    Abstract: This biography of Maj Gen Haywood S. Hansell Jr. provides an in-depth look at the life and career of one of airpower's pioneer thinkers. General Hansell's professional life was devoted to the theory and practice of strategic airpower₇the single most controversial military debate of the twentieth century. Hansell believed that wars could and should be won through precision bombing of military and industrial/commercial targets, a theory and practice that the United States Army Air Forces abandoned during World War II because of the dictates of existing technology, the demands of combat, and the fact that the passions of war swept away any moral concerns involving strategic bombing. Nevertheless, Hansell's main contribution to air doctrine was the concept that through selective targeting and an ability to place the bombs on those targets, airpower could win wars by crippling an enemy's ability to supply his forces and without causing wanton death and destruction. The author believes that the Persian Gulf War went a long way toward proving Hansell's theories to be correct

    Abstract: Mercenaries have been employed as auxiliaries since early times, but in the post-1945 world they have operated, almost exclusively, in weak Third World countries. From Columbia to the Congo, Angola to Papua New Guinea, Cambodia to Nicaragua, they have appeared: training the drug cartel armies, assisting rebellions or civil wars, acting as the agents of the major powers. In the Congo crisis (1960-1965) they earned an especially unsavory reputation for greed, brutality and racism; it is a reputation that has stuck to the mercenary and on the whole justly. During the 1990s a new phenomenon has emerged in the form of the mercenary corporations such as Executive Outcomes or Sandline. These corporations offer a range of military expertise and weaponry, have the covert support of governments in the countries from which they come and are rapidly becoming a power to themselves, ultimately far more dangerous than the individual freebooters of the past.

The book is divided into three sections discussing different aspects of the German cult of the body: Aryan aesthetics, as in the postwar obsession with white nudity; blood aesthetics, as in the demonization of immigrants as a blood-contagion; and cultural violence, as in the images of genocide and dismemberment evoked in political protests during German reunification

    Abstract: The Netherlandish rhetoricians of the sixteenth century have, in the course of the last decades, shed their image of third-rate poets who, lacking all sense of true beauty, were capable only of pompous verbosity and a shallow manipulation of form. The new scholarly assessment has also shed light on the role they played in the cultural and literary life of their time, and it now appears that many of their dramas are well worth staging. Once the sixteenth century was freed from the stigma of being the "preparatory phase" for the Golden Age, the way was clear for thorough studies of the literature produced during the most turbulent period in the history of the Low Countries. This volume contains essays which deal with works written not only in Dutch, but also in French and in New Latin, with topics ranging from the effects of poetic principles on literary practice to the use of poetry as a means for improving society and developing the individual. The unifying thread in these studies is the pivotal importance of rhetoric in all forms of literary expression

    Abstract: La Faculté des Lettres de Lille participe activement à la rénovation des études supérieures entreprises par les dirigeants de la Troisième République après 1880. Bien intégrée dans un véritable quartier latin lillois, elle connaît un développement important entre 1887 et 1914. La formation d'étudiants plus nombreux et l'accentuation de la recherche originale deviennent les deux missions fondamentales de l'institution qui n'en oublie pas pour autant la formation d'un citoyen actif et responsable. La première guerre mondiale vient compromettre sérieusement l'essor engagé. Au milieu des pires difficultés, une vie universitaire minimale réussit à se maintenir dans une ville saignée à blanc par l'occupant. De 1919 à 1939, la Faculté tente de retrouver l'esprit de novation qui l'animait avant-guerre mais une partie du dynamisme semble perdu. On reproduit surtout les structures anciennes même si l'institution connaît ensuite un nouvel essor de ses effectifs étudiants et enseignants. La seconde guerre mondiale, une nouvelle fois, vient briser l'élan. La Faculté doit alors vivre à l'heure allemande mais refuse de se compromettre. Sans entrer dans la résistance active, la plupart de ses membres refusent l'idée de collaboration et affirment, par leur travail, la survie de la culture française. En 1945, après les joies de la libération, une nouvelle reconstruction s'impose cependant

    Abstract: Incapable de vaincre militairement la Grande-Bretagne sur les mers, Napoléon 1er recourt à la guerre économique sur le continent. Pour ce faire, il envisage une fermeture totale du marché européen aux produits britanniques. Les interdictions commerciales françaises et les mesures de représailles anglaises représentaient une grave menace pour les négociants des villes portuaires de l'Empire napoléonien. Par conséquent, ceux-ci s'efforcent de contrecarrer la législation prohibitive du Blocus continental par tous les moyens possibles. L'analyse des réactions du négoce de Bordeaux, Hambourg et Livourne démontre que le recours aux navires neutres, la déviation des routes commerciales, la corruption et la contrebande sont des armes puissantes qui rendent largement inefficaces les tentatives du régime d'interdire les relations commerciales entre la Grande-Bretagne et l'Europe. L'étude comparée des trois villes permet de constater que cette incapacité du régime napoléonien à appliquer efficacement sa politique commerciale n'est pas une défaillance locale, occasionnelle, due à une conjoncture particulière, mais plutôt une donnée structurelle qui s'explique par des faiblesses internes à toute son administration, et par l'existence de cet adversaire redoutable qu'est le négoce, avec ses intérêts souvent opposés à ceux du régime, et dont les logiques et les horizons internationaux ne pouvaient pas se plier à une optique nationale et étatique

Nous avons voulu comprendre comment cette évidence de la résistance possible avait été traitée dans la pensée politique : a-t-on jugé nécessaire de définir comme un droit ce qui était du domaine de la possibilité réelle ? A-t-on pris soin de définir des règles légales précisant dans quelles circonstances un tel droit pouvait s'exercer ? À qui l'a-t-on alors accordé ? A-t-on estimé au contraire qu'il ne s'agissait en aucun cas d'accorder un tel droit, contraire au fonctionnement de toute communauté humaine fondée sur la nécessaire obéissance des gouvernés aux gouvernants ?     Abstract: En général l'agriculture stagna dans la médiocrité jusque vers 1850. Dans le Nord au contraire le Moyen Age vit naître l'agriculture flamande. Ce fut une polyculture aux assolements complexes faisant une place de plus en plus grande à l'avoine (dès l'an Mil), aux fourrages (vers 1150), et à des plantes jusque-là confinées dans les courtils, textiles, tinctoriales et oléagineuses (vers 1400). Ce fut aussi une agriculture intensive avec des chevaux de plus en plus puissants et bien harnachés, avec la suppression progressive des jachères, de nombreux labours, le bêchage parfois, beaucoup de fumiers et des rendements somptueux, tant à la surface qu'à la semence. Ce fut enfin une culture spéculative, ouverte sur le commerce, toujours à l'affût du progrès, dans un climat capitaliste et dans la plus totale liberté. Les initiateurs en furent les petits paysans, car l'agriculture flamande ne fut que l'extension aux pleins champs de la culture des courtils

À la fin du XIXe siècle les rentiers français ont prêté leur or à l'allié russe ; la révolution bolchevique a brutalement renié les dettes de l'ancien régime, en 1918, sans jamais payer d'indemnités aux anciens créanciers ou investisseurs jusqu'aux récents accords de 1996 qui replacent cette vieille histoire dans l'actualité immédiate. [...] L'ampleur des sommes prêtées, la large diffusion des « papiers russes » dans le public français, le rôle joué par la presse dans la formation d'une conscience collective française vis-à-vis de la Russie tsariste, puis bolchevique, le bouleversement social qui suivit la première guerre mondiale avec la disparition du « rentier »,- personnage symbolique de la Belle Époque [...] - avaient abouti à la création d'un mythe fort et d'une réalité navrante : le petit bourgeois français qui avait prêté son or à la Russie, l'entrepreneur français qui avait investi en Russie, autant par intérêt raisonné que par réflexe patriotique, a été grugé, dépossédé, trompé par des dirigeants sans foi ni loi ; toute morale est ainsi bafouée [...]. » Mais de son côté, ajoute R. Girault, « l'historien doit raisonner sur les faits et se garder de porter des jugements de valeur sur l'attitude des .épargnants de la Belle Époque. L'histoire des emprunts russes appartient à l'histoire globale des relations internationales avec tout ce que celle-ci comporte d'implications politiques économiques et sociales pour les pays concernés. Il convient de répondre aux trois questions classiques : quand, pourquoi, comment emprunts et investissements français en Russie ? ». Cette étude donne très clairement bien des réponses. C'est pourquoi, au-delà de l'actualité immédiate qui, avec le lancement de la procédure d'indemnisation a relancé « la vieille affaire » des emprunts russes, le Comité pour l'histoire économique et financière de la France a voulu par cette réédition remettre à la disposition du public un ouvrage fondamental sur l'histoire de la France et de la Russie au début du siècle

    Abstract: When southern Italians began emigrating to the U.S. in large numbers in the 1870s-part of the "new immigration" from southern and eastern rather than northern Europe-they were seen as racially inferior, what David A. J. Richards terms "nonvisibly" black. The first study of its kind, Italian American explores the acculturation process of Italian immigrants in terms of then-current patterns of European and American racism. Delving into the political and legal context of flawed liberal nationalism both in Italy (the Risorgimento) and the United States (Reconstruction Amendments), Richards examines why Italian Americans were so reluctant to influence depictions of themselves and their own collective identity. He argues that American racism could not have had the durability or political power it has had either in the popular understanding or in the corruption of constitutional ideals unless many new immigrants, themselves often regarded as racially inferior, had been drawn into accepting and supporting many of the terms of American racism. With its unprecedented focus on Italian American identity and an interdisciplinary approach to comparative culture and law, this timely study sheds important light on the history and contemporary importance of identity and multicultural politics in American political and constitutional debate

    Abstract: "In 1858, Cyprian Clamorgan wrote a brief but immensely readable book entitled The Colored Aristocracy of St. Louis. The grandson of a white voyageur and a mulatto woman, he was himself a member of the "colored aristocracy." In a setting where the vast majority of African Americans were slaves, and where those who were free generally lived in abject poverty, Clamorgan's "aristocrats" were exceptional people. Wealthy, educated, and articulate, these men and women occupied a "middle ground." Their material advantages removed them from the mass of African Americans, but their race barred them from membership in white society." "The Colored Aristocracy of St. Louis is both a serious analysis of the social and legal disabilities under which African Americans of all classes labored and a settling of old scores. Somewhat malicious, Clamorgan enjoyed pointing out the foibles of his friends and enemies, but his book had a serious message as well.     Abstract: Is a genuine logic of scientific discovery possible? In the essays collected here, Hintikka not only defends an affirmative answer; he also outlines such a logic. It is the logic of questions and answers. Thus inquiry in the sense of knowledge-seeking becomes inquiry in the sense of interrogation. Using this new logic, Hintikka establishes a result that will undoubtedly be considered the fundamental theorem of all epistemology, viz., the virtual identity of optimal strategies of pure discovery with optimal deductive strategies. Questions to Nature, of course, must include observations and experiments. Hintikka shows, in fact, how the logic of experimental inquiry can be understood from the interrogative vantage point. Other important topics examined include induction (in a forgotten sense that has nevertheless played a role in science), explanation, the incommensurability of theories, theory-ladenness of observations, and identifiability

    Abstract: As a philosopher, Stephen Erickson considers himself a messenger of sorts and the message he is delivering is an important and groundbreaking one.     Abstract: Hermeneutics was elaborated as a specific art of understanding in humanities. The discovered paradigmatic, historical characteristics of scientific knowledge, and the role of rhetoric, interpretation and contextuality enabled us to use similar arguments in natural sciences too. In this way a new research field, the hermeneutics of science emerged based upon the works of Husserl, Merleau-Ponty, Heidegger and Gadamer.     Abstract: Anapolitanos critically examines and evaluates three basic characteristics of the Leibnizian metaphysical system: Leibniz's version of representation; the principle of continuity; and space, time, and the phenomenally spatio-temporal. Chapter I discusses representation, especially as it refers to the connection between the real and the phenomenal levels of Leibniz's system. Chapter II examines the principle of continuity, including continuity as a general feature of every level of Leibniz's metaphysics. The position adopted is that the problem of the composition of the continuum played a central role on the development of Leibniz's non-spatial and non-temporal monadic metaphysics. The machinery developed is then used to offer a new interpretation of Leibniz' metaphysics of space and time. The notion of indirect representation is used to construct appropriate models that clarify the nature of the correspondence between the real and the phenomenal levels in the case of the relations `spatially between' and `temporally between', as well as in the cases of spatial and temporal density. Finally, Leibniz's solution to the problem of the continuum is discussed, arguing that it is not entirely satisfactory. A non-anachronistic alternative is proposed, compatible with Leibniz's metaphysics of substance

    Abstract: In this collection of essays Allan Franklin defends the view that science provides us with knowledge about the world which is based on experimental evidence and on reasoned and critical discussion. In short, he argues that science is a reasonable enterprise. He begins with detailed studies of four episodes from the history of modern physics: (1) the early attempts to detect gravity waves, (2) how the physics community decided that a proposed new elementary particle, 17-keV neutrino, did not exist, (3) a sequence of experiments on K meson decay, and (4) the origins of the Fifth Force hypothesis, a proposed modification of Newton's Law of Universal Gravitation. The case studies are then used to examine issues such as how discord between experimental results is resolved, calibration of an experimental apparatus and its legitimate use in validating an experimental result, and how experimental results provide reasonable grounds for belief in both the truth of physical theories and in the existence of the entities involved in those theories. This book is a challenge to the critics of science, both postmodern and constructivist, to provide convincing alternative explanations of the episodes and issues discussed. It should be of interest to philosophers, historians, and sociologists of science, and to scientists themselves

    Abstract: The Christianopolis (1619) of Johann Valentin Andreae describes in great detail a utopian community of scholar-craftsmen, as seen through the eyes of a naïve young traveller. It is a multi-level text, carefully constructed to provide both entertainment and a critique of contemporary society and religion, which could also be read as the prospectus for the establishment of a new community. This new translation aims to clarify Andreae's elliptical Latin for the first time by identifying parallel passages, allusions and sources for his ideas, and by linking Christianopolis with Andreae's other work as satirist, dramatist, poet and mathematician. A new model of his revision of ideas drawn from Campanella is put forward, and the politico-economic principles embodied in the text are explored. The translation should be of interest to students of the history of utopian ideas, and the history of economic thought

    Abstract: In this book twelve outstanding historians of early modern philosophy undertake a study of the philosophy of Johannes Clauberg (1622-1665). Clauberg was not only among the first followers of Descartes (whose philosophy he taught from 1650 in Herborn and from 1652 until the end of his life in Duisburg) but also assured its survival as an academic philosophy by giving it a more traditional and more didactic expression. A first group of articles deals with Clauberg's early metaphysics as it found its expression in his Ontosophia of 1646 (republished with very considerable changes in 1664), the way it was influenced by Comenius (Leinsle), its relation to Malebranche (Bardout) and Wolff (École) and the way in which it illustrates the difficulties of a Cartesian ontology in general (Carraud). A second group of articles deals with problems of knowledge: knowledge of God (Goudriaan), perceptual knowledge (Spruit) and causality (Pätzold). There are also articles on Clauberg's curious attempt to deal philosophically with the etymology of the German language (Weber), Clauberg as a teacher of Descartes' Principia (Verbeek), Clauberg's conception of corporeal substance (Mercer), and Clauberg's relation to later, more radical developments in Cartesian philosophy, especially in Lodewijk Meyer (Albrecht). The volume is completed by a biographical introduction and a short title bibliography of Clauberg's works, which allows an appreciation of Clauberg's lasting international influence. It is the first study on this scale of one of the most influential philosophers of the seventeenth century

    Abstract: During the last two centuries, the political map of Europe has changed considerably. More recently, there are remarkably contrasting tendencies concerning the functions and densities of borders. The borders inside the European Union lost their importance, whereas Central and Eastern Europe saw the birth of a multitude of new state borders. The long-term study of border regions, therefore, is a fascinating subject for geographers, historians, social scientists, and political scientists. The main thesis of this book is that the rise of the modern nation-state reinforced the separating function of state borders by nationalising the people on both sides of it. This process gained strength in the late 19th and early 20th centuries, and was challenged in the second half of this century by processes of supra-national integration, globalisation and the revolution in communication and transport, as the case studies from different parts of Europe of this book will show.
