that the roots of modern developments themselves are located in an event more than a millennium earlier, when the peasants in northwestern Europe began to marry their daughters almost as late as their sons. The appearance of this late marriage system, with its unstable nuclear household form, will also be shown to have exposed for the first time the common ingredients whose presence has perpetuated beliefs in the importance of gender difference and of a sexual hierarchy favoring males

    Abstract: This history of the poor of Sub-Saharan Africa begins in the monasteries of thirteenth-century Ethiopia and ends in the South African resettlement sites of the 1980s. Its thesis, derived from histories of poverty in Europe, is that most very poor Africans have been individuals incapacitated for labour, bereft of support, and unable to fend for themselves in a land-rich economy. There has emerged the distinct poverty of those excluded from access to productive resources. Natural disaster brought widespread destitution, but as a cause of mass mortality it was almost eliminated in the colonial era, to return to those areas where drought has been compounded by administrative breakdown. Professor Iliffe investigates what it was like to be poor, how the poor sought to help themselves, how their counterparts in other continents live. The poor live as people, rather than merely parading as statistics. Famines have alerted the world to African poverty, but the problem itself is ancient. Its prevailing forms will not be understood until those of earlier periods are revealed and trends of change are identified. This is a book for all concerned with the future of Africa, as well as for students of poverty elsewhere.

    Abstract: In the aftermath of colonial mission, Christianity has come to have widespread acceptance in Southern Tanzania. In this book, Maia Green explores contemporary Catholic practice in a rural community of Southern Tanzania. Setting the adoption of Christianity and the suppression of witchcraft in a historical context, she suggests that power relations established during the colonial period continue to hold between both popular Christianity and orthodoxy, and local populations and indigenous clergy. Paradoxically, while local practices around the constitution of kinship and personhood remain defiantly free of Christian elements, they inform a popular Christianity experienced as a system of substances and practices. This book offers a challenge to idealist and interpretative accounts of African participation in twentieth-century religious forms, and argues for a politically grounded analysis of historical processes. It will appeal widely to scholars and students of anthropology, sociology and African Studies; particularly those interested in religion and kinship

    Abstract: This 2003 book is an important full-length study of the Portuguese royal court in the fourteenth and fifteenth centuries. It describes the fundamental importance of the court in defining the social position of kings, and shows how kings and nobles redefined one another, despite many celebrated political rivalries within the broader Iberian context. The book contains a detailed comparative analysis of the way royal courts were organized, and of the status, professional and gender groups inside the Portuguese court. The characteristics of the court society as a whole, however, were rooted mostly in the dynamics of hierarchy and interdependence - in the specific ways the different parts and the individuals were bonded to each other. These bonds are discussed in light of later medieval concepts and theories. The book also describes the constant displacement of this complex community within Portugal, and how life at court was shaped by ceremonial duties and common activities

    Abstract: The gentry played a central role in medieval England, and this study is a sustained attempt to explore the origins of the gentry and to account for its contours and peculiarities between the mid-thirteenth and the mid-fourteenth century. The book deals with the deep roots of the gentry, but argues against views which see the gentry as formed or created earlier. It investigates the relationship between lesser landowners and the Angevin state, the transformation of knighthood, and the role of knights in the rebellion of mid thirteenth-century England. The role of lesser landowners in the society and politics of Edwardian England is then put under close scrutiny. It also emphasises changes in social terminology and the rise of social gradation, the emergence of the county as an important focus of identity, the gentry's control over the populace, and their openness to the upward mobility of professionals

The advocates of the duel, following Italian and French examples, contended that it maintained and enhanced politeness; its critics by contrast increasingly severed duelling from civility, and this separation became part of a vigorous attempt in the late seventeenth century and beyond to redefine civility, politeness and indeed the nature and evolution of Englishness. To understand the duel is to understand much more fully some crucial issues in the cultural and ideological history of Stuart England, and Markku Peltonen's study will thus engage the attention of a very wide audience of historians and cultural and literary scholars

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: The efforts of fascism to form a 'culture of consent,' or shape depoliticized activities, in Italy between the world wars, make a unique portrait of fascist political tactics. Professor de Grazia focuses on the dopolavoro or fascist leisure-time organization, the largest of the regime's mass institutions. She traces its gradual rise in importance for the consolidation of fascist rule; its spread in the form of thousands of local clubs into every domain of urban and rural life; and its overwhelming impact on the distribution, consumption, and character of all kinds of recreational pursuits - from sports and adult education to movies, traveling theaters, radio, and tourism. The author shows how fascism was able, between 1926 and 1939, to build a new definition of the public sphere. Recasting the public sphere entailed dispensing with traditional class and politically defined modes of organizing those social roles and desires existing outside the workplace

    Abstract: Addressing the dynamics of power in early modern societies, this book challenges the existing tendency to see past societies in terms of binary oppositions - such as male/female, rich/poor, rulers/ruled - in which the disadvantaged have influence only in moments of direct confrontation. Drawing on recent social theory, the essays offer a series of micro-sociologies of power in early modern society, ranging from the politics of age, gender and class to the politics of state-building in the post-Reformation confessional state. They explore the weapons with which subordinated groups in their everyday lives could moderate the exercise of power over them. Recovering the agency of the disadvantaged, the book also explores the limits to the power that the disadvantaged could claim in the past.     Abstract: This volume is an important study in demographic history. It draws on the individual returns from the 1891, 1901 and 1911 censuses of England and Wales, to which Garrett, Reid, Schürer and Szreter were permitted access ahead of scheduled release dates. Using the responses of the inhabitants of thirteen communities to the special questions included in the 1911 'fertility' census, they consider the interactions between the social, economic and physical environments in which people lived and their family-building experience and behaviour. Techniques and approaches based in demography, history and geography enable the authors to re-examine the declines in infant mortality and marital fertility which occurred at the turn of the twentieth century. Comparisons are drawn within and between white-collar, agricultural and industrial communities, and the analyses, conducted at both local and national level, lead to conclusions which challenge both contemporary and current orthodoxies

    Abstract: Modern life in increasingly heterogeneous societies has directed attention to patterns of interaction, often using a framework of persecution and tolerance. This study of the economic, social, legal and religious position of three minorities (Jews, Muslims and pagan Turkic nomads) argues that different degrees of exclusion and integration characterized medieval non-Christian status in the medieval Christian kingdom of Hungary between 1000 and 1300. A complex explanation of non-Christian status emerges from the analysis of their economic, social, legal and religious positions and roles. Existence on the frontier with the nomadic world led to the formulation of a frontier ideology, and to anxiety about Hungary's detachment from Christendom, which affected policies towards non-Christians. The study also succeeds in integrating central European history with the study of the medieval world, while challenging such current concepts in medieval studies as frontier societies, persecution and tolerance, ethnicity and 'the other'

    Abstract: Verlagsinfo: Krisen und Forderungen nach Reform haben die Geschichte der deutschen Rentenversicherung seit ihrer Entstehung vor über einem Jahrhundert stets mitgeprägt. Auch die aktuelle Diskussion bringt wieder Vorschläge ins Spiel, die schon eine alte Tradition haben: So wurde die Rentenversicherung ursprünglich durchaus als ein kapitalgedecktes System begründet und erst nach dem Zweiten Weltkrieg endgültig auf eine Umlagefinanzierung umgestellt, die heute wieder in Frage gestellt wird. Die Autoren des vorliegenden Sammelbandes stellen wichtige Wegmarken in Geschichte und Gegenwart der Altersversicherung vor, von den Debatten des späten 19. Jahrhunderts, die die Gründung einer "Invaliditäts- und Altersversicherung" vor allem für die Industriearbeiter begleitet haben, bis zu den gegenwärtigen Reformdiskussionen. Sie bieten dazu international und systemisch vergleichende Beiträge, Längsschnitte durch die Geschichte dieser zentralen Institution des modernen Sozialstaats, die sich auf bestimmte Grundsatzprobleme konzentrieren, und Schlaglichter auf die administrative Praxis. Die Autoren rekonstruieren schließlich nicht nur die tatsächliche Entstehungs- und Entwicklungsgeschichte der deutschen Rentenversicherung, sondern öffnen darüber hinaus den Blick auch auf alternative Wege, die zwar diskutiert, aber nicht eingeschlagen wurden. Die Verfasser geben die Ergebnisse einer interdisziplinär angelegten wissenschaftlichen Tagung am Forschungsinstitut für öffentliche Verwaltung bei der Deutschen Hochschule für Verwaltungswissenschaften Speyer wieder. Eine ausführliche Einleitung der Herausgeber und Einführungen in die jeweiligen Sektionen erleichtern die Orientierung innerhalb des Bandes.

    Abstract: In this book, Thomas Buoye examines the impact of large-scale economic change on social conflict in eighteenth-century China. He draws upon a large body of actual, documented homicide cases originating in property disputes to recreate the social tensions of rural China during the Qianlong reign (1736–1795). The development of property rights, a process that had begun in the Ming dynasty, was accompanied by other changes that fostered disruption and conflict, including an explosion in the population growth and the increasing strain on land and resources, and increasing commercialization in agriculture. Buoye challenges the 'markets' and 'moral economy' theories of economic behaviour. Applying the theories of Douglass North for the first time to this subject, he uses an institutional framework to explain seemingly irrational economic choices. Buoye examines demographic and technological factors, ideology, and political and economic institutions in rural China to understand the link between economic and social change

In seeking to provide new answers to this question, The Rise of African Slavery in the Americas examines the development of the English Atlantic slave system between 1650 and 1800. The book outlines a major African role in the evolution of the Atlantic societies before the nineteenth century and argues that the transatlantic slave trade was a result of African strength rather than African weakness. It also addresses changing patterns of group identity to account for the racial basis of slavery in the early modern Atlantic World.     Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic
